이상과 같은 연구방법에 기초하여 도출한 주요 연구결과는 다음과 같다.
한국 교사의 생애단계에 대한 질적 분석 결과에 따르면, 교사들의 생애단계는 ‘조직내 역할 변화’ 차원의 생애단계와 ‘교육적 관점 변화’ 차원의 생애단계로 나눌 수 있다.

□ 주요 연구결과
이상과 같은 연구방법에 기초하여 도출한 주요 연구결과는 다음과 같다.
한국 교사의 생애단계에 대한 질적 분석 결과에 따르면, 교사들의 생애단계는 ‘조직내 역할 변화’ 차원의 생애단계와 ‘교육적 관점 변화’ 차원의 생애단계로 나눌 수 있다.
전자는, 교사가 학교라는 조직 내에서 어떠한 역할을 차지하면서 어떠한 일을 수행해 나가고 이 가운데 동료교사들과 어떠한 관계를 형성해 나가는지와 관련된 교사 생애 변화과정이라 할 수 있다. 그에 비해 후자는, 교사가 수업이나 학급 운영 등을 맡으면서 학생들을 어떻게 이해하고 자신이 가르쳐야 할 교과 내용에 어떻게 접근하며 자신의 역할을 어떻게 규정하느냐와 관련된 교사의 변화 과정과 관련된 것이다. ‘조직 내 역할 변화’차원의 교사 생애단계는 크게 네 단계로 나눌 수 있다. 학교 업무에 익숙해지기 위한 학습 단계로서의 ‘적응기’, 어느 정도 학교의 움직임을 이해하고 학교 내 비중 있는 업무를 처리할 수 있는 단계로서의 ‘자립기’, 승진 가능성을 구체적으로 타진하고 필요한 부분을 준비해 나가는 ‘승진 고려기’, 퇴직을 본격적으로 고려하는 ‘퇴직 준비기’가 그것이다.
‘교육적 관점 변화’ 차원의 생애단계는 모든 것을 다 하고자 하며, 또 다 할 수 있다고 믿고 열정을 쏟는 ‘열정기’, 점차 경험을 쌓아가면서 수업에서나 학급운영에서 자신만의 노하우를 가졌다는 자신감을 지니는 ‘성숙기’, 이전의 자신감이 교육의 핵심을 놓친 노하우에 불과했다는 점을 의식하게 되며 아이들의 관점에서 아이들을 볼 수 있게 되는‘성찰기’ 등으로 구성된다. 이 두 차원의 생애단계 주요 내용에 기초하여 한국 교사 생애단계의 특징을 다음과 같이 정리하였다. 첫째, 한국 교사의 생애단계는 한 차원에서만 설명할 수 없는 복선적 구도로 나타난다. 둘째, 이 두 차원에서 진행되는 생애단계를 기계적으로 결합하여 하나의 틀로 이해하기는 어렵다. 셋째, 양 차원의 생애단계가 갖는 비중은 개별 교사에 따라, 그리고 개별 교사 내에서도 시점에 따라 모두 다를 수 있다.
넷째, ‘교육적 관점 변화’ 차원 생애단계는 교사가 교직 경험 속에서 ‘발달’, 혹은 ‘성장’하는 과정으로 이해할 수 있다. 다섯째, 교육에 대한 관점 변화 차원 최종 단계인 ‘성찰기’는 교직 경험을 통해 형성되는 교사 ‘전문성’의 주요 내용을 드러내 준다.
한국 교사의 생애단계에 대한 양적 분석에서는 교사 생애단계에 교사 개인 배경 및 교직 환경 요인이 상호 어떻게 관련되어 있는지를 파악해 보고자 하였다. 선행연구 분석과 면담 자료 분석을 통해 설정한 교사 개인 배경 변인은 ‘성’, ‘성장 시 가정 경제수준(주관적 인식)’, ‘학력’, ‘교사 자격증 취득 기관’, ‘교직 입직 이유’, ‘교직 이외의 직업 경험 유무’, ‘기간제 교사 경험 유무’ 등이며, 교직 환경 변인은 ‘경력’, ‘기피학교근무 경력’, ‘현 근무 지역’, ‘근무 학교 설립유형’, ‘학교급’, ‘보직교사 경력 여부 및 현재 보직교사 여부’, ‘담임경력 여부 및 현재 담임 여부’, ‘담당 교과’, ‘비중을 두는 업무 영역’ 등이다. 이 변인들이 두 차원의 생애 단계, 곧 ‘조직 차원 생애단계’와 ‘교육적 관점 차원 생애단계’들과 어떠한 관계에 있는지를 교차 분석을 통해 확인하였다.
