본 연구의 목적은 식품용 합성수지제 기구 및 용기ㆍ포장 원료물질의 사용가이드를 마련하여 합성수지 식품포장재의 안전관리를 위한 기초자료를 확보하는데 있다.
연구방법으로는 제외국(유럽연합, 미국, 일본, 중국)의 관리 기준, 규격, 시험방법, 독성평가 결과 등의 관리 및 안전성 현황 조사를 실시하였다. 또한 국내 관련 산업체와 학계, 연구계의 전문가로 이루어진 자문위원단을 구성하여, 합성수지 원료물질의 data base 구축과 관리에 대한 의견을 수렴하였고, 생산업체(약 300개소) 대상으로 방문 면접 및 설문조사를 실시하여 합성

최근 글로벌 관리현황의 추세는 원료물질(모노머, 촉매, 색제, 접착제, 안정제, 가소제 등)부터 관리하고 있고, 이를 위하여 합성수지 원료물질의 허용목록이 작성되었다. 이에 유럽연합 870개, 미국 3,344개, 일본 1,509개, 중국 959개의 합성수지 원료물질 허용목록(positive list)이 수집되었고, 식품의약품안전처의 기존 연구결과와 이번 조사를 통해 수집된 한국 931개 등 총 5,212개의 허용물질목록(positive list) data base가 구축되었다. 이러한 positive list제도를 국내에 도입하기 위해서 원료물질 허용기준(안)을 우선 마련하였다. 또한 신규 원료물질 등록을 위해서는, 현재의 한시적 기준규격을 확대하여 원료물질에 대한 안전성 평가 및 독성시험 자료제출이 요구된다. 안전성 평가를 위한 용출시험에서 식품에 사용되는 접촉 조건 또는 사용조건을 국제적인 수준으로 구체화할 필요가 있다. 현재의 70℃를 기준으로 양분되어 있는 사용조건을 냉동, 냉장과 같은 저온부터 100℃ 이상의 고온까지 세분화시켜, 미국이나 유럽연합과 같이 다양한 접촉 또는 사용조건으로 설정하고, 용출시간도 단시간에서부터 10일 이상의 장기간의 조건을 적용하도록 한다. 또한 다수의 합성수지 원료물질들은 지용성이므로 보다 실제적인 용출 조건의 모사용매인 식용유의 사용을 검토할 필요가 있다. 이 외에도 한국은 식품용 합성수지제 기구 및 용기·포장재에 대한 독성시험 기준이 구체적으로 마련되어 있지 않기 때문에 제외국의 독성시험 기준을 고찰하여 0.5 ~5 ppm까지의 용출농도 단계별 독성시험기준을 제시하였다. 구축된 합성수지 원료물질 DB는 화학물질 자체 정보 외에 용출시험정보, 독성정보, 용도 등을 포함하고 있어, 원료부터 최종제품까지의 안전관리가 가능하고, 산업체는 별도의 자료조사 없이 구축된 DB를 활용하여 안전한 최종제품을 생산할 수 있다.

The aim of this study is to attain fundamental data for safety management of synthetic resin for food-contact application by drafting a technology handbook of raw materials used for food containers and packaging.
The study was executed by conducting a survey on current management and safety state in foreign countries (EU, USA, Japan, and China), by looking into their management standards, specifications, testing methods, and toxicity evaluations. To seek for professional assistance on construction and management of a database for raw materials of synthetic resins, an expert advisory board was established, consisting of members form industry, academia, and research organizations. Manufacturers of the synthetic resin industry (n≈300) were surveyed on-site and interviewed to investigate the current production and use of raw materials of synthetic resins.
Monitoring of raw materials (monomers, catalysts, dyes, adhesives, stabilizers, plasticizers, etc.) has become a global trend and this has been facilitated by drawing up a positive list that describes the substances that can be used for synthetic resins. Current positive lists of raw materials for synthetic resins that are effective in EU (n=879), USA (n=3,344), Japan (n=1,509), and China (n=959) were adapted and added to the existing list provided by Korea Food & Drug Administration (KFDA) to build a positive list database. Additional 931 substances, which were acquired from the domesticsurvey, were also included to this database, consisting of 5,212 substances in total. The positive list of synthetic resin raw materials was established as the first step to introduce the positive list system to Korea. In order to add a new substance to this positive list, safety and toxicity test results have to be submitted, which expands scope of the existing specifications.
To comply with the global standard, it is necessary to draft more detailed guidelines on testing conditions of contact, such as exposure time and temperature, for materials in contact with foodstuffs for migration testing. Current exposure temperature protocol consists of the condition either below or above 70℃. To replicate the conditions that the materials are in use, such as freezing, refrigerating, and microwaving, the exposure temperature should vary from below freezing point (0℃) to above boiling point (100℃). With the same logic, the substances should be tested under various exposure time conditions from short to longer than 10 days. Such contact conditions for migration testing are already in practice in EU and USA. Most of raw materials of synthetic resins are fat soluble. It is also worth considering cooking oil to use it as food simulant which would create more realistic migration condition. Since there is no detailed toxicity testing standard is in place in Korea for instruments, containers, and packaging in contact with food, a new toxicity test standard has been proposed. International guidelines were referenced to come up with the migration concentration be from 0.5ppm to 5ppm.
The database of raw materials used for synthetic resins does not only contain their chemical information, it also provides other useful information such as dissolution test result, toxicity and. purpose. This enables safety management throughout the manufacturing cycle from the raw materials to the end products. Therefore, the database would allow industries to manufacture safe products without going through an exhaustive research
