1. 연구의 필요성 및 목적
세계적으로 전기자동차와 스마트전력망 기술 등 신에너지기술 분야는 최근 들어 눈부신 진보를 보여 주고 있다. 특히 현대화된 전력기술과 ICT기술의 결합으로 차세대 전력망이라 할 수 있는 스마트그리드가 등장했고, 이에 따라 전력산업 자체는 물론이고 지금까지 예상치 못한 새로운 사업영역과 기회가 창출되고 있다.

1. 연구의 필요성 및 목적
세계적으로 전기자동차와 스마트전력망 기술 등 신에너지기술 분야는 최근 들어 눈부신 진보를 보여 주고 있다. 특히 현대화된 전력기술과 ICT기술의 결합으로 차세대 전력망이라 할 수 있는 스마트그리드가 등장했고, 이에 따라 전력산업 자체는 물론이고 지금까지 예상치 못한 새로운 사업영역과 기회가 창출되고 있다.
스마트그리드와 전기자동차를 연계하는 스마트수송망 분야가 새롭게 부각되는 이유는 ICT 산업과 전기차 배터리 분야에서의 상대적 강점을 감안할 때, 신정부가 추진하고 있는 전력분야 창조경제의 핵심사업이 될 수 있기 때문이다. 스마트그리드는 전력산업, ICT산업, 배터리, 자동차산업, 건설산업(그린홈, 그린빌딩, 그린시티) 등 각종 산업간의 융복합을 가능케 하여 산업 간의 경계를 허무는 등 파급효과가 크고 성장 잠재력이 막대하다.
이런 의미를 염두에 두고, 본 보고서에서는 3년에 걸친『에너지기술 수출산업화 전략연구』의 마지막 작업으로서 최근 급속히 부각되고 있는 그린카와 스마트그리드 관련 기술의 연계전략에 대한 연구를 수행하였다. 스마트그리드 기술과 전기자동차에 관한 수많은 문헌과 자료, 현장리포트 등을 참고로 하여 좀 더 학술적인 관점으로 이론적·실증적 접근을 시도하였다.
특히 현대화된 전력기술과 정보통신기술이 접목된 차세대전력망이라 할 수 있는 스마트그리드 기술과 새로운 자동차 혁명을 열고 있는 전기자동차 기술이 어떻게 상호 연계되어 발전될 수 있으며, 나아가 수출산업화 될 수 있는지에 대한 방법론을 모색해 본 것은 매우 의미있는 작업이었다고 생각한다.
2. 주요 내용 및 정책제언
본 연구의 주요내용은 다음과 같다. 제2장에서는 우선 그린카와 스마트그리드 시장전망과 세계 각국의 동향을 정리한다. 특히 스마트그리드와 전기자동차가 연계되는 스마트수송망 분야 즉, 전기충전 인프라 문제를 심층적으로 다루었다. 또한 전기자동차의 경제성을 좌우하는 핵심요소로서 배터리 분야의 기술진보와 사업전망 등을 다루어 보았다.
제3장에서는 우선 정부가 기존에 갖고 있는 로드맵에 나타나 있는 전략을 검토한 이후, 앞서 논의된 그린카 시장전망, 스마트그리드 사업전망, 배터리 사업의 전망, 세계적인 스마트수송망 사업, 해외에서 수행되고 있는 스마트시티 사업 등을 종합적으로 묶어서 스마트수송 사업에 관한 이론적·실증적 논의를 위한 분석시각(작업가설)을 설정해 본다.
제4장은 본 연구의 주요 기여 중의 하나로서, 전기자동차-스마트충전소 설치에 관한 이론적·실증적 분석을 수행한다. 이러한 새로운 인프라 설치문제를 치킨-에그 문제(Chicken-Egg Problem)로 인식하고 협조게임(Coordination Game)의 형태로 이론적 설명을 시도하였다.
또한 이에 대해 최근 3여년 동안 전세계에서 진행된 전기자동차 보급 및 충전설비 건설에 관한 자료를 활용하여 검증해 보았다. 역사적 데이터가 부족한 가운데 수행한 실증분석의 한계점을 보완하기 위해, 기술확산에 관한 Bass 모형(Diffusion Model)을 도입하여 향후 한국 시장에서 전기차와 충전인프라의 미래수요를 예측해 보았다.
제5장은 제3장의 6가지 기본시각(작업가설 포함)을 복합적으로 염두에 두면서, 스마트수송 분야 보급 및 해외진출을 위한 대내외적 전략을 제시하였다. 대내적 전략제시에 강조점을 두었는데, 무엇보다 국내적으로 선결되어야 할 제도적 과제가 많기 때문이다.
