아시아 국가 교육지표 연구는 지표체계를 개발하고 가용한 자료를 수집하여 분석함으로써 아시아 각국의 주요 정책적 관심과 현안에 대한 현황과 특성을 파악하는 것을 목적으로 하였다. 2013년부터 2015년까지 3개년에 걸쳐 추진되었고, 3년간의 연구 과정 속에서 향후 지속적인 아시아 국가 교육 지표분석을 위한 국제 협력체계 또한 구축하고자 하였다.
◦ 교육지표체계의 개발
우선 지표개발의 절차와 방법을 이론적으로 검토하여 아시아 국가 교육지표 개발모형을 확정하였고, 지표개발에 대한 아시아 각국의 요구 및 의견을
아시아 국가 교육지표 연구는 지표체계를 개발하고 가용한 자료를 수집하여 분석함으로써 아시아 각국의 주요 정책적 관심과 현안에 대한 현황과 특성을 파악하는 것을 목적으로 하였다. 2013년부터 2015년까지 3개년에 걸쳐 추진되었고, 3년간의 연구 과정 속에서 향후 지속적인 아시아 국가 교육 지표분석을 위한 국제 협력체계 또한 구축하고자 하였다.
◦ 교육지표체계의 개발
우선 지표개발의 절차와 방법을 이론적으로 검토하여 아시아 국가 교육지표 개발모형을 확정하였고, 지표개발에 대한 아시아 각국의 요구 및 의견을 파악하기 위하여 관련 연구와 문헌을 검토하는 한편, 국내외 전문가를 대상으로 설문조사를 실시하였다. 아시아 각국이 관심을 가지고 있는 교육정책 목적과 현안을 파악할 수 있었고, 아시아 각국의 의견차, 특히 국내외 전문가 간의 의견차 또한 확인할 수 있었다. 2014년 연구를 통해 일차적 타당화 과정을 마친 지표체계 초안은 2015년 연구진의 집중 토론 과정을 거쳐 최종적으로 확정되었다. 200여개가 넘는 후보 지표군 중에서 64개의 지표가 선정되었고, 전문가 설문조사 결과를 토대로 53개의 지표로 구성된 초안이 완성되었다. 영역 간 조정, 국제적 활용성 등을 고려하여 최종적으로 3개영역 총 52개의 지표로 구성된 최종안을 확정할 수 있었다. 아시아 국가 교육지표 체계 최종안은 크게 두 가지 관점에서 구성되었다. 하나는 교육체제모형에 따라 교육의 투입, 과정, 산출 및 성과의 단계를 각 영역으로 하여 교육지표체계를 구성하였고, 다른 하나는 교육기회의 형평성, 교육의 질 보장, 교육성과의 제고 등과 같은 정책주제별로 지표를 분류하여 분석하였다. 교육체제 모형에 의한 지표체계는 관리상의 편의성이 높고, 정책주제는 지표 분석의 방향과 논의 구조를 제공한다는 점에서 장점이 있다.
개발, 선정된 교육지표를 분석하여 정책적으로 의미 있는 정보를 얻기 위해서는 지표정의서 작성이 선행되어야 한다. 지표 정의서를 작성하여 지표의 개념과 목적, 지표값 산출의 공식, 활용 가능한 자료의 출처 등을 명확히 할 필요가 있는 것이다. 지표 정의서 작성을 위하여 유네스코 통계국(UIS)과 미국 교육통계국(NCES)에서의 교육지표 정의서 양식 및 항목을 분석하였고, 각 지표별로 관련 문헌을 검토하여 각 지표가 측정, 평가하고자 하는 정책목적과 현안을 도출하는 한편, 그러한 정책목적을 점검하는 지표의 개념을 정의하였다. 또한 각 교육지표에 대한 자료 수집 현황을 파악하였다. UNESCO나 OECD, World Bank 등과 같은 국제기구가 주관하고 국제적으로 널리 활용되는 지표의 경우, 비교적 자료 수집이 원활하게 추진되고 그 결과 가용한 자료를 얻을 수 있다. UN 분류를 기준으로 아시아 지역의 범위를 설정하고 몇 개의 권역으로 나누었는데 교육지표별로 가용한 자료와 분석대상 국가를 파악하여 제시하였다. 지표 정의서 작성 결과를 보면, 총 52개의 지표 중에서 25개 지표는 비교적 구체적으로 개념정의가 이루어지고 산출식이나 자료출처를 명료하게 제시할 수 있었고, 13개 지표는 목적과 정의가 부합하는 기존의 지표로 대체하였다. 14개 지표의 경우에는 가용한 자료를 찾을 수 없어 분석을 할 수도 없었고 지표 정의서 또한 매우 모호하게 기술되었다. 자료수집 가능성에 의해 지표정의서의 구체성이 좌우되었다고 하겠다.
