이 연구는 교수자와 학습자의 인식과 행동 자료를 활용하여 우리나라 대학교육의 현황과 특징을 파악하고 이를 토대로 대학의 교수・학습 질 개선 전략을 제시하는 데 연구목적을 두고 있다.
또한 대학의 교수・학습 현황과 이슈를 다룸에 있어 4년제 대학과 함께 전문대학에 관한 연구도 함께 수행함으로써 우리나라 고등교육 체제 전반의 교수・학습 문제를 조망하고자 하였다.
5개년에 걸쳐 수행된 이 연구는 이러한 연구목적을 달성하기 위해 연차적으로 연구 대상을 확대해 나가는 접근방식을 취하였다. 1차년도 연구에서는 4년제 대학생만
이 연구는 교수자와 학습자의 인식과 행동 자료를 활용하여 우리나라 대학교육의 현황과 특징을 파악하고 이를 토대로 대학의 교수・학습 질 개선 전략을 제시하는 데 연구목적을 두고 있다.
또한 대학의 교수・학습 현황과 이슈를 다룸에 있어 4년제 대학과 함께 전문대학에 관한 연구도 함께 수행함으로써 우리나라 고등교육 체제 전반의 교수・학습 문제를 조망하고자 하였다.
5개년에 걸쳐 수행된 이 연구는 이러한 연구목적을 달성하기 위해 연차적으로 연구 대상을 확대해 나가는 접근방식을 취하였다. 1차년도 연구에서는 4년제 대학생만을 대상으로 조사・분석을 실시하였으나 매해 연구 대상을 4년제 대학교수, 전문대 학생, 전문대 교수까지 확대하였다. 2017년에 수행된 5차년도 연구에서는 최초로 4년제 대학의 학생과 교수 그리고 전문대학의 학생과 교수에 관한 본조사를 실시하여 4년제 대학 68개교의 재학생 36,000여명과 64개 대학에 재직하고 있는 2,041명의 대학교수 그리고 28개 전문대학의 12,000여명의 학생과 607여명의 교수로부터 대학의 교수・학습에 관한 광범위한 정보를 수집하였다. 올 해 연구에서는 2017년에 수집된 자료와 지난 4년 동안 축적된 자료를 이용하여 우리나라 대학의 교수・학습현황을 총괄적으로 개관하였다. 이는 약 200,000명에 달하는 4년제 대학생과 6,000여명 이상의 4년제 대학교수, 그리고 25,000명이 넘는 전문대학생의 교수・학습 인식과 행동에 관한 방대한 자료의 분석을 의미한다. 주요 연구 결과와 정책 제언은 다음과 같다.
이론적 배경
본 연구의 이론적 배경을 제시한 Ⅱ장에서는 크게 두 개 주제를 다루었다. 첫 번째 주제는 교수・학습과정에 관한 국내외 선행연구 개관이다. Ⅱ장의 선행연구 분석에서는 대학의 교수・학습과정을 진단하는 조사도구 개발과 데이터 수집・분석을 중심으로 하는 이 연구가 국내 대학교육 연구의 흐름 속에서 어떤 과정을 거쳐 현재에 이르렀는지 제시하고자 하였다. 본 연구는 2000년대 이후 한국교육개발원에서 수행된, 일군의 대학교육 연구의 발전 궤적 속에서 계획되고 수행되었기에 이에 관한 내용을 정리하였다. 그리고 올해 연구가 어떤 맥락 속에서 추진되었는지 이전년도 연구와 어떤 차이점을 갖고 있는지 제시하기 위해 지난 4년 동안 수행된 이 연구의 주요 내용을 개관하였다. Ⅱ장의 선행연구 분석에서는 교수・학습과정을 주제로 다룬 국내외 실증연구도 검토하였다. 이는 이후에 이어지는 3장부터 6장까지 각 장에 제시된 분석방향이 어떠한 이론적 배경에서 설정되었는지 제시하기 위함이다.
Ⅱ장에서 다루어진 두 번째 문헌분석 주제는 대학기관연구(Institutional Research)의 발전과 주요 이슈이다. 교수・학습과정에 관한 조사・분석과 더불어 이 연구의 또 다른 목적은 국가와 단위 대학 차원에서 교수・학습 역량진단을 활성화하는 것이고 특히 대학이 자체적으로 교수・학습 역량진단과 환류를 체계적으로 수행할 수 있도록 지원하는 것이다. 이미 해외에서는 오래전부터 대학 내 대학기관연구를 수행하는 기구가 설치되어 교수・학습 역량진단 전담조직 역할을 수행하고 있다. 국내에서도 일부 대학들이 대학기관연구에 관심을 갖고 있으나 이에 대한 정보가 부족하고 기존의 교수・학습 관련 조직과의 역할 분담 및 연계 문제에 관해 이슈가 발생하고 있다. 이에 교수・학습 역량진단 전문기구로서 대학기관연구(Institutional Research)에 대한 이해를 제고하고자 해외 대학기관연구의 개념, 대학기관연구 발전의 역사적, 이론적 배경, 미국 대학의 대학기관연구 사례, 대학기관연구와 관련한 주요 쟁점을 논의하였다.
4년제 대학생 교수·학습과정 분석 결과
▣ 교수·학습과정 현황 분석
2013년부터 2017년까지 수집된 학생 설문조사 결과를 활용하여 교수・학습 역량진단 기준 항목 및 주요 교수・학습과정 항목의 구성 문항별로 빈도분석과 집단 간 차이분석을 실시하고 이를 종합적으로 제시하였다. 이를 토대로 우리나라 4년제 대학생의 교수・학습 경험에서 나타나는 특성과 개선점을 파악할 수 있었다. 주요 분석결과는 다음과 같다. 첫째, 고차적 사고력 증진 활동, 도전적 학습 활동, 스터디 활동 등 성과와 직결된 학습 경험에의 노출이 부족한 것으로 나타났으며 교수-학생 상호작용이 활발하지 않다는 학생 인식도 크게 개선되지 않았다.
