미래사회로의 비약적 발전을 거듭하고 있는 인공지능(AI), 사물인터넷(IoT), 무인자동차,나노・바이오 기술 등은 미래의 인재 양성을 담당하고 있는 교육체제의 획기적인 변화를 요구하고 있다. 사회와 기술의 변화가 수요・공급을 통해 서로 영향을 주고받으며 발전하는 공진화(Co-evolution) 관계라는 관점에서(한국정보화진흥원, 2009) 향후 교육도 정치・경제・사회・문화의 변화와 맞추어 발전상을 모색해야 할 것이다. 미래사회에 필요한 인재를 배출하고 재교육을 통해 인재를 양성하는 것은 고등교육과 평생교육이 담당해야 할 중요한 역할
미래사회로의 비약적 발전을 거듭하고 있는 인공지능(AI), 사물인터넷(IoT), 무인자동차,나노・바이오 기술 등은 미래의 인재 양성을 담당하고 있는 교육체제의 획기적인 변화를 요구하고 있다. 사회와 기술의 변화가 수요・공급을 통해 서로 영향을 주고받으며 발전하는 공진화(Co-evolution) 관계라는 관점에서(한국정보화진흥원, 2009) 향후 교육도 정치・경제・사회・문화의 변화와 맞추어 발전상을 모색해야 할 것이다. 미래사회에 필요한 인재를 배출하고 재교육을 통해 인재를 양성하는 것은 고등교육과 평생교육이 담당해야 할 중요한 역할이 될 것이다.
본 연구는 고등교육과 평생교육이 이러한 미래사회에 대비해 추구해야 할 발전상을 모색하고 이를 위해 추진해야 할 핵심 정책과제를 발굴하고자 2개년에 걸쳐 추진되었다. 1차 년도 연구에서는 고등교육 및 평생교육을 아울러 미래사회 변화 전망과 교육개혁의 정책 방향을 설정하였다. 이에 터하여 금년 2차 년도 연구에서는 고등교육과 평생교육을 구분하여 각각의 영역에서 핵심 정책과제를 개발하고자 하였으며, 이 연구는 평생교육 영역에 국한하여 수행되었다.
평생교육은 한국의 재도약을 위한 사회시스템으로써의 중요성이 날로 증가하고 있는 만큼 이전의 평생교육 기반을 혁신하고 새로운 플랫폼을 구성하기 위한 정책의 필요성도 함께 커지고 있다. 특히 과학의 발전, 경제적 성장, 시민사회 성숙, 인구 변화에 대처하고 또 이에 기반하여 새로운 한국으로 발전하기 위한 평생교육의 역할 강화와 혁신적 접근이 요청된다(홍영란 외, 2016; ILO, 2016). 4차 산업혁명과 경제적 성장은 새로운 기술에 대한 적응과 인간의 역량을 요구하고 있다(한국전자통신연구원, 2015; Schwab, 2016). 또한 인구절벽, 고령화, 다문화의 사회변화는 사회통합, 지역공동화 해결, 경제기반 유지 등의 과제와 함께 노동력의 다변화, 새로운 문화와 시장의 등장 등의 가능성도 함께 가져오고 있다(ILO, 2016). 이는 피할 수 없는 변화이면서 교육을 포함한 사회 각종 시스템의 변화를 요구한다. 그리고 평생교육은 교육의 신천지이면서 가장 많은 학습자를 대상으로 하는 영역이라는 점에서 새로운 한국으로 도약하기 위한 가장 탄력적인 정책적 기반이 될 수 있다(홍영란 외, 2016).
이에 1차 년도 평생교육개혁의 전망과 방향에 대한 연구 결과의 연장선상에서 금년 2차 년도 연구에서는 미래 2030년 평생교육개혁을 위한 정책 방향 및 정책과제, 구체적인 추진방안, 정책과제 로드맵을 개발하고자 하였다. 2개년에 걸친 본 연구의 목적을 정리하여 제시하면 다음과 같다.
○ 1차 년도(2016년) - 교육개혁 전망과 과제(Ⅰ) : 고등・평생교육 영역
- 고등・평생교육과 관련된 미래사회 환경의 변화를 전망하고, 고등・평생교육 영역의 주요 이슈를 심층적으로 도출하여 제시함으로써 2차 년도 고등・평생교육 영역 교육개혁의 정책과제 개발을 위한 기초적이고 선제적인 작업을 수행하는데 목적이 있다.
○ 2차 년도(2017년) - 교육개혁 전망과 과제(Ⅱ) : 평생교육 영역
- 1차 년도 연구결과를 토대로 미래사회 변화에 대비한 평생교육 영역 교육개혁의 정책 방향을 정립하고 정책과제를 제안하며 구체적 추진방안과 정책과제 로드맵을 제시하는데 목적이 있다.
본 연구의 내용은 1) 2030 한국사회와 평생교육의 기본 구상을 통한 2030 시대 평생교육이 지향해야 할 특징적 모습 및 지형 분석, 2) 2003년 제1차 평생학습진흥종합계획을 필두로 2차, 3차의 평생교육진흥기본계획을 중심으로 각 정부별 주요 평생교육 정책 동향 및 정책 성과 분석, 3) 해외 평생교육개혁 우수사례 분석, 4) 평생교육개혁 정책 방향 및 정책과제 델파이 분석, 4) 평생교육개혁 정책과제 및 추진방안 제시, 5) 정책과제 로드맵 제시 등이다.
이상과 같은 연구내용을 수행하기 위해 문헌연구, 우수사례 분석, 델파이 조사・분석, 전문가 협의회 및 콜로키움, 전문가 패널 working group 구성 및 운영 등의 방법을 활용하였다. 주요 연구결과를 제시하면 다음과 같다.
▣ 한국의 평생교육 2030 기본 구상
2030 한국사회와 평생교육의 지형 변화에 있어 중요하게 드러나는 특징으로 초지능화(hyper intelligence)로 인한 지능기술 지배, 인공지능 상사와 평생학습, 새로운 역량과 한국의 Talent 비대칭, 나노학위와 새로운 학습자의 등장 등을 제시해 볼 수 있다. 또한 4차 산업혁명의 대표적인 부정적 측면으로 일자리 증발과 양극화 심화, 인간성 상실과 새로운 윤리관의 필요성 등이 지적된다.