‘조직 차원 생애단계’ 관련 교사 개인 및 교직 환경 요인 분석에서 드러난 초・중등에서의 공통점은 다음과 같다. 첫째, 여교사가 많은 비중을 차지하는 교직에서 남교사가 여교사에 비해 승진고려기에 통계적으로 의미 있는 수준으로 많이 분포하고 있다. 둘째,학력 요인이 승진고려기와 관련이 있어 승진고려기 교사 중 석사과정 졸업자가 다른 학력에 비해 통계적으로 의미 있게 많이 나타난다. 셋째, 경력 요인이 조직 차원 생애단계와 밀접히 관련되어 있으며 특히 경력이 높은 교사가 승진고려기, 퇴직준비기에 많이 분포한다. 넷째, 교직 입문 이유가 경제적인 이유였던 교사가 승진고려기에 보다 많이 분포하고 있다. 다섯째, 기피학교 근무 경력이 있는 교사의 경우, 승진고려기에 많이 분포한다. 여섯째, 보직교사 경력이 있는 교사, 그리고 현재 보직 교사인 경우, 초, 중등을 불문하고 승진고려기에 대거 분포하고 있다. 일곱째, 자녀가 있는 교사, 그리고 자신이 가르치는 학생과 또래의 자녀를 양육한 경험이 있는 교사의 경우, 아닌 경우에 비해 승진고려기에 분포하는 비율이 높다. 여덟째, 초, 중등을 불문하고 수업에 보다 많은 업무비중을 두는 교사는 적응기에, 학교 차원 업무에 더 많은 비중을 두는 교사는 승진고려기에 상대적으로 더 많이 분포하고 있다. 조직 차원 교사 생애단계에서 초등과 중등의 주요 차이점은 다음과 같다. 첫째, 초등에서는 입직 전 가정의 경제적 수준이 낮은 교사들 중 승진고려기에 분포하는 교사가 많은 반면, 중등은 이와 같은 관련성이 나타나지않는다. 둘째, 중등교사의 교사자격취득기관이 사범대학이나 일반교직과정인 경우 자립기에 보다 많이 분포하고 있으며 교육대학원 졸업자인 경우 적응기에 보다 많이 분포하고 있다. 셋째, 중등의 경우, 사립보다 공립학교 교사들이 승진고려기에 보다 많이 분포하고 있다. 넷째, 중등의 경우, 서울 지역 교사들은 다른 지역 교사들에 비해 승진고려기 교사들이 적고 자립기 교사 비율이 상대적으로 많다.
‘교육적 관점 차원 생애단계’ 관련 교사 개인 및 교직 환경 요인 분석에서 드러난 초・중등에서의 공통점은 다음과 같다. 첫째, 조직 차원 생애단계에서와 같이 교육적 관점차원 생애단계의 경우에도 경력과의 관련성이 매우 강하게 나타났다. 둘째, 4년제 대학졸업자에 비해 석사졸업 교사 중에 성찰기 교사가 보다 많이 나타난다. 셋째, 보직교사경력이 있는 경우, 그리고 현재 보직교사인 경우에서 상대적으로 성찰기 교사 비율이 높다. 넷째, 자녀가 있는 교사, 자신이 가르치는 학생과 또래 자녀 양육 경험이 있는 교사가 아닌 경우에 비해 성찰기에 분포하는 비율이 현저히 높다. 초등과 중등 간 차이점은 다음과 같다. 첫째, 성별 요인은 초등에서는 통계적으로 의미있는 결과가 나타나지 않았으나 중등의 경우, 남교사가 여교사에 비해 성찰기에 속하는 비율이 더 높게 나타났다.
