○ 이에 본 연구에서는 고위험-고수익 연구의 대표적 사례로 볼 수 있는 미국의 변혁적 연구지원 사업을 선정하여 심층 분석을 수행하고자 하였음
○ 즉, 변혁적 연구지원 사업은 어떻게 시작되었고, 어떤 특징을 지니며, 현재는 어떤 상황에 있는지, 그리고 본 사업을 추진함에 있어 어떤 애로사항을 겪고있고, 이를 극복하기 위해 어떤 노력을 기울이고 있는지에 대해 총체적으로 분석하고자 하였음
○ 이의 구체적인 방안으로 NSF와 NIH, HHMI, DARFA의 변혁적 연구관리 체계를 비교ㆍ분석한 후 우리에게 주는 시사점을 찾고자 하였음
2. 미국의 변혁적 연구 관리체계 비교
□ NSF, NIH, HHMI, DARPA의 공통점
- 연구관리 프로세스별로 미국의 변혁적 연구 관리체계들의 공통적인 특징은 다음과 같음
○ 선정분야: 아이디어와 연구자의 재능을 중시하는 연구나 혁신적인 연구 성과를 기대할 수 있는 연구, 혹은 장기간의 노력이 필요하거나 다분야의 접근을 통해 과제를 해결할 수 있는 연구, 혹은 설사 실패하더라도 해당 분야의 발전에 밑거름이 될 수 있는 연구 분야를 지원하고 있음
○ 모집 방법: 일반적으로 공모에 의한 방식을 활용하고 있으나 보다 창의적인 인재를 발굴하고 응모 대상자들의 질적 수준을 담보하기 위하여 추천(nomination)방식을 활용하는 경향이 있음
○ 과제 제안서: 대부분의 변혁연구 지원 프로그램들이 종전의 일반과제가 체계적이고 구체적인 제안서를 요구했던 것과 달리 간단한 에세이 방식을 취하는 경향이 있음
○ 선정방식: 전반적으로 미국의 대표적인 특징인 외부 전문가에 의한 탁월성 평가(merit review) 방식을 활용하고 있으나, NSF의 SGER, RAPID, EAGER 프로그램은 PO에, DARPA는 PM의 전권에 전적으로 의존하는 경향이 있음
○ 선정 평가: 패널들의 구성을 보면 지원규모가 크고 명망 있는 펀딩 프로그램일수록 세계 최고의 저명인사로 구성하는 경향이 있음
○ 중간 및 최종평가 방식: 단순 보고서 제출보다 프레젠테이션이나 대규모 심포지움 형태로 개최하는 경향이 있음
□ 미국의 변혁적 연구 펀딩기관들의 관리체계 비교
3. 정책 시사점
- 연구관리 프로세스별로 미국의 변혁적 연구 관리체계들이 우리 정부에 주는 시사점은 다음과 같음
○ 모집 방법으로 공모뿐만 아니라 추천방식을 고려해 볼 필요가 있음. 우리나라는 미국과 마찬가지로 대부분 공모방식을 취하고 있음.
- 그러나 공모방식은 과제제안서 만으로 제안자의 창의적 역량을 판별해 내기힘들며, 소수의 평가자만으로 최종 결정을 내리는데 제약이 있음.
- 위와 같은 문제점들을 극복하기 위해 미국의 NIH와 HHMI에서는 과학자 커뮤니티나 기관의 추천을 받을 받아 응모자 풀을 형성한 후 이들 중 최종 선정하는 방식을 취하고 있음.
- 추천방식은 응모절차에 있어 기간이 길어지고 공모방식에 비해 상대적으로 신진연구자의 선정가능성이 낮아질 수 있다는 한계가 있음.
- 하지만 과학자 커뮤니티 내 동료들이나 기관에서 어느 정도 스크리닝 되어 응모함으로써 과제의 규모가 크고, 장기이며, 국가전략과제인 경우 효과적일 수 있음.
- 특히 우리나라의 경우 창의적 연구진흥사업이나 국가과학자지원사업과 같은 지원규모가 큰 사업들의 경우 충분히 고려해볼만함.