둘째, 4년제 대학생의 수업 만족도는 꾸준히 향상되고 있었다. 특히 교양 수업 만족도의 향상이 주목할 만하였다. 세부적으로 살펴보면 대학교수의 수업목표 설계, 내용전달, 자료활용, 평가절차 등에 관한 만족도는 높은 편이나 학습에 대한 피드백, 지적 호기심 자극은 개선의 여지가 있었다. 셋째, 대학교육을 통한 핵심역량 향상 정도에 대한 학생 인식이 ‘전공 또는 수업 관련지식과 능력’ 등 일부 요인을 제외하고 부정적인 응답이 우세하였다. 분석적·비판적 사고력,의사소통능력, 인문학적 소양의 경우 응답자 10명 중 절반 정도가 부정적으로 반응하였다. 또한 4차 산업혁명 시대에 주목을 받고 있는 핵심역량인 창의적 사고, 정보 능력 역시 긍정적인 응답자 비율이 40%에도 미치지 못한다는 결과가 도출되어 교과 또는 비교과 프로그램 보완을 통해 지속적인 개선 노력이 필요함을 시사하고 있었다. 넷째, 학생지원 서비스 만족도가 점차 개선되고는 있으나 전반적으로 학생지원 서비스 이용율이 저조한 현상은 수년째 해결되지 않고 있었다. 다섯째, 다양한 배경을 지닌 동료와의 상호작용, 글로벌 학습, 스터디 활동, 봉사활동 등 비교과 학습 활동에 대한 참여도가 저조한 것으로 나타났다. 예컨대 ‘수업 관련 교재, 부교재로 읽은 도서 수’, ‘수업과 상관없이 읽은 도서 수’, ‘15쪽 이상 작성한 논문 또는 보고서 수’문항의 경우 ‘전혀 경험 없다’는 응답자 수가 해마다 증가하고 있었다. 이는 수업 관련 학습활동 이외에 다양한 인지적, 정의적 학습 활동을 학생들이 경험할 수 있도록 비교과 학습 프로그램이 강화될 필요가 있음을 시사한다. 여섯째, 4년제 대학의 경우 소재지, 설립, 규모 등 대학구조적 특성에 따라 교수・학습과정 및 성과에 관한 학생 경험과 인식에 차이가 있었다. 또한 학생 개인 배경적 특성 변인은 교수・학습과정 및 성과 차이와 관련성이 가지고 있었는데 전공계열,부모학력, 학년, 대학 및 학과 선호도에 따라 차이가 있다는 점은 비교적 뚜렷하게 나타났다.
▣ 교수·학습과정 및 성과 영향요인 분석
4년제 대학생 교수・학습과정 및 성과 영향요인 분석의 목적은 1) 교수・학습성과의 향상에 도움을 주는 바람직한 교육적 경험을 규명하는 것과 2) 대학 내부의 조직적 맥락과 특성, 특히 대학교수의 인식과 행동을 통해 포착되는 대학 풍토에 주목하여 교수・학습과정 및 성과의 대학간 차이를 설명하는 대학 특성 요인을 규명하는 것이다. 분석 결과, 고차적 사고력 증진 활동,교수와의 상호작용, 적극적 수업 참여, 도전적 학습 활동 등 전통적인 교수・학습과정 요인이 교수・학습성과에 미치는 긍정적 영향이 확인되었으며 다양성 경험과 동료와의 상호작용 또한 교수・학습성과와 정적인 상관성을 가지고 있었다. 대학 특성 중에서는 교수의 직업만족도가 다양한 개인 및 대학 특성 변수의 영향력을 통제한 후에도 전공지식습득, 비판적・분석적 사고력과 정적인 상관성을 갖고 있었다. 또한 대학교수 시각에서 바라본 교육과정 개선 노력도 대학몰입에 긍정적인 영향을 미친다는 결과가 도출되었다.
4년제 대학교수 교수·학습과정 분석 결과
▣ 교육-연구 활동 현황 및 교수·학습과정에 대한 학생-교수 인식 차이 분석
첫째, 교수 설문조사 결과는 대학 내에서 교육성과에 대한 인정보다는 연구성과에 대한 인정이 여전히 높다는 사실을 보여 주었다. 둘째, 학과 차원의 교육목표 수립 및 교육과정의 적합성에 대해서 교수들은 긍정적으로 반응하였으나 교육과정 개선을 위한 동료 교수의 참여 수준에 대해서는 다소 부정적 의견을 제시하였다. 셋째, 교수의 시간 활용은 학부수업>연구활동>학부수업 준비 순서로 나타났으며 학생 상담, 수업 개선 활동, 학업에 대한 피드백에 할애하는 시간은 매우 적었다. 넷째, 전공 및 교양 수업에서 교수는 공정한 평가관리와 채점>지식, 경험과 연관지어 설명>명확한 수업목표와 기대수준 제시 등의 순서로 높은 실행정도를 보고한 반면 충실한 피드백 제공, 학습내용의 적용 기회 제공 등은 상대적으로 교수의 실행 정도가 낮은 것으로 나타났다. 그리고 교수방법과 평가방법의 활용이 점차 다양화되고 있지만 여전히 개선의 여지가 있었다. 다섯째, 교수와 학생 간 인식 차이 분석에서는 교수-학생 상호작용에 대한 교수와 학생 간 인식 간극이 재확인되었다. 또한 능동적・협력적 학습과 관련해서도 교수가 생각하는 중요도와 학생의 실제 경험 간에 상당한 차이가 존재함이 확인되었다. 한편 전공 및 교양수업 만족도 구성 항목별 교수의 실행 정도와 이에 대한 학생의 만족도 간에 상당한 차이가 존재하는 가운데 교수 실행과 학생 만족도 간의 간극이 점차 줄어들고 있는 양상이 나타났다.
마지막으로 교수의 전공에 따라 교수・학습과정에 관한 인식 및 실행에 뚜렷한 차이가 관찰되었으며 교수 활동 현황 및 교수・학습과정에 대한 인식은 성별, 교육경험, 정년트랙 여부, 교육 및 연구 활동 비중 등 개인 배경적 특성에 따라 차이가 있었다.