둘째, 중등의 경우, 기피학교 근무 경력이 없는 교사가 성찰기에 보다 많이 분포하고 있다. 셋째, 사립학교일수록 성찰기 교사 비율이 높다. 넷째, 중등의 경우, 교직 입직 이유가 성적에 있었던 교사에게는 열정기 교사 비율이 높고 성찰기 교사 비율이 상대적으로 낮게 나타난다. 다섯째, 중등의 경우, 예체능 교과를 맡고 있는 교사들이 일반교과 교사들에 비해 성찰기에 있는 교사 비율이 높다. 여섯째, 초등의 경우, 수업에 보다 많은 업무 비중을 두는 교사에게서 열정기에 속하는 교사 비율이 높다.
교사 생애단계별 요구 역량 분석을 위하여 교사 세부 역량별 보유도와 중요도를 조사하고 Borich의 요구도 분석법에 의하여 교사 역량 요구도를 분석한 결과, 주요 특징은 다음과 같이 나타났다. 첫째, 초・중등을 불문하고 일반적으로 요구되는 공통역량은 ‘학생 이해’, ‘교과수업 및 평가 이해’이며, 특히 ‘학생 이해’ 역량에 대한 요구가 다른 역량에 비해 월등히 높게 나타난다. 생애단계별로 어느 정도 요구도에 차이를 보이지만 전체적으로 요구 수준이 높은 교사 역량은 ‘의사소통능력’, ‘리더십’, ‘교육과정 이해’, ‘지역사회 이해’, ‘현대사회 이해’ 등이다. 이는 학생 이해와 교과수업 및 평가 이해 관련 역량 강화를 위한 현직 교육이 일상적으로 이루어져야 한다는 점을 시사해 주고 있다.
둘째, 생애단계나 학교급을 불문하고 공통적으로 낮은 요구도를 보이고 있는 교사 역량은 ‘공교육체제 이해’, ‘기획 및 조직 능력’, ‘학교조직 및 행정체계 이해’, ‘대인관계능력’ 등이다. 이와 관련한 보유도는 생애단계가 변화할수록 증가하나 축적된 역량 이상을 학교에서 요구하지 않기 때문에 관련 요구도가 낮게 나타나는 것으로 이해할 수 있다.
이는 교사들이 보다 큰 틀에서 스스로 교육 내용을 기획하고 이를 적용할 수 있는 조건이 학교교육과 관련하여 마련될 필요가 있음을 시사해 주고 있다.
셋째, 생애단계별 요구 역량 수준을 상호 비교해 보면 조직 차원 교사 생애단계에서는 적응기 교사들의 교사 역량 요구도가 가장 높으며 특히 초등 적응기 교사의 경우, 그러한 경향이 보다 두드러진다. 적응기에서 승진고려기로 갈수록 일부 교사 역량을 제외하고 대체적으로 보유도가 증가함으로써 요구도 수준은 낮아진다. 그러나 퇴직준비기교사들은 각 교사 역량 보유도가 승진고려기에 비해 낮게 나타나며 요구도 수준은 높게 나타난다. 이는 퇴직준비기 교사들 중 열정기에 속하는 교사들이 많기 때문에 나타나는 현상으로 판단된다. 특히 초등 퇴직준비기 교사들에게서 요구도가 높게 나타나는 역량들이 상대적으로 많이 나타난다. 초등학교 퇴직준비기 교사들은 ‘교육과정 이해’, ‘정보관리 및 연구 능력’, ‘의사소통능력’, ‘리더십’ 등에서 높은 역량 요구도를 보이고 있다.
교육적 관점 차원 교사 생애단계별 역량 요구도를 비교해 보면 열정기에서 성찰기로 갈수록 각 역량 관련한 보유도가 증가함으로써 요구도는 낮아진다. 열정기 교사들의 경우,다른 단계 교사들에 비해 상대적으로 여러 교사 역량과 관련하여 높은 요구도를 보이고있다. 이 점은 향후 열정기, 적응기, 퇴직준비기 교사들을 위한 연수 프로그램이 상대적으로 강화되어야 한다는 점을 시사해 준다.
