외환위기 이후 사회 양극화가 진행됨에 따라 교육비 지출 격차를 포함하여 계층 간, 지역 간 교육 격차가 점점 커지고 있음은 여러 통계 조사나 연구 결과에 의해 입증되고 있다. 교육격차는 가정의 경제적 배경 이외에 다양한 개인적, 지역적, 사회적 요인 등으로 인해 발생하며, 교육에 접근할 수 있는 기회, 교육 활동이 이루어지는 과정, 교육을 통해 얻어지는 결과 등 교육의 전 과정에서 발생하고 있다.
사회 양극화 현상으로 인한 계층 간 교육격차 심화에 대처하기 위해서 교육과학기술부를 비롯한 유관 정부 부처에서 다양한 교육복지 정책
외환위기 이후 사회 양극화가 진행됨에 따라 교육비 지출 격차를 포함하여 계층 간, 지역 간 교육 격차가 점점 커지고 있음은 여러 통계 조사나 연구 결과에 의해 입증되고 있다. 교육격차는 가정의 경제적 배경 이외에 다양한 개인적, 지역적, 사회적 요인 등으로 인해 발생하며, 교육에 접근할 수 있는 기회, 교육 활동이 이루어지는 과정, 교육을 통해 얻어지는 결과 등 교육의 전 과정에서 발생하고 있다.
사회 양극화 현상으로 인한 계층 간 교육격차 심화에 대처하기 위해서 교육과학기술부를 비롯한 유관 정부 부처에서 다양한 교육복지 정책 사업을 추진함으로써 취약 집단에게 도움을 주고 있지만, 부처별로 산재되어 상호 연계 없이 추진됨으로써 교육복지 수요자에게 종합적이며 체계적인 지원을 제공하는데 한계를 드러내고 있다. 교육복지를 필요로 하는 취약 집단이 드러내는 문제는 대부분 여러 가지 원인이 얽혀 발생하는 복합적인 성격을 띠고 있다. 따라서 분절적으로 구분된 공급 주체들이 상호 연계 없이 제각기 다른 관점에서 문제의 한 부분만을 진단하고 제한적으로 대응할 경우 서로 중복, 상충 또는 단절되어 효율성을 떨어뜨리고 총체적인 접근과 해결을 어렵게 한다. 이 연구에서는 교육복지 유관 정책 사업들이 상호 연계 없이 분절적으로 추진됨으로써 나타나는 여러 문제점을 해결하기 위해 유사한 목표와 내용으로 추진되고 있는 교육과학기술부 등 정부 부처의 교육복지 유관 정책 사업의 운영 실태를 양적・질적 방법을 통해 심층적으로 분석하고 이를 토대로 교육복지 통합적 지원 체제 구축 방안을 도출하였다.
제 2장에서는 이 연구의 이론적 토대를 마련하기 위해 교육복지의 개념과 대상, 교육복지 통합적 지원 체제의 필요성과 의미 등을 고찰하였다. 이 연구에서는 기본적으로 사회, 경제, 문화, 지역, 교육 등 여러 측면에서 취약하거나 소외된 집단을 우선적인 정책 대상으로 보고자 한다. 그리고 주로 아동・청소년을 주된 범위로 하지만 이들이 청년 및 성인으로 성장하는 단계까지 일부 고려하고자 한다. 이처럼 대상을 다소 광범위하게 설정하는 것은 이 연구의 목적이 이들을 위한 구체적인 정책 모형을 개발하는 것이 아니라 이들을 위한 기존의 교육복지 정책들을 검토하면서 교육복지 통합 체제를 구안하는데 있기 때문이다. 이 연구에서 검토하고자 하는 교육복지 유관 정책들이란 초점 집단이라고 할 수 있는 취약 집단 아동・청소년이 학습을 비롯한 모든 교육 활동을 원활하게 할 수 있도록 복지, 문화, 건강, 심리・정서 등 제반 영역에서 다각도로 지원하는 정책이다.
통상적으로 아동・청소년에게 필요한 다양한 지원은 분리된 정부 조직과 서비스 공급기관에 의해 이루어져 왔다. 각기 독자성을 가지는 아동・청소년 지원 담당 정부 조직은 독립된 계획과 재원을 가지고 대상 혹은 영역별로 서비스를 제공한다. 그러나 최근 들어 많은 국가에서 이러한 분절화된 지원으로 인해 발생하는 문제를 인식하고 이를 개선하기 위해 통합적 지원 체제 구축을 지향하고 있다. 교육복지 통합적 지원 체제의 의미에 대한 이론적 고찰을 토대로 이 연구에서는 교육복지 통합적 지원 체제를 “취약 집단 아동・청소년의 전인적 성장・발달을 목표로 통합적 지원을 하기 위해 교육복지 정책 사업을 입안하고 재정을 지원하는 중앙 및 지방 정부와 직접 지원을 제공하는 학교와 지역사회 유관 기관 간 연계 협력 체제”로 정의하였다.
제 3장에서는 여러 정부 부처에서 추진하고 있는 교육복지 유관 정책 사업을 개관하고 운영상 문제점을 분석하였다. 교육과학기술부의 교육복지 유관 정책 사업으로는 교육복지우선지원사업, 학력향상형 창의경영학교, 방과후학교, Wee 프로젝트, 탈북청소년 교육지원의 5가지 사업을, 보건복지부의 사업으로는 드림스타트와 지역아동센터의 2가지 사업을, 여성가족부의 사업으로는 CYS-Net의 실태를 각각 배경 및 취지, 지원 대상과 사업 내용, 추진 체제의 세 측면으로 나누어 개관하였다.
