The purpose of this study is to develop a program model to integrate the
family service delivery system, which is currently bifurcated into two: Health
Family Support Center and Multicultural Family Support Center. Ultimately,

The purpose of this study is to develop a program model to integrate the
family service delivery system, which is currently bifurcated into two: Health
Family Support Center and Multicultural Family Support Center. Ultimately,
this is to improve the efficiency of family policy and family support service
itself. This study has been conducted with a view to present a plan for model
development for the pilot project that will be undertaken before the proposed
integrated center is fully launched in 2015.
The need for such integration can be summed up as follows. First, to
support a clear delineation of family policy objectives and implementation of
universal family policies. Second, to provide a comprehensive set of family
support services to better suit the growing diversification of family structures.
Third, to increase efficiency of budget execution by enabling a more efficient
delivery system.
To define the direction of the universal center, its objectives and operation
model, among others, the Expert Task Force to Develop a Pilot Operation
Model for the Integrated Center was installed as a part of the study,
comprising experts from the fields of family, multiculturalism, counseling,
education, etc. (Dec. 5, 2013∼Jan. 20, 2014).
The direction and services areas of the proposed universal center pilot project
are as follows. First, the universal center should include as much of the
services and functions of the two existing centers as possible, while conducting
the services essential to fulfill its main role as the family service delivery
system. Based on this, this study proposes the following four service areas: 1.
Family education; 2. Family culture; 3. Family counseling; 4. Family support.
Second, with regards to the organizational structure, two options are
proposed: first is the basic type where multicultural family support program is
added to the integrated center's main services areas; second is a special
multicultural family type, where multicultural family support program is
specialized into a separate services area.
Third, resource allocation for the universal center should be one leader and
one member per team. Thus the initial headcount at each center should be at
least 8 persons. And a family specialist should be allocated at former
Multicultural Family Support Centers, to provide professional-level family
support service.
Fourth, special consideration should be given to the spatial structure of the
universal center to ensure better access to local residents and more efficient
operation of the center itself.
Lastly, the operation hours should be from 9am to 6pm, Monday to Friday
in principle. But by the discretion of the head of the center, overtime work or
weekend work should also be made available when necessary for some
programs to be run outside of regular hours, given the nature of the center's
services and residents' usage.
