◈ 남북한 교사 재교육 수요 예측

◈ 남북한 교사 재교육 수요 예측
남북한 교사를 재교육한다고 할 때 예상하는 통일 시점에서 재교육 대상 남북한 교사 규모가 얼마나 될 것인지를 예측하기 위해 남북한의 연령별 인구수를 연도별로 예측한 통계청 자료를 토대로 학령별 인수 수 및 학년별 학생 수를 예측하였다.
이를 토대로 교사 1인당 학생 수 관련 정부의 목표치를 기준으로 2022년까지 필요한 교사 규모를 예측하고 이후에도 같은 수준의 변화가 진행된다는 점을 전제로 2040년까지 남북한 필요 교사 규모를 예측하였다. 북한의 경우, 통일이 될 것이라고 가정하는 시점부터 이후 10년간 남한과 같은 교사 1인당 학생 수 기준을 충족시키게 된다는 가정에 의해 이 작업을 진행하였다. 통일 이후에는 남북한이 남한과 동일한 학제에 의해 학교교육이 운영되는 것으로 가정하였으며 통일 시점은 2020년, 2025년, 2030년 등 세 가지가 고려되었다.
연구 결과, 통일이 2020년 이루어진다고 할 때 당해 연도에 재교육해야 할 북한교사 수는 초등학교 88,133명, 중학교 50,338명, 고등학교 49,517명으로 총 187,989명이다. 통일 이후 10년 간 남한과 북한의 교사 1인당 학생 수를 같은 기준으로 만들어가면서 현재 목표로 하고 있는 교사 1인당 학생 수 감소율을 유지하여 계속 교육환경의 질을 높여 나간다고 할 때 이후 10년 간 북한의 초・중등 학교교육에 소요되는 신규 교사 수는 매년 7,000명 이상에서 30,000명 이상까지 증가한다.
2030년까지 북한에는 169,905명의 신규교사 수요가 발생하고 이것은 2020년 기준 예상되는 북한 교사 수와 거의 비슷한 규모라 할 수 있다. 남한에는 2021년부터 2030년까지 116,140명의 신규교사 수요가 발생하여 이 기간 동안 남북한 총 286,045명의 신규교사를 필요로 한다.
2030년에 통일이 된다고 가정하면 당해 연도에 재교육 대상이 될 북한 교사 수는 초등학교 교사 95,690명, 중학교 교사 49,962명, 고등학교 교사 45,979명 등 총 191,631명으로 추정된다. 남한과 북한의 교사 1인당 학생 수를 같은 기준으로 만들어가면서 현재 목표로 하고 있는 교사 1인당 학생 수 감소율을 유지하여 계속 교육환경의 질을 높여 나간다고 할 때 이후 10년 간 북한의 초・중등 학교교육에 소요되는 신규 교사는 매년 15,000명 이상 늘어나야 하며 2040년까지 총 299,527명의 교사가 더 충원되어야 한다. 이는 2030년 예상 교사 수의 1.6배에 달한다.
남한에는 거의 매년 1만 명 이상의 신규 초・중등 교사 수요가 발생하며 2040년에는 전체 초・중등 교사 수가 60만 명 이상 필요하게 되며 그러한 추세로 진행되었을 때 2040년 남북한 교사 수는 100만 명을 넘어선다.
◈ 기존 남북한 교사통합 논의에서 제기되는 쟁점과 과제
남북한 교사통합 관련 선행 연구들에서 교사통합의 방향성, 남북한 교사의 역할차이와 교육통합 시 교사의 역할, 교사 양성・선발・임용제도, 남북한 교사 재교육 및 재임용 등의 측면에서 제기했던 쟁점들은 다음과 같다. 첫째, 교사통합의 방향성과 관련하여 통합 이후 남한의 교원제도를 북한에 적용할지 남한과 북한의 교원제도를 절충하는 방안을 택할지가 쟁점으로 제기되었다. 양 사회가 지닌 문제를 해결하는 가운데 함께 추구해야 할 미래지향적 가치와 세계가 지향하는 기준을 반영하여 교육통합의 방향성을 도출할 필요가 있다는 의견도 제시되었다. 둘째, 교사의 역할과 관련한 남북한 주민의 인식 차이가 존재한다는 점도 쟁점으로 지적되었다.