▣ 교수의 연구생산성 중심으로 교육활동 영향요인 탐색
4년제 대학에서 이론적으로는 교육과 연구의 조화로운 발전을 지향하지만 실제로는 교육과 연구가 자원의 배분과 정책적 우선순위에 관한 논의에서 서로 상충된 이해관계에 놓일 때도 있다. 이러한 교육 현장에서의 문제에 주목하여 교수의 연구생산성 중심으로 교육활동 영향요인을 탐색하였다. 분석 결과, 교수의 교육활동에서 대학 간 차이 비중은 매우 적었고 교수의 연구생산성은 교수의 교육활동에 부정적 영향을 미친다는 결과가 도출되었다. 세부적으로 살펴보면 교수의 직위가 낮을수록 더 높은 수준의 학습관리가 이루어지는 수업을 진행하였으며,연구와 교육 간에 유기적인 관계가 있다고 인식할수록, 학생들과의 잦은 상호작용을 하는 교수일수록 교육활동에 적극적으로 임하고 있었다. 소속 대학에 대한 인식에 관련된 변인 중 ‘소속대학의 교육 지원에 대한 인식’이 교육활동에 부적인 영향을 미치는 반면 ‘소속 학과 부합도’와‘소속 학생에 대한 인식’은 정적인 영향을 미치는 것으로 나타났다. 마지막으로 교수의 연구생산성이 교육활동에 미치는 영향을 분석한 결과, 최근 2년간의 ‘국제 학술지 논문 게재 건수’는 교육활동에 부적인 영향력을 가지는 반면 ‘국내 학술지 논문 게재 건수’는 정적인 영향력을 가지는 것으로 나타났다. 실제 교수들이 국제 학술지에 게재하기 위해서는 상당한 시간과 노력이 수반되어야 함을 고려할 때 연구 생산성이 교육활동에 도움을 주는 경향성이 있다고 할지라도 한정된 시간 자원을 활용함에 있어 교수가 연구와 교육에 각각 할애하는 시간을 조절할 수밖에 없음을 시사하고 있다. 이러한 분석결과는 국제 학술지 게재를 강조하는 최근 교수 평가제도를 일률적으로 적용하는 것이 타당한지를 시사하고 있다.
전문대학생 교수·학습과정 분석결과
▣ 교수·학습과정 현황 분석
전문대학생 조사의 경우 작년에 이어 올해 두 번째 본조사가 실시되었다. 이에 2개년도 조사결과를 토대로 교수・학습 역량진단 기준 항목 및 주요 교수・학습과정 항목의 구성 문항별로 빈도분석과 집단 간 차이분석을 실시하고 이를 종합적으로 제시하였다. 주요 결과는 다음과 같다. 첫째, 협력학습과 고차적 사고력 증진을 위한 학습 경험, 스터디 활동 경험 빈도가 높지 않았으며 4년제 대학생과 마찬가지로 전문대학생 역시 교수와의 상호작용 빈도가 매우 낮은 것으로 나타났다. 또한 전문대학생들은 학습능력 향상에 도움을 주는, 강도 높은 학습활동의 참여가 활발하지 않았다. 책읽기, 글쓰기, 스터디 활동 등 수업에서 요구되는 유형이 아닌 학습에의 참여도가 매우 낮았다. 둘째, 대학교육을 통한 핵심능력 향상 정도는 전반적으로 높지 않은 편이었다. 상대적으로 긍정적 응답이 우세하였던 문제해결능력, 전공분야 지식습득, 자기관리능력의 경우에도 중립적 수준의 응답결과가 나왔고, 분석적비판적 사고력, 의사소통능력,인문학적 소양, 글쓰기, 기초 통계활용 능력은 대학교육을 통해 향상된 정도가 다소 낮은 수준인 것으로 조사되었다. 셋째, 전문대학생은 대체로 전공 및 실습 수업에 만족하고 있었다. 만족도 평가 문항별로 10명 중 8명 내지 9명이 만족 또는 매우 만족하다고 응답하였다. 넷째, 전문대학생들은 교수의 현장중심수업에 대해서는 긍정적으로 인식하고 있었으며 전공 적합성에 대한 긍정적 인식은 교수의 현장적합성과 더불어 전문대학의 특장점으로 손꼽을 수 있었다. 다섯째, 학생지원 서비스에 대한 학생 만족도는 높은 편이나 서비스 무이용자가 거의 모든 항목에 걸쳐 40%~50% 수준이어서 대학 당국의 주의가 필요함을 시사하고 있다. 여섯째, 기초학습능력에 대한 학생 자기평가는 높은 편이었으나 기초학습능력 향상을 위한 노력과 대학의 지원은 부족한 것으로 나타났다. 일곱째, 교수⋅학습과정 및 성과에 있어서 집단 간 차이에 대한 분석에서는 소재지와 규모 등 대학 구조적 특성에 따른 교수・학습과정 및 성과에 관련 학생 경험과 인식의 차이는 복합적으로 나타났다. 여덟째, 부모 학력, 가장 역할 수행 여부, 재학기간, 전공 등은 학생의 교수・학습 경험과 인식에 차이를 설명하고 있었다.
▣ 교수·학습과정 및 성과 영향요인 분석
2017년에 수집된 전문대학생 교수・학습과정 데이터와 교수 설문조사 결과를 활용하여 교수・학습과정 및 성과에 대한 영향요인 분석을 실시하였다. 이러한 분석에 있어서 전공 지식 및 기술 습득, 직업윤리, 대학몰입 등 인지적, 정의적 영역의 교수・학습성과를 나타내는 6개 종속변수에 영향을 미치는 개인 특성 요인을 찾는 한편 정부 재정지원사업 참여 여부, 대학의 교육개선을 위한 노력에 대한 교수 인식, 학생에 대한 교수 인식, 교수 개인의 조직 몰입 등 대학풍토를 포착할 수 있는 다양한 변수를 사용하여 교수・학습과정 및 성과와 관련된 대학 특성 요인의 탐색을 시도하였다. 분석 결과는 다음과 같다. 첫째, 고차적 사고력 증진 활동, 교수와의 상호작용 등 전통적인 교수・학습과정 요인은 전문대학 맥락에서도 교수・학습성과에 긍정적 작용을하는 것으로 나타났다. 교수의 현장중심교육 역시 교수・학습성과에 긍정적으로 작용하였다.
