본 연구는 무엇보다도 ‘포스트-신자유주의 시대, 라틴아메리카는 어디로 가는가? 라는 문제의식에서 출발했다. 왜냐하면 신자유주의가 도입 된 이후에 라틴아메리카에서 경제체제로서 신자유주의와 정치체제로서 자유주의를 극복하려는 대항헤게모니운동이 다양한 수준, 차원, 방식으로 발생했기 때문이다. 예를 들면, 첫 번째 대항헤게모니운동으로서 1989년 베네수엘라에서 신자유주의에 반대하는 ‘카라카소’ (Caracazo: 국민봉기)가 발생하면서 1500여 명이 사망했다. 이어서 1999년에 신헌법을 제정하여 신자유주의와 자유주의를 극복하는 방식으로

본 연구는 연구시각으로서 ‘소극화된 다원성’(Depolarized Pluralities)을 제안했다. 소극화 된 다원성이란 단일한 이론적, 정치적 모델을 적용하는 대신에 연구대상으로 삼은 사례들의 공통점과 차이점에 실증적이고 분석적 태도로 접근하는 것이다. 소극화된 다원성의 관점은 이론과 실천의 괴리에서 발생한 양자택일적 극단화에서 벗어날 수 있는 새로운 관점이라 할 수 있다.
포스트 신자유주의 시대의 라틴아메리카 사회변동에서 두르러진 특징을 보면, 첫째, 전략의 다원성과 조직형태, 조직운영방식, 사회기반, 정치적 의제 등에 있어서 다양성을 확인할 수 있었다. 이처럼 다원성과 다양성이 가능하게 된 것은 정부와 정당이 제대로 기능하지 못하면서 광범위한 부문에서 시민사회운동이 중요한 정치적 주체로 등장했기 때문이다. 둘째, 베네수엘라, 에콰도르, 볼리비아에서 경제체제로서 신자유주의 극복과 정치체제로서 자유주의 극복을 지향하고 있음을 확인할 수 있었다. 볼리비아의 경우 2009년 신헌법에 신자유주의와 식민주의적 국가를 지양한다고 명시하고 있다. 에콰도르도 신자유주의와 자유주의를 극복하는 방법으로서 조화로운 공존의 방식을 추구하는 수막 카우사이(Sumak Kawsay)라는 원주민 세계관이 2008년 신헌법에 핵심키워드로 자리 잡고 있다. 셋째, 신자유주의를 넘어서는 대안으로서 탈식민적 시도를 하는 국가가 존재한다는 사실을 확인할 수 있었다. 특히 볼리비아와 에콰도르는 역사적으로 500년 동안 배제되었던 원주민의 역사적 정의 회복을 위한 탈식민적 국가개혁을 통해, 원주민과 비원주민, 인간과 자연이 함께 공존할 수 있는 방식으로서 수막 카우사이, 수마 카마냐(Suma Qamaña)를 시도하고 있다. 이러한 원주민의 우주관은 인간뿐만 아니라 자연과 생명체도 인간과 같이 권리주체가 될 수 있다는 인식 하에서 기존의 인간중심중의에서 생명중심주의로 변화를 주창하고 있다. 또한 다국민국가(Estado Plurinacional)를 통해 500년 동안 타자화 되었던 원주민에게 종족으로서 문화적 권리뿐만 아니라, 법다원주의에 입각하여 원주민에게도 국민으로서 실질적인 정치적, 경제적, 사법적 권리를 부여했다.

This research started originally with asking an epistemic question, such as “in the era of neo-liberalism, where to go for Latin America or quo vadis ? Why this question is important is that currently we have already discovered lots of counter-hegemony
movement in Latin American society with various levels, dimensions and ways against neo-liberal economic system and liberal ways of political regime. For instance, we saw an important case such as ”Caracazo“(national uprising in 1989 and there were 1,500 dead) identified as a counter-hegemonic movement in Venezuela and after this great movement, the Venezuelan government established a new constitution to overcome neo-liberal ways of economic operation and political liberalism, pursued aggressively ”the 21st century socialism“ since 2007.
The 2nd example case is from Ecuadorian indigenous movement(CONAIE). The case impacted on a social change within Ecuadorian society since the early of 1990s against neo-liberalism and racism and contributed to acquiring authority for President Rafael Correa in 2005, establishing a new constitution in 2008 as well and accepted the many wishes of indigenous people and community in Ecuador. The 3rd case that we could discover as a counter-hegemonic movement is from Bolivia. For the first time in Bolivian history, Evo Morales(from indigenous identity and a leader of peasant movement) was elected president. Since then especially during the constitutional process (2006-2008), many wishes for social changes and transformation embedded into a new constitution in 2009 for getting over neo-liberalism or liberalism in Bolivia. The 4th case came from a peasant movement in Chiapas, Mexico in 1994.
This research suggested ‘Depolarized Pluralities(thereafter DP)’ as a new research viewpoint. The DP is characterized as a new research method to approach to find out the common ground and discern difference among targeted research objects with many case studies via ways of empirical or analytic attitude beyond the application of single theoretical or political model. In other words, this approach is a new perspective for escaping from choosing either A or B, occurring occasionary as a gap in the decision process between theory and practice alternatively.
If we consider the main characters of social transformation in the era of post-neoliberalism in Latin America, we can identify many various changes and diversity, such as pluralism of strategy, various form of organization, methods for operation of
organization, social basis and political agenda, etc. The reason why these kinds of diversity and plurality were important and active is that on the one hand, many governments and political parties could not function properly and instead of them on the
other hand, civil society and civil social movements in itself have appeared importantly and broadly as main political agents. Secondly, this research confirmed that many political regimes (e.g. Venezuela, Ecuador and Bolivia) aim at overcoming neo-liberalism as economic regime and political liberalism as political one. Bolivia clarified already the rejection of neo-liberalism and colonialist statism in the new constitution in 2009. Ecuador adopted indigenous views of the world in their constitution of 2008, Sumak Kawsay, Suma Qamaña as core keyword for harmonious coexistence and a method for overcoming neo-liberalism and political liberalism. Thirdly, this research investigated the facts that there existed countries to attempt decolonizing beyond neo-liberalism, particularly the cases of Bolivia and Ecuador are strong character. Both cases tried to
escape from colonialism which excluded indigenous people for 500 years and find out new justice through state reforms and rebuild coexisting state between indigenous community and non-indigenous community, human beings and nature through the Sumak Kawsay, Suma Qamaña . This kind of indigenous perspective recognized already the nature and being(life) in itself has a right to have rights like humans and advocated a change from human-centeredness to life-center. In addition and via new application of ‘Estado Plurinacional’, the constitution guarantees cultural rights for indigenous people who are the otherized selves for 500 years and on the basis of legal pluralism, the regime granted real rights such as political, economical and judicial one substantively as real people.