또한, 통일 후 교사 역할에 관한 논의에서는 민주시민의식 함양을 위한 전문가로서의 역할이 강조되었다. 셋째, 교사 양성, 선발, 임용 제도의 통합과 관련해서는 남북한 교사 양성 및 임용 방식에 차이가 존재하는 현실에서 어느 한쪽 방식으로 통합할 것인지, 그 때 어느 쪽 방식으로 통합할 것인지, 아니면 양성 및 임용 방식을 다양화할 것인지가 쟁점으로 제기되었다. 교사 선발과 관련해서는 선발의 기준도 쟁점이 될 수 있다. 넷째, 북한 현직교사의 재임용 문제가 남북한 교사통합 과정에서 가장 큰 쟁점이 될 것이라 예상되고 있다. 특정 교과를 담당하였거나 특정 경력을 지닌 교사의 해임 문제와 함께, 모든 북한 교사들에 대한 자격 검정 및 인정 문제가 쟁점으로 제기되었다. 이와 함께 북한 교사 재교육의 경우, 대상 및 내용 문제가 제기되었으며 남한 교사 재교육과 관련해서는 북한 파견 교사 선발 및 교육문제가 주안점으로 논의되었다. 통일 후 전체 남한 교사를 대상으로 하는 재교육 문제도 제기되었으며 남북한 교사 연수 체계 재구성 및 북한의 현행 재교육 체계활용 문제, 북한 교사 재교육을 위한 인력 선발 및 양성 문제, 교사통합과 교사 재교육 추진 체계 구축 및 추진 기구 설립 문제 등도 함께 논의되었다.
◈ 남북한 교사가 인식하는 쟁점과 과제
집담회 자료 분석 결과, 남북한 교사들이 제기하는 남북한 교사통합과 관련하여 제시되는 핵심 쟁점과 과제는 다음과 같다.
현재 교사 역할 관련 쟁점으로 남한 교사들은 교사 역할 범위가 계속 확장되고 있다는 점을 지적한다. 교사는 학생들에게 자기 주도적 학습과 창의적 학습을 할 수 있도록 지도해야 하며, 진로교육, 인성교육도 해야 하고, 가르치는 전공 교과와 관련한 교육 내용 전문가로서의 역할도 수행하도록 요구받고 있다는 것이다. 이와같은 지나치게 많은 요구가 교사들로 하여금 학생 관리 중심으로 자신의 역할을 한정하게 하는 문제를 유발하기도 한다고 남한 교사들은 지적한다. 이에 비해 탈북교사들은, 북한 교사의 주요 역할이 체제유지의 최전선에서 지침을 전달하는 전달자로서의 역할을 수행하는 가운데 “세외 부담”을 학생들에게 요구하는 과제를 지니고 있다는 점에서 남한 교사들과 그 역할이 다르다고 본다. 그러나 그들이 보기에 학부모의 교사에 대한 요구가 교과 실력이라는 점은 남북한이 모두 같다.