둘째, 교수・학습과정 및 성과에서 대학 간 차이는 미미한 수준이었다. 개인 수준 효과와 대학수준 효과를 분리하여 분석한 다층모형 분석에서 교수・학습성과의 대학 간 차이는 2% 또는 2% 미만으로 대부분의 성과가 대학 내 학생간의 차이에 의해 설명되는 것으로 나타났다. 셋째,모형에 투입된 대학 특성 변수는 교수・학습성과의 대학 간 차이를 설명하지 못하였다. 대학의 교육개선을 위한 노력에 대한 교수 인식, 학생에 대한 교수 인식, 교수 개인의 조직 몰입 등 대학풍토 변수는 교수・학습성과 차이를 설명하지 못했고 정부 재정지원사업 참여 역시 교수・학습성과와 상관성이 없다는 결과가 도출되었다.
전문대 교수·학습과정 분석 결과
▣ 교육-연구 활동 현황 및 교수·학습과정에 대한 학생-교수 인식 차이 분석
올해 처음으로 본조사가 진행된 전문대 교수 설문조사에 27개 대학에 재직 중인 607명의 교수가 참여하였다. 주요 연구결과는 다음과 같다. 첫째, 전문대 교수들은 소속 대학의 교수활동 지원, 학생의 취업진로 지원, 교육방법 개선을 위한 지원에 대해 대체로 긍정적으로 평가한 반면 교수성과에 대한 인센티브 제공은 미약하다고 인식하고 있었다. 둘째, 학과 차원의 교육목표 수립 및 교육과정의 적합성, 교육과정 개선에 동료 교수의 참여도, 소속 학과와 본인의 부합정도에 대해서 전문대 교수는 매우 긍정적인 반응을 보였다. 셋째, 전문대 교수는 학과수업>학과수업 준비>학내 행정 활동의 순서로 시간을 투입하고 있어 직간접적인 교육 활동에 투입하는 시간이 많은 것으로 조사되었다. 평가방법 중에서 서술형 시험의 활용이 압도적으로 높았으며 전문대학 교육 현장에서 시도되고 있는 것으로 알려진 대안적 평가방법의 활용은 저조하였다.
또한 교수방법 사용에 있어서 이론강의, 실습의 비중이 압도적으로 높게 나타나 교수방법과 평가방법의 활용을 다양화하려는 노력이 필요함을 시사하고 있었다. 넷째, 교수・학습과정에 대한 교수-학생 인식 및 경험 차이에 관한 분석에서는 능동적・협력적 학습, 도전적 학습 활동에 서 교수가 생각하는 중요도와 학생의 실제 경험 간에 상당한 차이가 존재하고 있었고 교수-학생상호작용에 대한 교수와 학생 간 인식 간극이 확인되었다. 또한 학습성과에 대한 교수와 학생간 인식 간극도 상당히 컸다. 반면 전공 및 실습 수업 만족도 구성 문항별 교수의 실행 정도와 이에 대한 학생의 만족도 간의 차이는 크지 않았다. 다섯째, 배경 특성에 따른 교수 인식 및 활동 차이와 관련해서는 소속 대학의 구조적 특성에 따른 교수의 교수・학습과정에 대한 인식 및 활동 차이는 뚜렷하지 않았다. 성별, 전공계열, 직위 등 개인 특성에 따른 교수의 교수・학습과정에 대한 인식 및 활동 차이 역시 뚜렷한 경향성을 드러내지 않았다. 다만 다소 제한적이지만 현재 대학에서의 교육경험이 짧을수록 교수-학생 상호작용, 사고력 증진 활동, 전공 수업 설계 및 운영 등 교수・학습과정에서 더 적극적으로 활동하고 핵심역량의 중요성에 대해 더 긍정적으로 반응하는 경향성이 관찰되었다.
▣ 교수의 조직몰입에 영향을 미치는 개인 및 대학 특성 탐색
교사의 조직몰입은 학생의 교수・학습과정과 성과에 긍정적인 영향을 미치는 것으로 알려져 있다. 전문대 교수들의 이직률이 높은 현실을 고려할 때 전문대 교수의 조직몰입 영향요인 탐색은 전문대학이 우수한 인재들을 확보, 보유하고 이들이 교육과 연구에 헌신할 수 있는 방안을 마련하는 데 시사점을 제시할 수 있다. 교수의 조직몰입에 영향을 미치는 개인 및 대학 특성분석 결과는 다음과 같다. 첫째, 교수 대학몰입의 전체 분산 중에서 대학 간 분산이 10.3%를 차지하고 있어 조직몰입의 경우 대학 간 차이가 있는 것으로 나타났다. 개인 특성 요인 중에는 더 높은 연령, 학생과의 상호작용, 소속 대학 및 학과의 교육력 제고 노력에 대한 긍정적 인식이 교수의 조직몰입에 긍정적인 영향을 미쳤다. 또한 학생과의 상호작용, 소속 대학과 학과에 대한 인식, 학생의 학업 수준과 준비도에 대한 평가 등이 교수의 조직몰입과 정적인 상관성을 갖고 있었다. 대학 특성 변수 중에서는 규모와 조직몰입 간의 정적인 상관성이 확인되었다. 재정의 안정성, 구조적인 행정체제, 인센티브를 포함한 성과보상체계 등 구조적인 측면과 학과 및 학생구성의 다양성, 학제 간 교류를 통한 연구주제의 확대 등 대규모 대학이 가질 수 있는 장점들과 조직몰입 간의 관계를 추가적으로 규명할 필요가 있다.
