The fourth industrial revolution, which began in the 21st century, is sweeping the world.Consequently, advanced technologies and specialized fields are affected without borders, this is triggering a major change in "disruptive innovation".Previously, the three industrial revolutions that occurred successively in human history, all brought great influence to the birth and development of the image industry.Machine intelligence, such as artificial intelligence and big data, is the main technical measure of the fourth industrial revolution. The wide application of these technologies will greatly improve the economic scale and income of the video content platform industry. And it will have a disruptive impact on creation, investment, audiovisuals and various parts. In this context, capital constantly pursues the maximization of interests in order to cope with strong market competition. In the process, an unprecedented force has emerged: instrumentarianism. The goal is to automate the behavior of audiovisuals and creators through machine intelligence technology. It not only understands people's behavior patterns, but also fix to meet their capital needs. Thus creating a market full of certainty, and people will unconsciously lose the right to make their own choices in this environment. The objective of this study is to sort out the development path of instrumentarianism in China's video content platform, explore its possible risks and find countermeasures. In order to solve the above research problems, the four giant Internet companies BAT+B (Baidu, Alibaba, Tencent, ByteDance) , which control the vast majority of China's image content platforms and the capital behind them, are taken as the main research objects.Based on a concrete case approach, we analyse how the instrumentarianism in surveillance capitalism occurred and grew under the machine intelligence operation of BAT+B. And we discuss more about the impact of this mechanism on the industry, creators, audience groups and the consequences it brought. This is a global change, and there is no shortage of research results in related fields around the world. However, in China, there is a considerable lack of relevant research. As the United States has been the focus of this area of study.China, with an economic equivalent close to that of the United States, but with a very different coping system, would be a very good model for comparative study. Therefore, based on the special nature of China's socio-economic system, this paper takes China as the key research object. This study takes Zuboff's surveillance capitalism as a theoretical background and analyses the formation model and braking mechanism of propism in China's video content platform industry. The motivation for doing so is to place a theoretical system born out of the American status quo into the particular socioeconomic context of China. It is like putting the same unprecedented transformative force into two petri dishes in two completely different environments in China and the U.S., which will help provide a new perspective and case study for the video content industry research. In order to solve the first and second research problems, the chapter 3 maps the theoretical evidence presented in Chapter 2 and suggests two stages of surveillance capitalist development through which instrumentarianism was able to develop on the BAT+B platform.Combined with the analysis of machine intelligence application and industrial development case analysis of Chinese video content platform, this paper aims to verify the development path and implementation basis of instrumentarianism in this field and verify the utility of the theoretical framework. In the first part of Chapter 3 Section 1, it points out that the first stage of surveillance capitalism on the BAT+B platform is a unilateral extraction structure. The causes of economies of scale are discussed and analyzed from the two directions of prediction imperative and extraction structure. In the fierce competition and capture of data, when the urgency of prediction and the demand for data extraction become more diversified, the economies of scale of China's video content industry will develop to economies of scope. In the second part, taking the theory of "digital intelligence" proposed and practiced by Alibaba in order to expand the scope of data extraction as an example, we analyze that Alibaba's achieve economy of scale by rendition from the depths. Taking Tencent's pan-entertainment strategy as an example, it describes the specific operation methods of Tencent to achieve deep user conversion through the product ecosystem. The third part points out that 'BAT+B' implements monopoly and competition over the surplus of behavior in the name of free, so the economies of scale and scope formed based on the extraction structure constitute the first stage of surveillance capitalism However, in order to achieve greater benefits, surveillance capitalism has produced economic forms that combine extraction and enforcement structures. It is also the economy of action that is discussed next in the second section. The second section exemplifies the adoption of means of behavioral modification such as calibration, repulsion and constraint by ByteDive's short video platform TikTok.Which further expands the benefits of surveillance and enters the stage of economy of action. And accordingly reaches the second stage of surveillance capitalism, that is, the stage where machine intelligence power invades the real world from the virtual world to form the control of instrumentarianism power. This section focuses on the example of the path of Jitterbug, in order to reap greater benefits, by means of behavioral modification, combined with a model of extraction and performative structures, which ultimately leads to an economy of action and consequently to instrumentarianism power. In the second part of this section, the Tencent Open Platform is used as an example to explain that the AI open platform serves to help the Big Iters to automatically split and multiply, and that the full application of machine intelligence will also lead to instrumentarianism. Chapter 4 analyses three surveillance capitalism and instrumentarianism consequences of machine intelligence acting on China's video content platform industry. The second section focuses on the risk of an accelerated development of instrumentarianism rights due to the positive attitude of the Chinese government and companies towards the unfolding of the Fourth Industrial Revolution. As the theory of surveillance capitalism was constructed by Zuboff based on the cultural and political environment of the United States, the responses proposed by Zuboff are not fully applicable in China, which has a completely different cultural background. The third section therefore examines surveillance capitalism from a materialist-dialectical perspective based on the actual situation in China, trying to identify a different perspective from Zuboff's surveillance capitalism and pointing out the possible risks inherent in Zuboff's proposed response to surveillance capitalism. Chapter 5 is a proposed response based on China's actual national conditions. Section 1 proposes a way of defining the rights of groups in law to help define the futuristic rights that emerge from theories of surveillance capitalism.Section 2 refers to the need to improve regulations on data rights, and to use the law to establish a balance between government and business, in order to achieve the effect of restraining the creation of instrumentarianism. It also proposes specific countermeasures and suggestions from the perspective of data and user identification and anti-monopoly that are in line with the development of Chinese society. This study provides a theoretical analysis of the path of formation, the current state of development, and the possible risks arising from the application of machine intelligence in the video content industry, in order to study the instrumentarianism arising from its application in the video content industry. It also attempts to explore the regulation and countermeasures against it. However, because surveillance capitalism is a new theory, the development of machine intelligence technology and the transformation of data value are only taking shape in the 21st century. As the lack of relevant research materials and other conditions are limited, the relevant policies are still in an exploratory stage. There are limitations in this study's vision of the further impact and response of propagandist forces on China's video content industry. However, it is necessary to clarify the path and current situation of the development of propagandist rights in Chinese video content platforms and to seek effective countermeasures at this stage. It is hoped that through this thesis, people will realize that the risks of instrumentarianism arising from the application of machine intelligence are being created in video content platforms. It is inspired by the comparison of the similarities and differences in its development in different social institutions, so that more effective responses can emerge in the future.
