이 연구는 기후변화 현상에 대한 진단과 농업부문에 미치는 심층적인 영향 분석을 통해 체계적이고 단계적인 대응전략을 제시하기 위해 추진되었다. 이러한 연구목적 달성을 위해 2년 과제로 추진할 계획이며, 금년에 수행한 1년차 연구에서는 기후변화에 따른 농업부문 영향분석에 초점을 맞추고, 2년차 연구에서는 영향분석을 기초로 대응전략을 제시하게 된다.
보고서의 1장 서론에서는 연구필요성과 연구목적 및 범위, 선행연구 검토, 연구방법과 내용 등을 제시하였다. 2장에서는 국내외 기후변화의 실태 진단과 전망을 기술하였다. 3장에서는 기후변화에 따른 농업부문 영향분석의 이론적 접근을 다루었다. 4장에서는 농업기후자원의 변화와 농업인과 정책담당자 설문조사를 기초로 기후변화에 따른 농업계 반응을 살펴보았다. 5장에서는 기후변화가 농업생산성에 미치는 영향, 농산물 생산의 중장기 전망 및 농업경제에 미치는 영향 등을 분석하였다. 6장에서는 농업부문 영향 분석에 관한 일본, 미국, EU 등 주요국 사례를 검토하였다. 끝으로 7장에서는 요약과 결론을 제시하였다.
이 연구의 주요 성과는 다음과 같이 요약할 수 있다.
첫째, 국립기상연구소에 따르면 과거 30년(1971~ 2000년 평균치) 대비 평균기온은 2020년 1.5℃, 2050년 3.0℃, 2080년 5.0℃ 상승할 것으로 전망된다. 강수량은 2020년 5%, 2050년 7%, 2080년 15% 증가하는 것으로 전망된다.
둘째, 지구온난화에 따른 기온상승으로 재배적지가 이동하고 새로운 병해충이 발생함으로써 작목전환과 농작물 피해 확산이 우려되고 있다. 특히 갈색여치에 의한 사과, 복숭아, 포도, 콩 등의 피해가 증가하고, 쌀의 경우 줄무늬잎마름병의 피해지역이 전국으로 확산되고 있는 것으로 나타났다.
셋
째, 기후변화에 대한 인지도를 파악하기 위해 농업인과 전문가를 대상으로 설문조사를 실시하였다. 설문조사 결과에서 나타난 농업계의 기후 변화에 대한 인지도를 보면 농업인의 경우 대체로 5년 전부터 인지하고 있으며 부정적 영향에 대한 우려가 큰 것으로 나타났다. 또한 많은 전문가들도 5년 전부터 기후변화를 인지하고 있고 이상기상과 물 부족 문제를 핵심 이슈로 제시하면서 온난화로 인한 병해충 발생 문제에 대한 우려의 시각이 높은 것으로 나타났다.
넷째, 기후변화에 따른 농업부문의 생산성 분석을 위해 쌀, 배추, 무, 사과 네 작목을 대상으로 1975~2007년까지 주산지별 농산물 생산 및 기상 자료를 기초로 비모수적(non-parametric) 및 준모수적(semi-parametric) 방법인 커널 회귀분석(kernel regression) 을 적용하였다. 대표적인 작물인 쌀의 경우 기온과 강수량 등 기후인자 변화의 영향으로 재배기간의 평균기온이 19℃ 이하인 경우 1℃의 기온상승은 단보당(10a) 수량을 약 24.4kg 증가시키나, 기온이 20℃ 이상인 경우 단보당 수량이 6.2kg 정도 감소되는 것으로 분석되었다. 배추와 무, 사과 등은 품목별•지역별로 생산성에 미치는 영향이 다르게 나타났다.