4차 산업혁명과 고령화 등의 사회변화에 대응하기 위하여 국가별로 체계적 정책과 체제를 계획・실천하고 있는데, 이는 미래사회를 규정하는 정책 또는 공공 영역의 모습을 결정할 수 있다는 점에서 중요하다. 미국, 독일, 일본 등 주요 선진국의 대응 정책과 준비 체계를 살펴보면 4차 산업혁명 및 사회문제 해결을 위한 개혁정책에 있어서 공통적으로 과학기술 중시, 민간-대학-기업-정부의 연계, 연구개발과 인재육성의 연계, 국가 수준에서의 체계적인 계획 수립 및 이를 위한 추진체계 구축, 기업 및 국민 등의 사회적 인식 제고 및 합의 마련 등의 특징을 보이는 것으로 나타났다.
이에 한국은 4차 산업혁명 및 사회문제 해결을 위한 새로운 평생학습 및 인재육성 정책을 마련해야 하고 이를 사회적 인식 변화, 과학기술 혁신, 교육 혁신의 3가지 주제로 마련해야 할 것이다. 특히 교육 혁신은 새로운 역량 체계 마련 및 온라인/무형식학습의 활성화, 일자리 기반 지원, 불평등성 해소 접근 등의 화두를 중요하게 포함할 필요가 있다. 이와 함께 운영체계로서 전문가 중심의 위원회 구성, 민간-대학-정부의 연계체계 운영, 평생학습-노동-산업-과학의 오픈 플랫폼 운영 등이 필요하다.
한편, 평생교육개혁 과제 개발을 위한 분석틀 구성의 이론적 근거로써 평생교육법 상의 평생교육 영역 및 추진체계, UNESCO GRALE 보고서, 1차 년도 연구인 평생교육 미래 정책 방향논의 등을 분석하였다. 첫째 분석틀은 평생교육 영역을 문해/학력보완교육, 직업능력교육, 문화예술교육, 인문/시민참여교육의 범주로 구분하고, 이 범주와 UNESCO의 틀을 2차원으로 결합하여 분석틀을 구성하였다. 다음으로 평생교육 정책 및 사업을 활용한 분석틀은 평생교육 추진체계, 지역평생교육 지원, 평생교육기관 지원 및 규제, 고등교육 지원, 평생교육사 양성 및 배치, 학점 및 학위 인정, 평생교육 정보 제공의 7개의 범주로 구성하고, 이 범주와 UNESCO의 틀을 2차원으로 결합하여 분석틀을 구성하였다. 마지막으로 평생교육 미래 정책 방향 및 지향점을 활용한 분석틀은 초개방형 평생학습정책의 운영, 복지-교육 연계형 평생교육 생태계 구성, 생애주기별 맞춤식 평생교육 정책 도입, 미래 성장 동력 준비를 위한 평생교육・직업훈련의 통합 및 전문화, 다양한 경력경로 개발을 위한 평생교육 지원시스템 강화, 신산업사회의 직업적 필수역량 개발 지원, 평생교육 미래 전망 연구를 위한 데이터 시스템 구축 및 활용의 7가지의 범주와 UNESCO의 틀을 2차원으로 결합하여 분석틀을 구성하였다.
▣ 정부별 주요 평생교육 정책 동향 및 성과 분석
평생교육이 하나의 국가적 정책으로 주목받기 시작한 것은 2000년대 이후 국가적 차원의 평생교육종합계획 수립을 통해서이다. 국가적 차원의 평생교육 종합계획은 지금까지 3차례에 걸쳐 수립되었는데, 2002~2006년 제1차 평생학습진흥종합계획, 2008~2012년 제2차 평생교육진흥기본계획, 2013~2017년 제3차 평생교육진흥기본계획을 통해 전국 수준의 평생교육 정책을 운영하는 핵심 기준이 되었다. 3차례에 걸친 국가 단위의 평생교육종합계획은 정부별로 그 시기가 구분되므로 이에 해당하는 참여 정부, 이명박 정부, 박근혜 정부에 걸친 평생교육 정책을 시기별로 살펴보고 그 성과를 분석하였다.
제1차 평생학습진흥종합계획은 1990년대 우리나라에 ‘평생교육’의 개념이 도입되어, 이를 위한 교육부 내 행정조직을 두고, 평생교육법 등 법적 근거를 갖춤과 동시적으로 진행된 최초의 국가적 차원의 평생교육 종합적 추진계획으로 그 의의가 크다. 이로 인해 중앙 단위에서 한국교육개발원 내 평생교육센터를 설치하여 주요 평생교육 정책 사업을 추진하게 되었다는 점에서,또한 소외계층 대상 평생교육 프로그램 운영 지원이 본격화됨으로 평생교육에 대한 국가의 책무를 명시하였으며, 지역단위의 평생학습이 활성화될 수 있도록 평생학습도시 조성사업, 전국평생학습축제 및 평생학습대상 개최 등 평생학습 문화 확산 사업이 추진되기 시작한 근거가 되었기 때문이다. 그러나 1차 종합계획의 추진에 있어, 주로 해오던 기존의 평생학습정책의 연장선상에서 개별 사업으로 확대된 경우가 많았고(예를 들어 학점은행제도, 독학학위제도, 방송통신 고등학교 등), ‘평생학습축제’, ‘평생학습도시 조성’, ‘소외계층 및 성인문해’등 프로그램 지원사업 위주의 추진으로 전 국가 차원에서 평생교육의 중요성과 인식을 확산시키는 데는 한계가 있었다.
제1차 평생학습진흥종합계획이 국가적 차원에서 평생교육진흥정책들을 추진하기 시작한 시작점으로서의 의미가 있다면, 제2차 평생교육진흥기본계획은 국가단위 평생교육 추진체제를 확립하고, 평생교육 정책 사업들의 여러 새로운 영역들을 확장한 계기라고 볼 수 있다. 무엇보다 이를 통해 중앙정부-시・도-시・군・구 등 국가 평생교육 추진체제가 체계적으로 정비되었으며, 국가 단위 평생교육 추진 전담기구인 평생교육진흥원이 설립되어, 그간 미흡했던 정책 총괄 및 조정 기능을 강화하고자 하였다. 2011년에는 부산광역시, 대전광역시, 충청북도 평생교육 진흥원을 시작으로 2012년에는 경기도 평생교육진흥원이 개원하는 등 시・도 단위 평생교육 추진체제도 마련되기 시작하였고, 2016년 기준으로 17개 시・도평생교육진흥원이 모두 설립・지정되어 있다. 그러나 이 시기의 평생교육 정책은 제2차 종합계획에서 제시하고 있는 3대 영역,18개 세부 과제들을 균형감 있게 모두 추진하고 있지 못함을 알 수 있다. 이명박 정부의 국정과제 중 평생교육 정책에 관련된 2개 과제, 즉 평생학습중심대학 사업과 평생학습계좌제 운영은 그 예산과 규모 면에서 타 사업에 비해 괄목할만한 양적 성장을 보이긴 했으나, 그 외의 사업들은 기존에 추진되어져 왔던 사업들의 관행적 추진 수준이거나 일부 과제들의 경우에는 아예 추진되지 못한 채로 남아있기도 하였다.
