본 논문은 의회 내 정치적 소수자의 대표성 현황 분석을 목적으로 국회 내 여성, 장애인, 이주민, 그리고 청년을 정치적 소수자로 정의하고 이들의 대표성을 경험적으로 분석하였다. 정치적 대표성을 선거제도와 관련된 제도형식적 대표성, 정치적 소수자의 비율로 측정되는 기술적 대표성, 법안 발의를 통한 실질적 대표성으로 분류하고 이에 따라 각 정치적 소수자의 대표성을 분석한 결과는 다음과 같다. 먼저 제도형식적 대표성은 비례제, 할당제 그리고 정당 차원에서 나타나고 있지만 여성과 청년에 한정되었기 때문에 충분히 확보되었다고 보기는 어려웠다. 일반적으로 선거제도의 비례성이 높을수록 여성을 포함하여 정치적 소수자에게 친화적인 것으로 확인되나, 혼합제를 채택하고 있는 한국에서는 다수제의 성격이 강하게 났다. 그리고 한국에서 법과 제도적으로 여성할당제가 실시되고 있으며, 청년할당제는 각 정당을 통하여 자율적으로 시행되고 있었다. 또한 과거에 비해 주요 정당들은 장애인과 이주민을 포함하여 정치적 소수자의 대표성 확보 및 증진을 위해 노력하고 있지만 여타 국가들에 비해 제도적인 효과성은 낮은 수준이었다. 다음으로 기술적 대표성은 15대 총선에서부터 21대 총선까지 정치적 소수자인 후보자는 전체의 35%로 일정 수준을 확보한 듯 보였다. 그러나 선거별로 구분하였을 때, 여전히 선거 과정부터 정치적 소수자들의 낮은 기술적 대표성을 확인할 수 있었고 정치적 소수자의 특성에 따라서도 그 차이가 확인되었다. 구체적으로 여성, 장애인, 이주민인 후보자들의 비율은 지속적으로 확대되고 있지만, 반면 청년은 과거에 비하여 급격하게 감소하는 추세였다. 그리고 제도형식적 대표성이 선거에서 정치적 소수자의 기술적 대표성에 긍정적인 영향을 미치고 있는지 분석을 실시한 결과, 비례대표제와 할당제 등 특정한 제도형식적 대표성이 기술적 대표성에 긍정적인 영향력을 행사하고 있는 것이 확인되었다. 다만, 시행되고 있는 제도의 효율성이 대부분 떨어지는 상태이기 때문에 기술적 대표성의 견인에 영향을 미치고 있다고 보기는 어려웠다. 또한 당선자로서 정치적 소수자의 기술적 대표성은 매우 저조한 것으로 나타났으며, 과거에서부터 지금까지 비소수자들로 과대대표되고 있는 것을 재차 확인하였다. 이러한 결과에 따라 정치적 소수자의 당선 가능성을 높일 수 있는 방안을 모색하고자 국회의원선거에서 당선에 미치는 요인을 통계적으로 분석하였다. 분석 결과에 따르면, 정치적 소수자의 기술적 대표성을 확대하기 위해서는 제도형식적 대표성의 확보가 필수적으로 전제되어야 함을 확인할 수 있었다. 또한 정치적 소수자의 당선에는 주요 정당의 영향력이 매우 강력하게 작용하였기 때문에 정치적 소수자의 기술적 대표성 증진을 위해서는 정당의 역할이 더욱 강조되어야 할 필요가 있다. 마지막으로 법안 발의를 통한 실질적 대표성의 분석 결과는 다음과 같다. 첫째, 정치적 소수자일수록 소수자와 관련된 법안을 발의하고 있는 것으로 나타났다. 이에 더 나아가 여성은 장애인과 관련된 법안 발의에도 유의미하였고, 이주민도 청년에 관한 법안 발의에 유의미하였다. 이러한 결과는 정치적 소수자가 증가할수록 관련 법안의 발의 건수도 늘어날 것을 예측하게 하며, 여성과 이주민은 다른 정치적 소수자들의 실질적 대표성에도 긍정적인 영향력을 행사할 가능성을 시사하였다. 둘째, 정치적 소수자일수록 소수자와 관련하여 더 많은 수의 법안을 대표 발의하고 공동으로 참여하는 것으로 나타났다. 즉, 소수자의 실질적 대표성 증진에 가장 중요한 요인은 법안 발의자의 정치적 소수자 여부인 것을 확인하였다. 또한 여성의원은 여성 법안을 넘어 장애인 법안에도 긍정적인 영향력을 행사하며, 궁극적으로 여성의원은 다른 정치적 소수자의 대표성 확보에 조력 또는 협력할 가능성을 기대하게 한다. 셋째, 일반적인 법안에 비해 정치적 소수자의 법안은 가결 가능성이 낮았고 대안반영폐기될 확률은 높은 것으로 나타났다. 그러나 18대 국회 이후부터 법안 발의가 급격하게 증가하였고, 한정된 임기 내에 이를 충분히 소화할 수 없기 때문에, 상대적으로 가결률은 낮고 발의된 법안의 대부분이 임기만료폐기되는 것으로 확인되었다. 이에 더해, 대표 발의자가 정치적 소수자일 경우에는 법안이 폐기될 가능성이 높았지만, 이들이 소수자와 관련된 법안을 발의하는 경우에는 가결 가능성이 확대되는 것을 확인하였다. 넷째, 정치적 소수자별로 대표 발의자 여부가 각 소수자와 관련된 법안의 가결에 대해서는 통계적인 ...

In this dissertation, I define women, the disabled, immigrants, and youth in the National Assembly as political minorities and empirically investigate the status of their representation in the National Assembly. I categorize political representation into the following three branches: a) formalistic representation related to the electoral system, b) descriptive representation measured by the ratio of political minorities. and c) substantive representation through bill proposals. After analyzing these representations of the political minority, I present my results and suggestions. First of all, the proportional representation system (PR), quota system, and political parties guarantee formalistic representation. However, this is only limited to women and youths, excluding other minorities such as the disabled and immigrants. Existing literature finds that the electoral system with high proportionality increases representations of political minorities, especially women. In Korea, gender quotas were implemented legally and institutionally, and youth quotas were implemented autonomously by political parties. When compared to the past, political parties are making efforts to accomplish and promote a better representation of political minorities, including the disabled and immigrants. However, despite their efforts and institutions, institutional effectiveness is still lower than other countries. Second, candidates from political minorities tend to secure a certain level of descriptive representation. These candidates account for 35% of the total candidates during the period from the 15th general election to the 21st. However, when classified by a single election period, political minorities were likely to be excluded from the election process. Based on the characteristics of the minorities, there existed differences among them. Specifically, while the proportion of women, the disabled, and immigrant candidates was continuously increasing, the