독성물질은 국민의 생명과 재산에 직접적으로 영향을 미치는 중대한 물질이기 때문에 이에 대한 관리 및 연구는 국가가 중.장기적 계획을 수립하여 종합적이고 체계적으로 수행해야 한다.
또한, 독성물질은 산업 활동 및 국제무역에 있어서 제품의 안전성확보 등에 핵심적 요소다.
2002년부터 정부는 국가독성물질관리 (national toxicology Program in Korea, KNTP)프로그램을 도입하여 어려운 여건(예, 예산 부족, 전문인력 부족, 장비 및 시설의 노후 등)속에서도 우리나라에서 문제가 되는 독성물질의 관리

또한, 독성물질은 산업 활동 및 국제무역에 있어서 제품의 안전성확보 등에 핵심적 요소다.
2002년부터 정부는 국가독성물질관리 (national toxicology Program in Korea, KNTP)프로그램을 도입하여 어려운 여건(예, 예산 부족, 전문인력 부족, 장비 및 시설의 노후 등)속에서도 우리나라에서 문제가 되는 독성물질의 관리 및 연구를 수행하여, 독성기반기술의 확립, 안전관리, 교육 및 기업지원 등에 지속적인 노력을 해 왔다. 그러나 독성학의 급속한 발전, 국제사회에서의 독성물질에 대한 규제강화, 동물시험의 제한 등 국제환경의 변화로 인해 과거 수행되어 왔던 국가독성물질 프로그램에 대전환기를 맞이하게 됐다. 또한, KNTP 사업은 범국가적인 중.장기적 대규모 사업의 특성임에도 불구하고 이를 뒷받침할 법적인 제도가 없었다.
따라서, 향후 국가독성물질관리 사업은 과거의 KNTP 사업을 재분석하여 국가적 차원에서 법적인 토대에 기초하여 통합적이고, 범부처적으로 운영되어야 하며, 첨단 독성과학의 도입과 국제적 경쟁력을 확보하기 위해 필요한 예산 및 인력양성 등의 지원이 뒷받침 되어야 한다. 특히, KNTP 사업의 성공을 위해 정부/학교/기업의 상호협력과 공동의 노력이 절실히 요구된다.
앞으로 2008년부터 2012년까지 5개년의 2단계 KNTP 사업은 매년 약 400억원 총 2000억원의 예산을 투입하여 아래와 7개 분야로 나눠 체계적으로 수행할 계획이다.
I. 독성평가 (450억) 분야에서는 나노물질을 포함한 물질별 분야별 독성시험 연구
II. 시험법 개발 및 기반연구 (350억) 에서는 대체시험법 개발과 외삽 연구
III. 위해평가 및 위해요소 저감화 (200억) 분야에서는 위해종합정비서비스 제공, 위해평가 방법론 개발 및 위해요소 저감화 연구
IV. 독성연구 첨단기법도입 및 창의적 연구 (300억) 에서는 system toxicology와 새로운 학설도입 등 창의적 연구
V. 예방관리시스템 구축(350억) 에서는 노출원 및 질병유발물질 규명연구, 취약군(민감군)에 대한 위해평가 규명연구
VI. 독성연구 인프라 구축(250억) 에서는 전문인력 양성, 첨단장비, 기기설비의 현대화, 국제네트워크 구축, 독성정보 DB 구축
VII. 화학물질의 분류, 기준설정 및 관리방안 (100억) 에서는 독성물질별 (예, 발암물질), 장기독성 (예, 내분비기계)에 대한 분류체계의 정립과 안전관리방안 등
2단계 국가독성물질관리 사업의 수행으로 얻어지는 기대효과로는 국민보건의 획기적 증진, 첨단독성과학 기술력 확보, KNTP의 국제경쟁력 강화, 생명과학 산업육성의 기반확립과 선진화 등이 있다.

National toxicology Program in Korea (KNTP) has begun since 2002 by national institute of toxicological research (NITR) even at poor conditions such as insufficient budget, shortage of manpower, outworn equipments and facilities and covered toxicological research of toxic substances importantly recognized in Korea, safety management, education, support of industry, etc. However, rapid progress in toxicological sciences, and the change of environment in international society, including world-wide strict regulation of toxic substances, and restriction of animal experiment forced current KNTP to be modified against upcoming challenge. Therefore, KNTP program should be changed to be competitive with international community with full support of central government on the basis of KNTP law proposed in this study and intergovernmental cooperation. To carry out KNTP successfully in the future, large scale budget should be provided and manpower shortage needed to be solved by recruiting toxicologists or introduction of training program. Furthermore, it will be imperative to collaborate each other among government, academia and industry on KNTP and mutual efforts are required to be made. In the future, 5 year new KNTP project will be carried out in 7 categories with a total budget of $200 million and $40 million each year.
Seven categories include I. Toxicological Evaluation ($45 million) for nanomaterials and so forth, II, Development of toxicological tests ($35 million) for alternative methods and extrapolation, III. Risk assessment and risk reduction ($20 million) for risk information service and development of risk assessment methodology, IV. Introduction of Hightechnology and Creative Toxicological Research ($30 million) for systems toxicology and new theoretical study, V. Preventive management system ($ 35 million) for investigation of relationship between exposure and disease, risk for susceptible population, etc, VI. Infrastructure for Toxicological Research ($25 million) for recruiting specialized manpower and renovation of facilities and instruments, and VII. Classification of chemicals and management ($10 million) for safety regulation. This project may contribute to enhancement of life quality of Koreans, development of toxicological sciences, advance in life sciences and industrial competition, and introduction of toxicological new technologies.
