대학도서관 발전계획 분석 - 루브릭 평가를 중심으로 -

본 연구의 목적은 국내 대학도서관 발전계획을 분석하여 핵심 구성요소를 반영하고 있는지 점검하고 대학도서관발전계획 수립에 대한 개선방안을 모색하는 것이다. 이를 위해 외국 대학 및 도서관 평가 관련 연구를 통해 도출된 루브릭(Rubric) 평가기법을 활용하였다. 연구 대상은 QS 세계대학평가 및 THE 세계대학평가를 참고하여 국내 상위 15개 대학의 도서관을 선정하고, 발전계획의 핵심 구성요소를 얼마나 반영하고 있는지 평가하였다. 연구결과는 다음과 같다. 첫째, 대학도서관 발전계획을 평가한 결과, 구성요소 중 '목적', '목표', '실행계획'의 내용을 대부분 반영하고 있었으나 '사명', '비전'에 취약점이 나타났다. 둘째, 일부 사립대학 도서관은 핵심 구성요소를 모두 포함하여 선진국 수준의 전략적 계획 차원으로 나아가고 있었다. 셋째, '목적'을 대부분의 대학도서관에서 명시하고 있었지만, 형식적인 기술과 연계성으로 한계를 보였다. 종합적인 평가에서는 최고점 15점 중 양호 12곳, 미흡 3곳으로 국내 대학도서관들의 발전계획은 대체로 '양호'한 수준으로 나타났다. 이에 대한 개선방안으로 '발전계획 수립을 위한 테스크포스 구성', '발전계획 공개 및 홍보', '사서 대상 발전계획 교육 강화'를 제언하였다.