○ 선정방식으로 과제제안서만의 동료평가 방식만이 아니라 심층인터뷰 방식을 적극적으로 검토할 필요가 있음
- 일반적으로 우리나라에서는 응모자 선정방식으로 과제제안서를 동료 패널들이 검토하고 이에 점수를 부여하여 선정하는 방식을 취하고 있음
- 하지만 과제제안서를 검토하여 선정하는 방식은 과제제안자의 창의적인 역량을 문서만으로 충분히 판별해 내는데 한계가 있음
- 이에 미국에서는 과제 규모가 큰 프로그램일수록 수 시간 혹은 수 일의 심층 인터뷰 방식을 취하고 있음. 즉, 선정패널들이 1인의 응모자를 대상으로 상당시간동안 다각적으로 질문하여 응모자의 창의적인 역량을 판별함
- 위 방식은 다소 비용이 들며 시간이 걸린다는 한계가 있으나 심층적으로 응모자의 창의적 역량을 검토하는데 효과가 있다는 장점이 있음
- 우리나라의 경우 창의적연구진흥사업이나 국가과학자 지원 프로그램 등에 활용하는 것도 고려해 볼 만함
○ 선정평가 패널을 구성함에 있어 일반 과학자 동료패널뿐만 아니라 프로그램의 중요도에 따라 세계적 과학자 패널로 구성하는 방안을 검토할 필요가 있음
- 일반적으로 우리나라에서는 세계적 과학자급 연구자를 평가과정에 개입시키는 것을 바람직하게 보지 않는 경향이 있음
- 이는 세계적 과학자급 연구자들이 연구에 몰입하기 위해서는 행정적인 잡무나 기타 사무적인 일들에 시간을 빼앗겨서는 성과창출에 한계가 있을 수 있기 때문임
- 그러나 응모자의 창의적 역량은 다소 추상적이고 주관적이어서 일반 과학자들이 판단하기 힘들며, 독창적인 연구나 패러다임을 바꿀만한 연구의 경우는 더욱 어렵게 됨
- 즉, 창의적인 연구를 수행해 본 사람만이 응모자의 창의적 역량을 판별하기 쉬우며, 응모자의 창의성을 높게 평가하는 경향이 있는 것임
- 따라서 한 나라의 변혁적 연구들을 평가함에 있어서는 가능한 한 본 연구수준에 오른 세계적 과학자급의 평가도움이 절대적으로 필요함
- 단, 세계적 과학자급 패널들의 평가 참여시간을 최소화하고 효율적으로 진행 할 수 있는 시스템마련이 급선무임
- 세계적 과학자급 연구자 본인들도 모국의 미래와 후손들을 위해 기꺼이 참여해야한다는 의식함양이 절대적으로 필요하며, 위와 같은 의식이 과학자 커뮤니티 사이에 확산될 필요가 있음
○ 선정 평가 패널들이 사용하는 평가지의 항목구성 방식과 평가방법을 개선할 필요가 있음.
- 즉, 특정 평가항목에 대한 답변문항으로 단지 ‘높음’ ‘다소 높음’ ‘보통’ ‘다소 낮음’ ‘낮음’만 언급하는 것이 아니라 ‘높음’ 항목 옆에 높은 정도를 설명해 줄 수 있는 구체적인 특징을 기술해 주는 방안이 검토될 필요가 있음
- 터어키의 과학기술혁신지원청(TUBIKAK)은 특정 질문항목에 대한 답변문항으로 단지 ‘높음’ ‘다소 높음’ ‘보통’ ‘다소 낮음’ ‘낮음’만 언급하는 것이 아니라 ‘높음’ 항목 옆에 높은 정도를 설명해 줄 수 있는 구체적인 특징을 기술해 주는 방법을 활용하고 있음
- 또한 아무리 중요한 평가항목을 고려하고, 항목 간 가중치를 둔다 해도 평가시스템의 비효율성으로 종종 평가항목과 가중치의 의미가 희석되는 경우가 있음.