제3차 평생교육진흥기본계획에 준하여 평생교육 정책 사업들이 추진되고 있는 현재의 경우 정책 성과를 평가하기에는 자료상의 제한이 있다. 또한 전반적인 박근혜 정부의 교육 정책에 있어서는 과도하게 정부 주도적이라는 점, 교육 관련 기관 및 구성원과 소통하지 못하고 정보를 공유하지 않고 있다는 점, 박근혜 정부의 교육 공약이 기존 정부들의 공약 종합적 결정판, 교육철학의 부재 등과 같은 부정적인 평가가 주를 이루고 있다(성병창, 2016).
▣ 평생교육개혁 우수사례 분석
홍영란 외(2016)에서 제시된 평생교육 정책 개혁의 일곱 가지 방향을 크게 두 가지 유형으로 대별하였는데, 미래사회에서 개별 사회구성원의 평생교육 분야 경험을 통합하고 활용하는 정책방향과 사회 내 다양한 영역의 통합을 통한 미래사회의 평생교육 체제 확립 정책 방향이 그것이다. 이 두 가지 분류에 따라 각각의 우수사례를 분석하였다. 첫째, 미래사회에서 개별 사회구성원의 평생교육 분야 경험을 통합하고 활용하는 정책 방향과 관련하여 ‘초개방형 평생학습정책의 운영(한 학습자의 학점인정과 학위취득 범위를 보다 확대하고, 다양한 학습프로그램과 학습자원에 대한 접근을 높이는 정책)’의 우수사례로 미국의 온라인 개방대학(MOOC)의 학위과정을, ‘생애주기별 평생교육 정책 도입(학습자의 전 생애주기의 특성을 고려한 평생교육 기회제공 정책)’의 우수사례로 미국의 플러스50 이니셔티브를, ‘다양한 경력경로 개발을 위한 평생교육 지원시스템 강화(4차 산업혁명 시대에 적합하도록 시민들의 창조적 경력경로 개발 지원정책)’의 우수사례로 핀란드의 스타트업 사우나(Startup Sauna)를 분석하였다. 둘째, 사회 내 다양한 영역의 통합을 통한 미래사회의 평생교육 체제 확립 정책 방향과 관련하여 ‘복지-교육연계형 평생학습 생태계 구성(소외계층을 위한 평생교육의 확대를 위해 사회복지-평생교육 체제의 연계 추진 정책)’의 우수사례로 호주의 국가장애전략 2010~2020을, ‘평생교육과 직업훈련의 통합 및 전문화(미래 성장 동력 준비를 위한 평생교육과 직업훈련 체제의 통합 및 전문화정책)’의 우수사례로 세계은행의 STEP 프로그램을, ‘신산업사회의 직업적 필수역량 개발 지원(산업의 빠른 변화속도에 적응하기 위한 산업과 교육 체제의 연계를 통한 직업 역량 개발 지원정책)’의 우수사례로 일본의 인재육성 이니셔티브를, ‘미래 전망 연구를 위한 데이터 시스템 구축 및 활용(평생교육과 관련한 사회 내 다양한 영역의 특화된 데이터의 수집, 분석, 공유시스템 개발 및 활용)’의 우수사례로 독일의 NEPS(National Educational Panel Study)를 분석하고 시사점을 도출하였다.
▣ 평생교육개혁 정책 방향 및 과제 델파이 분석
1) 델파이 조사 실시 및 분석 방법
평생교육개혁 정책의 방향과 과제에 대해 2차에 걸친 델파이 조사를 실시하였다. 1차 델파이 조사 문항은 주관식이 다수인 반면 2차 델파이 조사 문항은 객관식이 다수로써 서로 차이가 있다.
1차 델파이 조사지는 개인 특성을 포함한 4개 영역의 17개 문항인데 하나의 문항에 복수의 하위문항이 들어 있어서 실제 응답 문항 수는 더 많았다. 첫째,‘평생교육 2030 변화 지향점’영역에는 2030년의 한국 평생교육이 변화해야할 방향에 대하여 주관식으로 응답하는 문항(1-1)이 1개 포함되었다. 둘째, ‘평생교육 미래 정책 방향의 타당성과 정책과제’영역은 총 7개 문항(2-1~7)으로 구성되었다. 여기서 7개 문항은 1차 년도 연구에서 제안된 7가지의 평생교육정책 세부 방향을 반영한 것이다. 이 각각의 항목에 대하여 정책 방향으로써의 타당성, 수정보완 의견, 관련 과제 제안의 3가지의 세부 질문이 포함되었다. 이중 정책 방향으로써의 타당성은 리커트 5점 척도의 객관식 문항이었고, 다른 2개인 수정 보완 의견, 관련 과제 제안은 주관식으로 의견을 묻는 문항이었다. 셋째 영역인 ‘평생교육 영역별 개혁과제’는 평생교육법에 의해서 규정된 6대 영역을 토대로 본 연구에서 조정한 4개 영역에 대한 과제 제안 문항(3-1~4)이었다. 문해교육 및 학력보완교육 영역, 직업능력교육 영역, 문화예술교육 영역, 인문교육 및 시민참여교육 영역의 4개 영역에 대하여 정책 차원으로써 정책 및 거버넌스, 재정, 질 관리의 3가지 하위 문항이 배치되었다. 넷째 영역인 ‘개인 특성’문항은 소속기관, 연령, 성별, 학력, 평생교육분야 기관 근무기간의 5개 객관식 문항(4-1~5)이 포함되었다.
2차 델파이 조사도구는 1차 델파이 조사를 통한 관련 전문가의 주관적 의견 수렴 결과와 연구진의 검토 결과 등을 반영하여 개발하였다. 2차 델파이 조사는 각 정책과제에 대한 중요도와 시급도를 묻는 문항을 위주로 객관식 147개, 주관식 17개, 개인 특성 5개의 총 169개 항목이 포함되었다. 주관식 문항은 세부 영역별로 추가적인 정책과제나 의견을 제시하도록 하는 문항이었고 평생교육과 고등교육의 연계를 위하여 필요한 정책과제를 제안하도록 하는 주관식 문항이 추가되었다.