◦ 지표 분석 결과
지표분석은 정책주제를 중심으로 이루어졌는데 교육기회의 형평성, 교육의 질 보장, 교육성과의 제고 등이 주요 정책주제였다.
1) 교육기회 확대 및 형평성
먼저 교육기회 형평성 현황을 파악하기 위하여 의무교육연한, 취학률(총취학률과 순 취학률, 과연령 취학률 등), 유급률, 학업중단율, 완수율 등의 지표에 대한 분석을 실시하였다. 이들 지표는 일찍부터 국제비교분석이 이루어져 온 지표들로 1999년부터 2013년까지 15년간의 추이 분석이 가능하였다. 이들 지표에 대한 분석결과로부터 교육기회 확대 정도에 따라 아시아 국가들을 유형화할 수 있었다. 초등교육 기회가 여전히 낮은 국가로는 아프가니스탄, 부탄, 네팔 등을 들수 있고, 인도네시아, 터키, 오만 등의 국가는 초등교육 기회가 확대되어 어느 정도 안정화 단계에 이르렀고 중등교육과 고등교육 단계로 교육기회가 확대되고 있다. 그에 비해 중국은 모든 교육단계에서의 교육기회가 확대 되었다. 한국 또한 다른 아시아 국가들과 달리 모든 교육단계의 취학률이 급격하게 확대되었다. 고등교육 단계의 취학률은 다른 아시아 국가와는 비교가 되지 않을 정도로 독보적이다.
이러한 유형화가 다소 무리일 수도 있으나 아시아 국가들이 상호 벤치마킹의 대상과 내용을 선정하는 데 도움이 될 수 있을 것이다. 부탄이나 네팔과 같은 국가는 교육기회가 매우 급격하게 확대되는 과정에서 과연령 취학률과 유급률, 학업중단율도 높은 것으로 나타났다. 이러한 분석결과는 이들 국가가 정책적으로 어떤 과제에 중점을 둘 것인가를 시사한다.
2) 교육의 질 보장
교육의 질 보장과 관련해서는 주로 교사, 교육과정, 교육재정, 교육 시설 및 환경 등에 대한 지표를 중심으로 분석을 실시하였다. 교사교육의 수준, 유자격교사비율, 상치교사 비율 등의 지표들은 전문성을 갖춘 우수 교사의 확보 정도를 가늠하게 하는 지표들이다. 교사교육수준에 대한 자료가 있는 아시아 국가 대부분이 ISCED 5A 이상의 교사교육을 요구하거나 실시하는 것으로 나타났다. 유자격교사비율은 아시아 국가들 간의 차이가 매우 커서 100%에 가까운 지표값을 보이는 국가에서부터 58%에 불과한 국가까지 다양하였다. 상치교사 비율은 국가 간 차이도 컸지만 국가별로 상치교사비율이 높은 교과목이 달랐다. 대체로 외국어 교과목의 상치교사 비율이 공통적으로 높았고, 한국과 말레이시아 등이 대표적이었다. 그에 비해 일본은 수학과목에서 상치교사 비율이 높게 나타났다.
