따라서 기술 메커니즘과 재정 메커니즘의 연계에 관한 국제적 논의 동향을 분석하고 선진국가들의 기술-재정메커니즘 연계의 성공사례를 조사하여 그에 따른 전략을 도출할 필요가 있다. 뿐만 아니라 재정메커니즘과 연계 가능한 개도국 녹색개발 Best Practice를 개발하여 재정메커니즘, 특히 GCF의 본격 활동에 대비하는 연구 및 활동이 요구된다.
본 연구에서는 GCF 출범을 계기로 GCF-GGGI-GTC간의 Green Triangle을 활성화하기 위한 방안에 대해 연구하였다. 구체적으로 국제기구의 기술(Technology) 및 재정(Finance) 메커니즘 연계 하에서 국내 산/학/연의 협력 모델 및 GTC의 역할을 정의하였고, 이와 동시에 GCF의 본격적인 활동에 대비하여 GGGI와의 Climate Finance Readiness 성격의 개도국 녹색개발 Best Practice 수립함으로써 향후 GCF가 연계된 개도국 녹색개발에 국내 산/학/연이 주도적으로 참여하기 위해 고려해야 할 시사점을 도출하였다.
GCF 및 여타 재정메커니즘의 최근동향 분석에서는 국제사회의 기후변화 대응을 위해 설립된 GCF, 기후변화협약 재정 메커니즘의 운영주체인 GEF 뿐만 아니라, LDCF, SCCF, AF 등 기후변화협약 하의 재정 메커니즘 담당 기구들의 기금 및 주요 프로젝트의 정리를 통해 최근 동향을 분석하였다. 특히 GCF의 경우 올해 이사회의 논의 및 주요 의사결정 사항들을 집중 조명하여 초기 사업 분야의 진행 방향에 대해 분석하였다.
기술메커니즘(TEC & CTCN)의 최근 동향 분석 및 기술-재정 메커니즘 연계에 관한 논의 동향 분석에서는 TEC, CTCN 등 기술 메커니즘의 설립 배경과 최신 동향을 분석하였다. 그리고 올해 12월 1일부터 2주일간 진행된 20차 UNFCCC 당사국 총회를 포함한 기후변화협상 하에서 주요한 이슈로 다루어지고 있는 기술과 재정 메커니즘의 연계에 관한 논의 동향에 대해 분석하고 현 연계방안의 문제점을 도출하여 해결방안을 제시하였다.
하지만 현재 UN 체제하의 다자간 기술-재정 메커니즘 연계가 현재 한창 논의 중인 관계로, 향후 기술-재정 메커니즘 연계에 대한 방향성을 예측하고, 한국의 주도적인 참여방안을 도출하기 위하여 독일을 중심으로 한 선진국의 쌍무방식 기술-재정 메커니즘 성공사례(Climate Finance Readiness Program)를 분석하였다. 이를 통해 국가 차원의 체계적이고 지속가능한 재정지원의 방식과 기술과의 연계 방안을 도출하였다. 이와 아울러, 기후변화 대응과 국가적 개발계획의 연계를 통해 국가차원의 온실가스 감축에 성공한 사례들에 대해 분석하였다. 우수한 협력모델의 유형을 도출하고, 각 주체들의 협력관계를 바탕으로 글로벌 지식 허브로서의 GTC의 역할을 정의하였다.
국제기구 협업기반의 기술-재정 메커니즘의 연계를 실증적 차원에서 구현해 보고자 GGGI가 세운 국가단위의 녹색개발 전략 마스터 플랜 하에서, GTC가 구체적인 녹색기술의 대안을 만들고, 이를 GCF 등의 재정메커니즘을 통해 지원받는 형태의 모델인 전략 (GGGI) - 기술 (GTC) - 재정 (GCF)의 그린트라이앵글의 실증사례 확보를 추진하였다. 몽골 지역의 저탄소 녹색 공공건축 대안 설계 및 경제-환경성 평가사례로서, 개도국에 적용 가능한 기술을 선정하고 그에 따른 대안을 제시하는 목적을 두고 추진되었다.
