예산은 국가의 정책 활동을 나타내고, 국민이 정부에 기대하는 바를 충족시키며, 중장기적인 국가발전의 틀에서 현재의 국가경영의 청사진을 제공한다. 그러한 점에서 예산 배정의 의사결정은 다양한 공공의 가치, 민주성, 형평성, 효율성, 효과성을 담보할 수 있어야 한다.
우리나라의 예산심의는 심도 있는 검토가 이루어지지 못하고 정파적인 행태가 지배하고 정쟁의 수단으로 다루어져 온 경향이 있다. 일정부분 개선이 이루어져왔지만, 예산심의의 저눈성을 제고하는 방안이 부족한 상태에서 일관

예산은 국가의 정책 활동을 나타내고, 국민이 정부에 기대하는 바를 충족시키며, 중장기적인 국가발전의 틀에서 현재의 국가경영의 청사진을 제공한다. 그러한 점에서 예산 배정의 의사결정은 다양한 공공의 가치, 민주성, 형평성, 효율성, 효과성을 담보할 수 있어야 한다.
우리나라의 예산심의는 심도 있는 검토가 이루어지지 못하고 정파적인 행태가 지배하고 정쟁의 수단으로 다루어져 온 경향이 있다. 일정부분 개선이 이루어져왔지만, 예산심의의 저눈성을 제고하는 방안이 부족한 상태에서 일관된 재정규율을 통해 전체 국가예산을 통합적으로 관리하지 못하는 예산심의가 종종 나타나고 있다. 이러한 상황에서 행정부의 예산편성은 예산결정 과정에서 매우 중요한 요인으로 작용하게 된다.
따라서 비정파적이고, 적실성 높은 예산정보와 정책분석의 담당기구 또는 분석을 제도화함으로써 사회 각계각층의 신뢰를 얻고 사전적 예산점검의 역할을 수행하는 제도적 장치가 필요하다.
2. 연구의 목적
본 연구는 우리나라의 예산편성이 지닌 문제를 진단하고, 합리적인 개선 대안을 제시하려는 목적을 가지고 진행되었다. 다양한 배경을 지난 여러 선진국들의 예산관련제도를 분석하되, 정치와 경제, 행정, 법 등 다양한 차원에서 역사적인 맥락에 대한 분석과 함께 우리나라의 상황에 적용할 수 있는 적절한 제도적 대안을 모색하고자 한다.
이를 위해 미국, 일본, 프랑스를 연구대상으로 하여, 각국의 예산편성관련법제도와 예산편성과정에서 나타나는 주요 행위자와 그들의 공식적, 비공식적 상호작용을 분석하고, 최근의 예산제도 개혁을 분석하였다.

The Korean National budget represents national policy activities, realizes the expectations of the people, and provides a blueprint of current national management in a long-term national development perspective. In this sense, budget allocation decisions should guarantee public values such as democracy, equity, efficiency, and efficacy. However, the budget deliberation process in Korea is not reviewed strictly and is dominated by partisan activities and political strife. As a result, improving the budget compilation stage is crucial for rationally determining the budget in the Korean decision-making process. To gain the trust of the people and to check the budget beforehand, it is necessary to reform the budget analysis and compilation systems in Korea.
In this study, we explore the budgetary systems of Japan, France and United States to identify implications for improving the Korean system. We compare the actors and their interactions, related laws and processes, and recent reform measures in the budget compilation process for the three countries.
○ Main actors
In Japan, main actors in the budget compilation stage are organizations with an independent status, including the Ministry of Finance (MOF: Tax Bureau, Financial Bureau, Budget Bureau), administrative agencies, the Supreme Court, the Board of Audit of Japan, members of Parliament, interest groups, political parties, etc. Their French counterparts are the Budget Ministry, the Council of State, the Cabinet, the National Audit Office, government departments, and National Assembly. In the case of the U.S., they are the Office of Management and Budget (OMB), the Executive Office of the President, the Department of the Treasury, the budget office of each governmental department/agency, members of Congress, interest groups and other actors, including public opinion.
