○ 본 연구는 지속가능한 원자력을 위한 원자력인력 역량개발 분야의 효율적 과제관리 및 성과확산 기반 구축을 위해 아래와 같은 세부과제로 구성 및 추진되었음
① 세부과제-1: 원자력 인력의 역량개발을 위한 교육훈련지원 체계 운영
● 국내외 인력현황 및 정책동향 분석을 통한 국가 인력양성 전략과제 도출 및 원자력 교육협력 허브 기능 수행

- An analysis of environment was conducted through analyzing the nation's tendency to cultivate nuclear work force.
- Efforts were made to deduce issues for cultivating nuclear manpower through surveying and analyzing the nation's present state of manpower supply.

○ Execution of Hub Functions for Nation's Nuclear Educational Cooperation
- A domestic industry-school-institute educational cooperation network (Nuclear Educational Cooperation Council), discourse for cultivating nuclear manpower was formed and a discussion base was expanded through organizing the first national conference for cultivation of nuclear manpower based on the council and the integrated procedure of nuclear policies using the industry-school-institute cooperation base was prepared.
- The tendencies of the international society for cultivating nuclear work force and education and training programs were analyzed through carrying out multilateral and bilateral international cooperative activities in the field of cultivation of nuclear manpower and excellent cases were surveyed, and the efficiency of international manpower cultivation cooperation was maximized through systematically supporting the government's strategic overseas educational cooperation projects.
○ Establishment of Organically Connected Management Systems Among Specific Tasks
- Strategic management systems have been developed and introduced and models for pursuing manpower cultivation projects in the form of comprehensive tasks were proposed for integrated management of performance through generally managing policy projects of the Ministry of Science, ICT and Future Planning for cultivating nuclear manpower.
- Efforts were made to operate specific tasks and manage their performance and to find mutually connective ways to spread performance.
② Sub-task 2: Cultivation of Nuclear Expert through the Dispatch to International Organization
○ For the cultivation of international expert in nuclear development area and enhancement of international cooperations with international organizations, two nuclear experts at Korea Atomic Energy Research Institute (Mrs. Sang-Baik KIM and Jae-Man NOH)was dispatched to OECD/NEA in Paris. OECD/NEA is to assist its member countries in maintaining and further developing, through international co-operation, the scientific, technological and legal bases required for a safe, environmentally friendly and economical use of nuclear energy for peaceful purposes, and also to provide authoritative assessments and to forge common understandings on key issues, as input to government decisions on nuclear energy policy and to border OECD policy analyses in area such as energy and sustainable development. The main activities of an attache are as follows;

- Supporting the organization of the international meetings in OECD/NEA
○ Mr. KIM had been involved in the two projects of “NDC’s programme of Work for 2013-2014”: “4.6 Cost of Nuclear Accidents, Liability Issues, and their Impact on Electricity Costs” and “Review of Nuclear New Build in Relation to Project Structure, Supply Chain and Financing”. And Mr. NOH is participating in the project of “Low Carbon Energy Technology Roadmap” in NDC’s 2015-2016 PoW(Program of Work). Throughout the ongoing activities of this program, the following positive effects could be achieved;
- Increase of international network in nuclear development and its implementation.
- Strengthening national activities in international nuclear society through cooperative works in international organization.
- Implementation of research results to domestic nuclear development and sustainability
- Increase of national brand and contribution to nuclear society by dispatching nuclear expert to international nuclear organization.
③ Sub-task 3: Operation of Global Internship Programs to Cultivate Next-Generation Experts in Atomic Energy
○ Nuclear-specialized international agency internship programs should be operated.
- A survey was conducted about persons to be dispatched for those internship programs. According to the survey, information about places where persons would be dispatched was necessary and there was a necessity to have correct understanding of international bodies.
- Accordingly, sponsoring organizations prepared meetings of all participants to help them share practical information about traffic, prices of commodities and lodging and experts, such as the chief of international cooperation team of Korea Atomic Energy Research Institute and a former IAEA nuclear development director were invited as lecturers to raise participants' understanding of international organizations. After it, nuclear-specialized internship programs were actively publicized using media and the Internet site and participants were fairly chosen in open recruitment through a reasonable procedure of four steps (documentation, personality and aptitude tests, in-depth interviews and screening to assess appropriateness for overseas agencies). Considering participants' demands for favorite agencies, seven were sent to the IAEA, three to the ANSTO and one to the OECD/NEA in 2014. In 2015, five were sent to the IAEA, two to the ANSTO, one to the OECD/NEA and one to the U.S. Embassy.
○ a survey was executed about satisfaction with internship program participants to expand the base for sustainable manpower interchanges with organizations sending labor force to overseas agencies through distributing questionnaires to related officials of those organizations.
- According to the survey, continuous demands for Korean participants was confirmed and participants' job compatibility was highly satisfactory. In addition, sponsoring agencies invited related persons of partner institutions every year and organized presentations on international bodies regarding nuclear energy at regional stronghold universities for continuous manpower interchanges with institutions sending labor force.
- This year, those agencies invited persons in charge of employment for the IAEA and ANSTO and jointly held presentations with various themes, including present states of international bodies, employment and changes in energy policies of international agencies. Presentations on nuclear global internship projects have taken an important role to strengthen a bridgehead for mutual cooperation and continuous dispatches of manpower by promoting the inflow of excellent manpower into the nuclear industry and preparing a place of interchanges with overseas partner institutions.
- In May last year, an MOU was signed to pursue nuclear global internship programs with the OECD/NEA. In November this year, discussions were made with the University of Manchester in England about internship projects to expand a base for sustainable manpower interchanges in the field of nuclear energy.
○ Plan to make integrated management of career through total periodic management of participating manpower was established.
- Projects to support existing nuclear manpower have been one-time events, so they had limitations in terms of performance spread. To solve it, pre-education was given for all participants in this study and regarding the IAEA with many dispatched manpower, local mentors were appointed to systematically manage performance of dispatched persons and to advise them about career development, in order to support Korean participants in applying to regular jobs. While those participants were conducting their duties, efforts were made to continuously monitor their performance through preparing monthly reports.
- Due to such efforts, during the IAEA meeting, some of dispatched manpower worked as part of PR staff for the Korean technology pavilion in connection with projects related to international cooperation in 2014. When dispatched manpower returned completing their internship periods, an awarding ceremony was held for persons who achieved excellent performance based on final reports. At the same time, they could share know-know about conduction of internship programs and useful and practical information about traffic, commodity prices, banks and lodging through a meeting with persons to be dispatched next year. Networking gathering were operated for people benefited by internship programs to continuously support their interchanges.
- Besides, A database about existing participants will be established to encourage them to take part in various global programs (overseas experiments and training and educational programs) offered by sponsoring institutions. In this way, their global capacity will be strengthened from a total periodic viewpoint, not one-time events, in order to cope with demands for capacity development of next-generation work force.
