장애인 활동보조인의 활동보조서비스 제공 실태 분석 An Analysis on the Present Condition of the Provision of Personal Assistant Services by Activity Assistant for People with Disabilities
본 연구는 활동보조인의 활동보조서비스 제공 실태를 전반적으로 파악하여 활동보조서비스 제도에서의 활동보조인에 대한 현안을 분석하고 이에 대한 제도개선 및 정책적 대안을 제시하는데 목적을 두고 있다. 이를 위해 대전지역에서 활동보조인으로 일하고 있는 활동보조인 243명을 대상으로 서비스 제공 실태를 분석하였다. 그 결과, 첫째, 활동보조인 대부분이 4ㆍ50대 여성으로 구성되었고, 활동보조 시작 전 자원봉사 활동 경험이 있는 것으로 나타났다. 둘째, 활동보조인으로 일하게 된 동기는‘장애인에게 도움이 될까 해서’가 가장 높게 나타났고, 이용 장애인은 지체장애인이 많으며, 제공 서비스는‘이동보조와 신병처리 서비스’가 가장 높게 나타났다. 셋째, 활동보조인의 시간당 급여에 대한 적절성에 대해서는 82.5%가 적절하지 않다고 응답하였고, 이용인과의 관계에서는 43.7%가 갈등을 경험한 것으로 나타났다. 넷째, 활동보조인의 애로사항으로는 보수가 열악한 점을 꼽았고, 노동강도가 심한 서비스 유형은‘목욕서비스’인 것으로 나타났다. 그럼에도 불구하고 활동보조인이라는 직업을 타인에게 추천하고 싶다는 응답이 83.5%로 높게 나타났다.
연구결과를 토대로 향후 활동보조인 관련 활동보조서비스 제도의 제도적 개선을 위해서는 첫째, 활동보조서비스는 이용 장애인의 장애유형과 연령을 감안하여 서비스가 제공되어야 하며, 이를 위해서는 활동보조인 양성 교육과정과 내용이 재검토되어야 하겠다. 둘째, 활동보조인 스스로가 근로자성을 인식할 수 있도록 급여체계가 재설정되어야 하며, 셋째, 활동보조인의 활동보조서비스 유형에 따른 노동강도를 고려하여 서비스 지원 방법을 달리해야 한다는 것, 넷째, 활동보조인의 활동보조 서비스 중개기관의 전문성을 강화하여 활동보조인과 이용 장애인간의 갈등을 중재할 수 있어야 하겠다.

The result revealed the following: First, the majority of the activity assistants consisted of women in their 40s to 50s and they had volunteer service experiences prior to starting their personal assistant services. Second, the analysis result revealed the highest number of response in the motive of ‘to be of help to people with disabilities’in regards to their motive for working as activity assistant. The number of response was highest for people with physical disabilities in regards to the people with disabilities that use the service. and the number of response was highest for ‘mobility assistance and illness treatment service’in regards to the services they provide. Third, in regards to the appropriateness of wages per hour for activity assistant, 82.5% of them responded as ‘not appropriate’, and 43.7% of them responded that they have experienced conflict with those who use the service. Fourth, they pointed out their poor compensation in regards to items of difficulty, and ‘the bath service’was found to be a service type with high labor intensity. In spite of this, 83.5% of them responded that they would like to recommend to others the occupation of activity assistant. For the policy improvement of the personal assistant service system related to activity assistant based on the study result, the following items are needed: First, personal assistant service should be provided by considering the disability type and age of people with disabilities that are using the service for which the curriculum and content for cultivating activity assistant need to be reexamined. Second, the wage system needs to be reestablished to allow the activity assistants to recognize the laborer nature. Third, the service method needs to be changed by considering the labor intensity according to the type of personal assistant services for activity assistant. Fourth, the expertise of the personal assistant service agency needs to be reinforced in order to be able to mediate conflicts between activity assistants and people with disabilities that are using the service.