교사 임금, 교사 1인당 학생 수, 고용형태 등과 같은 근무환경과 교직만족도, 학교장의 리더십과 학교의 자율성 지표 또한 교육의 질을 좌우하는 지표들이다. 교사임금 자료가 있는 아시아 국가는 5개국에 불과하지만 대체로 OECD 회원국들과 유사한 경향을 보인다. 다만 OECD 국가들과 달리 교육단계가 올라갈수록 교사임금도 상승하지는 않는 것으로 나타났다. 아시아 국가들의 학급규모와 교사 1인당 학생 수는 OECD 평균보다 높고, 전일제 교사 비율은 국가 간 편차가 큰 것으로 나타났다. 이는 아시아 국가 교사들의 근무환경이 그렇게 좋지 않다는 것을 시사한다.
한국, 일본, 싱가포르 등 3개국 교사들의 효능감은 전 영역에 걸쳐 평균보다 낮은 것으로 나타났고, 국가별로 효능감이 낮은 영역이 달랐다. 일본 교사들은 학급경영 영역에서, 한국 교사들은 대안적 설명 제공 부분에서 효능감이 상대적으로 낮은 것으로 나타났다. 아시아 국가들의 의무교육연한은 대체로 9년 정도로 OECD 평균보다 짧았고, 법정 수업시간도 다소 적었다. 그에 비해 수업시간 이외 학습시간은 OECD 평균보다 더 많았다. 특히 개인교사 및 사설학원에서의 학습시간이 더 길게 나타났다. ICT 활용 수업참여율은 국가에 따라 그 편차가 매우 컸다. 국가별로 정보화 수준이 다르고 경제적 규모의 차이가 있기 때문으로 짐작된다.
GDP 대비 공교육비 비율을 살펴보면 아시아 국가들은 평균적으로 중등교육단계에 가장 많이 투자하고 초등교육, 고등교육 순이다. 교육단계별 교육재정 투자 상황은 국가별로 매우 다르다는 것을 알 수 있다. 또한, 학생 1인당 0.5대의 컴퓨터를 사용하는 것으로 나타나 교육환경이 좋지 않다는 것을 보여준다. 공교육에 대한 재정적 투자를 높여 교육의 질을 보장하려는 정책적 노력이 요구된다. 인도네시아의 경우, 교과서보급률이 다른 아시아 국가들에 비해 현저히 낮은 것으로 나타났다.
교육의 질을 보장하기 위해서는 막대한 재정이 소요되는 바, 가장 효과적인 방식의 투자 전략을 세울 필요가 있다. 교사 급여, 학급규모 지표는 교육의 질 보장을 위한 국가의 정책 방향과 관련이 깊다. 그렇기 때문에 교사 급여 수준과 학급규모 지표를 교차 분석하여 본 결과, 국제학업 성취도 평가에서 좋은 결과를 보이는 국가들은 주로 교사급여가 높고 학업성취도가 평균보다 낮은 국가들은 급여도 낮은 것으로 나타났다. 각국 정부의 투자 양상의 차이를 살펴보기 위해 학급 규모와 교사임금의 변화값을 비교해 보았는데 국제학업성취도에서 높은 향상도를 보인 이스라엘과 터키의 경우, 교사임금 또한 큰 폭으로 인상되었다. 자료의 제한으로 인하여 일부 국가만을 대상으로 분석할 수밖에 없었지만 한국, 일본, 이스라엘, 터키 등의 국가는 공교육비 예산을 분배함에 있어서 학급규모 감축 보다 교사임금 인상에 중점을 두었고 투자 효과를 얻을 수 있었던 것으로 분석된다.
3) 교육성과의 제고
교육성과 제고에 대한 관심은 아시아 국가들도 예외가 아니다. 먼저 교육결과로서 학생 성취와 교육이수 정도를 가늠하기 위하여 학업성취도, 문해율, 사회적 역량 등의 지표와 졸업률, 완수율, 진급률 등의 지표를 분석하였다.