대학 교수·학습 역량진단 체제 구축과 활용
대학의 교수・학습 역량진단 체제 구축과 활용은 교수・학습과정 조사・분석을 통한 우리나라 대학의 교수・학습 문제 진단 및 개선 방안 제시와 더불어 이 연구의 중요한 한 축을 형성하고있다. 그런데 지난 4년 동안 대학 관계자들과 협업하는 과정에서 아직까지 우리나라 대학에서는 실증적 접근법을 활용한 교수・학습 역량진단에 대한 이해와 전략 설정이 미흡하다는 현실 인식을 하게 되었다. 이에 단위 대학의 교수・학습 역량진단 체제 구축에 도움이 될 만한 정보를 제시하였다. 먼저 교수・학습 역량진단 체제 구축의 필요성이 제기된 배경을 논의하였다. 다음으로 인프라, 실행, 분석・활용, 환류 등 교수・학습 역량진단 체제의 네 가지 구성요소별로 개념을 설명하고 이들 4가지 구성요소를 중심으로 대학의 교수・학습 역량진단 체제가 구축되고 발전하는 과정을 1단계부터 4단계까지 단계별로 제시함으로써 개별 대학이 각 대학의 여건과 특성을 고려하여 위치를 점검하고 발전 방향을 전략적으로 포지셔닝 할 수 있도록 제언하였다. 다음으로 본 연구의 주요 참여대학 관계자들과의 면담조사를 실시하여 대학 차원에서 교수・학습 역량진단 체제 구축을 위한 노력이 어떻게 진행되고 있는지에 관한 대학 현장의 목소리를 담아내었다. 면담조사를 통해 참여대학의 조사 참여배경, 조사참여자 확대 방안, 조사 담당 부서, 조사계획, 실행, 분석방법, 분석 결과의 활용 및 환류 등에 관해 구체적 사례를 수집하였다. 그리고 이를 토대로 단위 대학 차원에서 ‘대학의 교수・학습 역량진단 체제’ 구축 시 고려해야 할 사항과 정부 차원에서 각 대학이 ‘교수・학습 역량진단 체제’를 안정적으로 구축하고 운영하기 위해 필요한 제도적 지원 방안을 제안하였다.
대학의 교수·학습 질 제고를 위한 정책제언
Ⅷ장에서는 대학의 교수・학습 질 제고를 관한 정책제언을 제시하였다. 정책제언은 연구가 두 개 축으로 구성되어 있다는 점을 반영하여 교수・학습의 실제 개선에 관한 정책제언과 교수・학습 역량진단 및 환류 체제 구축에 관한 정책제언으로 구분하여 제시하였다.
▣ 교수·학습 실제의 개선을 위한 정책제언
먼저 단위 대학을 위한 정책제언은 1) 핵심역량 강화를 위한 특화된 교육 프로그램개발, 2)능동적, 협력적, 도전적 학습 활동 장려 및 다양한 비교과 학습 기회 제공, 3) 교수-학생 상호작용의 실효성 개선을 위한 프로그램 마련 및 제도 개선 필요, 4) 학생지원 서비스 활용도 및 실효성 제고 방안 모색, 5) 학생 특성과 필요에 맞는 맞춤형 교수・학습 지원체제 구축,6) 교수의 교육활동 지원방안 정교화, 7) 교수・학습개발센터의 역할 전환, 8) 직업기초능력과 연계한, 전문대학생 교수・학습성과 향상을 위한 전략 마련 및 지원 체제 구축 등이다.
다음으로 정부 및 고등교육 체제 차원의 제언은 9) 고용안정성을 기반으로 한 교수 역할분화에 대한 연구 및 논의 활성화, 10) 대학교육 역량강화에 초점을 둔 대학재정지원사업 확대이다.
▣ 교수·학습 역량진단 및 환류 구축을 위한 정책제언
단위 대학을 위한 정책제언은 1) 전략적 차원에서 교수・학습 역량진단 체제를 구축하려는 대학 구성원의 인식 전환과 노력 필요, 2) 교수・학습 역량진단 체제의 단계별 구축 방안을 고려한 후 개별 대학의 여건과 특성을 반영한 전략적 포지셔닝, 3) 대학기관연구(IR)를 모델로한 대학 질 정보 통합 관리/활용 전담조직 구축, 4) 교수・학습 역량진단을 수행하는 대학 내 조직의 전문성 강화, 5) 대학 차원에서 조사-분석 결과의 활용 범위를 확대 등이다.
마지막으로 정부 및 고등교육 체제 차원의 제언은 6) 개별 대학 맞춤형 조사항목 및 분석서비스 제공, 7) NASEL 분석결과 보고서와 표준화된 분석 매뉴얼 개발·보급, 8) NASEL 및 NAFET 조사 시스템 개발, 9) 정부 대학재정지원사업의 교육성과 관리 방법으로서 NASEL 및 NAFET 활용 확대, 10) 대학의 교수・학습 역량진단을 객관적, 전문적으로 지원하는 전문 컨설팅 기관 설치이다.

The objective of this study is to investigate and analyze the current state and characteristics of Korean higher education by utilizing data collected on teachers and learners’ perceptions and behaviors and to make strategic policy suggestions for the advancement of the teaching-learning quality in higher education. In addition, this study also attempts to provide a comprehensive outlook on the problems and issues of the overall system of teaching-learning in Korean higher education, as this study also investigates two-year junior colleges along with four-year universities in dealing with the issues of teaching-learning in higher education.
This study is the final stage of the 5 year-long study which has been conducted over the last four years. It has taken an approach to expand subjects who participated in the study year by year. The study started with analyzing the data collected from the participants who consisted of four year university students in the first year and expanded the scope of participants into four year university professors, two-year junior college students, junior college professors year by year. The 5th year study which was conducted in 2017 collected comprehensive data that covered students and professors of four year universities and students and professors of junior colleges about teaching-learning process of higher education institutions (36,000 students who attend 68 four year universities and 2,041 professors who work in 64 four year universities and 12,000 students who attend 28 junior colleges and 607 professors who work at junior colleges).
Using the data collected from this year and the cumulative data collected over the last 4 years, the study provides an overall overview on the current state of teaching-learning of higher education. It analyzed extensive data collected from 200,000 four year university students and more than 6,000 four year university professors, more than 25,000 junior college students on the perceptions and behaviors of teaching-learning of higher education. Important research findings and policy suggestions are as follows.