남북한 교육통합 시 예상되는 쟁점으로, 남한 교사들은, 남북한 교사 역할에 대한 일반인들의 기대치가 다르다는 점, 교권에 대한 남북한 교사의 기대 수준이 다르다는 점, 북한 교사의 경우 북한식 교사 권위가 보장되지 않을 때 교수방법을 찾기 어려울 가능성, 북한 학부모들의 역할을 기대하기 어려울 것이므로 남한 교사들의 역할 부담이 확대될 가능성, 남북한 학생들의 학력 수준 차이 문제, 북한 교육과정의 상대적 평가 절하 가능성, 북한 지역 내 지역 격차 문제, 이들 문제들로 인해 남한 교사가 북한에 파견될 필요가 생길 때 그 일에 대한 유인가가 부족할 가능성 등을 제기한다. 북한 교사들 역시 남북한 교사 역할이 다르다는 점이 핵심 쟁점으로 제기될 것이며, 남한 내 북한 교사 임용 관련 문제도 주요 쟁점으로 부각될 것이고, 교육목표, 교과별 교수용어, 교육내용과 방법 등에서의 남북한 차이 역시 남북한 교육통합 시 주요 쟁점이 될 것이라고 인식하고 있다.
남한 교사들은, 통합된 사회의 지향점을 민주주의의 토대에서 인간성이 회복되는 사회를 지향하며 통합 상황을 남북한의 장점을 살릴 수 있는 기회로 삼아야 한다고 판단하고 있다. 탈북 교사들은, 통합된 사회가 모두가 행복한 사회여야 하며 누구나 경제적 부담 없이 교육받는 등 북한 주민들이 상대적으로 소외되지 않는 사회여야 한다고 보고 있다.
통합된 사회의 교사 역할로 남한 교사들은, 교과를 불문하고 모든 교사들이 남북한 교육통합의 촉매자, 혹은 중재자로서의 역할을 수행해야 함을 강조한다. 탈북교사들은, 통합 초기에 북한 학교교육은 북한 교사가 남한 학교교육은 남한 교사가 담당하고 특히 이 시기에 북한 학생의 특성에 맞는 단계별 교재 개발과 관련 교수방법 개발을 위해 교사가 중요한 역할을 수행해야 할 것임을 강조한다.
이러한 교사 역할이 가능하기 위한 교사 재교육 전략으로 남한 교사들은, 기본, 보통, 심화 등의 단계별 교사교육이 필요하며 소수의 헌신성을 지닌 교사 중심의 남북한 교사 교류를 시도해야 한다고 보고 있다. 탈북 교사들도 남북한 교사 교류가 중요하다고 보고 있으며 더불어 남북한 통합 모델을 개발하는 작업과 함께 북한교사가 남한의 학교에서 수업이 가능한 사례를 만들어내는 것이 필요함을 강조한다.
남한 교사를 위한 재교육 프로그램에 대하여 남한 교사들은, 직접적인 체험을 통한 북한 문화와 북한 교육 이해 교육 프로그램이 필요하고 사회적 약자에 대한 배려를 실천할 수 있는 능력 함양에 초점을 맞춘 교사를 위한 통일교육 프로그램이 필요함을 강조한다. 탈북 교사들 역시 남한 교사들에게 가장 필요한 재교육 프로그램은 북한 문화와 북한 교육 이해를 위한 교육 프로그램이라고 판단하고 있다.
북한 교사를 위한 재교육 프로그램에 대하여 남한 교사들은, 탈북 교사 교육 프로그램을 개발하고 실험할 필요가 있으며 탈북 교사들의 남한 학교에서의 활동 공간을 넓혀 나갈 필요가 있다는 점을 강조한다. 이는, 탈북 교사들도 동시에 강조하는 내용이다. 이와 더불어 탈북 교사들은, 국가에 대한 복무가 아닌 학습자 중심교육이 왜 중요한지 등을 이해할 수 있게 하는 교육목표 관련 교육, 민주시민교육, 준법교육, 역사교육, 인성교육, 진로교육 등이 북한 교사에게 필요함을 강조한다.
더불어 북한에서 접할 수 없거나 전혀 다른 방향에서 다루어 왔던 교과내용 관련 교육, 자기 주도적 학습, 창의성 개발 교육 등, 학생들이 참여하여 주도하는 교수방법 관련 교육 등도 반드시 필요함을 강조한다. 탈북 교사들은 이러한 교육내용을 이론 중심으로 가르치기보다는 남한 학교 수업에 대한 참관 등, 실제 북한 교사들이 체험할 수 있는 방법으로 가르쳐야 한다는 점도 함께 강조한다.