델파이 조사에서 객관식과 주관식 문항이 함께 활용되기 때문에, 분석 방법 역시 질적 분석방법과 양적 분석 방법이 모두 활용되었다. 주관식 응답의 경우 분석틀과 연구진의 논의과정을 통해 범주화하고 내용을 해석하는 내용분석법을 사용하였다. 객관식 문항 응답 자료는 기본적으로 빈도, 평균, 표준편차를 분석하였고 델파이 양적 자료를 분석하기 위하여 CV(Coefficient of Variance: 변이계수)와 CVR(Content Validity Ratio: 내용타당성 비율)을 사용하였다. 2차 델파이 조사 결과 중 객관식 문항의 중요도와 시급도를 분석하기 위하여 3가지의 분석 결과를 종합하였다. 즉 t검정, Borich 요구도 분석, LFF(Locus for Focus) 모형의 분석을 실시하였고, 이 결과들을 종합하여 최우선순위 정책과제와 차우선순위 정책과제를 도출하였다.
2) 델파이 조사 결과 분석
1차 델파이 조사를 통하여 평생교육 2030 정책 변화 지향점, 평생교육 미래 정책 방향, 평생교육 영역 등의 부문에서 다양한 정책 의견을 수집・분석하였다. 1차 델파이 조사 결과는 이에 대한 분석 자체도 의미가 있으나, 2차 델파이 조사를 위한 문항 개발 근거로도 활용된다. 이에 3가지 영역별로 분석된 내용을 분석틀에 모두 모으고 문항 수준으로 간략화하게 표현하는 종합과정을 거쳤다. 유사한 표현이나 중복되는 의견은 조정하고, 부정확한 내용이나 추상적인 방향만 제시한 경우에는 수정 또는 삭제하였다. 또한 연구진의 의견을 수렴하여 1차 델파이 조사결과의 표현이나 범주 등에서의 새로운 조정 등을 통하여 정제하였다.
2차 델파이 조사를 통하여 평생교육 영역별(문해/학력보완교육, 직업능력교육, 문화예술교육, 인문/시민참여교육), 평생교육 정책 및 사업별(평생교육 추진체계, 지역평생교육 지원,평생교육기관・고등교육 지원 및 관리, 평생교육사 양성 및 배치, 학점 및 학위 인정), 평생교육2030 정책 변화 지향점(초개방형 평생학습정책의 운영, 복지-교육 연계형 평생교육 생태계구성, 생애주기별 맞춤식 평생교육 정책 도입, 미래 성장 동력 준비를 위한 평생교육・직업훈련의 통합 및 전문화, 다양한 경력경로 개발을 위한 평생교육 지원시스템 강화, 신산업사회의 직업적 필수역량 개발 지원, 평생교육 미래전망 연구를 위한 데이터 시스템 구축 및 활용) 영역의 정책과제가 도출되었다. 2030시대 평생교육체계에서 고등교육과의 연계를 위해 필요한 정책과제에 대한 주관식 응답 내용에는 지자체와 대학이 연계하는 평생교육 연계체제 구축, 대학평생교육원 역할 변화, 경험학습 학점 교류, 고등교육기관의 지역거점 평생교육기관화, 직업과 연계된 이력관리 등 다수의 의견이 제시되었다.
이상 델파이 2차 조사의 양적 분석 결과에서 나타난 최우선순위 및 차우선순위 정책과제를 영역별로 정리하면 최우선순위 과제는 20개, 차우선순위 과제는 28개로 총 48개였다.
평생교육 영역별 정책과제에서는 최우선순위 과제로 문해 및 학력보완교육을 위한 관련부처간 연계체제 구축, 디지털 리터러시 교육 확대, 공연장/미술관의 평생교육기능 법제화, 인문학과 과학기술의 연계 교육 강화, 세계시민교육 강화의 5개 정책과제가 선정되었다. 평생교육정책 및 사업별 정책과제에서는 교육부 기본계획/시도 시행계획/시군구 사업 일관성 유지, 융・복합 기반 평생학습 시설의 설치 운영, 평생교육사 및 평생교육 담당자의 재교육 의무화의 3개 과제가 최우선순위 과제였다. 마지막의 평생교육 2030 정책 변화 지향점 정책과제에서는 전생애에 걸친 교육지원 시스템의 실질적 운영(평생학습계좌제 등), 생애에 걸친 지역사회 중심의 평생교육과 직업훈련의 연계체계 구축, 학력중심에서 경력중심으로의 패러다임 전환, 평생교육사의 학습상담을 통한 평생학습 설계 지원, 신직업 예측 및 육성계획 수립, 개인 맞춤형 경력관리 연계형 평생교육 시스템 구축, 학습휴가제 확대, 일-학습 병행제 확대-신산업에 적합한 역량을 개발시키는 평생교육 대응 필요, 신산업 직업역량 도출 및 역량개발 지원 방안 마련-기초 및 광역단위 평생교육통계조사 시스템 구축, 평생교육 미래전망 연구를 위한 주요 데이터 지표 개발의 12개 정책과제가 최우선순위로 선정되었다. 결과적으로 전체 최우선순위 과제 중60%가 평생교육 2030 정책 변화 지향점 정책과제에 해당되어 중장기적으로 평생교육 정책의 변화 지향점에 대한 전문가의 일치된 의견이 다수였던 것으로 해석되었다.
▣ 평생교육개혁 정책과제 및 정책 추진 로드맵
1) 정책과제 및 추진방안
정책과제 개발의 첫째 단계로, 정책과제의 구체적 내용을 개발할 개발대상 정책과제를 선정하였다. 우선 델파이 조사 분석 결과에서 각 세부영역별로 중요도와 시급도에 있어 최우선순위로 선정된 정책과제 20개를 개발대상 과제로 선정하였다. 다음 단계로, 세부영역 중 최우선순위 과제가 존재하지 않는 경우에는 차우선순위 과제를 개발대상 과제로 선정하였다. 차우선순위 과제 중 개발대상 과제로 선정된 경우는 직업능력교육의 4개, 지역평생교육 지원의 2개,학점 및 학위 인정의 3개, 초개방형 평생학습정책의 운영의 2개, 복지-교육 연계형 평생교육생태계 구성의 4개로 총 15개였다. 그 다음으로 현 정부의 국정과제에 포함된 평생교육 영역정책과제의 중요성을 감안하여 1개 과제를 추가하였는데, 초개방형 평생학습정책의 운영 영역에 추가된 나노학위(Nano Degree) 운영이 그것이다.