앞서 제시한 여러 가지 성과에도 불구하고 GCF Readiness에 대한 상황의 미성숙으로 인해 본 연구는 일정부분 연구결과의 한계가 존재한다. 첫째, GCF가 재원지원 규정의 큰 방향은 수립하였으나, 아직 재원지원 프로세스의 구체적인 규정 및 사례가 보고되지 않아 전체적인 재정 메커니즘 분석의 구체성이 향후 제고될 필요가 있다. 둘째, 2014년 12월 초에 진행된 UNFCCC 20차 당사국 총회의 기술-재정 메커니즘 연계 논의를 주시하였으나 아직 추가적인 논의가 필요한 상황이다. 따라서 향후 진행될 기술-재정 메커니즘 연계 논의 상황을 주시하고 대응전략을 마련할 필요가 있다. 셋째, 문헌 조사 등을 통해 기존의 다자간 녹색개발의 주체들의 역할 분석을 바탕으로, GTC 역할정의를 시도하였으나, 문헌 자료의 구체성이 부족하여 주체간의 구체적인 역할, 주체간의 협력구조 파악이 난해하였다. 따라서 향후에는 실제 개발프로젝트 담당자와의 심층 인터뷰를 통한 주체들의 역할분석을 구체화 하고, 다양한 프로젝트 모델 하에서 GTC 역할을 구체화 할 필요가 있다. 넷째, 본 연구에서 진행한 사례 연구에서 타당성 조사가 실제적인 녹색개발 이행으로 이어지기 위한 재정 메커니즘과의 연계 모델도 수립이 필요하다. 향후에는 본 사례 연구 결과를 기반으로 GCF나 ADB와 같은 다자간 국제 금융기구와의 협업으로 재정 메커니즘과의 연계에 관한 구체적인 사례를 만들어낼 필요가 있다.
2014년도 과제 추진 결과를 통해 향후 추진해야 할 2 가지의 연구방향을 도출하였다. 첫째, GCF-GGGI와의 전략-기술-재원 연계를 위한 방안 연구 고도화이다. 본 연구에서는 글로벌 녹색지원기금의 재원활용 활성화를 위한 재정지원 체계를 분석하고, 기술메커니즘 및 기술-재정 메커니즘 연계 논의 동향 분석함과 동시에 국내 출연연 및 민간기업과의 협업을 통한 對 GCF 기후변화 대응기술 협력 사례를 확보할 필요가 있다. 둘째, 재정 메커니즘과 연계한 다자간 협력체계를 통한 개도국 녹색개발 실증사례 확보이다. 여기에서는 국제기구 협업하의 전략-기술-재원 연계를 통한 개도국 녹색개발 방법론을 수립하고, 재정 메커니즘과 연계한 국제기구 연계 개도국 녹색개발 실증사례 확보함으로써 차후 국내 산학연이 진행하고자 하는 다자간 글로벌 녹색개발의 방향성이 제시될 것이다.

As discussed in UNFCCC, technology development and transfer for developing countries is a key element for the successful settlement of a new international climate regime. The importance of technology transfer mechanism has already been highlighted several times in the article 4 of the Convention, and it was specifically identified as a key factor for the mitigation and adaptation in developing countries, especially for those who are particularly vulnerable to the climate change. It should be noted that there has been a need for linkages between technology mechanism and financial mechanism since the COP18. The linkage, especially with Green Climate Fund (GCF), is considered to be important in the negotiation of the UNFCCC.
Therefore, it is necessary to review the recent global issues regarding the linkage between technology and financial mechanisms and investigate best practices in developed countries to establish strategies for enhancing this linkage. Studies and activities to prepare for the full operation of GCF are required through developing best practices in green development for developing countries which can be linked to financial mechanisms.