이상의 연구 결과를 토대로 본 연구에서 제안한 남북한 교사 재교육 방안을 방향, 전략, 내용과 방법 차원에서 제시하면 다음과 같다.
남북한 교사 재교육은 남북한 통합 사회가 추구해야 할 민주적 가치를 교육 영역에서 실현하기 위한 역량을 함양하는데 중점을 둔다. 남한 교사를 대상으로 하는 재교육은 전체 남한 교사를 대상으로 하는 재교육과 북한 지역에서 북한 교육의 재건과 남북한 교육통합의 구심점 역할을 담당할 일정 규모의 파견 교사 교육으로 구분하여 실시한다. 남한 교사들을 대상으로 한 재교육은 교사들이 사회의 지도층, 여론 주도층으로서, 후속 세대를 길러내는 교육 담당자로서, 공존과 통합, 평화적 갈등해결 능력을 갖추고 교육의 과정 속에서 이를 실천하도록 하는데 중점을 둔다.
북한 교사 재교육은 북한의 초・중등학교에 재직 중인 모든 북한 교사들을 대상으로 이루어지며, 기본 교육 시수는 총 90시간으로 구성하였다. 북한 교사 재교육에 있어서는 통일 전후 교육의 변화가 북한 교사에게 가장 가시적 체감도가 클 것이라는 점과 교사 교육의 주제 및 교육 내용에 대한 사전학습 정도와 학교현장 경험이 남한 교사와는 다르다는 점에 유의해야 할 것이다.
남북한 교사 재교육 프로그램은 ‘학생 이해’, ‘교육 및 교육환경 이해’, ‘교육과정구상 및 실행’의 세 영역으로 구성한다. ‘학생 이해’ 영역에서는 학생문화, 탈북 학생 이해, 교사-학생 관계 이해 등을 주요 주제로 다루며, ‘교육 및 교육환경 이해’영역에서는 남북한 사회 이해, 남북한 교육 비교, 통일한국의 미래, 교육통합의 과제 등을 다루고, ‘교육과정 구상 및 실행’ 영역에서는 교육과정 이해, 교육과정 운영, 정보화교육, 교육행정 실무 등의 주제를 다루도록 구성하였다. 단, 각 영역의 주제 및 세부 내용 요소는 교육 참여자가 남한 교사인가, 북한 교사인가에 따라 조정된다.
교육 방법으로는 원론과 원칙 중심의 전달식 교육을 지양하고 남북한 비교, 실습 등의 방법과 시청각 자료, 탈북 학생 및 교사 등의 인적, 물적 자원을 활용하여 학습 과정에서 학습자의 자율적, 비판적 사고를 촉진할 수 있도록 한다. 또한, 토론, 조별 활동, 협동학습 등 교사들의 자발적 참여를 유도할 수 있는 다양한 교육방법을 활용하도록 한다. 특히, 북한 교사들이 교육 프로그램을 이수하는 과정이 자율, 참여, 다양성의 인정, 민주적 의사결정 등 민주적 가치를 확인하고 경험하는 과정이 될 수 있도록 하는데 유의하도록 한다. 오프라인 수업과 함께 온라인 수업을 개발하여 병행 실시하며 기초 프로그램 이외에 확대 및 심화 프로그램을 개발하여 북한 교사들이 선택하여 이수할 수 있도록 해야 할 것이다.

◈ Demand forecast on re-education for North and South Korean teachers In order to estimate the number of North and South Korean teachers in need for re-education at the time of reunification, we used the Statistics Korea’s data forecasting South and North Korea’s population by age on a yearly basis to estimate the number of students by school age and grades.
Based on this information, we estimated the number of teachers we need by 2022 based on the government‘s target number of students per teacher.