총 36개의 정책과제를 평생교육 영역별 정책과제, 평생교육 정책 및 사업별 정책과제, 평생교육 2030 정책 변화 지향점 정책과제로 구분하였고, 이를 대상으로 전문가 working group과 연구진의 공동 작업과정을 통해 정책과제의 구체적 내용을 개발하였다. 정책과제의 개발틀은,정책 추진의 구체성과 활용성 및 실현 가능성을 제고하기 위해 필요한 내용 요소를 중심으로 과제명, 과제 배경, 추진 목적, 추진 내용, 추진 체계, 기대 효과, 추진 시기에 관해 구체적 내용을 제시하였다. 특히 추진 시기의 경우 해당 과제의 적절한 추진 시기에 있어서 단기과제,중기과제, 장기과제를 중복 표기할 수 있게 하여 이를 정책 추진 로드맵 작성의 근거로 활용하였다.
2) 정책 추진 로드맵
정책과제별 추진 시기에 대한 전문가 working group과 연구진의 공동 작업 결과를 활용하여 단기, 중기, 장기의 정책 추진 시기를 반영한 로드맵을 구성하였다.
먼저 평생교육 영역별 정책과제(A)의 경우, 9개의 정책과제 중 단기과제로는 문해 및 학력보완교육을 위한 관련부처 간 연계체제 구축, 직업교육 분야 평생교육법인제도 도입, 인문학과 과학기술의 연계 교육 강화의 3개가 제시되었다. 중기과제로는 디지털 리터러시 교육 확대,공연장/미술관의 평생교육기능 법제화의 2개가 제시되었다. 장기과제는 세계시민교육 강화 1개가 제시되었다. 중・장기과제는 제4차 산업혁명 시대에 적응 가능한 직업능력 제고 지원, ‘사회적 교육세’ 개념으로 기업에 대한 조세 제도 실시의 2개가 제시되었다. 단・중・장기과제는 지역대학과 기업교육훈련의 연계 강화(고용보험 환급 대학 적용) 1개로 현재 시점부터 준비하고 시작하여 지속적으로 추진해야 할 과제로 나타났다. 반면에 세계시민교육은 시급성은 낮지만 장기적으로 추진해야 할 과제로 정리되었다.
평생교육 정책 및 사업별 정책과제(B)의 경우, 9개의 정책과제 중 단기과제는 교육부 기본계획/시도 시행계획/시군구 사업 일관성 유지가 제시되었다. 중기과제로는 융ㆍ복합 기반 평생학습 시설의 설치 운영, 평생학습계좌제의 운영을 통한 학습이력관리 체제 구축의 2개가 제시되었다. 장기과제는 평생교육 결과의 학점/학력/자격으로 인정 체제 구축이 제시되었다. 단・중기과제로는 마을도서관을 활용한 지역 평생학습 활성화가 제시되었다. 중・장기과제는 평생교육사 및 평생교육담당자의 재교육 의무화, 경험학습 인정 및 자격제도 연계 2개로 제시되었다. 단・중・장기과제는 나노학위 운영, 작은 지역단위별 평생학습사회 건설을 위한 학습지원 시스템 정착 2개로 현재 시점부터 준비하고 시작하여 지속적으로 추진해야 할 과제로 나타났다. 평생교육 정책 및 사업별 정책과제의 경우 시급성을 요하는 과제가 4개 정도 되었으나 나머지는 중・장기적인 접근이 필요한 정책과제였다.
평생교육 2030 정책 변화 지향점 정책과제(C)의 경우, 18개의 정책과제 중 단기과제로는 온라인 교육 참여 결과에 대한 평가와 인정 제도 도입, 학습약자를 위한 고등교육 기회 확대,자활-평생학습 연계프로그램 지원, 평생교육 미래전망 연구를 위한 주요 데이터 지표 개발의 4개가 제시되었다. 중기과제로는 인적자원 이동에 따른 글로벌 역량 여권(global competency passport) 개념 도입, 전 생애에 걸친 교육지원 시스템의 실질적 운영(평생학습계좌제 등)의 2개가 제시되었다. 장기과제는 중소기업 학습휴가 기금 조성, 생애에 걸친 지역사회 중심의 평생교육과 직업훈련의 연계체제 구축 2개가 제시되었다. 단・중・장기과제는 학력중심에서 경력중심으로의 패러다임 전환 1개가 제시되었다. 단・중기과제로는 소외계층 대상 평생교육 사업확대 운영(바우처 제도를 중심으로), 학습휴가제 확대, 일-학습 병행제 확대, 기초 및 광역단위 평생교육통계조사 시스템 구축의 4개가 제시되었다. 중・장기과제는 평생교육사의 학습상담을 통한 평생학습 설계 지원, 신직업 예측 및 육성계획 수립, 개인 맞춤형 경력관리 연계형 평생교육 시스템 구축, 신산업에 적합한 역량을 개발시키는 평생교육 대응 필요, 신산업 직업역량 도출 및 역량개발 지원 방안 마련의 5개가 제시되었다. 따라서 단기적으로 우선 접근해야할 과제가 8개로 다수였고, 중・장기와 같이 시간을 두고 준비해야 할 과제가 10개였다.

The rapid progress of new technology such as Artificial Intelligence, Internet of the Things (IoT), Self-driving Car, and Nano-bio Convergence Technology demands dramatic shift of educational system. As the society and technology change are in co-evolution relationship which affects each other through demand and supply, future education is required to investigate a development model in accordance with the changes in politics, economics, society and culture. Higher education and lifelong learning shall take an important role of producing distinguished talents for the future society and fostering talents by retraining.
This research has been promoted for 2 years in order to investigate a development model that higher education and lifelong learning should pursue for the future society and to discover policy tasks. The first year research surveyed changes in the future society and established the direction of educational reform. Based on the research, the second year research aims to develop key policy tasks in higher education and lifelong learning respectively, while this research is only limited to the field of lifelong learning.
The increasing importance of lifelong learning as the social system for Korea’s revitalization demands new policy to innovate the foundation of existing lifelong learning and to design a new platform. In particular, it is required to strengthen the role of and an innovative approach to lifelong learning to address development of science, economic growth, maturity of civil society and population change and to create a new momentum for development of Korea (Young-ran Hong, et al., 2016; ILO, 2016). The 4th industrial revolution and economic growth demands adaptation to new technology and high human capacity (Electronics and Telecommunications Research Institute, 2015; Schwab, 2016).
In addition, a variety of issues, including demographic cliff, ageing society and a multicultural society are bringing new tasks of social integration, addressing the problem of hollowing-out of local districts and maintaining economic foundation as well as new possibilities of diversification of labor force and emergence of new culture and market (ILO, 2016). These changes are unavoidable and requiring a diversity of changes in social system including education. As lifelong learning is a blue ocean of education and the field for the majority of learners, it can work as the most flexible policy foundation for Korea’s revitalization (Young-ran Hong, et al., 2016).
In this light, this year’s second-year research aims to devise policy directions, tasks, specific promotion plans and a road map of policy tasks for the future 2030 reform of lifelong learning as an extension of the first-year research on the prospects and directions of reform of lifelong learning. The purpose of this 2-year research is as follows.