이처럼 여러 부처에 의해 다양한 유관 사업이 실시됨으로써 나타나고 있는 문제는 다음의 몇 가지로 정리될 수 있다. 첫째, 정책의 주객이 전도되는 현상에 대한 지적이 있다. 즉 정책 사업들이 파편화되면서 이러한 사업들을 각기 운영하기 위해서 대상이 되는 일부 학생들을 “돌리거나”, “빼앗는” 현상을 지적하면서 사업들의 본래 취지에 맞게 학생들의 필요를 중심에 놓고 각종 지원들이 재구조화 되어야 한다는 점을 지적하는 것이다. 둘째, 파편적인 정책들로 인해 학생들에 대한 통합적 관점을 갖기 어렵고 분절적 사업 시행으로 인해 종합적으로 어떠한 결과를 낳고 있는지에 대해서 알기 어렵다는 지적이 있다. 셋째, 중복과 사각지대 발생에 대한 우려의 목소리가 있다. 교육복지 유관 사업들은 특정한 기준에 따라 정책 대상을 선정한다. 따라서 특정한 기준에 부합하는 집단은 여러 유관 정책에서 대상으로 선정되는 반면에 정책 대상으로 개인이 아니라 학교나 지역 등을 선정할 경우 동일한 조건의 학생들이라도 해당 학교나 지역 밖에 있을 때는 지원 대상에 포함될 수 없다는 점이 문제로 지적된다. 또한 정책 대상으로 개인을 선정하더라도 실제 상황은 열악하지만 법규에 맞지 않거나 행정 문서로 증명하기 어려운 경우 지원에서 배제되는 사례도 있기 때문에 사각지대가 발생한다는 것이다. 넷째, 투자되는 재정 규모에 비해 효과가 적어 비효율적이라는 지적이 있다. 다섯째, 정책 운영 실무자들의 업무 부담에 대한 지적이 있다. 교육지원청과 시도 교육청에서는 행정력의 낭비, 학교에서는 교사들의 과중한 업무 부담이 유발된다는 것이다.
제 4장에서는 질문지 조사 결과를 토대로 단위학교의 교육복지 유관 정책 사업 운영 실태를 분석하였다. 질문지 조사는 교육복지 정책 사업 운영 학교 교사와 지역사회 교육 복지 유관 기관 담당자를 대상으로 실시하였다. 교육복지우선지역 사업과 그 외의 정책 사업을 1개 이상 운영하는 초・중학교 교사 4,106명과 지역사회 기관 담당자 410명을 표집, 질문지를 배부하였으며 회수율은 각각 68.4%, 79.8%이다.
교육복지 유관 정책 사업 운영 실태는 사업 전반과 통합적 지원 체제 측면으로 나누어 살펴보았다. 교육복지 유관 사업 운영에서 교사들이 가장 큰 문제로 지적한 것은 ‘학부모의 관심과 참여 저조’(3.00)이며, 그 다음은 ‘교사 업무 과중’(2.92)이다. 이어서 ‘지원이 필요하지만 받지 못하는 학생 발생’(2.88), ‘학생들의 프로그램 참여율 저조’(2.87), ‘여러 사업들이 상호 연계되지 못한 채 제각기 분절적으로 추진’(2.83) 등을 중요한 문제로 꼽았다. 지역기관은 ‘지원이 필요하지만 받지 못하는 학생 발생’(3.09)이 가장 문제되는 것으로 응답하였고, 그 다음으로 ‘담당자들의 업무 과중’(3.04)을 지적하였다. 이어서 ‘학생들의 동기 저하와 무력감’(2.99), ‘대상 학생에 대한 다차원의 통합적 지원 부족’(2.97), ‘여러 사업들이 상호 연계되지 못한 채 제각기 분절적으로 추진’(2.94) 등을 중요한 문제로 인식하고 있는 것으로 나타났다. 교사와 지역기관 모두 ‘지원이 필요하지만 받지 못하는 학생 발생’을 다른 문제에 비해 심각한 것으로 인식하는 정도가 높고, 학생들의 동기와 참여 미흡, 담당자의 업무 과중, 여러 사업들의 분절적 추진을 비교적 큰 문제로 인식하고 있음을 알 수 있다. 교육복지 정책 사업에서 지원 대상에 사각지대가 발생하고, 여러 사업들이 연계되지 못하고 분절적으로 추진되고 있는 점은 통합적 지원 체제 구축이 필요함을 시사하고 있다.
교육복지 통합적 지원 체제 구축을 위한 필수적 조건이라고 할 수 있는 학교와 지역사회 간 연계 협력에 대해서는 절대 다수의 교사와 지역기관이 그 필요성을 인정하고 있으며, 상당수의 교사와 지역기관이 활성화되어 있다고 응답하였다. 그러나 교사와 지역기관의 상당수가 “연계 협력을 하고 있으나 형식적인 면이 많다”고 응답한 것은 양자의 연계 협력이 아직 그 본연의 취지를 제대로 살리지 못하고 있음을 반증하고 있다.
