해방 이후 최근까지 남북한 학제와 교사양성과정 개편 과정이 지닌 특징은 서로 다른 사회적 맥락 속에서도 일정한 유사점이 있었다. 남북한은 모두 해방 이후 각각의 체제 하에서 학제 정비를 비롯하여 초・중등교육 기반 구축에 초점을 맞추었으며, 전후에는 무너진 사회경제적 기반 복구를 위해 기술교육을 강조하였다. 60년대와 70년대를 거치면서는 국가발전을 위한 교육에 강조점을 두면서 국가주의적 성격을 강하게 드러내었다. 80년대 남한은 국제 교류 확대 경향 속에서 한국적 주체성을 강조하였으며, 북한은 70년대와 80년대를 거치면서 마르크스・레닌주의가 아닌 김일성 주체사상을 확고히 내세운다. 1990년대 남북은 국가 중심 중앙집권적 교육체제가 흔들리고 지방화, 분권화가 진행되는 가운데 서로 다른 양상의 경제적 난관을 남북이 공히 경험하게 되면서 본격적인 교육의 분화, 개방화 시대에 진입하게 된다.
남북한 학교교육이 유사한 변화 양상을 보이고 있음에도 불구하고 그 내용적 차이는 분명하다. 남한은 현재의 학제와 ‘홍익인간’이라는 교육이념을 해방 직후부터 설정하여 지속적으로 유지, 발전시켜 온 반면, 북한은 해방 직후 개편했던 학제를 이후 5차례나 변경했다. 이는 북한 사회에서 중앙지배 권력의 통제력이 강력하게 작용해 왔음을 시사한다. 북한은 남한에 비해 의무교육 진행 속도가 빨랐으나 1990년대 이후 기존의 학교교육 근간이 무너진 상황에서 최근 발표된 12년제 의무교육제도는 무너진 사회 질서 회복을 위한 정책적 조치라 할 수 있다. 반면, 남한은 유상교육임에도 불구하고 중등 수준까지 높은 취학률을 보이는 가운데 각급 학교교육을 무상교육으로 전환하기 위한 노력을 지속적으로 진행해 왔다. 더불어 북한에서는 최근 무너진 사회경제적 기반에 의해 교사들이 교직을 이탈하여 부족해진 교사 충원이 주요 사회적 문제가 되고 있으나, 남한은 교사 수요에 비해 공급이 절대적으로 많아 교직 적체 상황에 직면한 가운데 비정규직 교직원이 급속도로 늘어나는 추세에 있다.
▫ 남북한 교사 역할의 공적 토대: 규정된 교사 역할
남북한 사회에서의 교사에 대한 공적 요구를 남북한의 교육법, 교사양성과정, 교사용 정기간행물 기사 비교 분석을 통해 파악해 본 결과는 다음과 같다. 우선 남북한의 교육법은 1990년대를 전후하여 다음과 같이 변화하였다. 1949년 교육법에서 강조한 ‘홍익인간’ 이념은 ‘공민의 자질 함양’에 초점이 맞추어져 있었다. 교육이념 실현 주체로서 교사에게 요구된 역할은 국가, 정부 수준에서 규정한 각 학교급별 교육목표, 교육과정에 따라 학교 교장의 명을 받들어 학생을 가르치는 것이었다. 이와 같은 역할 수행을 위해 필요한 품성과 자질 향상에 힘쓰는 것도 더불어 교사에게 강조되었다. 1997년에 제정된 교육기본법에서는 여전히 ‘홍익인간’이 교육이념으로 강조되었지만 그 지향점에는 ‘민주시민과 인간다운 삶의 영위’에 대한 강조가 추가되었다. 더불어 교육 이념 실현 주체가 다양해지고 학교교육 목표와 관련된 내용은 교육법에서 제외되는 가운데 교육과정 운영과 관련하여 교육감 재량권이 법적으로 확보되었다. 교사 역시 학교장의 명을 받드는 자가 아니라 스스로 자율성과 전문성을 지니고 학생 개개인의 적성을 계발하도록 요구받게 되었다. 학생 역시교사로부터 교육을 받는 존재가 아니라 하나의 교육 주체로 규정되고 교사는 학습자의 인권을 존중하고 보호할 의무를 갖게 되었다. 또한 교사는 학부모, 지역주민과 교육의 파트너로서 함께 하도록 요구받게 되었으며 근무하는 학교 학생의 학업성취도를 평가받고 근무하는 학교도 평가받는 등, 역할 수행에 따른 책무성이 강조되고 있다.