○ The first year research (2016) - The Prospects and Tasks for Educational Reform
(I) : Higher and Lifelong Education
- The research aimed to establish the foundation for development of policy tasks of educational reform in the fields of higher and lifelong education in the second-year research by predicting environmental changes in the future society and providing major issues in higher and lifelong education.
○ The second year research (2017) - The Prospects and Tasks for Educational Reform
(II) : Lifelong Learning
- The research aims to establish policy directions of educational reform in the field of lifelong learning in preparation against changes in the future society based on the first-year research, and to suggest policy tasks, their specific promotion plans and a road map for policy tasks.
This research includes 1) analysis on specific goals and role models for lifelong learning in 2030 by predicting Korean society and its lifelong learning in 2030, 2) analysis on major policy trends and policy outcomes of lifelong learning in each administration based on the first lifelong learning enhancing plan in 2003 and also the second and third plan,3) analysis on best cases of reform of lifelong learning in foreign countries, 4) delphi analysis on policy directions and tasks for reform of lifelong learning, 5) suggestions on policy tasks and promotion plans for reform of lifelong learning, and 6) suggestions on a road map of policy tasks.
To this end, the research has made use of a variety of methods, such as literature research, analysis on best cases, delphi analysis, conferences and colloquium of experts, and organization of expert panel working group. The major results are as follows.
▣ Basic Design of Korea’s Lifelong Learning 2030
The major features of changes in Korean society and its lifelong learning in 2030 include domination of intelligent technique with hyper intelligence, artificial intelligence supervisor and lifelong learning, emergence of new capacity and asymmetry of Korea’s talents, Nano-degree and new learners. In addition, some issues are pointed out as negatives of the 4th industrial revolution, including decrease of jobs, deepening polarization, loss of humanity and necessity of new ethics.
Many countries are planning and conducting policy and system to address social changes such as the 4th industrial revolution and ageing population, which is important because it may decide policy or public sector in the future society. The policy and the system for the 4th industrial revolution of some of the major advanced countries such as the US,Germany and Japan show some common features that they regard science technology important, develop close relationships between private sector, universities, businesses and government, create link between R & D and development of human resource, establish systematic plans and promotion system in national level and increase social awareness and consensus among businesses and citizens.
Korea should thus develop new policy on lifelong learning and development of human resource to respond to the 4th industrial revolution and relevant social issues. The policy is required to cover 3 areas, including the change of social awareness, innovation of science technology and educational innovation. In particular, it is necessary that the area of educational innovation address the issues of establishment of new capacity system, utilization of online and informal learning, supporting job base and elimination of discrimination. It is also required to organize expert committee as an operation system,run cooperation system linking private sector, universities and government, and operate an open platform for lifelong learning, labor sector, industry and the field of science.
Meanwhile, the research analyzed lifelong learning and its promotion system in accordance with the lifelong learning act, UNESCO GRALE report and the previous research on the future policy direction of lifelong learning. The first analysis framework consists of several categories, including literacy and schooling complementary education, education for employment, culture and arts education, and humanity and civic education, which are also combined with UNESCO framework in two dimensions. The research established another analysis framework utilizing policy and projects of lifelong learning which is composed of 7 categories, including lifelong learning promotion system, local lifelong learning support, support and regulation for lifelong learning institutions, higher education support, train and disposition of lifelong educator, credit and degree qualification of lifelong learning, and provision of information on lifelong learning. This framework is also combined with UNESCO framework in two dimensions. The final analysis framework which utilizes future policy directions and orientations of lifelong learning consists of 7 categories that are combined with UNESCO framework, including open lifelong learning policy, creation of lifelong learning environment connecting social welfare and education, introduction of customized lifelong learning policy by life cycle, integration and specialization of lifelong learning and vocational training for future growth engine, strengthening lifelong learning support system to develop various career paths, supporting development of vocational skills in new industrial society, and establishment and utilization of data system for future prospects of lifelong learning.
▣ Analysis on Lifelong Learning Policy and its Outcomes in Former Administrations
Lifelong learning has been recognized as one of the national policy since the establishment of the lifelong learning basic plans in national level in 2000s. The plans have been designed three times, which includes the 1st Lifelong Learning Promotion Plan from 2002 through 2006, the 2nd Lifelong Learning Promotion Plan from 2008 through 2012 and the 3rd Lifelong Learning Promotion Basic Plan from 2013 to 2017. These plans worked as the key standard to promote lifelong learning policy in national level. As those three plans were established by different administrations, the research reviewed and analyzed lifelong learning policy promoted by the Roh Moo-hyun administration, the Lee Myung-bak administration and the Park Geun-hye administration.
The 1st lifelong learning promotion plan is significant since it was the first national level lifelong learning promotion plan which was established after the concept of ‘lifelong learning’ was introduced to Korea in 1990s, which led establishment of an administrative organization in the Ministry of Education and legal basis such as the lifelong learning act.
It also caused the Korean Educational Development Institute to establish lifelong learning center in central level so as to promote major lifelong learning policy projects. Moreover, as support for lifelong learning programs for the disadvantaged was regularized, the national responsibility on lifelong learning was specified, which led foundation of the basis of promoting lifelong learning culture diffusion, such as creation of lifelong learning city project, national lifelong learning festival and lifelong learning awards. However, some of the projects promoted according to the 1st promotion plan were developed from existing lifelong learning policy to individual projects (for example, Credit Bank System, Bachelor’s Degree Examination for Self-education and Air and Correspondence High School). It was also difficult to increase awareness of lifelong learning in national level by promoting various projects, such as ‘lifelong learning festival,’ ‘creation of lifelong learning city,’ and ‘literacy education for the disadvantaged and adults.’
While the 1st lifelong learning promotion plan shows its significance as the starting point of promoting lifelong learning promotion policy in national level, the 2nd lifelong learning promotion plan played an important role of establishing national level lifelong learning promotion system and expanding a variety of new areas of lifelong learning projects. The important fact is that the plan contributed to organizing lifelong learning promotion system in the central government, provincial, municipal and district level and to strengthening function of administration and control of policy by establishing National Institute for Lifelong Education, which is exclusive for promoting national level lifelong learning. The lifelong learning promotion system in provincial and municipal level started by establishing institutes for lifelong education in Busan, Daejeon and Chungcheongbuk-do from 2011 and was completed in 2016 that all the institutes were established in 17 provinces and cities.