국제학업성취도 자료가 있는 24개 아시아 국가들의 평균 점수는 전체 평균 보다 높게 나타났는데 이는 상위 5위를 차지할 정도로 높은 성취도를 보인 동아시아 국가들의 영향이 크다. 아시아 국가들의 문해율은 지속적으로 상승하고 있으나 여전히 사하라이남 아프리카 지역 다음으로 낮은 수준이다. 세계 평균과 비교해도 더 낮게 나타났다. 일부 국가들의 문해율은 아시아 평균에도 크게 못 미치는 형편이다.
학생의 사회적 역량에 대한 관심이 적지 않지만 실제로 가용한 자료를 얻기는 쉽지 않다. 국제 시민의식 비교 조사(ICCS)자료를 이용하여 분석한 결과, 한국, 대만, 인도네시아, 태국 등 아시아 국가들의 평균점수는 전체평균보다 약간 높으나 국가 간 편차가 매우 큰 것으로 나타났다. 시민 지식 수준의 차이도 컸지만 아시아 지역 특성을 반영한 설문 응답에 있어서도 큰 차이를 보였다. 정부 또는 시민기관에 대한 신뢰도, 정부의 권위주의 행태에 대한 수용 정도, 정치 지도자의 도덕성, 부정부패나 연고주의에 대한 태도, 전통문화 보존에 대한 입장 등에 있어서 차이가 나타났다. 다만 아시아 정체성에 대해서는 국가 간 차이를 보이지 않고 공통적으로 동의하는 것으로 나타났다.
한편 각국의 학생들이 학교교육을 얼마나 성공적으로 이수했는지는 졸업률이나 완수율, 이수율 등의 지표 분석을 통해서 확인할 수 있다. 앞서 교육기회와 관련한 분석에서 나타났듯이 초등교육 단계 졸업률은 높지만 상대적으로 고등교육 졸업률은 높지 않다. 24개 아시아 국가 평균 고등교육 졸업률은 24.7%로 세계평균에 비해 낮다.
대부분의 아시아 국가들도 교육의 사회경제적 성과에 대한 기대를 가지고 있다. 그러나 교육의 경제적 성과를 측정, 분석하기는 쉽지 않다. 학력별 취업률 또는 실업율, 학력별 임금(격차) 등의 지표에 대한 가용한 자료를 얻지 못하였다. 행복도(행복지수), 다문화수용성, 학생의 국제이동 등의 지표 분석을 통해 교육의 사회적 성과를 파악하고자 하였다. 특히 세계행복보고서 자료(삶의 질 또는 삶의 만족도)를 활용하여 아시아 각국의 행복도 순위를 확인할 수 있었는데 행복도는 교육과 여러 가지 측면에서 관련을 가지는 것으로 보인다. 취학률, 졸업률, 학업성취도와 행복도 순위를 교차 분석한 결과, 일정한 상관을 보이는 것을 알 수 있었다. 교육기회가 주어지는 것, 교육기회가 보장되는 것, 높은 학업성취도는 삶의 질을 높이는 데 영향을 미친다는 것을 알 수 있다. 교육기회 확대, 교사수급, 교육재정 등이 학업성취도를 높이는 데 어떤 영향을 미치는 지에 대해서도 교차 분석한 결과, 일정한 상관을 확인할 수 있었다.
◦ 국제협력 기반 조성
한편 여러 네트워크를 통해 지표개발 및 분석 결과를 공유하고 의견을 수렴하여 반영하는 한편, 향후 협력 기반을 마련하고자 하였다. 2013년 태국 방콕을 방문하여 아시아 교육전문가들과 협의한 것을 시작으로 2014년 서울에서 국제세미나를 개최하였고, 2015년에는 유네스코 방콕 사무소, 동남아 교육장관기구(SEAMEO) 사무국과 전문센터인 INNOTECH(필리핀 마닐라 소재)을 방문하여 정책 포럼 및 면담의 기회를 가졌다. 아시아 국가 교육지표 개발 및 개선, 지표 분석결과, 자료 수집 계획 (역량강화 또는 연수 활동) 등에 대해서도 논의하였다.