북한 교육법은 1990년대를 전후로 다음과 같이 변화하였다. 1990년대 이전 북한의 ‘사회주의교육에 관한 테제’에서 강조했던 것은 ‘공산주의적 새 인간 양성’을 위한 ‘직업적 혁명가’로서의 교사였다. 이를 위한 학생들의 사상, 지식, 체력 배양이 교사의 역할로 강조되었고 특히 모든 사람들의 사상, 기술, 문화 수준 차이 제거를 위한 무료 교육을 전면에 내세웠다. 교육 내용으로 정치사상 교육을 특히 강조하면서 “깨우쳐 주는 교수방법”, “직관교육” 등 구체적인 교육 방법과 교수안의 검열, 집체 토론 등에 대한 교사의 의무를 법적 수준에서 명시했다. 국가가 보장하는 교육에서 지도 주체는 중앙 ‘당’이며, 이 당의 지도하에 교사는 지속적으로 모범 사례를 만들어내고 이를 확산시켜 나가는 동시에 국가의 정기적인 자질 검증을 받아야 했다. 1990년대 이후 북한은 ‘테제’ 형식이 아닌 일반적인 교육법 체계를 만들었고 교육 목적을 ‘주체형의 새 인간 양성’으로 설정하여 김일성 주체사상 교육에 보다 방점을 두었다. 교사는 ‘혁명가’로서가 아니라 ‘교육을 직접 담당하는 자’로서의 위상을 지니고 현실의 요구에 맞게 교육과 실천을 결합하도록 하였다. 사상, 기술, 문화 수준 차이 제거보다는 수재교육을 강조했으며 중앙지도기관에서 작성한 교육강령을 엄격히 집행하도록 법적으로 규정함으로써 중앙 차원 통제를 지속적으로 강조하였다. 교사에게는 구체적인 교수 방법을 사용하도록 요구하기보다는 교육의 목적과 대상의 특성에 맞는 교육 내용과 방법을 적극 도입하고 교육의 과학화, 정보화, 현대화에 힘써 사회 변화에 효과적으로 대응하도록 요구하였다.
1990년대를 전후하여 각 시기별 교사용 정기간행물에서 강조되고 있는 주제들은 남북한 교육법에 나타난 교사에 대한 공적 요구와 매우 밀접한 관련을 보인다. 1980년대 남한의 교사용 정기간행물에서는 교육행정체계의 수직적 위계 내에서 국가가 정한 교육과정 운영과 관리를 강조했던 반면, 2000년대에는 영어, 논술, 학습, 행복, 창의, 인성, 학교폭력 등을 강조하면서 이에 적극적으로 대처하는 교육전문직으로서의 교사 역할을 강조하고 있다. 북한의 경우 1980년대 교사용 정기간행물의 기사에는 공산주의적 혁명 사상 교육에 관한 주제가 부각되지 않고, 1970년대에 구축된 주체사상 중심의 정치사상 교육 관련 주제가 전면에 부각된다. 2000년대에 들어서면서는 정치사상 교육 관련 기사 비중이 현저히 줄어드는 대신, 외국어 교육, 기초과학 교육, 변화하는 학습 환경에 대응할 수 있는 선진적 교수 방법 관련 주제가 부각되었다.