However, the lifelong learning policy in this period was unable to cover all the 18 specific tasks of 3 areas suggested in the plan. While the 2 lifelong learning tasks of the Lee Myung-bak administration, lifelong learning college project and lifelong learning accounts, achieved quantitative growth in budget and scale compared to other projects, the rest of the projects maintained the level of existing projects and even some of the projects were not able to start.
Currently, it is difficult to evaluate the outcomes of the current lifelong learning policy being promoted in accordance with the 3rd lifelong learning promotion basic plan due to limited source of information. The education policy of the Park Geun-hye administration is mostly negatively evaluated as it is excessively government-oriented, the central government does not communicate with relevant organizations and share any information, and its election pledge on education lacks of educational philosophy and is just a collection of former administrations (Byung-chang Sung, 2016).
▣ Analysis on Lifelong Learning Best Cases
Young-ran Hong et al. (2016) classifies 7 directions of policy reform of lifelong learning into two categories that one is the policy direction of integrating and utilizing experiences of individual members of the society in lifelong learning in the future society and the other is the policy direction of establishing lifelong learning system in the future society by integrating various fields in the society. This research analyzes best cases of those two categories respectively. First, the research analyzed several cases in accordance with the policy direction of integrating and utilizing experiences of individual members of the society in lifelong learning in the future society, including a degree course of Massive Open Online Course of the US as a case for ‘open lifelong learning policy (which expands the limit of acquiring credits and degrees of a learner and increases access to various learning programs and resources)’, Plus 50 Initiative of the US as a case for ‘introduction of lifelong learning policy by life cycle (which provides a learner with lifelong learning opportunities considering his or her life cycle)’ and Startup Sauna of Finland as a case for ‘strengthening lifelong learning support system to develop various career paths (which supports citizens to develop creative career paths appropriate in the era of the 4th industrial revolution).’ Second, the research analyzed several cases suggested some implications in accordance with the policy direction of establishing lifelong learning system in the future society by integrating various fields in the society, including National Disability Strategy 2010-2020 of Australia as a case for ‘creation of lifelong learning environment connecting social welfare and education (which connects lifelong learning system to social welfare to expand lifelong learning for the disadvantaged)’, Skills Toward Employment and Productivity (STEP) of the World Bank as a case for ‘integration and specialization of lifelong learning and vocational training (which seeks to integrate and specialize lifelong learning and vocational training system to develop future growth engine)’, Human Resource Development Initiative of Japan as a case for ‘supporting development of vocational skills in new industrial society (which aims to support development of career capacity through connecting educational system to industry to adapt to rapid change in industry)’, and National Educational Panel Study (NEPS) of Germany as a case for ‘establishment and utilization of data system for future prospects of lifelong learning (which develops and utilizes a system to collect, analyze and share the specialized data in a variety of the fields relevant to lifelong learning in the society).’
▣ Delphi Analysis on Policy Direction and Task of Lifelong Learning Reform
1) Delphi Analysis and its Method
The research conducted delphi analysis twice on direction and task of lifelong learning reform. Those two analyses are slightly different. While the first one mostly consists of subjective items, the second one is mostly composed of objective items. The first delphi survey containing 17 items in 4 areas, there are more than 17 items to answer as one item contains multiple subordinate items. First, the area of ‘lifelong learning 2030 orientation’ contains 1 subjective item (1-1) on the direction that Korea’s lifelong learning should pursue. Second, total of 7 items (2-1~7) are about the area of ‘the validity of future policy direction and policy tasks of lifelong learning.’ Those 7 items refer to 7 specific policy directions of lifelong learning suggested in the first year research. Those respective items include 3 detailed questions of validity as policy direction, supplementary opinion and suggestions of relevant tasks.
The question item on the validity as policy direction is an objective item of Likert-type 1 to 5 scale and the other two items are subjective ones. The third area, ‘reform tasks of lifelong learning in each area,’ consists of items of suggestions on policy tasks in 4 areas (3-1~4) altered in this research based on 6 areas specified in the Lifelong Learning Act. Those 4 areas include literacy and schooling complementary education, education for employment, culture and arts education, and humanity and civic education, which contain 3 subordinate items of policy and governance, finance and quality assurance. The fourth area, the item of ‘personal information,’ includes 5 objective items (4-1~5) that ask organization, age, gender, level of education and the period working in institutes of lifelong learning.
The second delphi research tools are developed reflecting the results of collecting opinions from relevant experts through the first delphi analysis and the evaluations by the research team. The second delphi survey includes total of 169 items consisting of 147 objective items, 17 subjective items and 5 items of personal information that ask importance and priority of each policy task. The subjective items ask for additional policy tasks or opinions by specific areas and some items requesting necessary policy tasks for connecting lifelong learning to higher education are supplemented.
As delphi analysis uses both objective and subjective items, analysis method also includes both qualitative and quantitative analysis. As for subjective items, the content analysis method is used to categorize and interpret the answers through analysis framework and discussions in research team. The answers to the objective items are basically the result of frequency, average and standard deviation, and Coefficient of Variance and Content Validity Ratio are utilized to analyze delphi quantitative data. Three analysis results are synthesized to analyze the importance and the priority shown in the objective items of the second delphi analysis. That is, various analysis methods such as T-test, Borich Needs Assessment and Locus for Focus are used, and it led to concluding top priority and second priority policy tasks.
2) Analysis on Delphi Result
Through the first delphi analysis, a wide range of opinions on policy are collected and analyzed in the areas of lifelong learning 2030 orientation, future policy direction of lifelong learning and the areas of lifelong learning. The first delphi analysis is meaningful itself as well as used as a basis of developing items for the second delphi analysis. This research thus collected analysis results from 3 areas in the analysis framework and simplified them into question items. Similar or overlapping opinions are modified and the opinions of incorrect information or abstract direction are modified or deleted. The second delphi analysis also accepted the suggestions of research team to refine items by modifying expressions or categories from the first delphi analysis.
Through the second delphi analysis, policy tasks of a variety of areas are suggested, including tasks by the areas of lifelong learning (literacy and schooling complementary education, education of employment, culture and arts education, and humanity and civic education), by policy and projects (lifelong learning promotion system, supporting local lifelong learning, supporting and managing institutions for lifelong learning and higher education, train and disposition of lifelong educator, credit and degree qualification of lifelong learning), and lifelong learning 2030 orientation (open lifelong learning policy, creation of lifelong learning environment connecting social welfare and education, introduction of customized lifelong learning policy by life cycle, integration and specialization of lifelong learning and vocational training for future growth engine, strengthening lifelong learning support system to develop various career paths, supporting development of vocational skills in new industrial society, and establishment and utilization of data system for future prospects of lifelong learning). The answers to the subjective question items on necessary policy tasks for connecting higher education to lifelong learning in the era of 2030 include a diverse range of opinions, such as establishment of lifelong learning cooperation system connecting local governments and universities, role shift of lifelong learning centers in universities, credit exchange of learning by experience, utilizing higher education institutions as local lifelong learning institutions, and career management in relation to job opportunity.