향후 아시아 국가 교육지표의 지속적 분석을 위하여 몇 가지 제언을 한다면, 첫째, 국제교육지표 연구 및 관련 국제협력활동의 범위를 아시아로 확대할 필요가 있고, 둘째, 이러한 연구 및 활동에 대한 정책적 지원을 위해서 관련 기관 및 부처 간의 협력이 필요하며, 셋째, 아시아 국가들의 참여를 촉진하기 위한 정책적 또는 정치적 기반이 마련되어야 할 것이다. 특히 중앙아시아와 남아시아 국가들의 참여와 협력을 유도할 필요가 있고 주요 국제기구와의 협력을 지속하기 위한 노력도 요청된다.

◦ Development of education indicator system.
This research, on the Analysis of Education Indicators for Asian countries, aims to understand the current status and major concerns about educational policies in Asian countries by developing an indicator system, and collecting and analyzing data.
◦ Development of education indicator system.
First, this research examined the process and methodologies of developing an indicator system theoretically and determined an educational indicator development model for the Asian countries. While it examined the related research and literature in order to capture the demands and opinions of each of Asian countries regarding education, it conducted a survey of domestic and international experts in education within the international contexts. Through this, it came to know the goal and relevant issues of the educational policy that Asian countries are interested in, and could also identified the differences in the opinions of each Asian country, especially among the domestic and foreign experts. The draft of the indicator system that underwent through a primary validation process through the 2014 research, was finally decided after the discussion among 2015 researcher team. Out of more than 200 suggested indicators 64 ones were selected initially, and 52 indicators were finally decided based on the survey results of the experts. The final list of the education indicator system for Asian country was roughly composed of two viewpoints. One is that it composed the educational indicator system by dividing the educational theme into inputs, process, outputs, and outcomes. And the other one is that it classified and analyzed the indicators according to the policy theme; the equality of educational opportunity, the assurance of educational quality and the improvement of the educational outcome. The indicator system based on the educational theme has an advantage of easiness to manage, and the policy theme has an advantage that it provides the direction and discussion method for the indicator analysis.
In order to obtain meaningful information in policy through analyzing the developed and selected indicator, it needs to define the each indicator. It has to clarify the concept and goal of the indicator, the formula to measure the value of the indicator, the source of useful material according to the indicator definitions. In order to write the indicator definitions, it analyzed the format and article of the educational indicator definitions from the UIS and NCES, and examined the relevant references in order to capture the policy goal and current circumstance that each indicator intends to measure and assess, and defined the concept of the indicator that inspects the policy goals. Also, the status of data collection of each educational indicator made clear. Indicators that are internationally used and supervised by international organizations such as the UNESCO, OECD or World Bank, it is expected to be comparatively easier to acquire the data. Based on the UN classification, it established the boundaries of Asian region, and suggested the available data and countries that are going to be analyzed under each educational indicator.
◦ Result of indicator analysis.
The indicator analysis was conducted focused on the policy theme. The major policy theme consists of the equality of educational opportunity, the assurance of educational quality and the improvement of the educational outcome etc.
1) The expansion and equality of educational opportunity.
First, in order to comprehend the current status of the equality of educational opportunity, it is analyzed the indicators such as the year of compulsory education, school enrollment rate (gross enrollment rate and net enrollment rate, over-aged enrollment rate etc.), repetition rate, dropout rate and the completion rate. Those indicators were internationally compared and analyzed from an early period, so it was possible to conduct for a 15 year- trend analysis from 1999 to 2013. With the analysis results of those indicators, we could classify Asian countries according to the expansion rate of educational opportunity. It was figured out that Afghanistan, Bhutan, Nepal have low rate of opportunity of elementary education. And Indonesia, Turkey, Oman were some of the countries that the opportunity of elementary education is expanded and is at a stabilized stage, and the education opportunity in those countries is expanding to secondary education and higher education. On the other hand, China is a country that its educational opportunity expanded to all education stages. Korea also belongs to the category that the enrollment rate of all educational stages expanded rapidly, unlike the other Asian countries. Especially, the enrollment rate of the higher education in Korea is incomparable with other Asian countries.