남북한의 교사양성과정에서 확인할 수 있었던 남한 교사에 대한 공적 요구는 크게 두가지이다. 첫째는 실제 교육 현장에서 필요로 하는 교수 기법 등에서 전문성을 지닌 교육 전문가로서의 역할이며, 둘째는 교육학 안의 여러 분과 학문에 기초하여 학교교육과 교사에 대해 학문적으로 이해하는 지식인으로서의 역할이다. 이러한 남한의 교사양성과정의 세부 내용은 교과 담당교수에 의해 자율적으로 운영될 수 있으며, 중등교사양성과정의 경우 운영주체나 교육과정 형식이 초등교사양성과정에 비해 훨씬 다양하다. 북한 교사에 대한 공적 요구 또한 두 가지로 정리할 수 있다. 첫째, 교사는 교과 지식과 교수 방법에 있어서 전문성을 지닐 것을 요청받고 있다. 둘째, 교사는 북한 사회 내에서 요구되는 모범인으로서의 역할을 수행함과 동시에 학생들을 사회 내 헌신적인 인간으로 양성하기 위한 정치사상 교양을 꾸준히 실행할 것을 요구받고 있다. 북한은 중앙 교육행정기구에서 교사양성기관의 교육과정과 세부적인 교육내용을 점검하고 통제하고 있다는 점에서 남한과 다르다.
이상의 분석 결과에 따라 도출된 교사에 대한 공적 요구에서의 남북한 유사점과 차이점은 다음과 같다. 우선 남북한의 유사점은 남북한 모두 급변하는 사회 속에 교사에 대한 공적 요구 방향을 변화시켜 왔다는 점이다. 남북한은, 공히 영어 교육, 정보화 교육 등에 대한 강조를 통해 사회 변화에 부응해 나가면서 교육에서의 평등보다 능력별 교육을 강조하고 교육의 직접적인 담당자이자 교육 내용과 방법의 전문가로서의 교사 역할을 부각시키면서 평가 등을 통해 책무성을 확인한다는 기조를 공유하고 있다. 차이점은, 남한은 학교 운영의 자율성, 교사의 전문성, 교육 주체로서의 학습자 등을 갈수록 강조하고 있음에 비해 북한은 체제 유지를 위한 정치사상 교육에서 현실에 적극 부합할 수 있는 실리 추구형 교육으로 그 강조점이 변화하는 가운데에도 주체는 바뀌었으나 여전히 중앙 단위의 의사 결정 및 그에 터한 학교와 교사에 대한 강한 통제가 강조되고 있다는 점이다.
▫ 교사의 주관적 역할 인식 프레임 남북한 비교
남북한 교사들의 교사 역할에 대한 주관적 인식 프레임 비교 분석 결과, 남한 교사들은 학생들에게 ‘지식’을 제공하는 전통적 의미의 교사 역할을 과거의 교사들이 수행했어야 할 당위적 역할로 규정하며 실제 과거 교사들은 그러한 역할을 수행했다고 가정한다. 현재의 교사들은 교사의 정체성을 위협하는 여러 현실적 요소들에 둘러싸여 있음에도 불구하고 학생과 친구와 같은 관계를 형성하면서 학생들의 행복 증진에 필요한 전문적 의견을 개진할 수 있는 교육전문가로서의 역할을 지향한다. 이에 비해 북한 교사들은 현재 교사 역할에서 당 정책의 전달자, 특히 각 층위에서 요구되는 각종 물품을 거두는 과제 수행자로서의 역할 비중이 커졌다는 점을 지적하는 가운데 지식 교육과 교양을 담당했던 사회적으로 존경받던 과거 교사 역할이 회복되어야 한다고 판단하고 있다. 이러한 차이는 향후 통일 한국의 미래 지향적 교육 이상을 남북한 교사가 함께 구현해 나가는 데에 일정한 한계로 작용할 것이라 예상된다.