다섯째, 기후변화가 작물생산에 미치는 장기 전망을 위해서 CERES-Rice 모형을 이용하여 예측한 결과 기온이 평년(1971~2000년)보다 2℃, 3℃, 4℃, 5℃ 상승 시 전국 평년 쌀 단수는 평년대비 각각 4%, 8%, 10%, 15% 감소할 것으로 전망되었다. 사과 재배면적은 기온이 1℃ , 2℃ , 3℃ 상승 시 현시점 대비 각각 14.8%, 33.3%, 44.4% 감소할 것으로 전망되었다. 감률의 경우는, 기온상승 시 현재 감귤 주산지인 제주도의 경우 감귤재배 최적지는 기온이 0.5℃ , 1℃ , 2℃ 상승 시 현시점 대비 1.9배, 2.6배, 3.6배 증가할 것으로 예측되었다.
여섯째, 기후변화가 농가자산에 미치는 영향을 파악하기 위해 리카디언 모형(Ricardiari Model)을 적용하여 분석한 결과 연평균 기온(12.4℃)이 1℃ 상승하면 ha당 농지가격이 1,455~1,924만원 하락하는 것으로 추정되었다. 이는 평균농지가격의 5.7~7.5 % 하락을 의미한다. 한편 월평균 강수량(110.8mm)이 1mm 증가하면 ha당 농지가격은 33~36만원 상승하는 것으로 추정되었다.
일곱째, 기후변화가 농업총수입에 미치는 영향을 알아보기 위해 리카디언 모형을 적용하여 분석한 결과 4월의 온도 상승은 농업총수입에 긍정적인 영향을 미치고, 8월과 10월의 온도 상승은 부정적인 영향을 미치는 것으로 나타났다. 이러한 계절적 영향을 종합적으로 고려할 때 기온이 1℃ 상승하면 농업총수입은 ha당 260~400만원 감소하는 것으로 나타났다. 이는 ha당 농업총수입 1,700만원의 15~23%에 해당하는 금액으로 농지가격에 미치는 영향보다 높게 나타났다.
리카디언 분석을 통해 기후변화가 농업부문에 미치는 영향을 종합하면 주요국의 선행연구에서도 제시된 바와 같이 기온과 강수량을 동시에 고려했을 경우 우리나라에서도 부정적 영향이 커질 수 있는 것으로 요약할 수 있다. 따라서 기후변화의 부정적 영향을 최소화하기 위해서는 위험관리를 위한 보험제도 활용, 품종개량과 신품종 도입, 재배방식 개선 등 적절한 적응대책이 필요하다. 2년차 연구에서는 1년차 영향분석 결과를 기초로 기후 변화에 효과적으로 대응하기 위한 핵심 정책 개발 및 단기•중기•장기 등 단계별 추진전략을 심층적으로 다룰 계획이다.

It is analyzed that, because of global warming, the average temperature has risen 1.5℃ (1.9℃ in winter and 0.3℃ in summer) for the past 100years and winter has shortened while summer has lengthened, and thus advancing the flowering season in spring. As a result, the agricultural cultivation area has been extended northward and the damage by blight and harmful insects during the winter has increased, resulting in the decrease in agricultural productivity.
Scientific diagnosis and evaluation of the impacts of climate change on the agricultural sector is very important in establishing future visions of the agricultural industry and the direction of its policies. It especially provides useful information for establishing adaptive plans such as long-term regional agricultural plans and farming plans.
The purpose of this study is to present a systematic and step-by-step strategy for the agricultural sector by making a diagnosis of the climate change phenomenon and carrying out an in-depth analysis of its impacts on the agricultural sector. Of the 2-year project carried out to achieve this purpose, the first-year study completed this year focused on the analysis of the impacts of climate change on the agricultural sector and the second-year study to be executed next year will present strategies for coping with the impacts based on the result of the analysis.
In this report, Chapter I presents the introduction which covers the necessity of this study and the review of previous studies; Chapter 2 describes the actual conditions of domestic and international climate changes along with the future prospect; Chapter 3 reviews a theoretical approach to analyze the impacts of climate change on the agricultural sector; Chapter 4 presents the reactions of the agricultural industry to climate changed based on the results of a survey of farmers and the people in charge of agricultural policies; Chapter 5 analyzes the impacts of climate change on agricultural productivity and agricultura1 economy; Chapter 6 examines the cases of major countries such as Japan, USA, and EU countries with regard to the analysis of the impacts on the agricultura1 sector; and Chapter 7 summarizes and concludes this study.