- 즉, 평가자들이 평가지를 통해 평가할 때 앞에서부터 순차적으로 진행하여 특정 응모자의 최종 점수를 도출하는 것이 아니라, 먼저 자신이 응모자간 등수를 부여한 후 이를 정당화할 수 있도록 평가점수를 역산하여 채워가는 경향이 있는 것임
- 따라서 이와 같은 역산 경향을 최소화하기 위해서는 평가자들이 앞에서부터 순차적으로 항목별 점수를 기입하게 하고, 기입 후에는 수정이 불가능하게 하며, 향후에 펀딩기관이 가중치를 부여하여 최종점수를 환산하는 전자 평가시스템을 구축할 필요가 있음
○ 중간/기말 평가 시 단순 보고서 제출이나 일부 평가자를 중심으로 한 발표방식이 아닌 일반 연구자나 학생들까지 포함하는 대규모 포럼이나 세미나 방식을 고려해 볼 필요가 있음
- 중간 및 기말 평가 시 단순 보고서를 제출하는 방식은 창의적인 연구성과의 속성상 보고서로 체계화하는데 한계가 있음
- 따라서 이러한 한계를 극복하기 위해 미국의 NIH나 HHMI에서는 중간이나 기말평가 방식으로 단순 보고서 제출보다 일반 학생이나 전문가를 대상으로 한 대규모 심포지움이나 세미나 형식을 중시하며, 보고서 제출을 통한 성과축적보다 창의적 성과의 확산과 교육이란 차원에서 평가시스템을 바라보고 있음
- 이와 같은 방식은 연구자들에겐 다소 부담이 될 수 있으나 창의적 성과를 널리 확산하고, 배우는 학생들에게 새로운 최첨단 지식을 접할 수 있는 기회를 제공한다는 면에서 많은 시사점이 있음
- 우리나라도 창의적 연구진흥사업이나 국가과학자지원사업의 경우 이와 같은 방안을 적극적으로 도입하는 것을 검토할 필요가 있음
○ 평가자의 평가부담을 최소화하기 위하여 영국 공학자연과학연구회(EPSRC)의 ‘블랙리스팅 룰(blacklisting rule)’ 도입을 신중하게 검토할 필요가 있음
- 본 제도는 연구과제 신청자 중 반복적으로 탈락하는 연구자에게 연구비 신청 자격을 연간 1회로 제한하는 것을 말함
- 즉, 2년간 3번 이상 선정평가에서 하위 50%에 속하거나 신청대비 선정률이 25% 미만인 자에게 향후 1년 동안 단 1회에 걸쳐 과제를 신청할 수 있도록 함으로써 연구제안 숫자를 감소시키는 것임
- 위 규정은 처음 영국에서 도입되었던 제도를 약간 수정한 것으로 초기 도입 시에는 블랙리스트 대상 연구자들로부터 많은 반발을 낳아옴
- 하지만 본 제도를 더욱 지혜롭게 개선하면 선의의 경쟁을 낳을 수 있고, 제안서의 창의성 발현을 위해 더욱 노력할 수 있도록 자극하기도 하며, 평가자의 평가부담을 줄여 창의적인 속성에 더욱 관심을 기울이게 하는 효과적인 방법이 될 수도 있음
- 위와 같이 본 제도는 장단점이 있는 만큼 향후 이 제도를 심층 분석하여 도입여부를 신중히 검토할 필요가 있음

To effectively cope with changes in the global environment, leading developed nations are implementing policies to support various kinds of transformative research. To keep in pace with this move, President Lee, Myung-bak administration of the Republic of Korea has been proactive in implementing research projects of high risks including basic originative research projects.
Despite the importance of transformative research, the background research on transformative research has been quite limited. Though the Korean government has launched special research programs to carry out “Pioneer Project for Developing Future Fusion Technologies” and “Adventure Research Project”, it reviewed cases of foreign countries from a broader perspective, so it had limitations in conducting in-depth analyses of research management systems of the benchmarked countries. This means that it was difficult for Korea to draw specific implications from this benchmark study for such questions as what challenges are expected in the process of Korea’s implementing high-risk high-return research and how Korea can overcome these challenges.
In this context, this study attempts to conduct in-depth analysis of transformative research projects of the U.S., which are often considered as representative cases of high-risk high-return research, by trying to answer the following comprehensive questions; how the transformative research started, what are the characteristics the transformative study, what is the current status of the transformative study, what challenges the transformative study is facing, and what efforts are being made to overcome these challenges. As a practical approach, the research team conducted a comparative analysis of the NSF, the NIH, the HHMI and the DARPA and tried to draw important implications for Korea.
The analysis on the transformative research management system of the U.S. by each step of research management process provides the following important implications for the Korean government.
First, it is necessary for Korea to introduce a reference system in addition to the current open bidding system. Like the U.S., Korea is also applying open bidding system for most of its research projects. However, the open bidding system has the following limitations. By only looking at the proposals, it is difficult to understand or judge the creative capability of the project initiators.