넷째, 초・중등 학교급 간 차이는 공통 요구 역량에서는 크게 발견되지 않는다. 학교급간 차이는 생애단계별로 요구되는 교사 역량과 관련하여 초등에서 특히 요구도가 높게 나타나고 요구되는 역량의 종류도 중등보다 다양하다는 점에서 찾을 수 있다. 이는 향후초등학교 교사들을 위한 현직 교육 지원이 중등보다 더욱 집중적으로 또한 다양하게 진행되어야 한다는 점을 시사해 준다.
교사 역량 강화를 위한 연수 현황 및 쟁점 분석에서는 현황 파악이 가능한 기관 단위연수, 곧 시・도교육청 연수와 원격연수기관 연수 현황을 개관한 후, 관련하여 제기되고 있는 주요 쟁점을 ‘교사의 생애단계에 따른 연수 시스템 부재’, ‘교사 개인 간 연수 의지편차’, ‘운영되고 있는 연수 프로그램의 적절성 부족’, ‘연수와 승진과의 연계가 초래하는 부작용’, ‘연수 관리 시스템의 폐쇄성 및 연수 프로그램의 질 관리 기제 미흡’ 등으로 정리하였다.
주요국의 교사 생애단계별 역량 강화 사례의 주요 내용과 시사점을 정리하면 다음과 같다. 교사 양성 학과 중심으로 교사를 기르는 핀란드에서는 교사의 전문성을 확실하게 인정하는 가운데 교사 통제나 관리를 위한 장치는 마련하지 않고 있다. 교사에 대한 신뢰에 기반을 둔 핀란드식 교사 역량 개발의 가장 핵심적 특징은 모든 교사교육과정에서 이수하는 과목들을 연구와 결합시킨 연구기반 접근이라 할 수 있다. 관리 차원에서 교사핵심 역량을 규정하고 이를 개발하고자 하는 국가 차원 노력은 거의 없었으나 최근 국가차원에서 직업교육 교사를 위한 [The competent teacher 2010~2020] 계획을 수립하여 교사의 핵심 역량을 제시하고 있으며 학교주도 혁신을 위한 실천 프로그램을 개발하여 이를 강조하고, 다문화교육, ICT 활용 교육 등을 위한 교사 역량 개발에 관심을 기울이고 있다. 이와 같은 교사 역량 개발 활동에 민간 기관이 지역의 대학 및 교육기관과 함께 참여하기도 하며 이 과정에서 국제기구와 연계하여 프로그램을 운영하기도 한다.
교사양성기관이 있지만 원하는 대학에서 자유롭게 교직과정을 설치할 수 있는 일본에서는 국가 수준에서 우수한 교사의 세 가지 조건으로 ‘교사의 일에 대한 강한 열정’, ‘교육전문가로서 확실한 역량’, ‘종합적인 인간력’ 등을 제시하는 가운데 법적으로 규정된 구분은 아니나 정책 보고서나 학교 현장에서 관례적으로 ‘초임교사’, ‘중견교사’, ‘베테랑교사’ 등으로 교사 단계를 구분하고 있다. 초임교사는 임용 후 1년 이내의 교사를, 중견교사는 10년 이상 경험자를, 베테랑교사는 20년 이상 경험자를 지칭한다. 이들을 대상으로 국가 차원 혹은 도도부현 교육위원회 차원에서 연수를 진행하는데 초임자 연수, 10년 경험자 연수(혹은 중견교원연수), 20년 경험자 연수 등을 진행한다. 이러한 연수들은 참여 교사 경력 조건을 분명히 규정하고 있다.