The highlights of the study are summarized as follows:
First, according to the results of climate change forecasted by National Institute of Meteorological Research (NIMR), it is suggested that the average temperature wil1 rise 1.5℃ by 2020, 3.0℃ by 2050 and 5.0℃ by 2080 from that of the past 30 years (1971~2000). As for the precipitation, it is estimated to have an increase 5% by 2020, 7% by 2050 and 15% by 2080.
Second, the temperature rise due to climate change gives rise to new harmful insects, resulting in increased damages to crops. In particular, it appears that the damages by brown grasshoppers to apples, peaches, grapes and beans have increased. As for rice crops, the areas affected by rice stripe virus appear to have moved northward and spread all over the country.
Third, in order to identify the level of recognition of climate change, a survey was conducted on farmers and experts. According to the result of the survey, it appeared that the farmers had generally recognized climate change for 5 years and had seriously worried about its negative impacts. It was shown that the experts had also recognized its impacts to a considerable extent. They expressed their deep concerns about the occurrence of harmful insects caused by globa1 warming and mentioned the problems of abnormal weather conditions and water shortage as important issues.
Fourth, for an analysis of the agricultura1 productivity under the influence of climate change, non-parametric and semi-parametric kernel analysis methods were applied to the four crops of rice, Korean cabbage, radish and apples based on the agricultural product and weather data obtained from their major producing districts for the period from 1975 to 2007. In the case of rice, the most representative crop of Korea, a temperature rise of 1℃ increased the yield of rice per unit area (10a, approximately 1,000m2) by 24.4kg when the average temperature during the cultivation period was 19℃ or lower. When the average temperature was higher than 19℃, however, the yield of rice per unit area decreased by about 6.2kg. It appeared that the productivities of Korean cabbage, radish, and apple were affected by different factors of crops and districts.
Fifth, to analyze the impact of climate change on the property of farm households, Ricardian model was applied. The result showed that the rise of 1℃ in the annual average temperature (12.4℃ ) brought down the price of farmland per ha by approximately KRW 14.5~19.2 million approximately, equivalent to a 5.7~7.5% drop in the average farmland price. On the other hand, an increase of 1mm in the monthly average precipitation (110.8mm) was estimated to increase the farmland price per ha by KRW 330~360 thousand.
Sixth, on the assumption that the average temperature would rise by about 1.2℃ in 2020 and the precipitation would increase by 11% (applying the forecast by NIMR) in the same year, it was estimated that the temperature rise would reduce the farmland price per ha by KRW 14.5~19.2 million; but the increase in the precipitation, on the other hand, is estimated to raise the farmland price per ha by KRW 4.0~4 .4 million, thus resulting in the fall of about KRW 13.4~ 18.7 million per ha in the farmland price.
Lastly, according to the Ricardian analysis result of the impact of climate change on the property of farm households, it appeared that the temperature rise in April had a positive influence on the farm household's total income whereas it had a negative influence in August and December. When such seasonal influences were considered collectively, it was shown that the temperature rise of 1℃ reduced the farm household's total income by KRW 2.6~4 million per ha, equivalent to about 15~23% of KRW 17 million of the average farm household's total income. This implies that climate change has a bigger impact on the farm household's total income than on the farmland price.
When the Ricardian analysis results of the economic impacts of climate change on the agricultural sector were put together, it appeared that climate change, including both temperature and precipitation, had predominantly negative impacts as suggested by previous studies conducted by major countries. Therefore, in order to minimize negative impacts of climate change, proper adaptive measures are needed, which include insurance system for risk management, breed improvement, introduction of new breeds and modification of cultivation methods. Based on the results of the impact analysis conducted in the first-year study, the second-year study will focus on developing core policies and phased-out implementation strategies (short-, mid- and long-term strategies) to effectively cope with climate change.