제 5장에서는 사례 분석을 통해 교육복지 유관 정책 사업 운영 실태를 분석하였다. 대상학교 선정을 위해 우선 대표적인 교육복지 정책 사업인 교육복지우선지원사업을 수행하고 있는 학교들을 후보군으로 놓고, 이 학교들 중에서 취약집단 학생들을 위한 정책 사업으로 볼 수 있는 위프로젝트(Wee Project), 창의경영학교(학력향상형), 다문화학생 지원 사업, 탈북학생 지원 사업 등 중에서 2개 이상을 운영하고 있는 학교들의 목록을 작성하였다. 그리고 이들 중 동일 교육지원청에 속하는 초등학교와 중학교를 뽑았다. 이런 과정을 거쳐 대도시인 서울과 대구에서 각각 1개씩의 교육지원청과 관내 학교들, 경기도와 충청북도에서 각각 1개씩의 교육지원청과 관내 학교들을 최종적으로 선정하였다. 연구 대상 교육지원청은 총 4곳, 학교는 초등학교 4곳, 중학교 4곳이다. 연구 결과는 다음과 같다.
유관 사업 배정 및 유관 사업 간 관계 측면에서 볼 때 취약집단 학생들이 일정 수가 넘는 일부 학교는 여러 가지 사업을 한꺼번에 수행하는 반면, 일부 학교는 취약집단이 있지만 별도의 지원을 받지는 못하는 등 불균형한 상황에 있다. 사업이 배정되는 과정에서 갑자기 사업 학교로 지정되어 해당 사업을 학교 교육계획에 미처 포함하지 못한 경우, 그리고 구성원들의 전체적인 동의 없이 일부의 의지에 의해서 사업을 하게 된 경우에는 특히 학교에서 사업을 운영해가는 데 어려움을 겪는다. 여러 사업을 운영하는 사례들을 들여다보면 특정 영역에 사업비 배분이 많이 되어서 프로그램이 필요 이상 만들어지더라도 이를 학교 자체적으로 조정할 수 있는 권한을 가지지 못하여 중복되거나 누락되는 프로그램들이 생긴다고 한다. 대부분의 학교에서 유사 사업 간 적극적인 정보 공유 및 효율적인 연계 등이 난제라고 표명하고 있다. 하지만 여러 사업을 운영하는 학교라하더라도 교육복지우선지원사업 경험이 누적되어 교내외 협의체제가 만들어져 있고 통합적인 프로그램 운영을 해온 학교에서는 이 체제 안에서 여러 사업들을 아우르면서 유기적으로 연계하여 효율적으로 운영할 수 있는 가능성을 보여주기도 한다.
사업계획 수립 측면에서 볼 때 일반적으로 프로그램들이 기획되는 단계에서 학교에서는 학생들의 요구 조사를 실시하고 있으며 이를 반영하기 위해서 노력을 기울인다. 하지만 실제 프로그램을 개발하는 단계에서는 강사 섭외 등의 어려움으로 인해서 교사의 역량 또는 구할 수 있는 강사의 범위를 고려하여 학교에서 운영하기 용이한 프로그램들이 개설되기도 한다. 또한 특정 사업이 오래 지속되다 보면 매년 새롭게 요구 조사를 하여 새로운 프로그램을 도입하기보다는 전년도 프로그램을 이어가는 경우도 많은 것으로 드러난다. 학교에서 사업 계획을 수립하면서 겪는 어려움으로는 ① 사업 계획서 작성자와 실행자가 달라지기에 계획 수립과 운영 간의 일관성을 꾀하기 어렵다는 점 ② 예산 교부 시기 등 행정 절차에 의한 사업 시작 시기와 학교 교육계획상 요구되는 시기가 불일치된다는 점 ③ 행정적 절차 준수가 교육적 필요나 판단보다 우선시 된다는 점 ④ 학생 요구보다는 교사 역량에 의존하여 프로그램을 개설할 수밖에 없다는 점 ⑤ 프로그램들이 학생들의 지속적인 변화를 이끌어낼 수 있을 정도로 장기적인 안목에서 주도면밀하게 구성되지 못하고 있다는 점 등이 지적되었다.
추진체제 측면을 보면 학교에서는 각기 상황에 따라 다양한 방식으로 업무를 분장하고 있다. 예를 들면 여러 사업을 하나의 부서에서 맡기도 하고 여러 부서가 관련된 영역 프로그램을 나눠 맡기도 하며, 개별 교사 차원에서 유사 영역 프로그램을 담당하기도 하는 등 여러 가지 방법으로 업무 분담을 하고 있다. 교사들은 최근 다양한 사업과 교사들에게 요구되는 행정 업무 등으로 인해서 바쁘기 때문에 상호 관심을 갖거나 협의를 할 여유조차 없다고 한다. 따라서 유관 사업들이 학교 안에서 추진되어도 이를 모두 파악해서 연계하거나 조정할 수 있는 사람이 마땅치 않은 상황이다. 일부 교육복지우선지원사업의 실무 담당자로 배치된 지역사회교육전문가가 개인적 역량으로 이러한 부분을 담당하는 경우도 있으나 공식적인 체제가 수립되지 않는 한 한계로 남을 수밖에 없다.