Assuming that the change will continue at a similar level afterward, we also estimated the number of South and North Korean teachers we need by 2040. We conducted this research assuming that North Korea will also have the same number of students per teacher after 10 years from the estimated point of reunification. Moreover, we also assumed that both North and South Korean schools will be operated based on the South Korean school system after reunification, and years 2020, 2025 and 2030 were taken into consideration as the point of reunification.
The research result shows that if both Koreas unite in 2020, 88,133 elementary school teachers, 50,338 middle school teachers and 49,517 high school teachers, in total 187,989 teachers will need to be re-educated that year. If we are to improve the educational environment in a decade after reunification by reducing the gap in the number of students per teacher between South and North Korea, and keeping the target reduction rate of the number of students per teacher, the number of new teachers needed for elementary and middle schools in North Korea will increase from over 7,000 to over 30,000 on a yearly basis. By 2030, the demand for 169,905 new teachers will be generated, and this number is almost the same as the estimated number of North Korean teachers in 2020. In South Korea, 116,140 new teachers will be in demand from 2021 to 2030, and thus, both Koreas will need 286,045 new teachers during this period.
If reunification happens in 2030, 95,690 elementary school teachers, 49,962 middle school teachers and 45,979 high school teachers, in total 191,631 teachers will need to be re-education in that year.
If we are to improve the educational environment by reducing the gap in the number of students per teacher between South and North Korea, and keeping the target reduction rate of the number of students per teacher, over 15,000 new teachers will be needed in elementary and middle schools in North Korea within a decade of reunification. In total, 299,527 new teachers will be needed by 2040. This figure is 1.6 times the number of teachers estimated for 2030. In South Korea, over 10,000 new teachers are needed for elementary and middle schools every year, and over 600,000 teachers will be needed for elementary and middle schools in 2040. In this pace there will be over a million teachers in South and North Korea.
◈ Issues and tasks raised from existing discussion on the Integration of South and North Korean teachers
Previous researches related to integration of the South and North Korean teachers raised issues on the direction of integrating the teachers, differences in a role between South and North Korean teachers and their role in educational integration, systems for training, selection and recruiting teachers, re-educating and re-appointing South and North Korean teachers, etc. The issues are as follows. First, with regard to the direction of integrating the teachers, the issue of whether to apply South Korea’s teacher system to North Korea or to compromise both Korea’s systems has been raised. One opinion suggested we draw the direction for the educational integration by reflecting future-oriented values and a global standard which need to be pursued in th course of solving the problems in both Korean societies.
Second, in terms of the role of teachers, it has been pointed out that South and North Koreans understand the role of teachers differently. Furthermore, the role of a specialist for fostering democratic civic awareness was emphasized as the role of teachers after reunification. Third, other issues were raised in light of integrating the systems of training, selecting and appointing the teachers; whether to integrate one system into another when there are differences in the methods of training and appointing teachers in South and North Korea and which system will be integrated into another if the systems will be integrated, or whether to diversify the methods of training and appointment. The criteria for recruitment of (preliminary) teachers might become an issue as well. Fourth, the issue of rehiring the present North Korean teachers is expected to be the biggest issue. Issues on dismissing the teachers teaching a special subject or having a special career, and examining and approving the licenses of all North Korean teachers were raised. Furthermore, the target and contents for the reeducation of the North Korean teachers became an issue, and selecting and educating the teachers to be dispatched to North Korea became an issue regarding the re-education of the South Korean teachers. The issue of re-educating the whole South Korean teachers after the reunification was raised, while the issues of re-organizing the teacher training system and adopting the current North Korean education system, selecting and training manpower for re-educating North Korean teachers, establishing a system for integrating and re-educating the teachers, and establishing an organization therefor were discussed.
◈ Issues and tasks recognized by South and North Korean teachers
According to the analysis of the conference data, the main issues and tasks pointed out by South and North Korean teachers on integration of both Korean teachers are as follows.