Such classification might be hard to be generalized, but it will help the Asian countries to select a role model for their benchmarking. Countries such as Bhutan and Nepal show high over-age enrollment rate, repetition rate and dropout rate, in the process of rapidly expanding the educational opportunities. Such results of analysis imply that which educational issues should be more focused on in these countries.
2) The assurance of educational quality
In this part, it is mainly analysed the indicators regarding the teacher, educational process, educational finance, educational facility and environment factors.
The indicators such as the teacher’s educational attainment, the percentage of trained teachers and the percentage of teachers experiencing discrepancy between their qualification and teaching subjects, outstanding teachers etc. are those indicators that help us to estimate the level of the professional and outstanding teachers. Almost all of the Asian countries that have data regarding the teachers’ educational attainment showed that they require or conduct a teachers’ education that is higher than ISCED 5A level. The percentage of trained teachers was very different among Asian countries and it varied from a country that showed close to 100% to a country that only showed 58%.
The percentage of teachers experiencing discrepancy between their qualification and teaching subjects varied a lot between not only countries but also the subject. Generally, in foreign language subjects, the percentage of teachers experiencing discrepancy between their qualification and teaching subjects of was high, and Korea and Malaysia are the representative case. Japan, in contrast, showed a high percentage of teachers experiencing discrepancy between their qualification and teaching subjects at mathematics.
The teachers’ salary, the number of students per teacher, and the working environment such as the employment status and degree of teaching job satisfaction, the leadership of the principle and school autonomy are also the indicators that influence the quality of education. Only 5 Asian countries possess the record of teacher salary, but overall, they show a similar tendency with the OECD member countries.
But what is different from the other OECD countries is that the teacher salary did not rise as the education level goes up. The class size and the number of students per teacher are higher than the OECD average, and the percentage of full-time teachers vary a lot depending on the countries. This shows that the working environment of teachers in Asian countries is not that stable.
The teachers’ self-efficacy in Korea, Japan and Singapore is lower than average at the whole survey item, and the area with low efficacy differed depending on each country. Teachers in Japan showed low efficacy at the area of class administration, and the teachers in Korea showed low efficacy at the area of offering alternative explanation. The year of compulsory education of the Asian countries was around 9 years, which is shorter than the OECD average, and the total hours spent for course completion were comparatively short. In contrast, outside classroom studying hours were greater than the OECD average. Especially the personal tutoring, and the hours at an outside educational institution appeared to be longer. Enrolment in program using ICTs differed a lot depending on the country. It assumes that this is due to the different ability for informatization and the different economic circumstance. As for the public education expenditure % of GDP, on average, Asian countries invest in the secondary education most, followed by elementary and higher education. This implies that the investment situations of education finance in each educational stages differ a lot depending on the country. The number of computer’s per student is 0.5, showing that the educational environment doesn’t seem to be great. A political effort to increase financial investment at public education in order to increase the quality of education is required. In the case of Indonesia, the textbook distribution rate was way lower than the other Asian countries.
In order to increase the quality of education, a great deal of finance is needed, therefore it needs to establish an effective investment plan. The indicator such as the teachers’ salary and the class size is deeply related to the direction of educational policy of the country for improve the quality of education. As a result of cross-over analysis of the level of teachers’ salary and the indication of the class size, the countries that show good results at PISA, generally have high teachers’ salary and the countries with lower score than average in the student’s academic achievement show lower teachers’ salary. In order to examine the difference of the investment aspect of each government, it is attempted to compare the change value of the class size and the teachers’ salary. As a result, Israel and Turkey that showed great increasing rate at PISA, also showed great increase at the teachers’ salary. It analyzed just a few countries due to a lack of data, but countries such as Korea, Japan, Israel and Turkey focused on increasing the teachers’ salary rather than decreasing the class size when it comes to allocating the public education budget, and it shows that they could earn an investment effect.
