본 연구는 신남방 정책의 추진을 지원하기 위한 캄보디아와의 교육개발협력 방안을 마련하는 연구로서 구체적으로 캄보디아 현직 초등교원의 역량 강화를 위한 사업을 제안하는 것을 목적으로 한다. 캄보디아는 OECD DAC가 정한 수원국 중 최빈국에 속하며, 크메르루즈 정권 기간 동안 교원을 포함한 대부분의 지식인이 몰살을 당한 아픈 경험을 가지고 있다. 국가 차원의 지식인 부족은 교육의 질을 떨어뜨려 왔고, 낮은 교육의 질이 국가의 경제사회발전을 저해하는 악순환을 거듭해 왔다. 최근 들어, 캄보디아 정부는 양질의 인적자원 확보를 통한 국가발전에 큰 관심을 가지고 있으며, 교육의 질을 결정하는 교원의 질 제고를 위해 새로운 교원 정책을 수립, 실행하는 등 부단한 노력을 하고 있다. 국제사회도 이러한 캄보디아의 교원 정책 수립과 실행을 적극적으로 지원하고 있는 상황이다.
본 연구에서는 캄보디아의 교원 정책 중 아직 국제기구나 다른 공여국이 아직 적극적으로 지원하지 않고 있는 ‘현직 초등교원의 역량 강화’에 집중하여 이를 달성할 수 있는 구체적인 사업을 제안하고자 한다.
본 연구에서는 캄보디아 현직 초등교원의 역량 강화 사업을 제안하기 위해 우선적으로 Ⅱ장에서 캄보디아의 국가발전전략과 교원교육 현황을 분석하였다.
먼저, 2019년부터 2023년까지 추진되고 있는 캄보디아의 국가발전전략인 ‘제 4기 사각전략’의 내용을 분석하였다. 제 4기 사각전략에서는 교육 분야를 포함하는 ‘인적자원 개발’이 첫 번째 전략으로 추진되고 있으며, 교육 분야의 중점 전략으로 교원 처우(급여,보너스 등) 개선, 교장의 학교관리능력 강화, 교사의 학력을 최소 학사 이상으로 향상시키는 것 등 교원의 역량 강화를 최우선의 추진 과제로 명시하고 있음을 확인하였다.
다음으로 캄보디아 교원교육 현황을 분석하였다. 교원교육 현황은 교원 정책과 교원 양성(PRESET: Pre-Service Training), 재교육(INSET: In-Service Training)으로 구분하여 살펴보았다. 우선적으로 캄보디아의 대표적인 교원 정책인 ‘교원정책실행계획(TPAP)’의 내용을 개괄적으로 살펴보았다. 2015년부터 적용되고 있는 교원정책실행계획은 교원 양성과 재교육 정책을 포함하여 현재 캄보디아에서 추진되거나 계획되고 있는 거의 모든 교원교육 사업의 근간이 되는 정책이다. 이 TPAP에 근거하여 캄보디아 교육청소년체육부는 프놈펜과 바탐방 지역에서 시범적으로 교원교육대학(TEC)을 설립 운영 중에 있다. TEC는 기존의 초등교원 양성기관인 PTTC(Provincial Teacher Training Center)와 중학교 교원 양성기관인 RTTC(Regional Teacher Training Center)을 통합하여 기존의 2년 훈련 기간을 4년으로 늘려 교육대학으로 승격시킨 것이다. 2018년 첫 신입생을 유치하여 운영 중에 있다. 이와 더불어 왕립프놈펜대학에서 학사학위 이후 1년 동안의 교직 관련훈련(BA+1)을 통해 교사 자격을 주는 프로그램이 진행 중이다. 이와 같이 현재 캄보디아의 초등교원과 중학교 교원은 기존의 PTTC와 RTTC에서 ‘12+2’의 과정과, TEC에서‘12+4’의 과정, RUPP에서 ‘BA+1’의 과정을 통해 다양한 방식으로 양성되고 있다. 고등학교 교원은 학사학위 이후 국가교육원(NIE: National Institute of Education)에서 1년 과정의 교사 훈련을 통해 양성되고 있다.
