우리나라는 양식업의 발달과 수산물 생산량의 증가, 국민 소득의 향상과 건강식품 선호경향 등에 의해 소비량은 증가하고 있지만 수산물에 대한 소비자의 안전성 체감수준은 매우 낮은 편인데, 이는 수산물에서 식품안전과 관련된 식중독 사고가 자주 발생하기 때문인 것으로 알려지고 있다.
본 연구에서는 국내·외 수산물의 식중독을 예방하기 위한 안전관리 제도현황을 조사하고, 식중독 발생에 관여하는 생물학적 위해요소에 대한 여러나라의 기준·규격을 비교하고 그 차이를 도출하여, 국내 수산물 유래 식중독 발생을 줄일 수 있도록 수산물의

본 연구에서는 국내·외 수산물의 식중독을 예방하기 위한 안전관리 제도현황을 조사하고, 식중독 발생에 관여하는 생물학적 위해요소에 대한 여러나라의 기준·규격을 비교하고 그 차이를 도출하여, 국내 수산물 유래 식중독 발생을 줄일 수 있도록 수산물의 생산단계에서 안전관리가 필요한 부분을 제안하고, 우리나라 수산물 안전관리의 기초자료로 활용될 수 있도록 하였다.
본 연구의 결과를 요약하면 다음과 같다.
□ 국내 수산물 기준·규격 등 안전관리 현황
○ 우리나라의 수산물 안전관리는 식품의약품안전처에서 총괄하며, 생산단계는 해양수산부에 위탁을 통해 관리하며, 유통·소비단계 및 수입 수산물은 식품의약품안전처 담당하고 있으며,
○ 생산단계 수산물 안전관리를 위해서 생산 및 출하 전 단계에 걸쳐 잔류 동물용의약품, 중금속에 대해 안전성 조사를 하고 있지만 병원성 미생물에 대한 관리는 이루어지고 있지 않음
○ 또한 일부 행해지고 있는 HACCP 양식장에서조차 병원성 미생물에 대한 관리가 이뤄지지 않고 동물용의약품 등에 대한 관리만 이뤄지고 있음
- 출하과정에서 발생하는 혼입 등에 의한 오염을 방지하는 대책이 부족
○ 유통단계에서는 어항, 산지 위판장 등에서 저온유통체계가 구축되지 않아 부패가 우려되며, 외부에 오염에 취약한 구조
○ 홧감용 수산물의 경우, 유통 중 위생시설을 갖추는 기준은 있으나 모호하여 일반적으로 위생시설이 미비하고, 활어차 등 운송차량에 대한 미생물과 수질에 대한 관리 기준이 부재하여 유통단계 전반에 걸쳐 병원성 미생물에 대한 관리가 매우 저조.
○ 또한 소비단계에서는 수산물 안전관리를 위해 식품접객업소의 수족관과 접객업소 내부를 관리해야 하지만, 수족관 및 접객업소에 대한 위생기준과 규격이 모호하여 관리가 미흡
□ 제외국의 수산물 기준·규격 관리현황
○ Codex에서는 생물학적 위해요소에 대한 위해분석에 근거한 수산물 기준·규격을 제시
- Codex에서는 어패류 및 수산 가공품에 대해서, 위생 지표로 대장균을 설정하고 있으며, 수산물 안전성 확보를 위해 살모넬라와 히스타민, 패류독소를 설정하고 있고, 현재까지 27개의 수산물 및 수산물 가공품에 대해서 기준·규격을 정함
○ 일본은 수산물뿐만 아니라 식품 전반에 대해 위해평가를 실시하고 있었으며, 세균 수, 대장균 군, 장염 비브리오에 대한 기준·규격이 정하여 관리하고, 특히 일본은 우리나라에서 수입하는 넙치에 대해 신종 쿠도아충(kudoa semtempunctata) 기준·규격을 설정
○ EU는 유럽식품안전청을 통해 회원국들이 위해요소에 대해 공동으로 대응하고 식품위생 관련법을 현대화하고 수산물 및 수산물 가공품에 대해서는 살모넬라, 대장균, 포도상구균에 대해 기준·규격을 정함
○ 미국은 FDA와 FSIS에서 수산물 안전관리를 실시함
- 연방 규정집 21 CFR 123을 통해 수산물에서 발생할 수 있는 다양한 생물학적 위해요소(클로스트리디움 보툴리눔, 마비성·설사성·기억 상실성·신경성 패류독소, 비브리오 패혈증, 비브리오콜레라, 장염비브리오, 리스테리아 모노사이토제네스 등)에 대해서 기준·규격을 설정하여 수산물 안전관리를 함
□ 우리나라 수산물 안전성 제고를 위한 제안사항
○ 수산물에서 발생할 수 있는 생물학적 위해요소에 대해서 우리나라와 제외국을 비교한 결과는 다음과 같음
- 우리나라 내에서 식품공전상의 수산물 기준·규격과 국립수산물 품질관리원의 고시 상에서 기준·규격이 상이
- 우리나라에서는 기준·규격을 두지 않고 있으나 제외국에서는 기준·규격을 설정하고 있는 비브리오 콜레라와 비브리오 패혈증, 클로스트리디움 보툴리눔과 기억상실성 패류독소, 신경성 패류독소 등 위해요소가 존재
○ 우리나라 수산물의 안전관리를 위한 제안사항은 다음과 같음
- 첫째, 생산단계에서 기준·규격 준수를 위한 GAqP (good aquaculture practice) 원칙의 도입이 필요하며, 횟감용수산물의 경우 HACCP 원칙을 적용하여 병원성 세균관리를 위한 살균조치 등을 실시해야 할 필요가 있음
- 둘째, 유통단계에서 위생적인 관리를 위해 산지 위판장·어선·경매장 등 수산물을 저장하거나 보관하는 공간에 대한 위생기준을 재정비해야 함
- 셋째, 소비단계에서는 식품접객업소 종사자에 대한 교육이 집중적으로 필요하고 안전관리에 대한 인식을 제고하도록 해야함
- 넷째로는 신규 위해요소에 대한 신속한 위험평가를 실시할 수 있는 체계를 마련해야 함

South Korea consumes a large quantity of marine products with each South Korean consuming an average of 50.2 kg in 2015 alone. The South Korean consumption of fish has increased due to the development of fish farming, increased output in marine products, increased national income and local preference for healthy food. However, the local consumers’ perceived levels of safety of marine products are quite low, which is reportedly due to the accidents involving food poisoning caused by intake of marine product.
