본 연구의 목적은 우리나라 중앙정부의 공공갈등 관리현황 및 갈등특성, 갈등의 원인 및 관리실태, 갈등관리 및 해결요인 등을 파악하여 효과적인 갈등관리 및 갈등해결 방안을 제시하는 것이다. 연구결과를 요약하면 다음과 같다. 첫째, 2009년 9월 현재 공공갈등의 총수는 94개이고, 갈등해결률은 20.3%, 갈등지속률은 79.6%, 신규 갈등발생률은 12.7%로 나타났다. 갈등유형별로는 이익갈등 44.7%, 입지갈등19.1%, 정책갈등 18.1%, 노사갈등 10.6%, 개발갈등 7.4% 순으로 나타났다. 둘째, 공공갈등의 원인으로는 경제적 이익관계 24.7%, 정부의 일방적인 공공정책 추진 16.5%, 정부불신 등 사회신뢰 부족 15.5%, 가치관ㆍ인식ㆍ이념의 차이 12.4% 순으로 나타났다. 공공갈등관리가 잘 되지 않은 이유로는 갈등이슈의 복잡화 30.8%, 갈등관리규정이 도움 안 됨 14.2%, 공무원들의 갈등관리 인식부족 14.2%, 이해당사자 간비협조적인 태도 12.5%의 순으로 나타났다. 셋째, 현재의 공공갈등 해결방식으로는 협상 36.6%, 조정23.7%, 법원 판결 10.8%, 행정집행 10.3% 순으로 나타난 반면, 미래의 공공갈등 해결방식으로는 협상이 61.3%로 압도적으로 높고, 다음으로 조정 19.6%, 중재 9.8%, 주민투표 5.2% 순으로 나타났다. 공공갈등의 해결에 있어 가장 기여할 수 있는 주체로는 직접적 이해당사자가 50.0%로 가장 높게 나타났고, 그 다음으로 갈등조정위원회 18.6%, 중앙정부 및 지방자치단체 10.8% 순으로 나타났다. 마지막으로 공공갈등을 효과적으로 관리하고 해결하기 위해서는 단기적으로는 합리적인 보상체계 구축, 공청회 등 의사소통절차 강화, 공무원의 갈등교육 강화, 이해관계자의 적극 참여 유도, 자율적 사전협의 강화가 필요한 것으로 나타났고, 장기적으로는 상호신뢰 등 사회적 자본 축적, 소통문화 정착 유도, 다양한 가치를 인정하는 사회적 풍토조성이 필요한 것으로 나타났다.

The purpose of this paper is to suggest effective methods of public conflict management and resolution by analyzing causes of public conflict, the status quo of conflict management, and factors influencing conflict management and resolution in the Korean central government. The summary of this study is as follows. At the time of this study (September 2009), there were 94 kinds of conflict in the central government. Of the recorded conflicts, 20.3% were resolved and 79.6% continued. Interest-related-conflict (44.7%) is the most common type, and economic interests (24.7%) are the most common precipitator of conflict. The primary reason for the unsuccessful management of public conflict is revealed to be the complication of conflict issues (30.8%). Negotiation (36.6%) is the most commonly used method of conflict resolution and is also the most popular (61.3%) upcoming method of conflict resolution. Direct stakeholders (50.0%) are the most influential contributors to the resolution of public conflict. Finally, this study suggests two approaches to the efficient management and resolution of public conflict in the central government. In the short term, reinforcement of the communication process (e.g., the establishment of a reasonable compensatory system and public hearings), intensification of conflict management education for public servants, inducement of active participation by stakeholders, and strengthening of preliminary and voluntary consultation are needed. In the long term, the accumulation of social capital (e.g., mutual trust), the establishment of a communicative culture, and the cultivation of a social atmosphere that permits diverse values are needed.
