세계적인 인구 고령화와 건강한 삶에 대한 국민들의 관심이 커지면서 식품의약품안전처의 의료기기 허가 신청 건수도 매년 증가하고 있다. 이에 따라 식품의약품안전처에서는 의료기기법, 시행규칙, 의료기기 허가·신고·심사 등에 관한 규정 등의 전면 제·개정을 통해 의료기기 제도 개선에 노력을 하고 있다. 하지만 현재 제도 개선에 적합한 의료기기의 가이드라인은 부족한 실정이므로 전문성이 없는 업체의 경우 허가 및 기술문서 작성 시 민원이 다수 발생하고 있고, 민원처리가 지연되는 문제점이 있다. 따라서 민원인들에게 전자의료기기의 허가 및 기술문
세계적인 인구 고령화와 건강한 삶에 대한 국민들의 관심이 커지면서 식품의약품안전처의 의료기기 허가 신청 건수도 매년 증가하고 있다. 이에 따라 식품의약품안전처에서는 의료기기법, 시행규칙, 의료기기 허가·신고·심사 등에 관한 규정 등의 전면 제·개정을 통해 의료기기 제도 개선에 노력을 하고 있다. 하지만 현재 제도 개선에 적합한 의료기기의 가이드라인은 부족한 실정이므로 전문성이 없는 업체의 경우 허가 및 기술문서 작성 시 민원이 다수 발생하고 있고, 민원처리가 지연되는 문제점이 있다. 따라서 민원인들에게 전자의료기기의 허가 및 기술문서 관련 개정 규정의 이해를 높이고 편의 및 만족도를 높이기 위한 가이드라인 마련이 절실히 요구된다.
본 연구에서는 개선된 제도가 반영된, 양전자방출·전산화단층엑스선조합촬영장치 등 7개 품목별 허가 및 기술문서 작성 가이드라인 개발을 위해 첫째, 허가 및 기술문서에 대한 개선된 제도 운영 조사, 품목별 의료기기의 제도 적용에 따른 문서 작성 방법 검토, 기 허가된 품목에 대한 허가 및 기술문서 검토를 완료하였다. 둘째, 품목별 시장현황 및 기술개발동향 조사, 적용 가능한 국내·외 규격(IEC, ISO, KS 등) 및 FDA 가이던스 조사·분석을 통해 품목별 국제 조화된 안전성 및 성능평가 시험기준 및 방법을 도출하였다. 셋째, 산·연·관 전문가협의체의 자문을 통해 가이드라인 초안 검토 및 시험평가방법 설정 등의 논의 및 의견을 수렴함으로써, 결과적으로 국내 실정에 적합한 7개 품목 전자의료기기(양전자방출·전산화단층엑스선조합촬영장치, 양전자방출전산화단층촬영장치, 전신용 엑스선골밀도측정기, 부위한정용 엑스선골밀도측정기, 감마카메라, 단일광자방출전산화단층촬영장치, 단일광자방출전산화단층엑스선조합촬영장치)의 품목별 허가 및 기술문서 작성 가이드라인(안)을 개발하였다.
양전자방출·전산화단층엑스선조합촬영장치 등 7개 품목별 허가 및 기술문서 작성 가이드라인 개발 연구를 통해 향후, 품목별 허가·심사 업무에 대한 의료기기 민원 만족도를 향상시킬 뿐만 아니라 허가·심사 업무의 전문성 및 일관성을 강화함으로써 국내 의료기기 산업 진흥에 기여할 것으로 기대된다.

The number of medical device permission application at the Ministry of Food and Drug Safety (MFDS) has increased each year since the public interest in healthy living has deepened together with the global health trend of the aging population. Therefore, MFDS has exerted its best efforts to improve medical device system through overall enactment and revision activities for the Medical Device Act, the Enforcement Regulations, and the Medical Device Approval / Report / Review. However, medical device guidelines needed to improve the current system are deficient, resulting to significant number of public complaints as well as delay in services. This calls for urgent preparation of guidelines that would promote understanding of electronic medical device permission and relevant revisions as well as convenience and satisfaction level of the complainants.
First of all, this study completed investigation of the improved system for the permission and technology document, review of the document preparation methods in line with the applied medical device system for each item, and review for permissions and technology documents of already permitted items to develop guidelines for preparing permissions and technology documents for eight items to which the improved system is applied, including electrocardiographs. Second, safety and performance test standards and methods that match the international standards were drawn after conducting market status and technology development trend survey for each item and investigation/analysis of applicable domestic and overseas standards (IEC, ISO, KS, and etc.) and FDA guidances. Third, Guidelines for Permission and Technology Document Preparation (draft) were developed for each of the seven electronic medical devices (PET-CT, PET, whole-body BMD, Limited part BMD, gamma camera, and SPECT, SPECT-CT) that are suitable to the domestic condition after discussing and collecting opinions on the guideline draft and establishment of test evaluation methods - thanks to advices from a consultative body consisting of experts from the industry, university, and research institutions.
Research and development of guidelines for the permission preparation and technology documents for the seven items, including PET-CT, are expected not only to improve the satisfaction level of complainants about the item permission and evaluation but also to contribute to the domestic medical device industrial promotion through strengthened expertise in permission and evaluation works