프로그램 운영 실태 측면에서 보면 먼저 교육복지 유관 사업을 추진하는 학교에서는 지원이 필요한 학생들을 우선 객관적인 기준에 의해 선정한다. 교육복지우선지원사업 학교에서는 국민기초생활보장수급권자 가정 자녀, 법정 한부모 가정 자녀, 차상위계층 등의 기준에 의해 지원할 학생을 선정한다. 하지만 객관적인 기준을 엄격하게 적용하면 정작 지원이 필요한 상당수의 학생이 제외될 수 있기에 이러한 문제를 극복하기 위해 학생의 여건과 상황을 잘 파악하고 있는 담임교사의 추천이라는 기준을 추가로 적용하고 있다. 그러나 이 기준은 담임교사의 관심과 열의에 따라 편차가 있다는 한계가 있다. 지원 대상 학생들의 특성 파악은 일차적으로 담임교사의 진단과 판단, 간단한 검사지에 의한 진단, 상담교사의 상담, 지역사회교육전문가의 관찰과 상담 등을 통해 이루어진다. 더 심층적인 진단이 필요한 경우 외부 전문가에게 의뢰하여 실시한다. 여러 경로를 통해 파악된 특성에 기초하여 담임교사와 지역사회교육전문가는 학생에게 학교에서 개설된 프로그램에 참여하도록 독려한다. 더 전문적인 치료를 필요로 하는 경우 적합한 프로그램을 별도로 제공하기도 한다.
학생들은 일부를 제외하고 방과후에 이루어지는 교육복지 사업의 일환으로 제공되는 여러 프로그램에 적극적으로 참여하지 않는다. 그 이유로는 정규 수업에서 어려움을 겪는 상황에서 또 무엇인가를 배워야 한다는 부담감, 오랜 기간 동안 쌓인 낮은 학습 의욕이나 지구력을 발휘하지 못하는 습관, 특히 중학생들의 경우 특정 대상자에게만 집중되는 프로그램 참여가 곧 낙인으로 받아들여져 기피하고 싶은 마음 등을 들 수 있다. 이때 학생들의 흥미를 고려하지 않고 독려나 권유를 통해서 프로그램에 참여하도록 하는 것은 한계가 있다. 그러나 학교에서는 교사들의 학생에 대한 이해와 관심, 열의 등이 학생의 프로그램 참여에 영향을 미친다는 것을 알 수 있었다. 교사와의 신뢰 관계가 형성되어 있는 경우 학생들은 교사가 권하는 프로그램에 더 잘 참여하였다. 프로그램 제공 현실을 보면 학생에게 통합적 지원의 관점에서 제공되기보다 분절적으로 제공되는 경향이 있으며, 학교에 따라서 학생들이 선호하는 프로그램과 학교에서 우선시하는 프로그램이 엇갈리는 사례도 있다. 학생들의 선호만으로 프로그램을 제공할 수는 없으나 의욕과 관심이 있는 활동을 통해 자존감 형성이 필요한 경우가 많다는 현실을 고려할 때 학생 개인의 특성에 비추어 더 정교하게 접근하는 지원 방안이 필요해 보인다.
사업 예산 운영 실태를 보면 교육청과 지방자치단체가 사전 협의나 조정이 이루어지지 않은 채 학교에 예산을 목적사업비로 교부하고 교부 시기도 일정하지 않아 학교에서는 체계적이고 통합적인 지원을 위한 계획 수립에 어려움을 겪고 있다. 아울러 개별 목적사업별 담당자들의 협의가 원활하게 이루어지지 않을 경우 예산의 중복 지원과 사각지대 발생 등의 우려가 있었다. 학교보다 교육지원청에서 부서 간, 유관 사업 담당자 간 연계 협력이 더욱 어려운 것으로 보인다. 교육지원청은 상급기관에서 마련한 정책을 집행하는 기관으로서 지침에 따라 업무를 수행하는 책무를 지고 있는 한편, 담당자들의 업무 과중으로 인해 상호 협의 부족, 불간섭의 풍토가 형성되어 있어 유관 사업 담당자 간 연계 강화를 위한 협의 노력은 찾아보기 어려웠다. 그러나 지역에 따라 교육장 등 상급자의 리더십 발휘로 교육복지의 관점을 공유하고 교육지원청 내 유관 업무의 외연을 확산하는 노력을 기울이는 곳도 있었다. 또한 오랫동안 교육복지 유관 사업을 추진하며 지역사회 내 협력체제를 기반으로 장기적인 안목에서 통합적 지원을 위한 지역 네트워크 구축을 구상하며 사업을 추진해 온 사례도 있었다.
제 6장에서는 실태 분석 결과를 토대로 교육복지 통합적 지원체제 구축 방안을 크게 정책 사업 패러다임 전환, 추진 체제 구축, 단위학교의 사업 운영 개선 등 세 측면으로 나누어 제시하였다.
① 정책 사업 패러다임 전환을 위해서는 첫째, 사업 계획과 배정이 단위학교 중심으로 이루어져야 한다. 현재 교육복지 유관 사업은 목적, 예산, 평가 등에서 각기 자기 완결성을 갖춘 여러 사업이 따로따로, 그리고 시기를 달리하여 학교에 배정되기 때문에 학교에서는 이들을 유기적, 체계적으로 연계하여 계획할 수 없다. 중앙정부와 교육청에서 사업을 계획하고 예산 규모를 결정하여 그것을 일방적으로 학교에 교부하는 방식으로는 이런 문제에서 탈피하기 어렵다. 따라서 종전의 하향식 사업 패러다임을 학교가 체계적으로 계획을 수립하고 그에 기반한 예산을 편성하여 요구하도록 하는 상향식 패러다임으로 전환할 필요가 있다. 즉, 구체적이고 종합적인 사업계획을 학교가 수립하고 필요한 예산도 학교가 편성하여 신청하면 교육지원청 혹은 시도교육청에서 사업계획을 심의하여 필요한 예산을 교부하는 방식이 되어야 할 것이다.