마지막으로 본 연구의 주요 주제인 캄보디아의 ‘현직 교원 역량 강화’와 관련된 정책을 분석하였다. 그동안 교사 재교육(INSET)은 양성에 비해 관심이 없는 상태였으나 최근 들어 교육청소년체육부는 교원의 자격 향상과 지속적인 교원 전문성 개발을 위해 많은 노력을 하고 있다. 2019년 8월 교육청소년체육부는 캄보디아 교사 및 교장 등 관리자를 위한‘지속적 교원전문성 개발 체계 (CPD Framework for Teachers and School Directors)’를 수립하고 이의 성공적 실행 방안에 대해 고민하고 있다. CPD는 캄보디아 교육청소년체육부의 또다른 교원 정책인 ‘교원 경력사다리 정책(TCPP: Teacher CareerPathway Policy)’과 밀접하게 연계되어 추진된다는 점에서 특징적이다. TCPP에서는 교원들이 3가지 트랙(일반교사, 교육 관리자, 교육 행정가) 중 한 가지를 선택하여 자신의 진로를 개발할 수 있는 기회를 제공한다. 현직 교원의 역량 강화를 위해 교육청소년체육부가 심도있게 준비한 정책인만큼 본 연구에서 제안할 ‘현직 초등교원 역량 강화사업’도 CPD와 TCPP의 틀 안에서 고려되어야 할 것이다.
이어서, Ⅲ장에서는 SDGs 달성의 맥락에서 캄보디아 초등 교원 역량 강화의 중요성을 파악하였다. 이를 위해 SDG 교육목표(SDG 4)의 세부목표와 이행방안, 그리고 각 세부목 표별 지표를 살펴보았으며, SDG 4의 이행과 캄보디아 교원 역량 강화의 연계점을 탐색하였다.
먼저, SDG 교육목표(SDG 4)와 각 목표별 지표를 살펴보았다. SDG 교육목표는 7개의 세부목표와 3개의 이행방안으로 구성되어 있다. 포용성, 형평성, 교육의 질을 강조하는 포괄적 목표 아래 영유아교육에서부터 고등교육 및 평생학습에 이르기까지 각 교육 영역에 해당하는 세부목표 7개를 제안하고 있으며, 교육시설 개선, 장학금 증대, 교사 훈련 3개의 이행 방안을 제시하고 있다. 각 세부목표와 이행 방안의 달성 정도를 모니터링하고 평가하기 위한 지표도 개발되었는데, UN에서 제안한 글로벌 지표는 총 11개가, UNESCO에서 제안한 주제별 지표는 현재 글로벌 지표 11개를 포함하여 총 43개의 지표가 채택되었다. 대부분의 지표는 교육의 기회 확대와 질 제고를 중점에 두고, 교육 형평성과 포용성을 증진하는 방향성을 가지고 개발되었다.
다음으로 본 연구의 주요 관심사인 ‘현직 초등교원의 역량 강화’가 SDG 4의 이행과 어떻게 연계되어 있는지에 대해 파악하였다. 캄보디아는 현직 초등교원의 역량 강화를 두가지 방향성에서 추진하고 있다. 첫 번째는 경력과정에서 지속적으로 전문성을 개발할 수 있도록 하는 것(CPD)이고, 두 번째는 교사의 학력을 최소 학사 이상으로 향상시키는 자격업그레이드를 실시하는 것이다. ‘지속적 교원 전문성 개발(CPD)’은 SDG 4.c.1, 2, 7 지표들과, 교사 자격 업그레이드는 4.c.3, 4 지표와 직접적인 연관성이 있으며, 나아가 4.c.5, 6 지표에도 크게 영향을 미친다. 또한, 학사 이상의 교사 자격 향상은 SDG 4,3,1지표와도 직접적인 연관성이 있다. 즉, 현직 초등교원의 역량 강화는 SDG 4.c(자격 교사확보) 및 4.3(고등교육 기회 확대)의 이행과 직접적으로 관계되어 있으며, 교사의 질 제고가 기초교육의 질 제고로 이어진다는 점에서 SDG 4.1(기초교육 질 제고)의 이행과도 깊은 관계가 있다.
Ⅳ장에서는 국제사회의 캄보디아 교원교육 지원 현황을 분석하였다.
우선적으로, 교원 양성과 관계된 지원 사업으로 UNESCO의 CITE 사업과 일본 JICA의 TEC 사업을 살펴보았다. UNESCO가 RUPP와 함께 수행하고 있는 CITE 사업은 학사졸업 후 1년 동안 교직과목을 이수함으로써 교원 자격을 부여하는 사업이다. 이 사업은 국가가 정한 전문 교원양성기관이 아닌 일반대학에서 교원을 양성한다는 점에서 교원양성기관의 다변화와 교원의 질 제고에 기여한다. 일본 JICA가 추진하고 있는 TEC 사업은 PTTC와 RTTC를 통합하여 4년의 교육대학으로 승격시키는 프로그램으로 현재 프놈펜과 바탐방 지역에서 시범적으로 운영되고 있다. TEC 사업은 기존의 2년 교원양성 과정을 4년 과정으로 확대함으로써 TPAP에서 명시하고 있는 최소한의 교원자격 조건을 충족함과 동시에 교원의 질 제고에 기여할 것으로 기대된다.
