Within the youth the issue of unemployment for high school graduates is more serious and the quality of jobs, even if they are employed, is not satisfactory in many cases. Third, concerning non-regular type of employment, the ratio of youth employed as non-regular worker is not higher than that of other age groups. Finally, they are more likely hired as professionals or office worker in the newly growing service industries, for example, such as knowledge-based service industry. As for the reasons of the high unemployment rate of youth, we suggest the followings. At first, the quality and contents of the education fails to satisfy the industry"s demand. Second, many of youth are over-educated. Third, the labor market is rigid and not working efficiently, especially due to the weak employment service system. To solve the youth unemployment issue, we need to expand the potential of economic growth. Developing newly rising industries is one answer to this problem. Expansion and upgrading of internship opportunities will also help to easy this important issue of youth unemployment. Finally, the serious efforts to make the labor market more flexible is most important and should be emphasized.