▫ 탈북학생・학부모의 남북한 교사 역할에 대한 경험적 인식
북한의 계획 경제 체제의 붕괴는 전체 학교 운영 체제 뿐만 아니라 북한 교사의 생존 기반을 위협했고 이러한 상황에 대한 교사의 행위 전략으로 나타난 것이 가정 경제 수준이 높은 학생 중심으로 학급을 이끌어가는 것이다. 북한 교사의 이러한 행위 전략은 기존 북한 교사에게 부여되어 있던 사회적 지위와 권위를 무너뜨리는 결과를 초래한 것으로 보인다. 학생들은 북한 교사가 처한 상황을 이해하고는 있으나 그것에 너그럽지 않으며 남한 교사와 비교하여 북한 교사들이 학생들을 보다 차별한다고 인식한다. 기존의 북한 교사들의 권위는 무너지고 있으나 일상적인 교사-학생 관계는 여전히 권위적이고 통제 중심의 수직적 관계이며 학생이 교사와 개인적인 관심사나 고민을 공유하기를 기대하기는 어렵다. 그럼에도 불구하고 이러한 탈북학생들의 요구는 이들에게 친근한 분위기로 다가오는 남한 교사들이 매우 강력한 이미지로 각인되는 주된 이유가 되고 있는 것으로 보인다. 한편, 체벌 등으로 학생들의 학업을 엄격하게 관리하며, 많은 숙제 등으로 학생 스스로 하는 공부에 무게를 두는 북한 교사에 비해 남한 교사들은 공부하지 않는 학생을 방치하고 교사 중심의 일방적 강의에 더욱 집중하는 것으로 탈북학생들은 이해한다. 남북한에서의 학교 경험을 토대로 탈북학생이 규정하는 ‘좋은 교사’는 학생을 배려하는 교사, 학생들이 공감하는 내용으로 알기 쉽게, 그리고 학생들이 참여할 수 있게 수업하는 교사이다.
탈북학생 학부모는 자신이 경험한 북한 교사가 남한 교사에 비해 학생들의 학업과 일상생활 전반에 대한 책임감과 통제력이 훨씬 강하다고 인식하며 남한 교사는 상대적으로 지적 수준은 높은 것으로 보이나 학생들의 학업에 책임지지 않고 학생들을 통제하지 않는다는 점을 주요 문제로 인식한다. 탈북학생 학부모는 학생을 배려하기보다는 주입식으로라도 학업 “수준”을 높여주는 교사, 더 나아가 모든 학생의 학업을 책임지는 교사를 ‘좋은 교사’로 규정한다. 이러한 탈북학생 학부모의 인식은 북한 교사들의 그것과 연결되는 것으로서 탈북학생들의 인식과는 배치되는 것이다. 이러한 연구 결과는, 남북한 교사통합 논의가 남북한 교육제도, 교사양성제도 차원을 넘어서 그 내부의 학생, 학부모, 교사들의 관련 의식 차원의 통합 논의, 더 나아가 교육과 관련한 각종 쟁점에 대한 논의로 확대되어야 함을 시사해 준다.
▫ 정책적 시사점
이상의 연구 결과가 남북한 교사 통합과 탈북학생 지원에 주는 정책적 시사점은 다음과 같다.

▪ Historical background of the two Koreas
Comparison between two Koreas’ school systems and teacher education systems since 1945 revealed certain similarities despite the different social contexts. South and North Korea tried to modify the school system right after liberation and emphasized technical education for the social and economic recovery after the Korean war. Both Koreas stressed the importance of education and their educational policies were based on nationalism during the 1960s and 1970s. In the 1980s, South Korea expanded international exchanges while emphasizing nationalism. In the same period, North Korea has established their own ideology, Juche(self-reliance) ideology, replacing Marx-Leninism. In 1990s, centralized educational systems in both Koreas became weaker. Localization and decentralization proceeded, and both of them encountered economic crisis although the nature of crisis was distinguishable. Then, these changes led to the decentralization and openness in the education systems in both Koreas.