프랑스의 경우에는 1990년대 초반부터 독립적인 교사양성대학을 중심으로 교사를 양성해 왔으나 2010년부터 이것이 석사과정 수준으로 개편되었다. 2010년 교사가 습득해야 할 10가지 전문역량을 법령으로 명시하였다. 이 나라에서도 교사 생애단계에 대한 법적 구분은 없으나 교사교육전문과정인 석사과정에 유급 실습이 포함되어 있어 수습단계가 중요한 교사 생애단계일 수 있다. 교사 자격 종류에 따라 기간이 다른 실습 기간동안 실습생들은 수습 공무원 신분이 된다. 교직 입문 후 2년간을 프랑스에서는 신규교사로 규정하고 경력교사나 교장이 멘토가 되어 수업 계획과 평가 등을 지원한다. 이후교사들은 정년인 60세까지 자발적으로 현직교육에 참여하며 정부는 이에 대한 재정지원, 수업보조자 지원 등의 편의를 제공한다.
이와 같은 세 개 국가 사례 분석을 통하여 다음과 같은 시사점을 도출하였다. 우선 교사 생애단계별 역량 강화 방안 도출 시에 ‘교사에 대한 신뢰를 기반으로 교사의 전문성을 인정하는 방향에서 접근’하고 여타 정책과의 연계 속에서 ‘안정적이고도 종합적으로접근’할 필요가 있으며, 교사 역량 강화 방안과 관련해서는 ‘국가 차원 교사 역량 기준마련’, ‘연구기반 접근 도입’, 현재 장학사, 교감, 교장 등으로 제한된 ‘교직 경력 이행경로 다양화’, ‘초임단계 교사 역량 강화’, ‘학교 중심 교사 역량 강화 기회 확대’, ‘의무가 아닌 권리 차원 교사 현직 교육 관점 전환’, ‘교사 연수기관 및 일반 사회기관들 간연대 및 협력’ 등이 필요하다는 점을 시사 받을 수 있었다.
이상의 분석 결과에 기초하여 다음과 같은 교사 생애단계별 역량 강화 방안을 제시하였다. 우선 ‘생애단계별 역량 개발 프로그램’ 수준에서 ‘생애단계별 교사 역량 개발프로그램 주제’를 이들 ‘프로그램 운영 방향’과 함께 제시하였다. 더불어 본 연구 결과가 주는 시사점을 통해 교사 현직 교육프로그램 운영 방향, 현직교육시스템, 교사 양성 및 일반 교육정책 등의 차원에서 관련된 정책 방안들을 함께 제시하였다. 가장 먼저 교사의 생애단계별로 요구도와 요구도 우선 순위가 높은 역량들을 강화하기 위한 프로그램들을 초, 중등을 구분하여 제시하였다. 이 프로그램 주제는 생애단계별로 요구도가 높은 교사 역량을 구성하는 세부 역량들에 기초한 것이다. 또한 이들 프로그램들을 운영할 때 전체 교사들을 대상으로 하는 ‘학생 이해, 교과수업 및 평가 이해 관련 수준별 연계 프로그램을 개발하여 상시 운영’하며 ‘교육과정 이해, 리더십, 의사소통, 지역사회 이해, 현대사회 이해 관련 역량 개발 프로그램을 중점 개발’ 하고 ‘열정기 교사를 위한 현직 교육 프로그램을 강화’하며 ‘성찰기 교사를 연수 및 교수 인력으로 활용’하고, ‘퇴직준비기 교사를 위한 리더십 프로그램을 개발’할 것을 강조하였다.