proportion of youths, on the contrary, was rapidly declining compared to the past. As a result of analyzing whether formalistic representation had a positive effect on the descriptive representation of political minorities in elections, I find that specific formalistic representation through PR and quotas exerts a positive influence on descriptive representation. However, since most of the current systems are not efficient, it is difficult to see that they are improving descriptive representation. In addition, I find descriptive representation of political minorities to be very few. This again confirms that non-minorities have been overrepresented from the past to the present. Based on these results, I examine a way to increase the chances of winning the political minority in the election. My results demonstrate once again that attaining formalistic representation is an essential premise to expand the descriptive representation of political minorities. Also, since the influence of major political parties was very strong in the election of political minorities, the role of political parties is significant to improve the descriptive representation of the political minority. Finally, I show the results of the analysis of substantive representation through bill proposals. First, I find that more political minorities are proposing legislation related to the political minority. Furthermore, female legislators of the National Assembly tend to propose bills related to women. They are also more willing to propose bills related to the disabled, immigrants, and youths. Based on these results, I predict that the number of related minorities bills will increase as the number of political minorities increases. This suggests the possibility that women and immigrants can exert a positive influence on the substantive representation of other political minorities. Second, I confirm that the high number of political minorities is likely to initiate and cooperate in proposing bills related to minorities. In other words, the most important factor in promoting the substantive representation of minorities is whether a bill proposer is a political minority or not. Further, female members of the assembly exerted a positive influence on the bill for the disabled beyond female issues. Ultimately, this means that female legislators are likely to assist or cooperate in improving the political representation of other minorities. Third, my result proves that compared to general bills, bills of the political minority are less likely to pass and more likely to be alternatives. However, after the 18th National Assembly, the number of proposed bills increased rapidly. Since legislators could not fully digest them within their limited term, the pass rate was relatively low, and most of the proposed bills were canceled after the end of the term. Furthermore, when the initiative legislator is a political minority, the possibility of the bill being null and void is high. However, when the political minority proposes a bill related to the minority, the possibility of passing the bill increases. Fourth, whether a political minority initially proposed a bill or not is statistically insignificant for the passage of bills related to each minority. These results suggest that even though the political minority as the main legislator is a person concerned directly with the bill, many other factors affect the process of deliberation of the bill. Although it is not statistically significant, in the cases of women, there is a positive correlation for the passage of the women’s bill, the passage of the migrant bill is statistically significant when a woman is the main proponent. Fifth, as more female members co-sponsor bills, the probability of passing the women’s bill becomes bigger. This substantiates that the number of women’s bills passed in the National Assembly rapidly increases when the critical mass of female members of the assembly exceeds 15 percent. In this dissertation, I define women, the disabled, immigrants, and youth in the National Assembly as political minorities and empirically investigate the status