Theoretical Background
Chapter 2 presents the theoretical background of this study dealing with two strands of themes, one of which is an overview of studies previously conducted on teaching-learning process of higher education institutions. The literature review provided in Chapter 2 presents how this study, which focuses on developing investigating tools to diagnose and assess teaching-learning process and on collecting and analyzing data, acclaimed its place in the history of research on Korean higher education. This study summarized the process in which how studies on Korean higher education had been planned and conducted by Korea Educational Research Institute and in which context this study has been conducted. The literature review also provided an overview of the studies conducted as a series of the 5 consecutive studies for the last 4 years in order to present how this study differed from previously conducted studies. Chapter 2 also examined other empirical studies that had been done on teaching-learning process in higher education in order to demonstrate which theoretical background guides the analyses which are introduced in Chapter 3 and 6.
The second theme of Chapter 2 is the development and Institutional Research(IR) and important issues regarding Institutional Research. One important objective of this study along with the investigation and analysis of teaching-learning process is to vitalize the process of assessing teaching-learning competence on a national level and subsequently to support the process of systematically carrying out the assessment of teaching-learning competence on an institutional level. Many international higher education institutions have already some internal organizational offices that carry out research on their own institutions’teaching and learning. Some universities in Korea are interested in institutional research. However, relevant information on institutional research is lacking and some conflict may arise with existing organizational offices in charge of researching teaching-learning of the institutions in terms of role sharing and collaboration. Thus, this research discussed the concept of institutional research, the historical and theoretical background of its development. Several cases of institutional research in several American universities and some important issues were examined regarding institutional research.
Analysis on teaching-learning process of students at four-year universities
▣ Analysis on the current state of teaching-learning process
By using data collected from 2013 to 2017, based on the reference items to assess teaching-learning competence and to investigate important teaching-learning process, an analysis on frequency and intergroup difference was done and the results were comprehensively presented. Based on these findings, some characteristics resulting from teaching-learning experience and some areas that required improvement could be identified. Major findings are as follows.
Frist, students at four year universities were less exposed to the activities that encourage higher-order thinking, challenging learning, self-directed study, which should be directly connected to their academic performance and students’ perception on professor-student interaction has not improved. Secondly, four year university students’ satisfaction about classes tends to gradually improve. Especially, the improvement of satisfaction in general education classes is outstanding. In details, the degree of satisfaction in professors’ designing the objectives of courses, their delivery of contents, their utilization of resources, their procedures of evaluation tends to be relatively high, but the matters of professors’feedback about learning and stimulating intellectual curiosity still need improving. Thirdly, students responded negatively about their perception on the extent of improvement of their core competence through higher education. In terms of the items regarding analytical/critical thinking, communication skills, knowledge in humanities, half of the respondents responded negatively. In addition, the items regarding some core competences emphasized in the era of the Fourth Industrial Revolution, such as creative thinking, information competence, produced less than 40% of positive responses, which suggests that continuous effort to improve in these areas is necessary by supplementing curricular or extracurricular programs. Fourthly, while satisfaction in student support services seems to have improved, Students have not still used support services as much as they should over the last several years. Fifthly, the extent of frequency of exposure to extracurricular experiences which had little to do with classes was low, such as student interaction, global learning, study/learning activities, service/volunteer activities. For instance, the response of ‘no experience’ in the items such as ‘the number of books read as course-related material’,‘the number of books read regardless of courses taken’, ‘the number of papers or articles that exceeded 15 pages’ has been on the rise by the year. This indicates that learning support that stimulates students intellectually in various areas is necessary. Lastly, there is difference in student experience and perception regarding teaching-learning process and outcomes depending on the structural characteristics of four-year universities such as their locations, establishments, and sizes. In addition, factors regarding individual students’ backgrounds have relationship with the difference in teaching-learning process and outcomes and the relation seemed to be relatively more salient in terms of major fields of study, parents’educational background, year of study, universities, and departmental preference.
▣ Analysis on factors affecting teaching-learning process and outcomes
The purpose to analyze the factors affecting teaching-learning process and outcomes is (1) to identify what constitutes desirable educational experiences that facilitate the improvement of learning outcomes of teaching-learning and (2) to identify factors that explain intergroup differences of teaching-learning process and outcomes among higher education institutions, focusing on universities’internal organizational contexts and characteristics, and university climates that are portrayed especially through professors’ perception and behaviors. The results imply positive effects of activities that enhance higher-order thinking skills, interaction with professors, active participation in classes, challenging learning and experiences of diversity and interaction with peers have static correlation with the outcomes of teaching-learning process. Among characteristics of universities, professors’satisfaction has static correlation with acquiring knowledge in major fields of study and analytical/critical thinking even after controlling individual differences and universities’differences. Additionally, it is proved that the effort to improve university curriculum from professors’perspectives has positive effect on their engagement in universities.
Analysis on teaching-learning process of professors at four-year universities
▣ Analysis on the current state of teaching-research activities and the difference in perception on teaching-learning process among students and professors
Some important findings about the analysis on the current state of teaching-research activities and the difference in perception on teaching-learning process among students and professors are as follows. First, the results of the professors’surveys demonstrated that their research outcomes are more highly acknowledged than their teaching performance within the institutions. Secondly, while professors responded positively to the establishment of the objectives of education on a departmental level and suitability of curriculum, they responded somewhat negatively to the degree of their colleagues’participation in the process of improving curriculum. Thirdly, professors tended to invest more time in the order of teaching undergraduate students, research,and preparing for undergraduate classes. They seemed to spend less time advising students, improving classes and providing feedback in students’learning. Fourthly, in terms of major classes and general education classes, professors evaluated their performance highly in the areas of fair management of evaluation, explanation related to their knowledge and experience, presentation of explicit course objectives and expectations. But they reported relative low performance in the areas of providing meaningful feedback and providing opportunities to apply the contents of learning. In addition, there was still room for improvement in teaching and evaluation methods, even though the methods have been diverse. Fifthly, in terms of analyzing differences in perception between professors and students, it has been once again confirmed that the gap in their perception toward professor-student interaction still existed. Moreover, with regard to active and collaborative learning, clear difference existed between the degree of importance which professors think and students’actual experiences. On the other hand, while there was still difference between professors’performance and students’ satisfaction in items for investigating satisfaction in major and general education classes, the gap between professors’performance and students’satisfaction tended to be gradually reduced. Finally, clear difference in perceiving teaching-learning process and performance has been observed depending on professors’areas of specialty. There was difference in perceiving the current state of professors’activities and teaching-learning process depending on individual background characteristics such as their gender, educational experience, tenure/non-tenure and their relative weight on education and research activities.