○ Laws
Japan's laws in relation to budget compilation are the Constitution of Japan, the Public Finance Law, Accounting Law, and Budget Settlement and Accounting Ordinance. For budget compilation, France has the Constitution and laws governing finance-related organizations (LOLF: Loi Organique Relative aux Lois de Finances). The U.S. laws concerning budget compilation are the Constitution, the Budget and Accounting Act, the Budget and Accounting Procedures Act, the Legislative Budget and Impoundment Control Act, the Balanced Budget and Emergency Deficit Control Act, and the Budget Enforcement Act.
○ Process
In the case of Japan, the process of budget compilation goes through the Cabinet's decision-making on the zero ceiling, budget estimates by each ministry and bureau, the MOF's decision on a draft budget, including review and adjustment by MOF, negotiations to restore budget cuts, and the Cabinet's decision on budget estimate and drawing up the government budget. In France, the process consists of the preparation stage of distributing the budget compilation guidelines of the central budget agency, the stage of drawing up the budget requisition of each government department, the budget examination stage of adjustment and consultation by the central budget agency and each government department, and the stage of confirming the government budget through the ruling party-government consultation and deliberation by the Cabinet. In the U.S., the process is formed with stages from the issuance of OMB Circular A-11, budget compilation and submission by each government department, review and notice by OMB, claim for reinvestigation by each department, and the President’s drawing up the final budget and submitting it to Congress.
○ Recent reform measures
Japan increased the issuance of bonds since the middle of the 1990s in the midst of increased financial demand and recession due to low birth rate and rapid aging. The national long-term debt now is nearly two times the gross domestic product. Reforms were introduced to carry out zero-based inspections of various financial initiatives and thereby strengthen the feedback function for budgeting, as well as to establish public-driven budget compilation with enhanced transparency, shifting away from precedentsfollowing and incrementalist budget compilation driven by bureaucrats and Zokugin (lobbyist-politicians).
In France, the role of the Commission of Finance (Commission des Finances) in the Senate (Sénat) was emphasized to strengthen the effective control of the Congress. Reforms were enacted to enhance the accountability of financial management.
The U.S. adopted 'new' performance budgeting system, one promoting management innovation. In accordance with the introduction of bills under PAYGO, the system is intended to enact legislation significantly to impact taxes and spending and thus, balance the budget through automatic cuts and compulsory management.
○ Recommendations
From the analysis above, the authors derive several policy recommendations from the experience of US, France and Japan.
First, the authors propose the following recommendations: emphasizing long-term financial planning and creating a new department in charge of the budget, creating a bureau of the budget, and seeking associated specializations with its discretion. In addition, use bottom-up budgeting through which approach program managers in each department would make a budget with stakeholders, encouraging strong leadership on budget formulation, reinforcing the administrative management function such as performance management, balanced personnel management and electronic government by budget, gaining prior approval by the National Assembly for functions and projects of the public administration, and allowing at least nine months for budget formulation.
Second, the authors find the following policy proposals are worth considering as policy alternatives: gaining efficient control of the budget process by the National Assembly, securing accountability of fiscal management, including performance controls, performance objectives, and responsibility of fiscal managers, and reinforcing accountability and effectiveness of control by giving more discretion to controllers. In addition, increase understanding of the budget by changing the unit of specialty from chapter to program, identifying budget amounts and formulating the budget of each department flexibly through suggesting expenditure limits ex-ante, and giving enough time to fully and considerably incorporate the budget reform. It took four years to implement LOLF.
Third, the authors find that following policies are worth considering:dividing deficit-covering bonds and construction bonds, managing deficitcovering bonds strictly, closely monitoring the relationship with government in the budget formulation process, and securing transparency in the budget process by creating an environment which could garner taxpayer approval.
