일반인 지식이 과학기술 거버넌스를 전문가정치에서 민주주의로 전환해야 한다는 주장을 정당화하는 논리적 요건이 되기에 불충분한 이유는 무엇인가? | 그런데 일반인 지식은 참여적 거버넌스를 정당화하는 중요한 하나의 근거이지만, 그 자체로 과학기술 거버넌스를 전문가정치(expertocracy)에서 민주주의로 전환해야한다는 주장을 정당화하는 논리적 요건이 되기에는 불충분하다. 일반인 지식이 위험과 관련된 과학기술적 사안에 대한 판단과 결정이 일어나는 과정에서 전문가의 지식에 비해 상대적으로 특권적인 지위를 가질 수 없기 때문이다. 이것은 과학기술 전문가만이 건강/환경 위험의 실체를 초사회적이고 객관적으로 파악할 수 있고 따라서 의사결정을 전문가에게 맡겨야 한다는 전문가 중심주의나, 과학기술거버넌스에 참여하기에 적합한 전문성을 분류적으로 규정할 수 있다는 Collins and Evans(2002)의 논의와 다른 진술이다. |