둘째, 정책 사업들이 정규 교육과정 내에서 통합 운영되어야 한다. 현재는 대부분의 교육복지 정책 사업이 정규 교육과정 내에 편입되지 못하고 방과후에 부가적 프로그램을 제공하는 방식으로 운영되고 있다. 이러한 방식이 나름대로 장점도 있고 현실 여건상 불가피한 면도 있기는 하지만 한편으로는 이로 인해 취약집단 학생들이 자율성을 발휘할 수 있는 기회, 자신을 돌아볼 수 있는 여유, 동료들과의 자발적인 관계를 형성할 수 있는 시간 등이 부족하다는 비판도 있고 그 효과에 대해서도 회의적인 시각이 존재한다. 취약 집단을 지원하는 교육복지의 궁극적 목적이 그들이 일상적인 교육활동에서 자신의 능력을 최대한 발휘하고 성취할 수 있도록 돕는데 있으므로 교육복지 정책을 부가적 프로그램 제공 방식이 아닌 정규 교육과정 운영 개선 방식으로 입안 시행하는 것이 바람직하다. 아울러 정규 교육과정이 이루어지는 수업 시간에 겪는 학습에 대한 어려움은 방치한 채 방과후 교육활동으로 보완하려는 것은 한계가 있을 수밖에 없다는 점에 주목해야 한다.
셋째, 현장에서는 기존의 유관 정책 사업들이 장기적 계획이나 전망보다는 각 시점에서의 시급성, 여론 동향, 정치적 판단 등에 의해서 개발되어 학교로 내려온다고 인식하는 경향이 있다. 이러한 인식 하에서는 현장에서 열정과 의지를 가지고 실천 과정에 동참하기 어려우며 성과도 보장하기 어렵다. 따라서 취약 집단 학생들을 지원하는 정책 개발 시에 장기적・총체적 관점에서 전망을 세우고 단계별 목표를 갖는 지속 사업으로 개발할 필요가 있다.
② 교육복지 유관 정책 사업들은 각 부처별, 부서별로 독립적으로 이루어진다. 정책개발에서부터 추진 과정, 그리고 실적 평가까지 담당 부처, 부서의 독립적인 판단과 역량으로 이루어진다. 중앙정부 수준에서 분절적으로 만들어진 사업은 시도교육청, 교육 지원청에서 같은 양상으로 처리되고, 마지막으로 학교 현장에 와서도 각 부서별로 나누어 맡아 진행하게 된다. 이 과정에서 그 어느 지점에서도 타 부서와 소통하고 협의하여 조정하는 작업은 적극적으로 이루어지지 않는다. 위에서부터 사업은 제각기 내려오고 있으며, 현장의 역할은 주어진 사업을 제각기 수행하고, 개별적으로 요구하는 실적을 도출하여 보고하는 데 있다. 따라서 학교 현장에서는 이러한 사업 수행 방식이 지속되는 한 학교에서의 실효성 있는 통합적 사업 운영은 요원할 것이라고 보고 있다.
이처럼 유관 사업의 분절적 운영을 탈피하여 취약집단 아동・청소년을 통합적으로 지원할 수 있는 체제를 구축하기 위해서는 정책 사업 계획과 배정 방식을 획기적으로 전환함과 더불어 중앙정부 유관 부처 간에, 그리고 교과부와 시도교육청 부서 간에 유관 교육복지 사업들을 연계해서 계획・시행할 수 있는 추진체제를 구축해야 한다. 이러한 협의체는 교육과학기술부, 시도교육청, 교육지원청, 학교 등 모든 수준에서 만들어져야 한다. 여기에서는 교육지원청과 시도교육청, 그리고 교육과학기술부 내의 유관 부서 간 협의체 구성・운영 방안과 중앙정부 수준에서 교과부 등 유관 정부 부처 간 협의체 구성・운영 방안을 제시하였으며, 이와 함께 교육복지 지역네트워크 구축 방안을 제안하였다.
③ 단위학교 사업 운영 개선 방안으로는 첫째, 지원이 필요한 취약 집단 학생들을 발굴하고 이들을 체계적으로 관리하기 위한 체제를 강화할 필요가 있다. 국민기초생활보장수급권자 또는 부모의 이혼, 급작스런 부도, 가족의 중병 등 서류로 증명되지 않는 사유로 인해서 학업에 전념하기 어려울 뿐 아니라 기초적인 생활을 영위하기도 힘든 학생들에게 도움을 주기 위해서 학생들의 상황을 신속하게 파악할 수 있는 발굴 체제를 만들고 수시로 가동시켜야 할 것이다. 또한 취약 집단 학생들의 현황과 이들을 위한 지원 현황을 지속적으로 파악할 수 있는 사례 관리 체제를 만들어 이들에 대한 통합적 지원이 가능하도록 해야 한다.
