중고령 발달장애인 실천개입 종사자가 이수해야 할 필수 및 선택 사항의 교육과정 내용에 내포된 직무역량의 주요 특성과 이에 대한 논의는 다음과 같다. 첫째, 중고령 발달장애인의 실천개입에서 신체적·정신적 건강을 위한 보건·의료적 연계가 필수적으로 나타남으로 교육과정 운영 시 보건·의료적 연계를 통한 교육 내용을 반드시 적용해야 함을 확인하였다. 둘째, 중고령 발달장애인 실천개입 종사자의 교육과정에 대한 지속적인 요구 조사와 모니터링을 통하여 질 높은 교육의 수준을 유지해야 할 필요가 대두되었다. 셋째, 중고령 발달장애인 실천개입 종사자 교육과정 보급 및 확산을 위한 제도적 개선과 기반을 마련해야 할 필요가 있다. 넷째, 중고령 발달장애인 서비스 확산을 위한 정책 마련이 시급하며 지역사회와의 연계가 정책적 차원에서 강화되어야 할 필요가 있다.
본 연구의 결과를 바탕으로 한 실질적인 제언은 다음과 같다. 첫째, 중고령 발달장애인에 대한 실질적이고 명확한 이해를 교육과정에 담아내는 노력을 적극적으로 도모해야 한다. 둘째, 포괄적 통합돌봄의 재개념화를 통해 중고령 발달장애인의 돌봄 서비스를 이전과는 전혀 다른 접근으로 실천할 수 있도록 돕는 종사자 교육 프로그램을 운영해야 한다. 셋째, 중고령 발달장애인에 대한 효과적인 실천개입을 달성하기 위해서는 실제 현장에 기초하는 차원적이며 다학제적인 접근을 추진해야 한다. 넷째, 효과적인 교육 방법을 다양하게 활용하여 교육의 효과성을 높여야 한다. 다섯째, 다양한 현장 경험을 가진 실무자 중심의 전문가 강사를 활용한 교육의 차별화를 도모해야 한다. 여섯째, 중고령 발달장애인 실천개입 종사자의 디지털 시민성의 역량을 점진적으로 강화해야 할 필요가 있다.

The purpose of this study is to develop a curriculum that can bolster the expertise of workers who perform service at various social welfare sites for the middle-aged and elderly with developmental disabilities. Focus group interview (FGI) and the Delphi method was applied to achieve the aim of the study. The participants of FGI were adults with developmental disabilities aged 40 and above, guardians aged 60 years old and above, and experts in the field with experience of 20 years or more. 17 expert panel members with higher degrees with at least 10 years of experience in the field were assembled and two-round Delphi study was conducted.
On a 5-point Likert scale, the average value of importance analysis was 3.99, and the Cronbach's α was 0.96. Items above consensus value of 0.75 or higher, convergence value of 0.5 or lower, and content validity ration (CVR) of 0.42 or higher were assigned as core education topics. Additional questions and opinions were asked and collected from the panel of experts to develop and finalize curriculum topics. The following is the summary of the results. First, the Delphi method supported a total of 17 educational contents in 6 domains in “Core Courses.” The six domains are Understanding Disability and Human Rights (3 subjects), Worker Philosophy and Ethics (1 subject), Health and Safety (3 subjects), Social and Psychological Support (3 subjects), Individualization Services (4 subjects), and Self-reliance and Social Relationship Improvement Services (3 subjects). These contents are needed for core competence of social workers to cultivate their service ability; thus, these are mandatory courses that should be taken by service workers in all types of facilities working for middle-aged and elderly people with developmental disabilities. Second, 49 educational contents were assigned under 8 domains in “Facility Requirements.” The four domains are Type I (Residential Facilities, 5 subjects), Type II (Welfare Center for with Disabilities, 23 subjects), Type III (Daycare Centers, 12 subjects), and Type IV (Others, 9 subjects), and these contents reflect the distinct characteristics of each type of facility. The workers are required to take courses under the type of facility they practice social work to improve their expertise and capabilities. Third, after the workers fulfill both core and facility requirements, the facilities are encouraged to choose optional courses that meets the need for each of their facility types for additional in-depth training. Accordingly, a sample residential facilities curriculum for middle-aged and elderly people with developmental disabilities was proposed as a model. The curriculum is organized into Knowledge and Information, Practical Skills, and Psychological Emotion sections, and designed to focus on field-oriented job training. It is suggested that common required courses and facility type required courses be completed as compulsory courses, and flexibility should be employed when selecting elective courses for the program based on the characteristics, needs, and size of participating workers.
The main characteristics of job competency included in the curriculum and discussions on them are as follows. First, in the practice intervention of middle-aged and elderly with developmental disabilities, it was found that working with health and medical facilities are essential to care for the patients’ mental and physical health; therefore, the courses should include practical training joined with health or medical professionals or facilities. Second, high-quality education programs should be offered through monitoring and continuous curriculum needs analysis. Third, there is a need to improve the system and lay the foundation to disseminate the curriculum for social workers caring for the developmental disabilities. Fourth, policy making for offering and spreading of services for middle-aged and elderly with developmental disabilities is an urgent issue, and it is necessary to strengthen the links with the local community at the policy level.
The practical suggestions based on the results of this study are as follows. First, active efforts should be made to provide a practical and clear understanding of the middle-aged and elderly developmental disabilities in the curriculum. Second, through re-conceptualizing comprehensive integrated care, education program should be operated so that care services for the disabled can be implemented in a completely different approach. Third, to achieve effective practical intervention for middle-aged and elderly with developmental disabilities, an approach based on experience from the actual site should be promoted. Fourth, it is necessary to increase the effectiveness of education by using various educational methods. Fifth, it is necessary to differentiate education by employing experts as instructors who have various field experiences. Sixth, it is necessary to gradually strengthen the digital capabilities of workers.