Despite of the similarities in the directions of changes of education systems, the differences in the contents of education are also obvious. While South Korea has continuously maintained the current school system set after the liberation and adhered to the humanitarianism ("Hongik Ingan") as the ideals of education, North Korea has changed the school system five times since the original system was set after the liberation. This suggests that the government power in North Korea was strong enough to control the whole system without resistance. Different from South Korea, North Korea made rapid progress in establishing the compulsory education system. However, the foundation of school system collapsed in 1990s. The recent announcement of 12-year compulsory schooling system was proclamatory rather than real. This announcement seems to aim at restoring social order. On the other hand, South Korea, despite of providing education service at a cost, show the high enrollment rate of up to secondary level, and has been putting the efforts into making all levels of schools free of charge. In addition, as socio-economic infrastructure had recently collapsed in North Korea, teachers have gradually left the teaching profession and the shortage of teachers has become a major social problem. On the contrary, in South Korea, the teacher supply has far outstripped the teacher demand and the number of non-regular teachers is rapidly increasing.
▪ The public foundation on teachers' role in both Koreas: a prescribed role
We examined the public demand on teachers in both Koreas through the comparative analysis of Education Act, curriculum of teacher training programs, and periodicals for teachers. Results are as follows; First of all, Education Acts in Both Koreas has changed in the 1990s. In South Korea, Education Act in 1949 emphasized "the cultivation of citizenship" and the ideals of humanitarianism. Hence, teachers, whose role was to realize this ideal, were supposed to teach students as the performer of educational ideals. Under this context, teachers were supposed to stick to curriculum and grade-specific educational goals defined by government level and to be responsive to the school principals’ request. While the Fundamentals of Education Act that was enacted in 1997 still emphasized the humanitarianism as the ideals of education, the new act focused on "democratic citizenship and quality life". Under the new act, multiple actors can fulfill educational ideals. The contents associated with the educational goals were excluded and the autonomy was expanded in various sectors. This feature is distinctive from the 1949 Act. The Superintendent has more freedom regarding the operation of curriculum. Individual teachers also gain more autonomy and is recognized as an expert to improve students' ability instead of being subject to school principals. In the same vein, the student is conceived not as passive subjects to receive education from the teacher, but as active participants in educational activities. Therefore, teachers should respect and protect students' rights of learners. In addition, under the new act that emphasizes the accountability, schools should be evaluated based on their students’ achievements and other outcomes.
Education Act in North Korea changed as follows; before the 1990s, “Thesis on Socialist Education” described the ideal type of teachers as “professional revolutionaries” to “foster new communists”. The role of teachers was to cultivate students’ political ideas, knowledge, and physical strength. Free education for all people was propagated as a means of removing the difference in ideology, technology, and culture among the people. With the emphasis on education of political ideas, teachers were supposed to use specific instructional methods such as enlightening students and using a physical object or visual aid. The Act prescribed that teaching plans be censored and teachers participate in group discussions. The Act clearly states that these were the legal obligation of teachers. Communist Party led public education, and teachers should develop a model case and diffuse it under the Party’s supervision, subject to regular evaluation by the state. Since the 1990s, North Korea has made the general education legal system, not the form of “thesis.” Under the new educational legal system, fostering new human beings suited to the Juche ideology was emphasized as the purpose of education. Teachers were supposed to teach actively their students, not to act as revolutionaries, and to combine education with practice in order to meet the real needs. The new Act also prescribed that teachers strictly practice the centrally developed educational doctrines. Using specific teaching methods were not necessary any more. Instead, teachers were requested to actively develop new methods and contents that serve the purpose of education and students’ characteristics. Moreover, teachers were required to effectively respond to social changes through scientification, informationalization, and modernization of education. Special education for the gifted, rather than egalitarian education, gained the importance. The centralization of power was reinforced by strictly enforcing education code defined by the government.
