I. 배경 및 목적
□ 민주주의의 제도화(institutionalization) 내지 심화(deepening)를 위해서는 ‘민주시민의식’의 내면화가 요구됨. 따라서 민주정치체제의 발전을 위해서는 비공식적(informal) 제도인 민주시민의식의 정착이 필요함.
□ 민주시민의식의 제도화가 제대로 이뤄지지 못할 경우, 공공갈등의 해결을 위한 비용이 막대할 뿐 아니라 대의민주체제의 비정상적인 작동이 나타날 가능성이 매우 크게 됨.

I. 배경 및 목적

□ 탈북주민의 안정적인 정착을 위해서 이들에게 민주체제에서의 생활양식을 체계적으로 교육할 필요가 있음.
□ 정치통합 내지 사회통합은 한국의 현실적인 과제인바, 점차 구조화되어 가는 다문화사회의 안정적 발전과 향후 국가적 과제인 통일을 대비하기 위해서도 전체 국민을 대상으로 하는 체계적인 정치교육이 필요함.
□ 따라서 한국의 상황에 맞는 민주시민교육을 제도화하기 위하여 민주시민교육의 국제적 동향을 살펴보고 그 시사점을 찾아봄으로써 한국에 적합한 민주시민교육 체계와 방법론을 모색하고자 함.
II. 주요 내용
□ 민주시민교육의 의의 및 중요성
- 국가에 따라 민주시민교육, 시민교육, 정치교육 등으로 표현되고 있듯이 관점에 따라 민주시민교육의 개념이 다양함.
- 민주절차에 참여할 수 있는 시민을 준비시킨다는 목적에 따라, 민주시민교육은 국민이 국가의 주권자로서 국가와 지역사회에서 일어나는 정치현상에 관한 지식과 정치참여의 기술 및 태도를 갖춤으로써 책임 있는 정치행위의 주체가 될 수 있도록 가정ㆍ학교ㆍ사회에서 습득하는 모든 과정을 의미함.

- 영국 : 국가가 주도적으로 시민교육을 학교의 교과과정에 체계화하여 실시하고 있음. 영국에서 청소년에 대한 시민교육은 장기간에 걸쳐 그들의 태도, 애착심, 효능감을 변화시켜주었음. 이러한 청소년의 반응에 영향을 미친 요인은 연령, 성장 배경, 시민의식에 대한 선입견 등이지만, 가장 중요한 것은 시민교육의 형식ㆍ시기ㆍ지속성이었음.

- 독일 : 국가 차원의 제도적 정치교육이 이루어질 수 있었던 것은 전후 나치체제 극복과 독일 사회의 민주화를 위한 주요 정당간의 초당적 합의가 있었기에 가능했음. 그리하여 정치교육의 내용 및 운영에서도 정치적으로 중립적인 관점의 유지가 가능하였음. 독일은 국가의 주도하에 정치교육을 체계적으로 실시하고 있는바, 이로 인하여 독일 국민들은 법치주의에 입각한 사회ㆍ정치생활상의 권리와 의무를 배우고 실행할 수 있게 되었으며, 그 결과 시민적인 정치문화의 구축과 민주주의의 공고화가 이뤄졌다고 평가됨.
- 스웨덴 : 19세기 말 그리고 20세기 초에 시민학교 또는 학습단체 등 다양한 형태의 성인교육을 통해 사상을 전파하는 강력한 사회운동이 등장했음. 스웨덴의 시민교육을 담당해온 학습단체와 시민학교는 지역사회의 성인교육, 대학 강좌 등을 보완하는 대안적 교육수단으로 기능하는 것이 특징임.
- 일본 : 민주시민교육인 공민교육은 시대에 따라 초점과 내용이 변하였음. 전후의 시민교육은 공동체에서 각 시민의 역할(활동)을 가르치는 단계였으나, 점차 일본 국민으로서 필요한 지리ㆍ역사ㆍ사회를 체계적으로 가르치는 단계를 거쳐, 나중에는 시민으로서 살아가는 데 필요한 능력을 배양하는 단계에 이르게 되었음. 그런데 일본 시민교육의 실제 내용을 살펴보면 개인보다 공동체의 이익을 중시하는 경향을 보이고 있다고 평가됨.