In this study, we investigated the status of safety management system to prevent food poisoning of aquatic products and compared the standards and specifications of various countries for the biological hazards involved in food poisoning. We also proposed safety management parts at each stage of aquatic products chain to reduce food poisoning caused by domestic aquatic products, which can be used as basic data for the safety management of fisheries in Korea. The results of this study are summarized as follows;
□ Current South Korean Marine Product Safety Management
In South Korea, the Ministry of Food and Drug Safety (MFDS) is ultimately responsible for the marine product safety management system, while the Ministry of Oceans and Fisheries (MOF) is in charge of the production and MFDS is responsible not only for the distribution and consumption but also for the imported marine products.
For safety management, MOF, National Institute of Fisheries Science (NIFS), National Fishery Products Quality Management Service (NFQS) and local governments take part in safety management alongside the MFDS where they perform safety examination throughout all processes from production, storage and shipment. Also, by introducing HACCP on maritime products, potential hazards to maritime products are identified in advance for management in the production stage. HACCP certified fish farms were more systematically managing the production process in the production stage. But measures to prevent HACCP maritime products from mixing of non-HACCP products during shipment process was suggested, and that follow-up management of HACCP certification needs to be managed by the government.
In the distribution stage in Korea, there need to be improved facilities for hygiene management in the fishing ports as well as the local joint markets, and it is required to establish the cold chain system of maritime products. The management of microorganisms and water quality of vehicles transporting live maritime products was also need.
For the safety management of maritime products in the consumption stage, the standards and specifications to be managed by restaurants are being defined and educational and promotional materials are being made. However, when the Busan Research Institute of Public Health & Environment investigated the water quality of water tanks at restaurants in Busan, the management of microorganisms was poor, and E. coli, Vibrio vulnificus and Vibrio cholerae were found. The hygiene management of restaurants is being conducted through the restaurant hygiene manuals and educations. But a modification of related laws to improve the hygiene of live fish tank in a restaurant is needed.
□ Overseas Safety Management Status of Maritime Products
Prior to examining the overseas safety management of maritime products, the biological hazards were researched from FAO’s “Guidelines for rish-based fish inspection (2009)” and “Assessment and management of seafood safety and quality 574 (2014)”. From this, among the biological hazards, the characteristics of pathogenic bacteria, virus, parasites, marine biotoxins and biogenic amines were researched. After researching the characteristics and cautions of each, the biological hazards defined by international organizations such as Codex and ICMSF were summarized.
Codex defines its standards for seafood, shells and maritime processed products regarding histamine, Salmonella, marine biotoxins (shellfish toxins) and E. coli . Afterward, the safety management systems and standards for maritime products in Japan, US and EU were researched. It was discovered that each country set up governmental institution for safety management of maritime products such as inspection and management.
In Japan, the Ministry of Agriculture, Forestry and Fisheries, Consumer Affairs Agency and Food Safety Commission perform hygiene and safety management and risk analysis throughout the food sector including maritime products, and they have standards for bacterial count, nitrite content, E. coli and Vibrio parahaemolycius for maritime products. Also, they set storage and processing standards for maritime products and processed maritime products to ensure hygienic management. In particular, Japan set standards for the newly introduced Kudoa semtempunctata .
In EU, the European Food Safety Authority and the Rapid Alert System are used to exchange information on risk factors and hazards between member nations and to perform food safety management. Also, the microorganism standards set by the EU commission define the standards for Salmonella, histamine, E. coli and Staphylococcus.
In US, FDA manages most foods distributed within US and the Department of Agriculture’s Food Safety and Inspection Service (FSIS) manages safety. Also, the code of federal regulations 21 CFR 123 defines the standards for biological hazards in maritime products, and sets the standards for Salmonella, Staphylococcus, Clostridium botulinum, marine biotoxins, ciguatera poison, Listeria monocytogenes, Vibrio parahaemolycius, Vibrio vulnificus, Vibrio cholerae and histamine. It also defines the temperature and duration to control pathogenic bacteria found from maritime products.
□ Suggestions to improve safety of aquaculture products
After comparing Korea and overseas cases regarding the biological hazards potentially found from maritime products, the following discoveries were made: First, it was confirmed that in Korea, the standards for maritime products in food code and the standards announced by the NFQS are different. and second, although there is no standard in Korea, the biological hazards such as Vibrio cholerae, Vibrio vulnificus, Clostridium botulinum, amnesiac shellfish poison (ASP), and neuro shellfish poison (NSP) are still defined by some overseas countries.
From this, for the safety management of maritime products in Korea, first, the sterilization measures for pathogenic bacteria management need to be introduced to the production stage. Second, for hygienic management in the distribution stage, the hygienic standards for storage space of maritime products such as joint markets, fish boats and auction houses need to be modified. Third, in the consumption stage, the focus should be on education of workers in restaurants and an improved awareness to safety management is needed. Fourth, a system for prompt risk analysis.