of their representation in the National Assembly. I categorize political representation into the following three branches: a) formalistic representation related to the electoral system, b) descriptive representation measured by the ratio of political minorities. and c) substantive representation through bill proposals. After analyzing these representations of the political minority, I present my results and suggestions. First of all, the proportional representation system (PR), quota system, and political parties guarantee formalistic representation. However, this is only limited to women and youths, excluding other minorities such as the disabled and immigrants. Existing literature finds that the electoral system with high proportionality increases representations of political minorities, especially women. In Korea, gender quotas were implemented legally and institutionally, and youth quotas were implemented autonomously by political parties. When compared to the past, political parties are making efforts to accomplish and promote a better representation of political minorities, including the disabled and immigrants. However, despite their efforts and institutions, institutional effectiveness is still lower than other countries. Second, candidates from political minorities tend to secure a certain level of descriptive representation. These candidates account for 35% of the total candidates during the period from the 15th general election to the 21st. However, when classified by a single election period, political minorities were likely to be excluded from the election process. Based on the characteristics of the minorities, there existed differences among them. Specifically, while the proportion of women, the disabled, and immigrant candidates was continuously increasing, the proportion of youths, on the contrary, was rapidly declining compared to the past. As a result of analyzing whether formalistic representation had a positive effect on the descriptive representation of political minorities in elections, I find that specific formalistic representation through PR and quotas exerts a positive influence on descriptive representation. First, I find that more political minorities are proposing legislation related to the political minority. Furthermore, female legislators of the National Assembly tend to propose bills related to women. They are also more willing to propose bills related to the disabled, immigrants, and youths. Based on these results, I predict that the number of related minorities bills will increase as the number of political minorities increases. This suggests the possibility that women and immigrants can exert a positive influence on the substantive representation of other political minorities. Second, I confirm that the high number of political minorities is likely to initiate and cooperate in proposing bills related to minorities. In other words, the most important factor in promoting the substantive representation of minorities is whether a bill proposer is a political minority or not. Further, female members of the assembly exerted a positive influence on the bill for the disabled beyond female issues. Ultimately, this means that female legislators are likely to assist or cooperate in improving the political representation of other minorities. Third, my result proves that compared to general bills, bills of the political minority are less likely to pass and more likely to be alternatives. However, after the 18th National Assembly, the number of proposed bills increased rapidly. Since legislators could not fully digest them within their limited term, the pass rate was relatively low, and most of the proposed bills were canceled after the end of the term. Furthermore, when the initiative legislator is a political minority, the possibility of the bill being null and void is high. However, when the political minority proposes a bill related to the minority, the possibility of passing the bill increases. Fourth, whether a political minority initially proposed a bill or not is statistically insignificant for the passage of bills related to each minority.
