- 전문가들은 공무원이 보다 적극적으로 활동할 수 있도록 성과측정 및 진단을 통해 인센티브를 제공하여 동기부여(merit)를 해야 하며, 관련 정책수립시 초기단계에서부터 국민을 참여시켜 공동으로 논의하고 만들어나가야 하고, 각 연령층별로 흥미를 유발하고 접근할 수 있는 교육을 통해 보다 많은 참여를 유도해야 한다는 점을 제안함
- 또한, 안전문화운동의 추진주체와 관련하여 장기적 관점에서 중앙 정부보다는 지방자치단체 위주로 운영되어야 한다는 점을 추천함
∙ 하지만 지방자치단체 위주로 운영되기 위해서는 인력과 예산, 그리고 전문성 측면에서 이를 보완할 수 있는 방안을 추가적으로 마련하는 노력이 필요하다는 의견과 대안도 제시함

∙ 기존의 안문협 뿐만 아니라 지역 부녀회나 친목모임, 자치센터 등을 중심으로 한 주민의 적극적인 참여 등을 통한 민관협력의 추진이 중요하는 의견도 있었음

- 앞서 문헌조사, 실태조사, 인식조사, 전문가 워크숍 등의 분석 결과를 토대로 향후 안전문화운동의 활성화 방안을 다음과 같이 법제도 차원, 추진체계 차원, 그리고 관리운영 차원으로 구분하여 도출함

This study aims to develop policy recommendations to invigorate a safety culture movement all throughout Korean society. As the Sewol Ferry incident and other recent accidents of significant impact have alerted how fatal the consequences of a lack of safety awareness can be, the Korean government has put their efforts toward strategically enhancing a pervasive safety culture in real life. This study examines the current safety culture movement in Korea and seeks strategies and policy alternatives to increase the effectiveness of the safety culture movement.
Although the safety culture movement in Korea was first adopted officially in 1995, it has been criticized that the safety culture movement has implemented in a cursory and reactive manner by responding to accidents that received a great deal of social attention. It has been led too much by the government, mostly in the form of one-time events or campaigns. Due to the low participation from diverse people all over the society and sustainable programs, the safety culture movement has not appropriately worked to cultivate safety culture.
Safety culture originally was studied as a kind of organizational culture that enhances the safety awareness of employees, especially in high-risk industries, such as nuclear, chemical, aerospace, railroad, etc. Thus the theoretical background of safety culture mostly originated from organizational management and organizational behavior. However, the term safety culture has been used more broadly including civil society in Korea, the strategies of the safety culture movement has tended to be more like managerial tactics, without the attributes of a new social movement that treats safety as a value that society seeks, safety as the rights that people can claim, and a safety culture movement as the means and responsibility for said values and rights. Also, as the policy targets of the safety culture movement include both employees and citizens in general, the government structure of safety culture movement policy has been divided between the Ministry of Employment and Labor (and its agency, KOSHA), and the Ministry of Public Safety and Security.
With the background of the safety culture movement explained above, this study examines the safety culture movement of industry and civil society separately, in terms of legal and policy backgrounds, major programs, as well as the recognition of participants in each area. Following the first section of the study, including theoretical background and examination of the safety culture movement in the United States and the United Kingdom, the second section includes the safety culture movement from the industry side, and the third section explains that in civil society. The last section of this study offers several policy alternatives. To develop viable strategies, this study conducts expert workshops and surveys with both government employees and citizens.
This study concludes with a set of policy recommendations in three areas, legal and institutional settings, structural settings, and policy implementation and management. First, in order to enhance the safety culture movement, it is necessary to define the contents and responsibilities more clearly in the legal context. Also, for the sustainability of safety culture movement policy, it is recommended to develop a long-term strategic plan. The plan needs to be based on a social consensus through periodical surveys and strategic safety issue findings. Second, in terms of structural settings, the Ministry of Public Safety and Security is recommended to enhance its role of coordinating a nationwide safety culture movement, having each ministry and governmental agency carry out safety culture movements in their areas of expertise. It is also critical to create workable governance structures including various civic organizations, companies, schools, etc. Last, it can be possible when the appropriate budgets and human resources are allocated. This study recommends establishing a fund to raise money for the safety culture movement, and assign public officials whose main task is to concentrate on safety culture policy. It is also important to cultivate citizens through training and programs and to develop guidelines that allow people to experience and realize the necessity of safety culture by themselves.