다음으로 본 연구의 주요 주제인 캄보디아 현직 교원 역량 강화와 관련된 국제사회의 지원 현황을 살펴보았다. 첫 번째로 세계은행이 RUPP에서 추진하고 있는 ‘현직 중학교 교원 자격 향상 프로그램(BA Fast-Track)’을 분석하였다. 2018년부터 2023년까지 추진되는 이 사업은 ‘12+2’의 자격을 가지고 있는 중학교 교원 2,200명을 대상으로 2년 간 RUPP에서 교육을 받게함으로써 학사(BA)학위를 부여한다. 세계은행은 차관을 제공하여 해당 중학교 교원에게 장학금(등록금, 여비, 체재비 등)을 지원하며 모든 교육과정의 운영은 RUPP 사범대에서 담당하고 있다. 두 번째로 GPE가 UNESCO를 통해 수행하고 있는 STEPCam 프로그램을 살펴보았다. 이 프로그램은 현직 초등교원의 역량 강화 프로그램으로 ‘CPD 운영 시스템 개발 및 실행’, ‘초등 저학년 교원 연수’, ‘교사교육자 자격 향상’,‘PTTC 시설 개선’사업으로 구성되어 있다. 이 프로그램은 본 연구에서 중점을 두고 있는 현직 초등교원의 역량 강화와 사업 대상이 같을 뿐만 아니라 사업의 내용도 비슷할 가능성이 있다. 따라서 원조 조화의 관점에서 STEPCam 프로그램을 참조하여 협력 전략 및 차별화 전략을 가지고 사업을 제안할 필요가 있다.
Ⅴ장에서는 우리나라 초등교원 연수체게의 특징을 분석하였다. 우리나라의 교원 연수현황과 발전 과정을 살펴본 후 캄보디아 교원 연수 사업 제안에 적용할 수 있는 시사점을 도출하였다. 우리나라의 교원 연수 경험을 바탕으로 ① 국가차원의 체계적인 교원 연수계획의 필요성, ② 관리자 연수 실시, ③ 원격 연수 활용, ④ 교원 양성 기관 및 대학을 연수 기관으로 활용, ⑤ 교사의 연수 참여 동기 제고, ⑥ 학력 미달 교원 대상의 자격 향상연수 실시 등이 제안되었다.
마지막으로 Ⅵ장에서는 연구 요약과 함께 앞에서 분석한 내용을 종합하여 ‘캄보디아 현직 초등교원 역량 강화를 위한 사업’을 제안하고 제안된 사업 추진을 위한 전략을 제시하였다. 먼저, 사업 제안에 앞서 사업에 적용될 사업의 원칙을 CPD 실행에 기여, SDG 4달성에 기여, 원조 조화, 수원국 책무성 강화, 신남방 정책 추진에 기여 등 5가지로 정리하였다. 이러한 사업 원칙을 바탕으로 ‘캄보디아 현직 초등교원 역량 강화 프로그램’을 제안하였다. 이 프로그램은 4개의 구성요소로 이루어지는데 첫 번째로 ‘학사학위 미소지 초등교원 대상 자격 향상’, 두 번째로 ‘교육과정 개발’, 세 번째, ‘초등 교사교육자 및 교수역량 강화’, 네 번째 ‘교육(연수) 시설 구축 및 개선’이 제안되었다.
다음으로 제안된 ‘캄보디아 현직 초등교원 역량 강화 프로그램’추진을 위한 전략을 제시하였다. 첫 번째로 수원국 시스템에 기반하여 사업의 안정성을 확보하는 전략이, 두 번째 전략으로는 교육 분야 인적자원의 교류 활성화를 통한 신남방 정책의 추진 지원이, 세 번째로 체계적 성과 관리 계획에 따라 사업의 지속가능성을 강화하는 전략이 제안되었다.

This research, which establishes a plan for education development cooperation with Cambodia to support the promotion of the New Southern Policy, aims to propose a project to strengthen the capacity of Cambodia’s in-service primary school teachers. Cambodia is one of the poorest recipient countries as defined by OECD DAC and has a painful past of having had most of its intellectuals, including teachers, massacred during the Khmer Rouge regime. The lack of intellectuals at the national level has been undermining the quality of education, and the low quality of education has been hindering the economic and social development of the country in a vicious cycle.