The second delphi quantitative analysis has drawn total of 48 policy tasks, including 20 top priority tasks and 28 second priority tasks.
As for policy tasks of lifelong learning by areas, 5 policy tasks are selected, including necessity of cooperation system for the Ministry of Foreign Affairs, Education, Employment and Labor, and Reunification, expansion of digital literacy education, legalization of lifelong learning function of theater and art museum, enhancement of related education of humanity and science, and enhancement of world civic education.
The three tasks from lifelong learning policy tasks by policy and projects are selected as the top priority tasks, including maintenance of consistency in basic plan of the Ministry of Education, promotion plan of provincial and municipal authorities, and projects of cities and districts, establishment and operation of lifelong learning facilities for convergence education and imposition of obligation of reeducation of lifelong learning educator and the person in charge.
Finally, 12 policy tasks are selected as the top priority tasks from lifelong learning 2030 orientation policy tasks, which include actual operation of education support system throughout one’s entire life cycle (lifelong learning accounts), establishment of cooperation system connecting lifelong learning to vocational training in local community, paradigm shift from level of education to career, support of lifelong learning design through consultation by lifelong learning educator, establishment of plans for prediction of and fostering new jobs, development of lifelong learning system connected to customized career management, expansion of learning leave system, expansion of work-learning system, necessity of capacity development for new industry, development of support plans for enhancement of job capacity in new industry, establishment of statistics system for lifelong learning in local and regional level, and development of key data indexes for research on future prospects of lifelong learning. The result shows that 60% of the top priority tasks are of lifelong learning 2030 orientation, which means experts have suggested unanimous opinions on the lifelong learning policy orientation.
▣ Lifelong Learning Reform Policy Tasks and Road Map
1) Policy Tasks and Promotion Plans
As the first stage of policy task development, the research selected tasks for developing details of policy tasks. First, the 20 top priority tasks selected from delphi analysis are selected as the target for development. Then, the research selected some second priority tasks when there is no top priority task in the area. Total of 15 second priority tasks are selected as the target for development, including 4 of education of employment, 2 of supporting local lifelong learning, 3 of credit and degree qualification, 2 of open lifelong learning policy and 4 of creation of lifelong learning environment connecting social welfare and education. Another task is added to the target task considering the importance of lifelong learning policy task of the current administration, which is operation of Nano-Degree that is included in open lifelong learning policy.
The research classified total of 36 policy tasks into lifelong learning policy tasks by areas, lifelong learning policy tasks by policy and projects, and lifelong learning 2030 orientation, and developed details of policy tasks through collaboration with the expert working group. In the development framework of policy tasks, specific details, such as the title, background, the purpose of promotion, promotion contents, promotion system, expectations and promotion period are suggested to enhance concreteness, availability and possibility of realization of policy promotion. As for promotion period of a policy task, the research allowed overlapping mark in short-term, mid-term and long-term tasks, so that they are utilized in developing policy promotion road map.
2) Policy Road Map
The research devised a road map reflecting short-term, mid-term and long-term policy promotion period by collaborating with the expert working group.
Above all, as for lifelong learning policy tasks by areas (A), 3 tasks are suggested as short-term tasks from 9 tasks, including necessity of cooperation system for the Ministry of Foreign Affairs, Education, Employment and Labor, and Reunification, introduction of lifelong learning corporation system to vocational education, and enhancement of related education of humanity and science. 2 tasks are suggested as mid-term tasks, including expansion of digital literacy education, legalization of lifelong learning function of theater and art museum. The enhancement of world civic education is suggested as long-term task. As for mid- and long-term tasks, two tasks of supporting enhancement of career capacity adaptable in the era of the 4th industrial revolution, and taxation on businesses as a concept of ‘social education tax.’ There is only one short-, mid- and long-term task, which is enhancement of connection between local universities and business training (applying unemployment insurance refund university) that requires immediate commencement and continuous promotion. On the other hand, world civic education is not urgent though, it is required to be promoted in long-term period.
As for lifelong learning policy tasks by policy and projects (B), only one of 9 policy tasks, maintenance of consistency in basic plan of the Ministry of Education, promotion plan of provincial and municipal authorities, and projects of cities and districts, is suggested as a short-term task. 2 tasks are suggested as mid-term tasks, including establishment and operation of lifelong learning facilities for convergence education, and establishment of studying-career management system through operation of lifelong learning account system. Establishment of lifelong learning qualification system with credit, academic ability and qualification is suggested as a long-term task. Utilization of local lifelong learning by village library is suggested as a short- and mid-term task. 2 tasks are suggested as mid- and long-term tasks, including imposition of obligation of reeducation of lifelong learning educator and the person in charge, and acknowledgement of learning by experience and related qualification system. 2 tasks are suggested as short-, mid- and long-term tasks, including operation of Nano-Degree, and settlement of learning support system to build lifelong learning society in small local level which require immediate commencement and continuous promotion. While there 4 tasks require immediate attention among lifelong learning policy tasks by policy and projects, the rest need mid- and long-term approach.
As for lifelong learning 2030 orientation policy tasks (C), 4 of the 18 tasks are suggested as short-term tasks, including introduction of assessment and assurance system for online education participation, expansion of opportunity for higher education for disadvantaged learners, supporting connected programs between rehabilitation-lifelong learning, and development of key data indexes for research on future prospects of lifelong learning. 2 tasks are suggested as mid-term tasks, including introduction of global competency passport in accordance with movement of human resource, and actual operation of education support system throughout one’s entire life cycle (lifelong learning accounts). 2 tasks are suggested as long-term tasks, including creation of funding for learning leave in small businesses and establishment of cooperation system connecting lifelong learning to vocational training in local community. Only one task of paradigm shift from level of education to career is suggested as short-, mid- and long-term task. 4 tasks are suggested as short- and mid-term tasks, including expansion of lifelong learning projects for the disadvantaged (with voucher system), expansion of learning leave system, expansion of work-learning system, and establishment of statistics system for lifelong learning in local and regional level. 5 tasks are suggested as mid- and long-term tasks, including support of lifelong learning design through consultation by lifelong learning educator, establishment of plans for prediction of and fostering new jobs, development of lifelong learning system connected to customized career management, necessity of capacity development for new industry, and development of support plans for enhancement of job capacity in new industry. In conclusion, while there are 8 short-term tasks requiring immediate approach, 10 tasks should be promoted in mid- and long-term period.
