An oil spill accident in December 7, 2007 at the Yellow Sea coast of Taean County, South Chungcheong Province, South Korea, caused immense ecological destruction and social and economic impacts on lives of people. This research is focused on assessment of social impacts of the accident. For this research the social impact assessment(SIA) tools that were developed by R. Burdge and others were primarily used. In addition, vulnerability variables were developed to measure differential impacts depending on the defensibility of victims. A sample suryey was conducted in February 2008, along with the psychological health impact assessment research. 464 local residents, selected on the basis of quota sampling method, responded to the telephone interview. It was found that personal and health impacts measured in terms of troubles In sleeping, taking medicine and irregular life pattern have significantly been noted after the accident. The personal and health impacts differed in proportion to the level of exposure to the accidents. Differential impacts as such imply the oil spill accidents significantly gives impacts on physical and mental lives of the people. Respondents showed strong distrust on central and local governments, and the company that was assumed to be responsible for the accident. Approximately 20% responded that they trust the central and local government. The more exposed to the accident, the more distrust increased. Caused by the accident, local people had to suffer economic damages from decrease of income, loss of workplace, decrease in sales of agricultural products, and decrease of tourists. On other hand, peoples" concern on environment and health increased after the accident. In terms of vulnerability or defensibility, income factors are the most important. Income level and damage from the accident are in inverse proportion to each other. In the variables of medicine-taking, sleeping trouble, and loss of job, the lower income group suffered more than the higher income group, indicating that the higher income group had stronger defensibility against the impacts from the accident. Higher income group also has a higher score in happiness index. Pearson correlation revealed that education, age and number of panicipating organization are also important factors that explain the vulnerability.