Recently, the Cambodian government has paid great attention to the national development through securing high-quality human resources and has made continuous efforts to establish and implement new teacher policies to improve the quality of teachers who determine the quality of education. The international community is also actively supporting the development and implementation of Cambodia's teacher policy. This study aims focus on strengthening the capacity of in-service primary school teachers, which is notyet actively supported by international organizations or other donor countries, and propose a detailed project to achieve the goal.
In order to propose the project of strengthening the capacity of in-service primary school teachers in Cambodia, the study analyzes Cambodia's national development strategy and teacher education in Chapter II. First, the study analyzed the contents of Cambodia’s national development strategy,"Rectangular Strategy-Phase IV", which is being implemented from 2019 to 2023. In the fourth phase of the Rectangular Strategy, 'human resource development' in areas including the education sector is being promoted as the first strategy, and the improvement of teacher treatment (salary, bonus payment, etc), strengthening principals’ school management capacity, increasing teachers’ education level to at least a bachelor’s degree, etc have all been identified as priority implementation tasks in education.
Next, the current status of teacher education in Cambodia was analyzed.
The status of teacher education was analyzed separately by dividing it into teacher policy, pre-service training (PRESET), and in-service training (INSET).
First of all, the contents of the Teacher Policy Action Plan (TPAP), Cambodia's representative teacher policy, were outlined. The Teacher Policy Action Plan, which has been in effect since 2015, is the basis for almost all teacher education projects currently being implemented or planned in Cambodia, including teacher training and reeducation policies. Based on the TPAP, the Ministry of Education, Youth and Sport of Cambodia (MoEYS) is currently piloting a Teacher Education College (TEC) in Phnom Penh and Battambang.
TEC combines the existing primary school teacher training institution, the Provincial Teacher Training Center (PTTC), with the lower secondary school teacher training institution, the Regional Teacher Training Center (RTTC), to increase the existing two-year training period to four years and thereby upgrading the institution into a university of education. TEC accepted its firststudents in 2018 and is in operation since. In addition, the Royal University of Phnom Penh is conducting a program to provide teacher qualifications through one year of teacher training after a bachelor’s degree (BA+1). As such, primary and lower secondary school teachers in Cambodia are beingtrained in various ways through different options including the ‘12+2’ course in existing PTTCs and RTTCs, the ‘12+4’ course in TEC and the ‘BA+1’course in RUPP. High school teachers are being trained through a one-year teachertraining at the National Institute of Education (NIE) after a bachelor’s degree.
Finally, the research analyzed policies in Cambodia related to the ‘capacity building of in-service teachers’, which is the main topic of the study. In the past, in-service teacher training (INSET) has garnered less interest compared to pre-service teacher training, but recently MoEYS has made a lot of effort to increase teacher qualifications and develop teacher professionalism in Cambodia. In August 2019, MoEYS established a continuous teacher professionalism development system for Cambodian teachers and school directors (CPD Framework for Teachers and School Directors) and is considering measures to successfully implement the system. The CPD is characterized by its close links to the Teacher Career Pathway Policy (TCPP), another teacher policy of MoEYS. TCPP provides an opportunity for teachersto select one of three tracks (general teachers, education managers, education administrators) to develop their own careers. Since this is an in-depth policy prepared by the Ministry of Education, Youth and Sport to enhance thecompetence of in-service teachers, the ‘in-service primary school teacher capacity building project’ proposed by this study should also be consideredwithin the framework of the CPD and TCPP.
Subsequently in Chapter III, the study identified the importance of primary school teachers' capacity building in Cambodia in the context of achieving SDGs. To this end, the paper reviewed detailed objectives and implementationplans of SDG educational goals (SDG 4), the indicators for each of the targets,and the link between implementing SDG 4 and strengthening Cambodianteacher capacity.
First, the rsearch examined the SDG educational goals (SDG 4) and indicators for each goal. SDG educational goals consist of seven targets and three implementation measures. It proposes seven targets corresponding toeach education areas ranging from early childhood education to higher education and lifelong education under a comprehensive goal that emphasizes inclusiveness, equity and quality of education, and proposes the three implementation measures of improving educational facilities, expanding scholarships and teacher training. Indicators to monitor and assess theachievement of each target and implementation measures were also developed, with 11 global indicators proposed by the UN, and a total of 43subject-specific indicators currently adopted by UNESCO including the 11global indicators. Most indicators were developed with the aim of promotingequity and inclusion in education, with emphasis on expanding opportunitiesfor education and enhancing the quality of education.