▣ Investigating factors that affect professors’ education-related activities with a focus on professors’ research productivity
Theoretically, four-year universities aim to have both education and research developing harmoniously. However, in reality, education and research could be placed in conflict in terms of the distribution of resources and policy priorities. In paying attention to the problem in educational practice, factors affecting professors’education activities were investigated, focusing on their research productivity. Institutional differences did not seem to have a significant effect and professors’research productivity had a negative effect on their education activities. Looking more closely, lower ranked professors had classes that required higher level of learning management. Professors who perceived more organic relationship between education and research and professors who had more interaction with students were more actively engaged in educational activities. Among the factors related to their institutions, “the institutions’ perception on educational support” negatively influenced education activities while “compatibility with their departments”and“perception on students who belong to their departments” had a static effect. The result of analyzing the effect of research productivity on education activities demonstrated some negative effect (publishing in international academic journals) and static effect (publishing in domestic academic journals). In fact, considering the time and effort that professors took for their articles to be published internationally, the limited amount of time alloted for research and education should be adjusted even though there is static relationship between research productivity and the quality of education. Therefore, it might be necessary to discuss the matter of publishing resarch in international academic journals, which is imposed on professors from various perspectives.
Analysis on teaching-learning process of students at junior colleges
▣ Analysis on the current state of teaching-learning process
The second main survey was conducted following the last year’s first main survey on teaching-learning process of students at junior colleges. Thus, based on the results of two consecutive years’surveys, analysis on frequency and intergroup difference was done on the items of assessing teaching-learning competence and major items of teaching-learning process and the results were comprehensively presented. Major findings are as follows.
First, low frequency was found on learning experiences to enhance higher-order thinking, collaborative learning and study activities and junior college students had little interaction with professors as four-year college students did. Moreover, junior college students did not actively participate in rigorous learning activities which would help to improve their academic performance. The degree of participation in the activities such as reading, writing, and studying activities which were not required in classes was very low. Secondly, the degree of improvement in core competence through higher education was not relatively high. Problem-solving skills, acquiring knowledge in their major fields of study, self-discipline which mostly had positive responses, produced neutral results.
Analytical and critical thinking skills, communication skills, knowledge of humanities, writing, and basic statistics skills were found to be somewhat low in terms of the degree of improvement through higher education. Thirdly, junior college students expressed overall satisfaction in their major and field-focused classes. 8 or 9 out of 10 respondents answered positively on the satisfaction items. Fourthly, junior college students had positive perception on professors’field-centered classes and highly positive perception on the suitability on their majors along with professors’ field-centered approach is considered an important strength of junior colleges. Fifthly, the degree of satisfaction on student services is relatively high among junior college students. However, 40 to 50 percent of the respondents marked that they did not use student services, which implies that proper attention to this matter on the institutional level is required. Sixthly, students’ self-evaluation on basic learning ability was high, but their effort to raise basic learning ability and adequate institutional support seemed to be insufficient. Seventhly, analysis on intergroup difference in teaching-learning process and outcomes produced complicated results in terms of the difference in students’experience and perception on teachinglearning process and outcomes depending on institutions’location and size (institutions’ structural features). Lastly, parents’educational background, the head of family factor, the duration of enrollment, and students’major field of study explained the difference in experience and perception on teaching-learning process.
▣ Analysis on factors affecting teaching-learning process and its outcomes
An analysis on factors affecting teaching-learning process and outcomes was done, utilizing the collected data from junior college students’teaching-learning process and professors’survey results. In analyzing factors, this study identified individual characteristics affecting six dependent variables that control teaching-learning outcomes in the cognitive and affective areas, such as the acquisition of major knowledge, technology, work ethics, engagement in college life. It also investigated college-specific features related to teaching-learning process and outcomes, utilizing many different variables, such as participation in government-supported projects, professors’ perception on institutional effort to improve college education, professors’perception on their students, and the degree of professors’engagement in college organization, which could portray their college climate. Major findings are as follows. First, the factors traditionally affecting teaching-learning process such as activities that strengthen higher-order thinking and interaction with professors had a positive effect on teaching-learning outcomes in the context of junior colleges. Professors’field-centered education has a positive effect on teaching-learning outcomes. Secondly, intercollege difference in teaching-learning process and outcomes was insignificant. A multi-model analysis separating individual effect and college-level effect showed that most outcomes are accounted for by individual student differences within institutions, demonstrating less than 2 % intercollege variance in teaching-learning outcomes. Thirdly, feature variables applied in the model did not account for intercollege difference. Difference in teaching-learning outcomes was not accounted for by variables related to college climate such as professors’perception on institutional effort to improve college education, professors’perception on their students and the degree of professors’ individual engagement in college organization and it was found that there is no correlation between teaching-learning outcomes and institutional participation in government-supported projects.
Analysis on teaching-learning process of junior college professors
▣ Analysis on the current state of education-research activities and difference in professors’ and students’ perception on teaching-learning process
607 professors, who work in 27 junior colleges participated in the main survey conducted for the first time this year. Major findings are as follows. First, while professors at junior colleges responded positively to institutional support for professors’ activities, students’career paths, and improving teaching methods, they acknowledged that providing adequate incentives for professors’performance was not sufficient.