그 정책제언 내용은 첫째, 제4장의 이론·실증 분석결과가 함축하고 있듯이 치킨-에그 문제의 해결책으로서 충전인프라 보급을 위한 정책지원이 우선적으로 선행되어야 한다는 점이다. 이는 세계 각국의 스마트 수송망 보급을 위한 정책에서 확인되는 사실이기도 하다. 또한 본 연구에서 수행된 Bass 확산모형의 수요예측 결과 그래프가 시사하는 바 이기도 하다. 현재까지 한국 정부의 보조금 지원 정책은 전기자동차 구매 보조금에 치우쳐 진행된 면이 있다. 향후 인프라 중심의 보조금 지원 정책이 전기자동차 활성화에 주요한 역할을 할 것이라 생각된다.
둘째, 충전시스템 표준화 전략에 관한 것이다. 국제표준의 빠른 채택은 소비자 편익과 해외수출 등 양 측면에서 매우 긴요하다. 충전커넥터(charging connector)의 국제표준은 콤보(AC와 DC 결합) 타입으로 수렴되는 경향이 있으므로 이를 반영하여 우리 정책 방향이 정해질 필요가 있다. 한편 통신프로토콜 측면에서 보면, 한전의 스마트미터기(AMI)용 PLC와 GM 및 BMW 등의 콤보 타입 통신기 사이의 통신간섭 문제를 국제표준에 맞추어 해결해야 할 것이다.
셋째, 충전사업소 비즈니스 모델이 도출되어 수익성 있는 사업 활동이 생겨날 수 있도록 국내의 법·제도개선이 필요하다. 여러 형태의 충전사업소 소유관계 및 법적지위 유형 중에 우리나라가 궁극적으로 지향해야 하는 형태는 독립형 충전서비스 유형으로 판단된다. 우리나라의 경우 현행 전기사업법 하에서 전력재판매가 불가능하여 이에 대한 법개정이 필요하다고 보여진다.
넷째, 향후 다량으로 보급된 전기자동차가 전기저장장치(ESS) 기능을 하기 위해서는 ESS 시장 전반의 활성화를 위한 제도개선이 필요하다고 보여진다. 그 법제도 개선사례로서 ESS를 발전기로 인정, 신재생에너지 및 RPS의 대상으로 인정, 그리고 비상용발전기로 활용할 수 있도록 전기사업법을 개정하는 것 등을 들 수 있다.
다섯째, 현재 정부에서 추진하고 있는 스마트그리드 거점도시(또는 확산도시) 사업이 성공하기 위해서는 충전사업자와 전기차 운전자에게 전기요금을 어떻게 적용할 것이냐 하는 문제를 해결해야 한다. 가장 이상적인 방안은 전국적으로 시장가치를 반영한 실시간 동적 가격제도를 도입하는 것이 될 것이다. 현실적 대안으로서 거점도시에 대해서 만이라도 별도의 시장요금 제도를 설계하는 것이 필요하다고 보여진다.
마지막으로 스마트수송망 사업을 전개하고 있는 외국사례를 벤치마킹할 필요성이다. 현재 전기자동차와 스마트그리드를 연계하여 해외수출화를 추진하고 있는 국가는 일본이 거의 유일한 예이다. 일본은 자국내 4개, 해외 13개 스마트커뮤니티 실증사업을 계획 및 진행하고 있는데, NEDO(신에너지 산업기술종합개발기구)를 중심으로 하여 대상국의 상황에 따른 유형별 전략을 구사하고 있다. 그 진행과정을 예의주시하여 참고할 필요가 있다고 하겠다.

Advanced energy technologies such as electric vehicles and smart grid technologies have been witnessing breakthroughs globally. In particular, a smart grid, a new generation of power grid combining modernized electricity-related technologies and ICT, makes its debut and thereby creating brand new business fields and opportunities beyond the power sector.
The rationale behind the rise of a smart transportation linking smart grids to EVs is that the technology can be the core project of The Park administration’s ‘Creative Economy’ initiative in the power sector with its strengths in the ICT and the EV battery industries.
Smart grid-related technologies hold great promise and have enormous potential as they can enable the convergence among various sectors including power, ICT, battery, automotive, and construction (e.g. green home, green building, and green city) and in turn can blur the boundaries among them.
