미국과 중국의 기술패권 전쟁이 전개되고 연구개발의 중요성이 증가함에 따라 세계 각국은 연구개발 투자를 증대하고 있다. 우리나라는 정부 및 기업의 연구개발 투자 규모가 매년 꾸준하게 증가하였으며, 창조형 기술개발의 방향으로 전환되며 다양한 분야에서 첨단 기술이 개발되고 있다. 하지만 많은 예산과 시간, 노력이 투입된 국내의 첨단 핵심 기술이 해외로 불법 유출되는 사례 또한 꾸준히 증가하고 있다. 연구보안은 이처럼 연구환경에 존재하는 보호대상을 유출 및 탈취 등의 위험요소로부터 안전하게 보호하기 위한 활동으로, 우리나라뿐만 아니라 미국 등 각국에서 연구보안을 위한 법령 및 제도를 정비하고 있다. 본 논문에서는 연구보안제도의 개선을 위해, 전 세계 연구개발비 1위를 차지하고 있으며 연구보안정책 및 법령의 정비를 위한 논의가 활발하게 이루어지고 미국의 연구보안 사례를 중점으로 우리나라의 연구보안 정책방향을 도출하고자 한다.
