Ahn Young-Jin(2008)은 국내 외국인 유학생의 이주 의도와 목적, 그리고 의사결정 구조를 분석하기 위하여 국내 외국인 유학생들의 이주과정을 유학 전(입국 전), 유학(정착 및 적응), 유학 후(귀국 또는 국내 체류)라는 3단계로 나누어 각 단계의 이동 특성을 제시하였으며, Park Eun-Gyoung & Kim Min-Il(2009)은 외국인 유학생의 이주 배경과 현황을 조사하고 적응과정을 분석한 결과, 외국인 유학생의 이주배경은 출신국에 비하여 한국의 정치, 경제, 문화가 더 발전되었다고 인식하기 때문이며, 개인적 요인으로 한국에 대한 긍정적 이미지와 관심 전공분야의 교육수준에 대하여 우수하다는 인식 때문인 것으로 조사되었다. 또한 이주 후 한국생활에 대하여 학교에서의 생활은 지역사회에서의 생활보다 비교적 만족스럽다는 응답을 보였으며, 학교와 지역사회에서 가장 큰 장애요인은 의사소통의 문제이며, 그 다음으로 차별과 편견, 문화적 차이로 나타났다.
국내 대학의 외국인 유학생 급증 현상은 어디서 출발했나? 이러한 국내 대학의 외국인 유학생 급증 현상은 1997년 정부가 외국인의 정원 외 입학을 대학 자율에 맡기고, 2000년대에 들어 고등교육의 국제 경쟁력을 강화하고 국제 수지를 개선하기 위해 ‘외국인 유학생 유치 확대 종합방안(2001년)’ 과 이를 확대․보완한 ‘Study Korea Project(2004년)’을 수립한 데에서 출발점을 찾을 수 있다(Ahn Young-Jin 2008). 이어 ‘Study Korea Project’가 당초 목표한 2010년까지 외국인 유학생 5만명 유치가 2007년에 조기 달성되면서, 2008년 8월에 ‘Study Korea Project 발전방안’을 통해 2012 년까지 국내 체류 유학생을 연간 10만 명까지 확대한다는 새로운 방침을 발표하였으며, 향후 국내 대학의 외국인 유학생 수는 계속해서 증가할 것으로 전망된다.