In this light, this report takes a close look at measures that can integrate increasingly emerging green car and smart grid technologies as the final study of a series of three-years' 『Studies on Energy Technology Export Strategy』. From an academic point of view, this report attempts theoretical and empirical approaches at the same time with numerous documents, data, and field reports about smart grid and EV technologies of reference.
It was all the more meaningful to seek ways to develop and industrialize smart grid technologies, a new generation of power grids equipped with modernized power-related technologies as well as ICTs, and EV technologies opening a new door for the automotive sector in an intertwined manner.
2. Research Outcomes and Policy Implications
This report focuses the following points. In the second chapter, this report takes a look at the outlook of green car and smart grid markets as well as recent trends from all corners of the world. In particular, a special focus is placed on the issue of a charging infrastructure, a smart transportation sector that connects smart grids with EVs. In addition, the technology advance and business outlook of the battery sector is also analyzed as the sector plays a critical role in determining the economical feasibility of EVs.
In the third chapter, this report reviews the strategies of the government’s existing road map and sets up analysis criteria (working hypothesis) in discussing the smart transportation sector in theoretical as well as empirical manners while paying attention to the above-mentioned outlooks for the green car sector, the smart grid sector, and the battery sector; global smart distribution grids; and foreign smart city projects in a comprehensive fashion.
The feasibility of installing EV smart charging stations is analyzed in theoretical as well as empirical manners in the fourth chapter, being an important contribution to related studies. Considering the issue of building a new infrastructure as a Chicken-Egg problem, this report provides theoretical explanations about the issue employing the concept of Coordination Game and verifies them with data about global EV deployment and charging facility installation within last three years. In estimating the future demand for EVs and charging infrastructure in Korea, Bass model (Diffusion Model) regarding technology diffusion has been introduced in order to complement our test results, which have been performed with insufficient historical data.
In the fifth chapter, strategies at home and abroad aiming at deploying smart distribution strategies and introduce them into overseas markets are presented with six basic criteria (including the working hypothesis) set up in the third chapter in mind. The emphasis is put on the strategies at home, because there are a score of institutional issues to be dealt with first.
The policy implications this report provides are as below. First, policy support needs to be firstly provided in order to solve the Chicken-Egg problem and deploy charging infrastructure in Korea as implied by the results of the theoretical/empirical analysis of the fourth chapter. This has been proven by the policies with the aim of diffusing smart distribution grids employed in many nations. This report’s demand estimation graph also implies the necessity of policy support. So far, the Korean government’s subsidy policy has been relatively more focused on the subsidy for purchasing EVs. A subsidy policy with the emphasis on infrastructure is expected to play an important role in galvanizing the EV market.
Second policy implication is about a charging system standardization strategy. A timely and preemptive adoption of related standards are critical both in providing the convenience to consumers as well as exporting homegrown technologies to overseas markets.
Korea’s policy direction needs to be set considering the current trend that international standards for charging connectors are being converging on the combo type (combining AC and DC). For communication protocols, communication interference issues that appear between KEPCO’s PLCs for AMI and combo type communicators used by GM, BMW, etc. should be solved in compliance with international standards.
Third, relevant laws and institutions in Korea need to be improved in order to create a charging station business model and enhance companies’ business activities for profits in this sector. Among several types of charging station ownership and legal status, it is the independent charging service type that Korea needs to adopt. In Korea, it is impossible to re-sell power under the existing Electricity Business Act. Hence, related regulations require to be amended.
Forth, relevant institutions need to be improved in order to promote the overall ESS market so that EVs will be able to serve as an ESS when widely deployed in the future. For example, it can be allowed to use ESSs as a generator, regard ESSs as a renewable energy source, or apply RPS (renewable portfolio standard) to ESSs.
The Electricity Business Act can also be amended to utilize ESSs as emergency generators.
Fifth, power tariff systems for charging companies and EV owners need to be determined for the success of the government’s smart grid hub city (or diffusion city) initiative. The most ideal manner is to introduce a real-time dynamic rate system reflecting market values nationwide. To be more realistic, however, it is needed to design a separate market rate system for at least those hub cities.
Finally, there is a need to benchmark foreign smart transportation projects. Around the globe, Japan is the only nation which attempts to combine EVs and smart grid technologies and introduce them into foreign markets. With four for domestic markets and 13 smart community demonstration project in the pipeline and ongoing, Japan employs target country-wise strategies having NEDO (New Energy and Industrial Technology Development Organization) in the lead.
Therefore, there is a need to follow closely and factor in developments in Japan.