The public demand for teachers that appeared in Education Acts in South Korea and North-Korea is very closely related to subject matter that journals for teachers highlighted during the 1980s and 1990s. In South Korea, teachers’ journals in the 1980s emphasized the operation and management of curriculum that was determined by the vertical hierarchy of educational administration. In the 1990s, teachers’ role was frequently addressed as an educational specialist with the emphasis on the topics such as English, essay, learning, originality, personality, school violence and so on. In North Korea, journals in the 1980s stressed education of political ideas related to Juche ideology that had been built in the 1970s. Since the beginning of the 2000s, articles on political ideology had decreased. Instead, advanced teaching methods have been emphasized as a means of responding to changing learning environment with emphasis on foreign language education and basic science education.
Public demands on teachers’ role described teachers training program in South Korea is as follows. First, a teacher should be an expert in education with specialized knowledge on teaching methods that are necessary in the classroom. Second, a teacher should be an intellectual with academic reflection on the knowledge of pedagogy and the status of teachers. Professors can autonomously manage the contents in charge. The training institutions for secondary school teachers are much more diverse than those for elementary school teachers. In North Korea, the followings are emphasized as public demands on teachers’ role; first, teachers are required to have the expertise in knowledge and instructional methods. Second, teachers, at the same time, are required to be an exemplary that is needed in the society and to teach political ideology in order to cultivate students as devoted persons to the society. Unlike South Korea, the contents of teacher training programs in North Korea are censored and controlled by the government.
We can summarize the similarities and differences in two Koreas as follows; the similarity is that public demand has been changing in response to the rapidly changing circumstances. Both Koreas has highlighted foreign language education, informationalization and special education for the gifted. They also stressed teachers’ role as a specialist in education while asking for accountability. There were also differences between two Koreas. South Korea has increasingly emphasized on the autonomy of school management and students’ right as learners. By contrast, central government have still had taken powerful control of teachers and schools in North Korea. This was the case although emphasis was given to the pragmatic pursuit rather than political ideology.
▪ Teachers’ subjective perception on the role
In South Korea, teachers thought that teachers in the past were supposed to be providers with knowledge and believed that their precedents were successful in doing this. Although current teachers are surrounded by many challenges that threaten the identity of the teacher, they aim at taking a role in forming a intimate relationship with students and promoting students’ happiness. They hope that they act as an expert in educational settings. By contrast, North Korean teachers thought that current teachers took a role in delivering the Party’s policies and especially collecting a variety of articles that are required by superior authorities. They believed that teachers in the past had been respected as deliverers of knowledge and liberal arts and that this role should be restored. These differences between South and North Korea may be obstacles to develop common educational ideals suited for unified Korea in the future.
▪ Young North Korean migrants and their parents’ empirical perception on teachers’ role
The collapse of North Korea’s planned economy threatened not only the operation of the whole educational system, but also deprived the North Korean teachers of material resources. In these circumstances, teachers’ focus in classroom tends to be given to students with a higher household economic background. These strategic acts seem to have damaged the social status and authority of teachers to great degree. Although interviewed young North Korean migrants have understood the situations that teachers are facing, students have grumbled about how North Korean teachers were discriminating their students. Although teachers’ authority is collapsing, the relationship with students is still strictly vertical and it is hard to expect that students share their interests and concerns with their teachers. Therefore, South Korean teachers who make a friendly relationship to students were very impressive to the young North Korean migrants. However, they thought that South Korean teachers tend to take one-sided instruction without caring students who are not attentive to the instructions. By contrast, they recalled that North Korean teachers tend to strictly manage students’ achievement and give lots of homework. Based on their experiences in both Koreas, they assume that a good teacher should be friendly to students, explain contents lucidly, and guide students’ participation. Young North Korean migrants’ parents thought that, compared with South Korean teachers, North Korean teachers have more control of the classroom and more sense of responsibility for students’ academic and daily life. The parents also thought that South Korean teachers tend to take little responsibility of students’ whole life, though South Korean teachers seem to be on more knowledgeable than North Korean teachers. Therefore, slightly different from young North Korean migrants’ perception, their parents assume that a good teacher should enhance students’ academic level and take responsibility of student’s academic life.
▪ Policy implications
On the basis of the above findings, we present the policy implications to integrate two Koreas teachers and support young North Korean migrants.