둘째, 학생들의 프로그램 참여 제고를 위해서 학생에게 적합한 프로그램 개발에 중점을 두어야 한다. 이를 위해서 학생들의 특성에 대한 더욱 심층적인 파악과 이해가 필요하다. 학교에서는 여러 업무 부담으로 학생들을 유인할 수 있는 프로그램을 늘 새롭게개발하기에는 한계가 있을 것이다. 그렇다고 하더라도 학생들의 특성에 적합한, 그리고 학생들의 성장에 도움이 되는 프로그램을 다각적으로 모색할 필요가 있다. 특히 중학생들의 프로그램 참여 기피가 낙인감 등으로 인해 더욱 두드러지는 바, 이를 해소하기 위하여 지역사회와 연계된 프로그램, 학생의 진로 탐색을 위한 프로그램, 스포츠나 예술 활동과 결합된 프로그램 등을 다각적으로 모색할 필요가 있다.
셋째, 추진체제 측면에서는 취약 집단 학생들에 대한 관심을 유관 사업뿐 아니라 학교 운영 전반에 반영하기 위해서 교감의 역할을 재정립할 필요가 있다. 교내 유관 사업들은 교직원들이 업무 분장을 통해서 역할을 분담할 수밖에 없다. 이때 각 부서에 맡겨진 업무들 전체를 총괄하면서 상호 조정하고 연계하는 역할은 교감의 위치에서 가장 잘 수행할 수 있을 것이다. 또한 학교장의 교육복지 리더십 발휘가 더욱 강조되어야 한다.
현실적으로 학교 풍토, 교사들의 교육활동 등에 긍정적인 영향력을 발휘할 수 있는 사람은 학교장이다. 학교장의 교육복지에 대한 인식과 의지, 통합적 지원에 대한 관점 유무에 따라 교사들의 교육복지에 대한 이해를 향상시킬 수 있으며 통합적 지원에 한 걸음 더 나아갈 수 있다.
넷째, 취약 집단 학생들을 지원하는 데 있어서 학교가 가진 시설과 자원, 그리고 인적 자원만으로는 한계가 있다. 일반 학생들을 위한 성장 환경으로서도 지역사회의 역할은 중요하게 강조된다. 지역사회의 다양한 주체들을 학생들을 위해서 협력할 수 있는 파트너로 삼을 수 있을 때 학교의 교육력이 강화되고 학생들에게도 큰 도움이 된다. 학교에서 먼저 손을 내밀고 다양한 지역사회 기관들과 만남의 장을 만들고 공식적인 협의체를 구성하여 취약 집단 학생들을 위한 논의를 주도해 가는 것이 필요하다.

As part of their efforts to cope with the deepening educational gap between the classes occasioned by the phenomenon of social polarization, concerned government departments, including the Ministry of Education, Science and Technology, have implemented various education welfare programs designed to provide help to those most at risk. However, as these programs have been implemented by various departments without any linkages between them, they have exposed the limited ability to provide comprehensive and organized support to education welfare recipients. The problems related to this at risk group in need of educational welfare are complicated in nature and stem from a variety of sources. However, these segmented suppliers have diagnosed only part of the problem from different standpoints without any interaction and engaged in limited responses. As a result, this overlap, conflict, and discontinuance have led to a decrease in the efficiency of their programs and made it difficult to comprehensively approach and resolve the prevailing problems. As part of efforts to resolve the problems occasioned by the segmental implementation of various educational welfare related policy programs, the present study analyzes the actual state of the management of educational welfare related policy programs featuring similar goals and contents that have been implemented by government departments such as the Ministry of Education, Science and Technology. Such an examination is carried out in an in-depth manner using both quantitative and qualitative methods. Based on the results of these analyses, the study seeks to identify countermeasures through which an integrated support system for education welfare can be established.
As part of the establishment of the theoretical basis for this study, a discussion of the concept and targets of educational welfare, as well as of the necessity and significance of establishing an integrated support system for education welfare, is conducted in Chapter 2. This study focuses on disadvantaged groups from standpoints such as societal, economic, cultural, regional, and educational as the priority in terms of educational welfare policy.
In addition, although the study mostly targets children and teenagers, it also takes into consideration the stage at which they grow to become youth and adults. The education welfare related policies analyzed herein are those designed to support children and teenagers of disadvantaged groups from multiple standpoints that include welfare, culture, health, psychology and emotional, so that they can smoothly carry out all the education activities including learning.
The various forms of support needed by children and teenagers have generally been implemented by segmented government organizations and services supply agencies. The government organizations in charge of providing support to children and teenagers have, in accordance with their own independent plans and financial resources, rendered their services based on established targets or targeted areas. However, many e states have recently paid increasing attention to the problems associated with such segmented support and have gradually moved towards the easing of such problems through the establishment of an integrated support system. Based on a theoretical consideration of the significance of this integrated support system, this study defines an integrated support system for education welfare as a "relational collaborative structure linking together the central and local governments which establish the policy programs for educational welfare and provide the necessary financial resources with the related school and local organizations that provide direct support so as to facilitate the provision of the integrated support needed to ensure the wholesome growth and development of children and teenagers from at risk groups".
