This study attempted to analyze the possibility of using remote sensing data for drought identification in South Korea. In order to monitor various aspects of drought, remote sensing and ground observation data of precipitation and potential evapotranspiration, which are major variables affecting drought, were collected. The evaluation of the applicability of remote sensing data was conducted focusing on the comparison with the observation data. 본 절에서는 한국의 6개 지역을 대상으로 각 가뭄지수(SPI, EDDI 및 SPEI)의 과거 가뭄 재현성을 평가하였다. 6개 지역의 관측자료 기반의 가뭄지수(DI-obs)를 산정하기 위해 티센망을 이용하여 각 지역의 면적평균 월 강수량 및 Eo를 구축한 후 각 지역별 가뭄지수를 산정하였다.

데이터처리
본 절에서는 강수량 및 Eo에 대한 원격탐사(Remote sensing, RS) 자료의 적용성이 검증된다. RS 자료의 적용성 평가를 위해 첫 번째로, 남한의 기상관측소 60개 지점에서 획득된 지상 관측자료와 60개 지점이 위치한 격자의 RS 자료 사이의 상관관계를 분석하였다. Fig.
가뭄 모니터링을 위해 RS 및 지상 관측자료를 이용하여 SPI, EDDI 및 SPEI를 산정하였다. 각 가뭄지수는 시간척도 1-12개월에 대해 산정되었다.
본 연구에 사용되는 원격탐사자료는 5 km×5 km의 공간해상도를 가지지만, 지상 관측자료는 60개의 기상관측소로부터 수집된다. 따라서 원격탐사자료의 적용성을 평가하기 위해, 60개의 관측소가 위치한 격자의 RS 자료를 이용하여 관측자료와의 상관관계 분석을 수행하였다. 관측자료가 위치한 격자 자료의 상관성에 기반하여 이외의 격자 자료의 적용성을 확보하고자 하였다.
원격탐사자료의 적용성을 평가하기 위해 지상 관측 자료와의 비교를 수행하였다. 본 연구에 사용되는 원격탐사자료는 5 km×5 km의 공간해상도를 가지지만, 지상 관측자료는 60개의 기상관측소로부터 수집된다.
관측자료가 위치한 격자 자료의 상관성에 기반하여 이외의 격자 자료의 적용성을 확보하고자 하였다. 이때 상관관계 분석은 기상 변수 (강수량 및 Eo)와 가뭄지수 (SPI, EDDI 및 SPEI)에 대한 관측자료와 원격탐사자료 사이의 상관계수를 산정하였다.
이론/모형
원격탐사 및 지상 관측된 강수량 자료는 높은 상관관계가 나타났으나, Eo와 Eo 기반의 EDDI는 그렇지 못하였다. 본 연구에 적용된 원격탐사 및 지상 관측 Eo 자료는 모두 Penman-Monteith 방법으로 추정되었다. Penman-Monteith 방법은 매우 다양한 기후변수를 필요로 하며, 따라서 다양한 기후변수들로부터 산정되는 Eo는 불확실성이 클 수 밖에 없다.
원격탐사 기반의 가뭄지수(DI-rs)는 각 지역에 위치하는 격자들을 이용하여 평균 월 강수량 및 Eo를 구축한 후 각 지역별 가뭄지수를 산정하였다. 산정된 가뭄 지수(DI-rs 및 DI-obs)의 과거 가뭄 재현성을 평가하기 위하여 ROC 분석을 적용하였다(Table 3). 지역별 가뭄 지수들(각각 SPI, EDDI 및 SPEI)의 ROC 분석 결과는 Fig.
성능/효과
RS 자료를 이용한 세 가뭄지수의 과거 가뭄 재현성을 평가하기 위해 남한의 가뭄 기록을 이용하여 ROC 분석을 수행하였다. EDDI의 경우 관측자료와 RS 자료 모두 낮은 재현성을 나타내었다. 이는 ROC 분석에 적용된 한국의 가뭄 사상이 대부분 강수 부족으로 기록되었기 때문으로 판단된다.

후속연구
본 연구의 결과를 통해 가뭄 모니터링을 위한 원격탐사 자료의 활용 가능성을 확인할 수 있었다. 광범위한 지역에서의 관측이 가능한 원격탐사 자료의 활용은 미계측 지역에서의 가뭄 모니터링과 다양한 형태의 가뭄 상황 판단이 가능할 것이다. 또한 고해상도를 가지는 다양한 원격탐사자료를 적용한다면 광범위하게 발생하는 가뭄의 상황을 정확하게 판단할 수 있는 모니터링 체계를 구축할 수 있을 것으로 기대된다.
실제로 강수량만을 이용하는 SPI보다 Eo를 함께 이용하는 SPEI가 더 나은 가뭄 모니터링 능력을 보이는 지역이 존재하였으며, 강수량에만 의존하는 가뭄 모니터링은 다양한 기후 요인들에 의해 발생하는 복잡한 가뭄 현상을 올바르게 표현하기 어렵기 때문이다. 따라서 향후 연구에서는 가뭄의 주요 변수인 강수량과 Eo에 대한 다양한 RS 자료를 평가하여 효과적인 가뭄 모니터링에 접근할 필요가 있다.
광범위한 지역에서의 관측이 가능한 원격탐사 자료의 활용은 미계측 지역에서의 가뭄 모니터링과 다양한 형태의 가뭄 상황 판단이 가능할 것이다. 또한 고해상도를 가지는 다양한 원격탐사자료를 적용한다면 광범위하게 발생하는 가뭄의 상황을 정확하게 판단할 수 있는 모니터링 체계를 구축할 수 있을 것으로 기대된다.
본 연구의 결과에서, Eo 기반의 가뭄지수인 EDDI가 낮은 재현성을 나타냈지만 Eo와 관련된 다양한 RS 자료의 활용성을 평가하는 것이 중요할 것이다. 실제로 강수량만을 이용하는 SPI보다 Eo를 함께 이용하는 SPEI가 더 나은 가뭄 모니터링 능력을 보이는 지역이 존재하였으며, 강수량에만 의존하는 가뭄 모니터링은 다양한 기후 요인들에 의해 발생하는 복잡한 가뭄 현상을 올바르게 표현하기 어렵기 때문이다.
