본 연구의 목적은 일반여성뿐 아니라 장애인 및 이주여성을 위해 보다 나은 서비스를 제공할 수 있는 “수요자 중심의 효율적 서비스 전달체계”를 구축하는 방안을 모색하는데 있다. 연구내용으로 피해자 사각지역의 접근성 개선, 피해자 서비스 지원 시설인 상담소, 보호시설, 1366의 기능정립, 유사 기능 시설간의 효과적 통합․연계 방안을 검토하고자 한다.
1. 피해자 사각지역 현황 및 개선방안
□ 적정 개소수에 근거한 접근성 개선
첫째, 농어촌 지역의 상담소 접근성을 개선하기 위해서 인구와 면적 등을 고려하여 시군구
본 연구의 목적은 일반여성뿐 아니라 장애인 및 이주여성을 위해 보다 나은 서비스를 제공할 수 있는 “수요자 중심의 효율적 서비스 전달체계”를 구축하는 방안을 모색하는데 있다. 연구내용으로 피해자 사각지역의 접근성 개선, 피해자 서비스 지원 시설인 상담소, 보호시설, 1366의 기능정립, 유사 기능 시설간의 효과적 통합․연계 방안을 검토하고자 한다.
1. 피해자 사각지역 현황 및 개선방안
□ 적정 개소수에 근거한 접근성 개선
첫째, 농어촌 지역의 상담소 접근성을 개선하기 위해서 인구와 면적 등을 고려하여 시군구별 상담소 적정 개소수를 산정해야 할 것이다. 둘째, 군 지역 등에 ‘소규모 통합상담소’ 설치하기 위해서는 관련법령을 정비하고 상담원 파견과 관련하여서는 협조 상담소의 운영비 지원 기준을 제시하는 것이 필요하다.
□ 장애인 통합상담소로 기능강화 및 장애인 보호시설 설치
장애인 피해자의 접근성을 높이기 위해서 장애인 상담소의 경우 우선 전국 16개 시․도에 각 1개소씩 기능을 강화하고, 보호시설은 현재의 3개소를 늘려 6개 광역별로 1개소 정도는 설치하는 것이 필요하다.
2. 연계의 한계점 인식과 기능 개선방안
□ 여성긴급전화 1366의 연계기능 개선
1366은 긴급상황에 처한 피해자와 관련 자체 긴급출동, 경찰출동요청, 의료구조 및 앰뷸런스 요청을 판단해야 하고, 상담소 및 보호시설 연계가 필요한 경우 연계해야 한다. 피해자의 위치와 관련하여 해당 시․도의 상담소 및 보호시설의 분포에 대해서 최신의 정보를 갖고 있어야 한다. 해당 지역의 기관관련 정보를 정확하게 파악해야 한다.
□ 연계대상에 대한 사후관리를 위한 표준적 가이드 라인 제시
현재 여성폭력 피해자 지원체계 내에서는 경찰, 1366, 상담소, 보호시설 간의 연계가 이루어지는데, 기관 간 연계와 관련된 서류에 대한 표준적 가이드라인이 없다. 피해 여성이 피해자 지원체계 내에서 보호받고 있는 동안 가해남편은 가출신고, 실종신고, 주민등록말소, 시청․경찰 등을 통해 피해자 지원기관에 민원을 제출을 하는 경우가 있다. 따라서 연계를 위한 표준적 가이드라인이 제시되어야 한다.
3. 원스톱지원센터 ․ 해바라기아동센터 통합 및 기능강화를 통한 문제점 보완
□ 기능의 통합
시행착오를 줄이기 위해서는 통합 추진은 한 두 곳 정도 시범 운영을 해 본 다음, 그 운영 경험을 바탕으로 단계적으로 확대해 나가야 할 것이다. 이와 같이 지역에 기반하여 통합 대상을 선정한 다음, 관계자 의견 수렴 및 기존 센터 기능 평가를 통하여 기능과 장소의 통합 조정안과 업무 매뉴얼을 마련한 다음, 시범 운영 성과를 단계적으로 기존 센터 통합과 신규 통합센터 설치에 적용해 가는 것이다.
4. 평가를 통한 서비스 질 개선방안
□ 신고제에서 인가제로의 방향전환 모색
현재 가정폭력보호시설은 인가제이나 성폭력 보호시설은 신고제에서 인가제로 법개정을 하고 있는 중이다. 상담소의 경우도 신고제에서 인가제로 전환을 위한 법개정 검토가 필요하며, 인가제 하에서 시설평가를 통한 재정지원의 차등이 있어야 할 것으로 본다.

□ Increase the access to counseling centers
Firstly, in order to increase the accessibility of appropriate counseling service for women victims, the relevant number of counseling centers should be estimated, considering population, area, the number of counties, and violence rates in local level. Secondly, related legal basis should be provided to set up the integrated small-size counseling centers in local level.
□ Support services for the disabled women victims
The research suggests increasing the number of counseling centers for the disabled, one center each in 16 metropolitan-provincial level nationwide, to facilitate access to the counseling centers for the disabled. It also requires to expand the number of shelters so that 6 regions could have at least one. Strengthening referral services to victims