In Chapter 3, a summary of the educational welfare related policy programs that have been implemented by various government departments is undertaken, and the problems associated with the operation of these policy programs are examined. The present study analyzes five types of educational welfare-related policy programs run by the Ministry of Education, Science and Technology, namely the educational welfare priority plan, creative schools geared towards the enhancement of educationl achievement, after-school programs, Wee projects, and those related to the provision of educational support for young North Korean defectors. It also examines two policy programs implemented by the Ministry of Health and Welfare, namely Dream Start and local children’s center program. In addition, the CYC-Net program run by the Ministry of Gender Equality and Family is also analyzed. The study approaches these programs from three standpoints: background and objectives, support targets and program contents, and the implementation structure.
The following is a summary of the problems associated with the various educational welfare-related programs implemented by government departments.
The first is the phenomenon in which the tail in effect wags the dog. Fragmented policy programs sometimes result in some of the students being ‘turned away’ or ‘misplaced’ as part of the management of the programs. There is a need to restructure many of these support programs to ensure that, while still adhering to the original objectives of the program, they nevertheless meet the needs of students. Second, not only does the presence of fragmented policies render the development of an integrated approach toward students difficult, but the implementation of segmented programs results in greatly
complicating the development of a comprehensive understanding of results of such programs. Third, some scholars have raised concerns about overlapping and the emergence of grey zones. Educational welfare related programs use specific standards to identify their policy targets. Therefore, more often than not, groups which meet the established standards are the ones who have been selected as the policy target. However, when a school or community rather than individuals is selected as the policy target, individual students can no longer be included as targets for support once they are out of the relevant school or community, and this even if their overall conditions remain the same. In addition, even in cases where individuals are selected as policy targets there are instances in which students in desperate need of such support find themselves being excluded from a particular support program because they do not meet the legal standards or do not have the documents needed to prove their situation. In other words, there is too much space for grey zones to emerge. Fourth, many of the educational welfare related programs implemented by government departments have been criticized for not bringing about results that are commensurate with the scale of the financial resources that have been invested. Fifth, the management of these policy programs has placed a heavy burden from a work task standpoint on the working-level individuals responsible for their implementation. While the administrative strength of those employed in the educational support offices and provincial and municipal offices of education is being wasted, school teachers find themselves swamped with excessive work duties related to such programs.
Based on the results of the survey, the actual state of educational welfare related policy programs at the school unit level is analyzed in Chapter 4. A survey of school teachers responsible for the implementation of the educational welfare policy programs, as well as of individuals engaged in educational welfare related organizations at the local community level, was carried out as part of this study. The questionnaires for the survey were distributed to 4,106 teachers responsible for the implementation of one or more educational welfare priority support programs within elementary and middle schools and 410 people associated with relevant local organizations. The ratio of return of the questionnaires was 68.4% and 79.8% respectively.
The actual state of education welfare related policy programs was analyzed from two standpoints: the policy program in general and the integrated support system. In terms of the management of educational welfare related programs, the teachers identified the ‘low interest and participation of parents’ (3.00) and ‘excessive work duties for teachers’ as being the biggest problems. They also singled out the ‘presence of students in need of support but cannot receive any’ (2.88), ‘low participation of students in the programs’ (2.87), and ‘segmented programs that lack any connectivity’ (2.83) as critical problems. As far as local organizations were concerned, the participants identified the ‘presence of students who needed support but could not receive any’ (3.09) as the biggest problem. They also regarded ‘excessive amount of work duties for those in charge of the programs’ (3.04), ‘drop in students’ motivation and growing sense of helplessness’ (2.99), ‘lack of multi-level integrated support for the targeted students’ (2.97), and ‘segmented programs that lacked any connectivity’ (2.94) as the critical problems. Thus, teachers and those from local organizations perceived the ‘presence of students in need of support but cannot receive any’ as being the most serious of the problems associated with such programs. They also identified students’ lack of motivation and participation, the excessive amount of work for those in charge of the programs, and the presence of segmented programs as relatively serious problems. The fact that a grey zone has emerged in terms of the implementation of educational welfare-related policy programs and that many policy programs have been implemented in a fragmented manner serves to highlight the need for an integrated support system to be established.
An absolute majority of the teachers and members of local organizations perceived the need for linkages and collaboration between the schools and local communities, which is regarded as the essential condition needed for the establishment of an integrated support system for educational welfare. Many teachers and local organizations also answered that schools and local community have already begun to promote such collaboration. Nevertheless, many of the teachers and members of local organizations answered that ‘although linkages and collaboration has been carried out, this has been formal in nature.’ Thus, the linkages and collaboration between the two parties have to date failed to revolve around the original objectives of such programs.
In Chapter 5, the actual state of education welfare related policy programs is analyzed based on case studies. The subjects of this case study included schools that have implemented one or more educational welfare related programs, including the educational welfare priority plan. The participants consisted of one educational support office from Seoul and one from Daegu, one from Gyeonggi Province and one from Chungbuk Province, as well as schools within their respective districts. As such, the case study involved 4 educational support offices, 4 elementary schools and 4 middle schools. The results of the case study can be summarized as follows.
There has been a general imbalance in terms of the allocation of educational welfare related programs and the relationship between the programs. For example, while some of the schools which have a number of students from at risk groups exceeding a certain threshold have simultaneously implemented various programs, other schools that have at risk individuals have not received any additional support. Difficulties managing the program, especially at the individual school unit, are encountered in cases where a school is suddenly designated as the subject of a policy program and fails to include the said
program in its school education plan, or in cases where a program is implemented without the agreement of all members. A look at cases in which various programs are implemented within a school revealed that as funds are heavily invested in specific areas, some programs overlap while others are omitted altogether. This is because the schools do not have any right to adjust the programs which they have been provided. The majority of the schools identified difficulties sharing information and effectively connecting education welfare related programs.