Next, the study examined how ‘capacity building of in-service primary school teachers’, the main topic of the study, was linked to the implementation of SDG 4. Cambodia is currently promoting the capacity building of in-service primary school teachers in two directions. The first is to enable a continuous professional development in their career process(CPD), and the second is to upgrade qualifications by raising teachers’ education level to at least a bachelor’s degree. Continuous Professional Development (CPD) is directly related to SDG indicators 4.c.1, 2, and 7, teacher qualification upgrades to indicators 4.c.3 and 4, and it also greatlyaffects indicators 4.c.5 and 6. In addition, increasing teacher qualification tohigher than bachelor’s degree is directly related to SDG indicator 4, 3, and 1.
In other words, the capacity building of in-service primary school teachers is directly related to the implementation of SDG 4.c (securing qualified teachers) and 4.3 (expanding higher education opportunities), and it is also closelyrelated to the implementation of SDG 4.1 (increasing the quality of basic education) in that increasing the quality of teachers leads to the increase inthe quality of basic education.
Chapter Ⅳ analyzed the current status international support for Cambodia's teacher education. First, the study looked at UNESCO's CITE project andJICA's TEC project as support projects related to teacher training. The CITE project, which UNESCO is currently implementing with RUPP, is a program that grants teacher qualification by completing teacher training courses for a year after a bachelor’s degree. This project contributes to the diversification of teacher training institutions and enhancing the quality of teachers, given that teachers are trainedin universities rather than specialized teachertraining institutions designated by the state. The TEC project, implemented byJICA, Japan, is a program that integrates PTTC and RTTC into a four-yearuniversity of education and is currently being piloted in Phnom Penh and Battambang. The TEC project is expected to extendthe existing two-year teacher training course to four-year courses, thereby meeting the minimumteacher qualifications specified by the TPAP, and also contributing to theimprovement of teacher quality.
Next, the study looked at the current status of international support related to Cambodia's in-service teacher capacity. Firstly, the study analyzed the ‘BAFast-Track’ program being implemented at RUPP by the World Bank. The project, which will be carried out from 2018 to 2023, will grant a BA degree to 2,200 lower secondary school teachers who are eligible for '12 +2 'by receiving two years of training at RUPP. The World Bank provides loans to provide scholarships (tuition fees, travel expenses, living expenses, etc.) to the corresponding lower secondary school teachers, and RUPP is in charge of operating the entire curriculum. Secondly, the study looked at the STEPCAMprogram that GPE is implementing through UNESCO. This program designedto strengthen the capacity of in-service primary school teachers is composedof projects such as ‘CPD operation system development and implementation’,‘primary school lower grade teacher training’, ‘teacher educator qualification enhancement’, and ‘PTTC facility improvement’. This program not only shares the same target of capacity building of in-service primary school teacherswith this study but is also likely to be similar in terms of project content.
Therefore, it is necessary to propose the project by referencing STEPCAM from a view of aid harmonization and coming up with both a cooperativestrategy and a differentiation strategy.
Chapter Ⅴ analyzed the current status and development of teacher training in Korea and derived implications for teacher training in Cambodia. Based on Korea's experience of teacher training, ① the necessity of systematic teachertraining planning at the national level, ② the implementation of administratortraining, ③ the utilization of remote training, ④ the utilization of pre-serviceteacher training institutions and universities as training institutions, ⑤ increasingteachers' motivation to participate in training, and ⑥ teacher training programs to improve the qualification of teachers with educationlevel below the standard have all been proposed.
Lastly, Chapter Ⅳ offered the summary of the study, proposed the project to strengthen the capacity of in-service primary school teachers in Cambodia and strategies for implementing the proposed project in Cambodia. Firstly, the study proposed a project to strengthen the capacity of in-service primary school teachers in Cambodia by compiling the above analysis. Prior to the project proposal, the principles of the project were summarized into fivecategories: contributing to the implementation of the CPD, contributing to theachievement of SDG 4, harmonizing aid, strengthening accountability ofrecipient countries, and promoting the New Southern Policy. Based on theseproject principles, the ‘Capacity Building of In-service Primary School Teachers in Cambodia’ was proposed. The program consists of four components: 'enhancing the qualifications for primary school teacherswithout bachelor’s degree', 'curriculum development ', 'strengthening of primary teacher educators and their teaching capacity', and ' theestablishment and improvement of education (training)’ were proposed.
Next, three strategies to successfully implement the proposed project were suggested. First strategy is to secure the stability of the project by basing iton the recipient country system, the second strategy is to support thepromotion of the New Southern Policy by activating the exchange of humanresources in the education field, and the third strategy is to strengthen the sustainability of the project through a systematic performance management plan.