3) The improvement of the educational outcome
Asian countries are also interested in the improvement of the educational outcome. Firstly, as a result of education, the indicators such as the student’s academic achievement, literary rate, social competence, graduation rate, completion rate, and transition rate were analysed in order to evaluate the academic achievement and the education attainment rate.
The average score of the 24 Asian countries that have a data on International Student Assessment is higher than the overall average. This is due to the East Asian counties that show high achievement rate to rank up to 5th from the top. The literacy rate of the Asian countries is constantly increasing, but it is still the second lowest level followed by the African region in the South Sahara. It is low even in comparison with the world average. Some countries’ literacy rate is not even close to the Asian average.
It is also interested in the social competence of the students, but not easy to obtain available data. The result of the analysis of ICCS data, shows that the average score of Korea, Taiwan, Indonesia and Thailand is a little higher than the world average but there is great difference among countries. The difference of the level of civil consciousness is also great, but the result of the survey regarding the Asian regional characteristics also differed a lot.
Moreover, there were different perspectives regarding the credibility toward the government or civil organizations, and the level of acceptance regarding the government’s authoritarianism, the morality of political leaders, and the attitude towards corruption and nepotism and the perspective towards preserving the traditional cultures. However, they all agreed about the Asian identity without difference among countries. We can check through analyzing the indicators of the graduation rate, completion rate and the educational attainment how successfully the students of each country completed their school education. As can be seen from the analysis related to the educational opportunity, the graduation rate of primary education is high, but the graduation rate of higher education is comparatively low. The average graduation rate of higher education of the 24 Asian countries is 24.7% which is lower than the world average.
Most Asian countries expect outcome of education would improve the social and economic field. But it is not easy to assess and analyze the economic outcome as a result of education. Also, it could not obtain available information about employment rates by educational attainment, unemployment rate and relative earnings of workers by educational attainment. Thus, it attempted to assess the social achievements of education through analyzing the indicators of the happiness index, the acceptability of different culture, multi-cultural acceptability, percentage of inbound foreign students by country of origin etc.
Especially, it was possible to check the happiness index of each of the Asian countries through the data from the World Happiness Report. It shows that education is related to happiness in various aspects. As a result of cross-over analysis of happiness ranking with the percentage of school attendance, the graduation rate, the student’s academic achievement, it showed that there is some correlation between happiness ranking and those educational indicators. It came to know that higher student’s academic achievement influences the increasing the quality of life. Also, as a result of crossover analysis of the students’ academic achievement with the expansion of educational opportunity, supply and demand of teachers and educational finance, it showed that there is certain correlation.
◦ Building the base of international cooperation.
This research attempted to build a base of future international cooperation using educational indicators for Asian countries, as well as sharing the results of the analysis of indicator development through various networks and applying the collected opinion. In 2013, starting with the visit in Bangkok, Thailand in 2013 in order to have a meeting with the education professionals in Asia, we held an international seminar at Seoul in 2014. Also, in 2015, we visited the UNESCO and SEAMEO office in Bangkok, the SEAMEO-INNOTECH, a professional center in Manila, Philippines and had an opportunity to participate in an educational policy forum and had an interview with the experts. Moreover, we discussed the improvement and development of the educational indicators for Asian countries, the results of the analysis, and the plan to collect data (increasing of capacity or holding seminar).
To make some suggestions for the continuous analysis of the educational indicators for Asian countries in the future, firstly, it needs to expand the scope of the international education indicator research and the international cooperation activity into all Asia regions.
Secondly, it requires cooperation among relevant organizations and departments for the support of research and activities. Thirdly, it needs to form a policy or political foundation to promote the participation of Asian countries. Especially it has to attract the participation and cooperation of the Central and Southern Asian countries. And the effort to keep cooperating with major international organizations is also required.