더불어 학교 내 역량 있는 교사에게 역량을 발휘할 기회가 부여될 수 있도록 ‘학교행정가 연수 프로그램’에 ‘한국 교사의 생애단계 이해’를 포함하도록 제안하였다. 현직교육프로그램 운영 방향과 관련해서는 ‘생애단계 자가진단도구 개발 및 역량별 연수프로그램 개발・활용을 통한 맞춤식 연수 지향’, ‘초등교사 현직교육 프로그램 다양화 및 연수 지원 강화’, ‘연구자로서의 교사상 구축’, ‘교사의 자발적 역량 강화 의욕 지원: 학교 내 교사 학습동아리 지원 제도화’, ‘단위학교의 학습공동체로의 진화 유도’ 등을 제안하였다. 현직 교육시스템과 관련해서는 ‘교사 역량 표준 마련’, ‘연수 관련 통합 포털 사이트 활용’, ‘연수 프로그램 평가인증’, ‘시․도교육연수원 중심 국제기구 등, 다양한 사회기관 연계 현직교육 시스템 구축’, ‘초임 3년간 일정 시간(예: 180시간) 연수공적 지원 및 매 3년간 일정 시간 연수 권고’, ‘연수 강사로서의 활동 연수 시간 포함’, ‘대학원과정 이수(일반 대학원 포함) 공적 지원’, ‘주기별 학습연구년제 제도화’ 등을 제안하였으며 교사 양성 및 배치와 관련해서는 ‘학생 이해’ 영역 중심으로 ‘교사 양성 대학교육 프로그램을 강화’할 것과 ‘기피 지역 근무 교사 별도 선발 및 교원 순환근무제 보완’을 제안하였다. 이에 덧붙여 일반 교육정책으로서 ‘교사의 전문적 역량이발휘되고 공유될 수 있도록 학교교육을 재구조화’함으로써 교사 생애단계별 역량 강화방안들이 전체적인 학교교육의 틀 변화 속에서 구현될 수 있어야 함을 강조하였다.

Based on the research methods described above, following study results were delivered.
First, according to the qualitative analysis, teachers’ life cycle can be categorized into the life cycle in terms of “changes in the role in the organization” and the life cycle in terms of “changes in the educational view.” The former is related with which role a teacher performs in school, which tasks a teacher carries out, and how a teacher forms and manages a relationship with colleagues. Meanwhile, the latter is related with how a teacher understands students, approaches subject matters, and defines his or her role while teaching students and operating a class. The life cycle in terms of “changes in the role in the organization” can be divided into four stages: an “adaptation” stage in which a teacher gets accustomed to tasks in school, an “independence” stage in which a teacher understands the dynamics in school and can handle important tasks in school, a “promotion aspiration” stage in which a teacher specifically examines whether he or she can get promoted and prepares for promotion, and a “retirement preparation” stage in which a teacher prepares for retirement. On the other hand, the life cycle in terms of “changes in educational view” is comprised of an “passion” stage in which a teacher tries to do everything and believes that he or she can do everything, a “maturity” stage in which a teacher is confident in his or her own knowhow of teaching and managing a class with accumulated experience, a “self-reflection” stage in which a teacher realizes that the core of education is missing in his or her knowhow and takes a new educational view from the perspective of students. Researchers outlined the characteristics of Korean teachers’ life cycle as follows. First, Korean teachers’ life cycle shows a double-track structure. Second, it is difficult to combine the two types of the teachers’ life cycle and understand them as one framework.
Third, the importance or weight of the two life cycles can be different according to individual teachers and time. Fourth, the life cycle in terms of “changes in the educational view” can be understood as a process where a teacher grows or develops himself or herself throughout his or her teaching experience. Fifth, the “self-reflection” stage shows major information on expertise of a teacher which is developed through his or her teaching experience.
In the quantitative analysis of Korean teachers’ life cycle, researchers tried to find out how the personal background and teaching environment is related in the life cycle of a teacher. According to the analysis of factors of teachers and teaching environment related with the ʻlife cycle at the organizational level,ʼ there are following characteristics shown both in primary and secondary schools. First, more male teachers than female teachers, more master’s degree holders than those with other different academic careers, more teachers who entered the teaching profession due to financial reason than those who did not, more teachers with teaching experience in unwelcome schools like rural area schools than those without such experience, more teachers with experience of serving as head teachers at school than those without experience, and more teachers who are serving as head teachers than those who are not are distributed in the “promotion aspiration” stage. Second, year career is closely related with the life cycle at the organizational level, and in particular, there are many teachers with long experience in the ʻpromotion aspirationʼ stage and ʻretirement preparationʼ stage. Third, more teachers with children than those without children and more teachers who have nurtured children at the same age with their students than those who have not are distributed in the ʻpromotion aspirationʼ stage. Fourth, many teachers who put more weight on teaching than any other duties are distributed in the ʻadaptationʼ stage while a great number of teachers who put more weight on administrative works than any other duties are distributed in the ʻpromotion aspirationʼ stage. Meanwhile, there are following differences between primary schools and secondary schools in the teachersʻ life cycle at the organizational level. First, while there are many teachers with relatively low income family background who are distributed in the ʻpromotion aspirationʼ stage in primary schools while there is no such phenomenon in secondary schools. Second, teachers trained in colleges of education or through a teaching certification course are more distributed in the ʻindependenceʼ stage while teachers trained in graduate schools of education are more distributed in the ʻadaptationʼ stage. Third, more public school teachers are distributed in the ʻpromotion aspirationʼ stage than private school teachers in secondary level. Fourth, more teachers in Seoul are distributed in the ʻindependenceʼ stage than those in other regions while less teachers in Seoul are distributed in the ʻpromotion aspirationʼ stage than those in other regions.