South Korean teachers pointed out the expanding range of a teacher’s role as a current issue related to a role of a teacher. South Korean teachers said they are being demanded to guide students to do self-directed and creative learning, educate the students on career and character, and play the role of a professional of their major related to the subject they’re teaching. Thus, South Korean teachers pointed out that these excessive demands on teachers limit their role to be focused on managing students.
On the other hand, the North Korean refugee teachers consider their role different from that of the South Korean teachers’ as they play the main role of delivering the guidelines at the front line of maintaining the system, and have the task of demanding “non-tax payments” on the students. However, they agreed that the both South and North Korean parents demand excellent teaching skills from their teachers.
The issues that the South Korean teachers predicted to be raised after South and North Korea’s educational integration are as follows: the public’s different expectations on the roles of South and North Korean teachers; South and North Korean teachers’ different expectations on the teacher’s right; a possible difficulty for North Korean teachers in finding the teaching methods when the North Korean-style teacher’s right is not guaranteed; a possible increase in the role of South Korean teachers since it will be difficult to expect the role of the North Korean parents; the gap of the academic abilities between the South and North Korean students; a possibility of relatively devaluating the North Korean school curriculum; a regional disparity within North Korea; and possibly less appealing to the South Korean teachers when they need to be dispatched to North Korea due to the above-mentioned issues. North Korean teachers also agreed that the different roles of South and North Korean teachers will be the key issue, and considered that recruitment of North Korean teachers in South Korea as a main issue. Also, they considered the differences in the goal of education, teaching terms, educational contents and methods between South and North Korea to be main issues for the educational integration of South and North Korea.
South Korean teachers believe that the integrated society should aim for a society that recovers humanity based on democracy, and take its opportunity to increase the strengths from both Koreas. North Korean refugee teachers believe that the integrated society should be where everyone is happy and gets an education without any financial burden, so that the society will be where no North Korean citizens will be relatively neglected.
The South Korean teachers emphasized that their role as a teacher in the integrated society should be a catalyst or mediator for the educational integration regardless of the subjects they teach. The North Korean refugee teachers stressed that North Korea refugee teachers should be in charge of the education of North Korean schools and South Korean teachers in charge of South Korean schools in the beginning stage of integration, and that teachers should play a crucial role in developing textbooks with different levels customized to the North Korean students, and the teaching methods at this period.
As re-education strategies for the teachers in order to perform the above roles, South Korean teachers suggested that teacher education with different levels such as basic, intermediate, advanced, etc. is needed, and that exchange of a few committed South and North Korean teachers should be tried.
North Korean refugee teachers also found the exchange of teachers important, and stressed that making a case where a North Korean refugee teacher teaches a class in a South Korean school is needed along with developing an integrated model of both Koreas.
With regard to the program for re-educating the South Korean teachers, South Korean teachers underlined that an education program for understanding North Korean culture and education through direct experience is needed, and a reunification education program for teachers focused on cultivating their ability to help the socially disadvantaged is needed. North Korean refugee teachers also agreed that the most needed program for the South Korean teachers is the education program for understanding North Korean culture and education.
For the re-education program of the North Korean teachers, South Korean teachers emphasizes that education programs for the North Korea refugee teachers need to be developed and tested, and that their activity space in South Korean schools should be expanded. North Korean refugee teachers also underlined this point. Along with it, North Korean refugee teachers stressed that they should be mainly re-educated with education related to an educational goal which explains why not serving the nation but learneroriented education is important, and education related to the subjects that were not taught or taught in different ways in North Korea, such as education on democratic citizen, compliance, history, character, career, etc., and education on a teaching method where students participate and lead the class such as self-directed learning, creativity developing education, etc.
North Korean refugee teachers also emphasized that they should be taught with an actual experience such as observing a class in a South Korean school rather than being lectured on theories.