This study aims to establish possible strategies for facilitating a partnership between the GCF, the Global Green Growth Institute (GGGI) and the Green Technology Center (GTC), as known as Green Triangle. In particular, the partnership model between the industry, academic and research institutes, and the role of the GTC in the context of the linkages between technology and financial mechanisms are defined in this study. At the same time, some recommendations are provided to prepare for the full operation of GCF by accomplishing a joint project with GGGI, which is similar to climate finance readiness programmes, so as to encourage an active participation of domestic industry, academic and research institutes in green development for developing countries.
By considering trends of international discussions on GCF and other financial mechanisms, this study has analyzed the GCF, established for the purpose of dealing with climate change, and the GEF as the operating entity of the financial mechanism, as well as the other entities, including the Least Developed Countries Fund (LDCF), the Special Climate Change Fund (SCCF) and the Adaptation Fund (AF). The status of their funds and major projects have been identified. In the case of the GCF, issues and key decisions taken by the Board this year have been highlighted to provide future direction for the initial project areas.
In order to analyze the recent trend of the technology mechanism and the linkage between the technology and financial mechanisms, the backgrounds and the activities of the Technical Executive Committee (TEC) and the Climate Technology Center and Network (CTCN) have been reviewed as well as their linkage issues. By analyzing the issues regarding the linkage, this study addressed the problems and provided strategic solutions.
However, issues on the multilateral linkage between technology and financial mechanisms of the UNFCCC are currently under discussion. The climate finance readiness programs for bilateral approach to link technology and finance in Germany are analyzed to predict the directions for the future linkage and establish strategies for active participation of Korea. This study enabled systematic and sustainable strategies that link between financial support and technology at the national level to be developed. Best practices for climate change strategies compatible with national development plans are analyzed as well. A number of different types of partnerships are identified, and the role of GTC as a global knowledge hub is defined based on the cooperative relations of individual entities.
To empirically implement the cooperation-based linkage of technology and financial mechanism, the GTC has provided the detailed proposals for green technology while the GGGI established national master plan for green development. This joint project, called Design and Assessment of a Green Educational Building in Mongolia, was carried out to provide technologies applicable to developing countries and alternatives technologies under the influence of GGGI’s Mongolian national energy scenario. This cooperative project may lead to initiate completing the Green Triangle with the support of financial mechanisms, combining the crucial elements of strategy (GGGI), technology (GTC) and finance (GCF).
In spite of the outcomes mentioned above, there have been some limits under the circumstances of GCF’s operational status. First, although the GCF has made some general provisions for financial support, no regulations and practices on procedures for financial support have yet been reported, thus the detailed analysis of financial mechanism should be provided.
Second, although there have been much discussions on the linkage between technology and financial mechanisms at the COP20, further discussions are required to monitor its progress and develop such strategies. Third, based on the review of the roles of existing entities in multilateral green development, there have been attempts to define the role of GTC; however it is difficult to identify the roles of individual participating entities and the structure of their cooperation due to lack of literature materials. Consequently, a further analysis on the roles of existing entities needs to be carried out through in-depth interviews with the project managers, and therefore, the role of GTC needs to be specified under various project models. Fourth, a model that links the project to financial mechanisms should be developed for the actual implementation of the feasibility study conducted in this study. Furthermore, it is necessary to develop specific cases regarding the linkage of the financial mechanisms in cooperation with multilateral international financial organizations, such as the GCF, the Asian Development Bank (ADB) and others based on the results of this case study.
There are two suggestions on what needs to be further developed based on the results of this study in the future. First, a study that focuses on the enhancement of linkages with the GCF and the GGGI needs to be developed to link strategy, technology and finance. Analysis on the financial support system to activate an utilization of resources from global green funds and the international discussion on the linkage between technology and financial mechanism need to be conducted. Also, technical assistance for developing countries in cooperation with domestic government-funded research institutes and private sectors is required to prepare for the GCF.
Second, the multilateral cooperation with financial mechanisms should be achieved to develop empirical cases for green growth of developing countries. For this study, it is necessary to establish methodologies for green development in the linkage between strategy, technology and finance under the international cooperation, develop the empirical cases, and thus provide a direction for multilateral projects in cooperation with domestic industry, academic and research institute in global green development.