According to the analysis of factors of individual background and teaching environment related with the ʻlife cycle at the level of educational view,ʼ there are following characteristics shown both in primary and secondary schools.
First, as in the life cycle at the organizational level, there is a strong relationship between the teachers’ life cycle and year career. Second, more master’s degree holders than bachelor’s degree holders, more teachers with experience of serving as head teachers at school than those without such experience, more teachers who are serving as head teachers than those who are not, more teachers children than those without children, and who have nurtured children at the same age with their students than those who have not are distributed in the ʻself-reflectionʼ stage. On the other hand, there are following differences between primary schools and secondary schools. First, while there is no statistical significance with regard to the gender of teachers in primary schools, there are more male teachers than female teachers distributed in the ʻself-reflectionʼ stage in secondary schools. Second, teachers who have not taught in unwelcome schools such as rural schools are more distributed in the ʻself-reflectionʼ stage than those who have in secondary schools. Third, there are more teachers at the stage of ʻself-reflectionʼ in private schools than public schools in secondary schools. Forth, in secondary schools, there are a high portion of teachers at the stage of ʻpassionʼ stage and low portion of teachers at the stage of ʻself-reflectionʼ among teachers who chose to enter the teaching profession due to their academic scores. Fifth, in secondary schools, more music, arts, and physical education teachers are distributed in the ʻself-reflectionʼ stage than teachers for general subjects.
Sixth, in primary schools, many of the teachers who put much weight on teaching are found to be distributed in the ʻpassionʼ stage.
Major characteristics found in the analysis of the required competencies at each stage of the teachers’ life cycle are as follows. First, the common competencies required for both primary and secondary teachers are ʻunderstanding of studentsʼ and ʻunderstanding of instructions and evaluations.ʼ In general, highly required competencies include ʻcommunication ability,ʼ ʻleadership,ʼ ʻunderstanding of curriculum,ʼ ʻunderstanding of the community,ʼ and ʻunderstanding of the modern society.ʼ
Second, less required competencies are ʻunderstanding of the public education system,ʼ ʻplanning and organizing ability,ʼ ʻunderstanding of school organization and administrative system,ʼ and ʻrelationship building ability.ʼ While these abilities are developed over the teachers’ life cycle, demand for them is relatively low as the school does not require such competencies above the certain level.
Third, when comparing the level of required competencies at each stage of the life cycle, teachers at the ʻadaptationʼ stage have highest demand for most of the competencies for teachers in the life cycle at the organizational level. In particular, primary school teachers at the ʻadaptationʼ stage are more likely to have high demand for the teachers’ job competencies. As teachers shift from the ʻadaptationʼ stage to the ʻpromotion aspirationʼ stage, their demand for the competencies decreases since they acquire most of the competencies over the life cycle. However, teachers at the stage of ʻretirement preparationʼ are shown to have less competencies than those at the ʻpromotion aspirationʼ stage and have higher demands for competencies. This is because many of the teachers at the ʻretirement preparationʼ stage are distributed in the ʻpassionʼ stage.
