A rapid decrease of total fertility rate to 1.08 in 2005 prompted the Korean government to plan and implement a '5-year plan for ageing society and population policy' starting from 2006. The 1st and 2nd 5-year plans had not shown any discernible impact on the fertility and the 3rd 5-year plan was launched in 2016. However, the fertility rate is going down further. The author reviewed the contents and assessment reports of the fertility promotion plan to suggest ideas for complementing the shortcomings of it. Author defined the major determinants of marriage and child birth as philosophy, politics, sense of value, social norm, culture, healthcare, and education. The plan was examined in view of these determinants. Transformation of Korea from an agricultural society to an industrialized society in a short period of time had brought about changes in most of the determinants of marriage and child birth; in particular philosophy and sense of value. These aspects were not put into consideration in the plan. Author suggested to launch a social education program for the general public to establish a sound philosophy of life, reform the sense of value on family, child birth and education, and cultivate the skill to draw a consensus through discussions on the social issues. A special program to promote marriage of women at the optimum age for child birth was proposed. The government should implement well balanced policy for economic development and labor. Multidisciplinary approach was recommended for these tasks.

제안 방법

2015년 12월에 발표한 2018년도에 시행할 고등학교 교육과정의 사회문제 탐구에 “저출산 ·고령화에 따른 문제: 출산의 증감, 평균 수명 증가의 사회적 의미 등 사회현상으로서 인구문제에 대한 기본적인 이해를 토대로 다양한 통계자료를 활용하여 저출산·고령화로 인해 나타날 수 있는 문제를 탐색하고 해결 방안을 모색할 수 있도록 한다.
기존 연구보고서를 통해 저출산 대책이 별 효과를 나타내지 못하는 이유와 저출산 대책의 내용을 검토하였다. 결혼과 출산의 결정요인으로 철학, 정치, 가치관, 사회규범, 문화, 의료, 교육으로 규정하고, 각 요인별로 결혼 또는 출산과의 관계를 살펴보고 개선방향을 제시하였다.
2016년부터 제3차 기본계획을 추진하고 있으나 더 떨어지고 있다. 기존 연구보고서를 통해 저출산 대책이 별 효과를 나타내지 못하는 이유와 저출산 대책의 내용을 검토하였다. 결혼과 출산의 결정요인으로 철학, 정치, 가치관, 사회규범, 문화, 의료, 교육으로 규정하고, 각 요인별로 결혼 또는 출산과의 관계를 살펴보고 개선방향을 제시하였다.
이를 위해 해체주의가 비판하고자 한 것은 미리 주어진 것으로서 존재하는 ‘전체성’이라는 사고방식과 그 배후에 있는 신이라는 궁극적 존재를 지주로 하는 서구의 ‘전통적 형이상학’이었다.
기존 질서의 기초에 있는 것을 비판하고, 이원론을 부정하고 다원론을 중시한다. 이를테면 왜 꼭 결혼을 해야 하며, 꼭 남녀가 결혼해야 하나? 남자와 남자, 여자와 여자가 결혼하면 안 되나? 왜 꼭 자식이 부모를 봉양해야 하나? 왜 새 옷은 흠결이 없어야 하고, 건축물은 안정감이 있어야 하나? 이와 같이 기존의 윤리체계를 부정하고 미( 美 )의 개념도 바꾸어 놓았다. 개인의 이익과 쾌락을 중시하는 극단적 개인주의가 팽배하게 되었다[11,12].
제3차 기본계획에서는 ‘아이 낳고 싶은 사회’를 목표로 설정하고, 이 목표달성을 위하여 결혼을 주저하거나 포기하는 사회·경제적 원인 해소, 출생과 양육에 대한 사회적 책임강화, 자녀 양육부담의 경감을 위한 보육과 교육환경개선, 일-가정양립의 사각지대 해소를 4대 전략으로 세웠다.
이러한 문제의 근본적 해결책은 적령기 결혼과 출산이다. 필자가 2012년에서 2014년 사이에 경남과 대구시의 4개 대학생을 대상으로 저출산 문제에 대한 강의를 해 고, 강의 말미에 설문조사를 해보았다. “대학 졸업 후 취업 전에 결혼, 출산하여 어린이를 2세가 될 때까지 양육할 경우 매월 현금으로 얼마를 지원해주면 결혼을 하겠느냐?” 자녀를 2세까지 키운 후 취업을 원할 때 필요한 직업교육을 무료로 제공하고, 취업시험에 군 복무자에게 주는 가산점과 같은 가산점(자녀 수에 따라 차등)을 주고, 공공주택 분양을 우선적으로 받을 수 있는 특전을 같이 준다는 조건을 달았다.

성능/효과

기본계획이 효과를 발휘하지 못하는 이유로 예산부족, 출산율 재고와 별관계가 없는 사업이 있고, 13개 정부 부처가 저출산사업에 참여하고 있으나 정책전담 상설기구가 없어 정책형성 미흡, 정책 목표에 일관성 부재 등이 지적되었다. 근로자를 위한 노동시간 감축과 최저임금 인상이 청년실업을 악화시킬 우려를 낳고 있다.
농경사회에서 산업사회로 급격히 변화하면서 삶의 철학과 가치관이 크게 변한 것이 간과되었다. 이기주의와 물질 중심의 가치관이 전통적 가족관계, 결혼과 자녀에 대한 가치관, 자녀교육의 목적, 인간관계 등 삶의 모든 영역에 변화가 일어났다. 가정교육의 실종과 입시 위주의 학교교육이 결혼과 출산을 더욱 어렵게 만든다.
그러나 출생아 수는 19,431명으로 증가하였다. 전체 출생아수는 감소한데 비해 다문화 가정 출생아는 증가하여 그이 비율이 4.8%로 증가하였다. 이렇게 매년 다문화가정의 어린이가 차지하는 비율은 늘어나게 될 것이다[15].