Viewed from the standpoint of establishing program plans, while the schools survey the students during the program planning stage and strive to reflect the demands of students, the difficulties associated with introducing lecturers and teachers’ limited capabilities generally results in programs which are easier for schools to manage actually being developed. Furthermore, in many cases where a specific program had been in place for a long period of time, the decision was made to continue with the existing program rather than introduce new programs based on demanders needs. The problems faced by schools in planning programs included: 1) the difficulties ensuring consistency between planning and management because of the fact that the developer of programs is different from the party implementing them, 2) the period in which the program should be commenced does not mesh with administrative procedures such as the distribution of the budget, 3) administrative procedures are given priority over educational necessity and good judgment, 4) the programs are developed based on the competencies of teachers rather than students needs, 5) as the programs are not organized in a thorough long-term manner, they cannot bring about steady change in students.
In terms of the implementation system, schools have, based on their individual situations, allocated work duties in various manners. For example, while in some cases a department assumes responsibility for various programs; in others numerous departments divide responsibility for various aspects of one program. Meanwhile, in other instances individual teachers assume responsibility for aspects of a program that are related to their specialties. The presence of a heavy work load that includes administrative duties makes it all but impossible for teachers to pay attention to each others’ programs or to discuss such programs with their peers. As such, even when educational welfare related programs are being implemented within school units, very few people are aware of all of these programs, much less able to forge the proper links between them.
A look at program management reveals that schools who intend to implement educational welfare related programs begin by selecting, based on objective criteria students in need of support. Schools that implement an educational welfare priority support program select students such as those emanating from households who receive assistance under the National Basic Living Security System, one-parent families, or hail from the ranks of the near-poverty class.
However, the rigid application of the relevant objective criteria runs the risk of excluding many students who need support. In order to overcome this problem, the recommendation of the homeroom teacher, who is well aware of the conditions and situations students face, has been included as an additional selection criterion. However, this criterion is heavily dependent on the level of interest and passion of the homeroom teacher.
Many students do not actively participate in the various afterschool activities that have been set up as part of education welfare related policy programs. The reasons for such a low turnout rate include students’ hesitation to try to learn something else when they are already having a hard time keeping up with regular school classes. Another factor is students’ limited desire or willingness to learn; this is especially true amongst middle school students, who tend to avoid certain programs because participation in programs geared towards specific targets is regarded as being limited to specific social classes. In such cases, there are limits to the extent to which students can be made to participate in programs that do not meet their interests. It is of course not possible to create and provide programs based solely on students’ preferences.
However, to foster the formation of self-respect through activities designed to enhance students levels of desire and interest programs should be approached in a more sophisticated manner that takes into consideration individual student's characteristics.
In terms of program budgets, the present study found that the office of education and local governments tend to provide the funds for the program without any preliminary consultations or coordination. Furthermore, as these funds are not provided in a consistent manner in terms of a time frame, schools have had difficulties establishing a plan to ensure organized and integrated support. In addition, the study also found concern about the duplicated provision of funds and the emergence of a grey zone as a result of inadequate consultations between those in charge of individual programs.
Chapter 6 revolves around the introduction, based on the analysis of the actual state of such programs, of measures to establish an integrated support system for educational welfare. These measures are divided herein into three categories: the alteration of the policy program paradigm, the establishment of the implementation system, and the improvement of program management at the school unit level. First, the alteration of the policy program paradigm can be understood as changing the existing downward-style program and budget allocation method into an upward paradigm in which schools establish the plans and submit requests for the necessary funds. Second, the policy programs should be integrated and managed within the regular educational curriculums. Currently, the majority of the education welfare related policy programs have been managed in a manner to provide additional programs after school. However, these should be integrated into the regular educational curriculums. Third, when developing policies related to the provision of support for students from at risk groups, it is necessary to establish a long-term and comprehensive outlook, and to develop programs that are based on stage by stage goals.
Second, the establishment of a system which can support children and teenagers from at risk groups in an integrated fashion and remove the segmented management of educational welfare related programs is predicated on the realization of an implementation system that can plan and put into practice the educational welfare related programs by linking together the related departments within the central government. This study suggested measures to organize and manage a consultative body linking together related departments within the educational support offices, provincial and municipal offices of education, and the Ministry of Education, Science and Technology. In addition, the present study also introduced measures to establish local educational welfare networks.
Third, the improvement of program management at the school unit level is predicated on the identification of the students from at risk groups in need of support and the strengthening of the system used to manage these students in an organized manner. Students’ participations should be heightened through an increased focus on the development of programs that are suitable for students.
To this end, it is essential to develop an in-depth awareness of the characteristics of students. In terms of implementation, it is necessary to develop measures which can help strengthen the leadership role of the principal and vice-principal in connecting educational welfare related programs to one another. Lastly, schools have a hard time providing students from at risk groups with the support they need based solely on their own facilities, resources, and human resources. As such, it is necessary to build up not only a connective and collaborative system, but also a partnership with the various main actors within the local community.