Especially, primary school teachers at the ʻretirement preparationʼ stage have high demand for a number of competencies including ʻunderstanding of the curriculum,ʼ ʻinformation management and research ability,ʼ ʻcommunication ability,ʼ and ʻleadership.ʼ In the life cycle at the level of educational view, teachers have lower demand for competencies as they acquire a certain level of the competencies throughout the life cycle. Teachers at the stage of ʻpassionʼ are found out to have higher demand for a number of competencies compared to the teachers at different stages.
Fourth, there is no significant difference between primary schools and secondary schools with regard to common competencies required for teachers.
However, it is notable that primary school teachers have higher and more demand for competencies at each stage of the life cycle than secondary school teachers.
In the analysis of the current status of teacher training and major issues for enhancement of teachers’ competencies, current status of the teacher training at metropolitan and provincial education offices and remote training institutes was outlined, and major issues were introduced including ‘absence of the training system established in accordance with teachers life cycle,’ ‘difference in individual teachers’ commitment to training,’ ‘lack of appropriateness of the current training programs,’ ‘side effects of the linkage between the training and promotion,’ and ‘closed training management system and insufficient quality control of the training programs.’
Examples of teachers’ competencies improvement at each stage of the life cycle in major foreign countries showed that various matters should be considered in establishing strategies for enhancing teachers’ competencies in each stage of their life cycle. The matters include ‘acknowledgement of the expertise of teachers based upon the trust in teachers,’ ‘stable and comprehensive approach in linkage with other related policies,’ ‘establishment of criteria for teachers’ competencies at national level,’ ‘introduction of the research-based approach,’ ‘diversification of the teachers’ career path which is now limited to supervisor, vice-principal, and principal,’ ‘enhancement of teachers’ competencies at the beginning stage,’ ‘expansion of opportunities for improving teachers’ competencies led by school,’ ‘transition of the point of view on in service teacher education from obligation to right,’ and ‘cooperation among teacher training centers and social institutes.’
Based on the analysis, this study suggested the ways for teachers’ competency development as follows. ‘Themes on competency development program at each stage of teachers’ life cycle’ are proposed for primary school teachers and secondary school teachers respectively with ‘directions of the development program operation.’ In addition, it is recommended in the study that programs for understanding of students and subject education and evaluation are developed for teachers as a whole, and programs for understanding of curriculum, leadership, communication, understanding of the community, and understanding of the modern society. It is also noted to enhance the education programs for teachers at the ‘passion’ stage, utilize teachers at the ‘self-reflection’ stage as instructors for education programs, and develop leadership programs for teachers at the ‘retirement’ stage. In addition, it also suggested that ‘school administrators training programs’ include the ‘understanding on Korean teachers’ life cycle’ to enable competent teachers to excercise their abilities. As for the direction of the operation of in-service education programs, this study suggested ‘development of self-analysis tool for teachers’ life cycle and development of tailored teacher training or education programs,’ ‘diversification of in-service education programs for primary school teachers and enhancement of support for training of primary school teachers,’ ‘establishment of a firm status of teachers as researchers,’ ‘supporting teachers’ voluntary will for developing their competencies: supporting teachers’ academic club activities within school,’ and ‘development of a unit school into an academic community.’ As for the in-service education systems, this study suggested ‘establishment of standards for teachers’ competencies,’ ‘utilization of portal sites for training programs,’ ‘evaluation and certification of training programs,’ ‘establishment of an in-service education system linked between metropolitan and provincial teacher training centers and other social organizations,’ ‘provision of the public support for training for the first three years after entering the teaching profession(ex. 180 hours) and recommendation of mandatory training for every three years,’ ‘inclusion of hours performed as an instructor in the training hours’ ‘provision of the public support for graduate studies,’ and ‘institutionalization of the sabbatical year for learning.’ As for teacher candidate training and placement, this study suggested to strengthen university programs for teacher education centering on understanding of students and supplementation of the selection of teachers for unwelcome schools like rural schools. Lastly, this study emphasized that strategies for improvement of teachers competencies at each stage of life cycle should be materialized in the change in the overall framework of school education by restructuring the school education system towards the one where teachers’ professional competencies are fully utilized and shared among the teachers.