□ In Korea, nowadays, there emerges a new generation that did not experience the democratization of the mid-1980s. They have a great influence on the social and political issues, which means that it is a very urgent task to help them form their political values.
□ North Korean residents in South Korea need to learn how to live in a democratic system for their stable adaptation.
□ Faced with the great challenges of social and political integration, Korea has to develop the systematic political education for a sustainable democracy in the increasingly multi-cultural society and for the future national unification.

II. Main Contents
□ Definition and importance of civic education
- The concept of civic education(also called democratic citizenship education, political education) has diverse meanings, depending on the point of view country by country.
- Civic education is a whole process in which citizens learn at home, in the school and in the community in order to be responsible and effective political actors as a sovereign who have the knowledge of political phenomena in the community and the state, and the skills and attitudes of political participation.
- Developing democratic citizenship and civic virtues, and inspiring the respect for law, and therefore building the foundation of democracy and the rule of law, civic education enables a citizen to build up himself according to his own reason; the society to address effectively the public conflict and enhance the social integration; ultimately the country to keep the sustainable development.

- UK: Government has an initiative to organize a national curriculum of civic education in the schools. - USA: Civic education are done autonomously by various institutions because there are neither federal nor state institutions in charge of it. Civic education in the United States is being conducted through the systematic support of the civil society for the school and vice versa.
- France: Civic education(Education civique) has been recognized as a formal course in the middle- and the high school since the mid-1980s. The institutionalization of a systematic civic education in France has a shorter history than in Germany and in the United States. Today, through curriculum changes, French civic education aims to raise citizens not only of the Republic of France but also of the global community.
- Germany: Systematical political education at the national level was possible thanks to a bipartisan consensus between the main political parties of overcoming the Nazi system and democratizing the German Society. Thus, the content and operation of political education could keep a neutral point of view politically. German political education under the leadership of the state has helped the people of Germany learn how to assert their political and social rights and do their duties in the public life, resulting in the construction of civic culture and the consolidation of democracy.
- Sweden: In the late 19th century and early 20th century, a strong social movement emerged which propagated ideas through adult education(folkbildning) in various forms by many civic organizations and study associations. These learning groups in charge of civic education have been the alternative means to such formal institutions as adult education in the community and college courses.
- Japan: The focus and content of citizenship education in Japan have been varied with the changes of the times. Citizenship education after the World War II was focused on the role (activities) of every citizen in the community. It gradually laid a stress on geography, history and society necessary for living as a citizen of Japan, and later reached to the cultivation of the skills and the abilities for the public life. But the actual content of civic education in Japan emphasize the good of the community more than that of the individuals.
- Emerging democracies: Civic Education in emerging democracies has been developed largely with the support of the international organizations. The effect of civic education appears to be better than in the advanced democracies. It is known that the students in emerging democratic countries who have little knowledge about the concept of democracy are significantly affected by teachers’ personality and teaching methods.
□ Suggestions for democratic citizenship education in Korea
- Institutionalization of civic education should be based upon democratic principles, values and spirit of the Constitutional law, and the nature of (civil) education.
- The primary goal of civic education is to develop 'good citizenship' and 'active citizenship' necessary for a democratic community and state. While confirming the basic principles of democratic civic education, or in the legislative process on it, all civil society and political parties are allowed to participate. Educational environments should also be democratized.
- The values and spirit of the Constitution should be pursued in civic education. Government is responsible for civic education at the national level and should support the costs of civic education. In addition, the political neutrality of education and especially the political impartiality of education should be kept carefully.
- Civic education should be systematic and comprehensive, which can be possible in the cooperation among schools and other organizations.
- A strategic step-by-step approach is required for the institutionalization of civic education in Korea. On the principle of voluntary, it will be more effective to start with a pilot program targeting voluntary participants who are interested in civic education.