◈ Plans for Re-educating South and North Korean Teachers
Based on the above research result, directions, strategies, details and methods for the plans of re-educating South and North Korean teachers as suggested in this research can be presented as follows.
Re-education of the South and North Korean teachers is mainly focused on cultivating the teachers’ capability to realize the democratic value which should be pursued in the integrated South and North Korean society in the educational field. Re-education for the South Korean teachers are divided into the re-education for all South Korean teachers and the education for a certain number of teachers to be dispatched to a North Korean region who will be in charge of reconstructing North Korea’s education and take a pivotal role for the South and North Korea’s educational integration.
Re-education for the South Korean teachers should be focused on building their ability to co-exist, integrate and peacefully resolve conflicts and letting them practice their ability through the school curriculum as the leading people of the society, opinion leaders and the educators raising the future generation.
Re-education for the North Korean teachers is for all North Korean teachers teaching in elementary and middle high schools of North Korea, and the basic education hours comprise 90 hours in total. With regard to re-education of the North Korean teachers, we must be keep in mind that the North Korean teachers will feel an enormous change in the education before and after reunification, and that learning in advance about the subjects of teachers’ education and educational details will be different from their experience at the school compared to the South Korean teachers.
The re-education program for the South and North Korean teachers comprise three parts of “understanding the students”, “understanding the education and the educational environment” and “creating and implementing the school curriculum”. The field of “understanding the students” deals with student culture, understanding the North Korean refugee students, understanding teacher-student relationship, etc. as main subjects, the field of “understanding the education and the educational environment” deals with understanding the South and North Korean society, comparing the education of South and North Korea, the future of reunified Korea, the tasks for the educational integration, etc., and the field of “creating and implementing the school curriculum” deals with understanding the school curriculum, operating the curriculum, IT education, the actual work of educational administration, etc. The subjects and details of each field can be adjusted on whether the educational participants are South or North Korean teachers.
As for the educational methods, merely delivering information focused on theories and principles should be avoided, and the learners‘ autonomous and critical thinking should be promoted through the learning process by using methods such as comparing South and North Korea, practical exercises, etc., and human and material resources such as audio-visual materials, North Korean refugee students and teachers, etc. Also, utilize various methods of education which could lead to teachers’ voluntary participation such as discussion, group activities, cooperative learning, etc.
Keep in mind that the process of completing the educational program for the North Korean teachers should be the process of learning and experiencing democratic values such as autonomy, participation, acknowledgement of diversity, democratic decision- making, etc. Online classes should be developed and be available together with offline classes. Also, extended and intensive programs should be developed so that North Korean teachers can choose to complete them.

Through the above research results, the following are relevant political tasks that needs to be fulfilled.
○ Preparing educational guidelines related to reunification at a crossnational level: the National Assembly
○ Creating and expanding subjects related to understanding North Korea and the North Korean refugee students in the educational curriculum of training teachers: the Ministry of Education and universities
○ Operating basic and intensive programs for educational integration of South and North Korea: the Ministry of Education
○ Preparing vacancies for supernumerary entrance into colleges of education for the North Korean teachers: the Ministry of Education
○ Seeking additional plans to add a role of an assistant teacher to the role of co-ordinator for the North Korean refugee students: the Ministry of Education and the Ministry of Unification
○ Operating a mutual interchange program for the guide teachers for South and North Korea’s educational integration and the North Korean teachers: the Ministry of Education
○ Sharing the roles among the departments related to preparing the educational integration of South and North Korea: the Ministry of Education and the Ministry of Unification
○ Securing the budget for the costs of re-educating the South and North Korean teachers: the National Assembly and the Ministry of Education
○ Preparing plans to re-educating unappointed teachers holding a teacher’s certificate in North Korea: the Ministry of Education
○ Conducing a relevant research for operating the program of re-educating teachers such as on the culture of North Korean schools, student culture research, etc.: policy research institutes
○ Developing a casebook of conflicts on the educational cultures between South and North Korea: policy research institutes
