이 연구의 목적은 우리나라 공공도서관이 아웃리치서비스를 확대할 수 있는 방안을 제시하는 것이다. 이를 위해 공공도서관의 아웃리치서비스의 의의에 관하여 살펴보고, 문헌연구와 도서관 웹사이트 조사를 통하여 국외 공공도서관과 국내 공공도서관이 수행하는 아웃리치서비스 사례에서 나타난 서비스 유형을 비교 분석하였다. 도출된 차이점과 특성을 통하여 우리나라 공공도서관의 아웃리치서비스 확대 방안을 다음과 같이 제시하였다. (1) 아웃리치서비스의 다양화, (2) 아웃리치서비스의 질적 향상, (3) 온라인 아웃리치서비스 강화, (4) 인적 및 재정적 자원 확보와 커뮤니티 연대.

도서관법에서 지식정보격차의 해소 조항에 따르면 도서관은 어떻게 운영되어야 하는가? 공공도서관이 이용자에게 공평하고 자유로운 서비스를 제공해야 할 근거는 도서관법에서도 찾아 볼 수 있다. 도서관법의 ‘지식정보격차의 해소’ 조항에 따르면 도서관은 지식정보격차해소를 위한 시설과 자료, 프로그램을 설치 운영하여야 하며, 신체적·지역적·경제적·사회적 여건에 관계없이 공평한 지식정보서비스를 제공하기 위한 모든 조치를 취해야 한다고 정의하고 있다.