Moreover, the way a final decision is made by a group of selective evaluators has issues. To overcome these problems, the NIH and the NNMI adopt an alternative approach; first forming a pool of applicants based on the references from scientists’ communities or organizations and then finally selecting winners from this pool. Compared with the open bidding system, the reference system may have such limitations as longer selection procedure and lower possibility for young scientist to be selected. Nevertheless, as the reference system allows applicants to be screened in advance by S&T organizations or colleague scientists within the scientists’ communities, it may be quite effective in case of national strategic projects which tend to be long-term and large-scale.
Second, as for the method of selection, the Korean government needs to consider in-depth interviews as well as the current method of peer review of project proposals. In Korea, a general selection practice is that peer panelists review proposals submitted, score them and finally select winning proposals based on the scores. However, this method has limitations in fully understanding creative potential and capability of project initiators. To overcome this issue, the U.S. has introduced in-depth interviews which last for several hours or even for several days if it is a big project. Though this method requires some cost and time investment, it is effective in thoroughly understanding creative potential and capability of the applicants.
Third, when forming a panel of evaluators, it is necessary to include not only peer panelists but also world renowned scientists in the panel depending on the importance of research program. In Korea, a general perception is that it is not desirable to involve world renowned researchers in the evaluation process. This is because Koreans tend to think that world renowned scientists or researchers should be relieved from the burden of administrative work or logistical matters to be fully engaged in research. If they are preoccupied with these trivial matters, their performance would be negatively affected. However, it is difficult for general scientists to judge the creative potential of applicants, which, in most cases, is often quite abstract and subjective. The difficulty of judgment further increases in case of creative research or research that changes the existing paradigm. Only those who have experience of conducting creative research in the past can easily evaluate the creative potential of the applicants and, thus, they tend to highly value the creativity of the applicants. Therefore, when evaluating transformative research of a nation, it is absolutely necessary to get advice from world-renowned scientists who are leaders of their respective areas in transformative research. For this purpose, it is urgently needed to build a system that can minimize the participating hours of world’s leading scientists in the panel and efficiently run the evaluation panel.
Fourth, the formatting of evaluation sheet used by evaluation panelists and the evaluation method should be improved. This means that, instead of simply checking “high”, “slightly high”, “average”, “slightly low”, or “low” as answers for questions, panelists should be asked to describe specific characteristics that would support their answer choice. A good example is the TUBIKAK of Turkey, which asks the evaluators to specifically describe important characteristics that explain why they choose certain answers from the scales of “high”, “slightly high”, “average”, “slightly low”, or “low”.
In fact, the purpose of using evaluation sheet is to come up with final evaluation scores of each applicant in an objective manner by consecutively going over the questions in the evaluation sheet. However, in reality, evaluators tend to rank the applicants first and then distribute scores in a respective way to justify the applicants’ ranks. In the latter case, the contents of evaluation items or weights between items become meaningless. To prevent this retrospective scoring, it is necessary to build an electronic evaluation system that mandates evaluators to fill in scores in a consecutive order, makes it impossible to revise the scores once they are filled in, and calculates final scores by reflecting weighted scores from the funding organizations.
Fifth, instead of presentations led by a small group of evaluators or simple submission of reports for progress review or final evaluation, it is possible to introduce a forum or a seminar format participated by a large audience including general researchers or students. Given the characteristics of creative transformative research, simply submitting reports for progress review or final evaluation has limitations in systematically synthesizing the outcome of creative research in the form of documented reports. To overcome this limitation, the NIH or the HHMI of the U.S. prefers holding a large-scale symposium or a seminar involving students and experts over the submission of written reports. These organizations believe that the focus of evaluation is on diffusing the outcome of creative research and educating stakeholders about this outcome rather than the accumulation of knowledge through the submission of reports. This kind of approach may impose some burden on researchers. However, it has important implications as this approach offers stakeholders opportunities to diffuse the outcome of creative research and, especially, for students to have hands-on experience with the advanced technology or knowledge.
Lastly, to minimize the burden of evaluators, Korea can consider the introduction of the so-called “blacklisting rule” of the EPSRC of Britain. This rule means limiting the number of application for project budget to once per year in case of applicants who have repeatedly fail to win the projects. More specifically, according to this rule, applicants who have been ranked bottom 50% three times or more in the selection evaluation process over the past two years or those whose winning rate is less than 25% are allowed to apply for the budght only once for the coming one year, thus reducing the overall number of project proposals. When it was first introduced in the U.K., it caused strong resistance from researchers on the blacklist. However, if this rule is wisely modified to induce fair competition for good, it would encourage applicants’ creativity in the process of developing project proposals, reduce evaluators’ burden and guide their attention to the creative aspects of research.