Secondly, professors at junior colleges responded very positively to the departmental establishment of the objectives of education and suitability of curriculum, their colleagues’participation in the improvement of curriculum and individual compatibility with their departments. Thirdly, junior college professors invested their time in the order of teaching classes, preparing for classes, and administrative activities within their institutions, which indicates that they invested more time in direct and indirect educational activities. Among the modes of evaluation, essays were most frequently used and alternative modes of evaluation tried at junior colleges were not used as much. Moreover, among the modes of teaching, lecturing theories and field practice were most frequently used, which indicates that an attempt to diversify the modes of teaching and evaluation is needed. Fourthly, analysis on intergroup difference in perception and experience of teaching-learning process showed that there was significant difference between the perceived importance of active, collaborative and challenging activities among professors and that there was considerable gap between professors’and students’perception on learning outcomes. In contrast, there was little difference between professors’degree of execution and students’satisfaction in the items measuring satisfaction in major and field classes. Fifthly, there was not apparent difference in professors’perception on teachinglearning process and activities depending on institutions’structural characteristics in terms of professors’perception and activities depending on background variables. Professors’ different perception on teaching-learning process depending on gender, major fields of study, and positions did not show any particular tendency. Rather, professors who have worked for a shorter period of time tended to be more actively engaged in professorstudent interaction, activities enhancing higher-order thinking and designing and management of major classes and responded positively to the importance of core competence.
▣ Investigation of individual and institutional characteristics affecting professors’ engagement in organization
Teachers’engagement in organization is known to have a positive effect on teaching-learning process and outcomes. Considering reality that junior college professors easily change their workplace, investigating factors affecting junior professors’degree of engagement in organization might provide some practical implications about the ways in which junior colleges recruit competent and talented human resources and retain them and they can provide environment in which professors could be devoted to education and research. The findings of analysis on individual and institutional features affecting professors’degree of engagement in organization are as follows. First, intercollege variance was 10.3%, which indicates that there is significant intercollege difference.
Among individual characteristics, age, interaction with students, and positive perception on institutional and departmental effort to improve college education seem to have a positive effect on professors’engagement in organization. In addition, interaction with students, professors’perception on their institutions and department and their evaluation of students’level of academic achievement and readiness for learning have static relationship with professors’engagement in organization. Among institutional characteristics, it was confirmed that the size of institutions has static relationship with professors’engagement in organization. It seem to have further need for investigating the relationship between professors’degree of engagement in organization and strengths that larger institutions could have in structural aspects such as financial stability, structural administrative system and performance compensation system including incentives and the diversity of departments and student demographics, the expansion of research subjects through interdisciplinary interaction.
The establishment and utilization of the system to assess institutional capacity of teaching-learning at colleges and universities
The establishment and utilization of the system to assess teaching-learning competence is the other important aspect of this study along with presenting how to identify the problems of teaching-learning and how to improve the system. However, it came to a realization that Korean higher education institutions still lack the understanding in setting strategies about assessing capacity of teaching-learning which should be evidence-based while working with Korean higher education administrators for the last four years. Thus, much valuable information was presented, which helps to establish the system to assess capacity of teaching-learning. First, the background as to why the establishment of the system to assess teaching-learning competence was necessary was explained. Next, the concepts of four components of the system such as infrastructure, execution, analysis and utilization and feedback were explained and the four stages of development of establishing the system, which centers around each component were presented, which will help universities and colleges strategically position themselves for the direction of their own development according to the institutions’ conditions and characteristics. Opinions from the field about what kind of institutional effort to establish the system to assess teaching-learning competence should be made were reflected through in-depth interviews with administrators whose institutions were participants of this study. Some specific cases about why they came to decide to participate in the study, how they recruited more participants, the department in charge of research, planning research, the execution of research, some methods of analysis, and the utilization of research findings and feedback were collected. Based on the collected data, some suggestions to consider when the institutions need to establish the system to assess teaching-learning competence were made for higher education institutions and some policy implications including how to support institutions’effort about the establishment and operation of the system to assess teaching-learning competence were made for the government.
Policy suggestions to improve the quality of teaching-learning of higher education institutions.
In Chapter 8, some important policy suggestions were made to improve the quality of teaching-learning in higher education. According to the two themes of the study, policy suggestions to improve the quality of teaching-learning practically were made and policy suggestions to establish the system to assess teaching-learning competence and the system of feedback were also presented.
▣ Policy suggestions for practical improvement of teaching-learning
Some policy suggestions for individual higher education institutions are as follows; 1) developing programs specialized in strengthening core competence; 2) encouraging active, collaborative, and challenging learning activities and providing extracurricular learning opportunities; 3) designing programs to improve effective professor-student interaction; 4) finding the ways in which student supporting services are effectively operated and used; 5) establishing the tailored system to support teaching-learning process; 6) refining the ways to support professors’teaching activities; 7) transforming the role of teaching-learning development center; 8) establishing the strategies and supporting system to improve the outcomes of teaching-learning of junior college students based on basic skills for jobs.
Next, policy suggestions for government and the system of higher education are as follows; 9) more discussion on research about diversification of professors’roles based on their employment stability; 10) expanding financial support focusing on strengthening core competence of higher education.
▣ Policy suggestions for the establishment of the system to assess teaching-learning competence and feedback
Some policy suggestions for individual institutions are as follows; 1) it is necessary for institutional members to make efforts to transform their perception on establishing the system to assess teaching-learning competence on a strategic level; 2) strategic positioning of institutions based on their identified stage of development of the system of teaching-learning competence, reflecting institutions’ conditions and characteristics;3) introducing an organization in charge of managing and utilizing institutional information and data modeling after Institutional Research; 4) professionalizing the organization in charge of carrying out the assessment of teaching-learning competence; 5) expanding the usage of the collected data on the institutional level.
Finally, some policy suggestions for the government and the system of Korean higher education are as follows; 6) providing survey and analysis services tailored toward individual institutions; 7) the development and distribution of NASEL reports and standardized analysis manuals; 8) the development of the research system for NASEL and NAFET; 9) expanding the usage of NASEL and NAFET as a way to manage the educational outcomes of government projects that provide financial support for higher education institutions; 10) establishing consulting organizations that objectively and professionally support the assessment process of teaching-learning competence.
