◎ 현 정부를 비롯한 전 정부의 R&D 전략과 추진체계를 분석하여 향후 개선방향과 정책수립에 있어서 참고자료로 활용할 수 있도록 함

○ 본론에서 제시한 정책적 대안을 실현하기 위해서는 관련 법제도의 개선이 선행되어야 하며, 이에 대한 논의는 차후 본격화 될 것으로 보이므로 차년도 과제를 통하여 구체적으로 진행될 것을 기대하는 바임

So far Korea has accomplished compressed growth with government R&D policies that intensively promotes major industries based on Fast-Follower as its government R&D policy, but as it fails to make anticipatory･active response to changing global business environment, with major industries crashing down, it is laid bare with limitations in innovation system and skeptical opinions on government R&D strategy is growing, which led to attempts to improve government R&D strategy and governance.

The government R&D governance has been revised with revision in related laws such as Government Organization Act and Framework Act on Science and Technology in 2013, and related departments including Ministry of Strategy and Finance and Ministry of Science, ICT, and Future Planning have established and executed 'Government R&D Innovation Measures' after 2 occasions, in 2015 and 2016, but it has reached an predicament due to conflict among competentdepartments and parties in interest.

Furthermore, as skeptical view on revision for sustainable government R&D strategy and governance and indefiniteness of related policy formulations are aggravating, we, researches, have adjudged that articulating opinion for improvement measures of government R&D strategy and governance that will be discussed along with organization of new government during 2017 Presidential Election is appropriate as it can be a foundation to form a social agreement onsuch issue.

Therefore, this study is to provide direction for improvement measures of government R&D strategy and governance to respond to future economic･social changes by analysis of issues and suggestion of solutions based on systemic analysis and diagnosis of overall government R&D strategy and governance to deduce measures for revision of government R&D strategy and governance, secure persistence and security of government R&D strategy by formulatingmeasures for revision of government R&D strategy and governance like the following, and provide reference to guarantee productivity and efficiency of government R&D project.

First, government R&D strategy and governance must be designed so that it can assure problem solving capacity for future economic･social problems. For such purpose, government R&D strategy system must be revised into mid-to-long-term･macroscopic perspective, and implementation of R&D strategy must focus on strategic goal to emphasize strategic investment of government R&D project.

Second, in regard to improving government R&D strategy, we have suggested to integrating operation of government R&D strategic planning with policy coordination functions and linking between national fiscal management plan and science and technology basic plan for efficiency in administrative system and enhancement in national strategic functions. And integration measures between science and technology basic plan and legal planning and non-legal planning of competent department have been suggested.

Third, as for the direction of improvement in governance of government organization and implementation organization related to government R&D, rolesof National Science & Technology Council, Presidential Advisory Council on Science & Technology, and Science and Technology Strategic Meeting must be integrated into a new national science and technology policy general organizationto enhance currently separated functions of national science and technology policygeneral organization, and direction for reorganization of central administrativeagency in science and technology has been established along with alternative planfor reorganization depending on foundation of competent department.
Furthermore, for consolidation of government R&D strategic planning, it has been provided the measures for reinforcement of strategic planning function by government (research management professional organization) and business planning system by National Research Council of Science & Technology(including university, company, government-supported institutes) and revision of role and function of senior group in science and technology (Korean Academy of Science and Technology).

Fourth, it has been provided alternative measures for: measures for improvement of law which is the final step in realization of government R&D strategy and governance; direction for revision of related Constitution and Government Organization Act; direction for revision of Framework Act on Science and Technology; Direction for legislation on R&D innovation and support; direction for revision of research achievement evaluation; direction for revision of research achievement utilization and commercialization act; direction for revision of National Finance Act.
