□ 연구의 목적 및 필요성

본 연구의 목적은 현재 우리나라 중·고등학생들의 주요 가치관 중 하나인 분배 규범을 탐색하고, 분배 규범이 이들의 생활과 문화에 미치는 영향을 살펴보는 것이다. 분배 규범은 경제적 부, 권력, 명예 등 주요 사회적 재화와 보상이 어떤 기준(예, 능력, 노력, 필요)에 근거하여 분배되는 것을 지지하는 가와 관련된 개인의 가치관을 의미한다. 한 사회는 추구하는 이념과 이상을 반영하는 분배 기준을 정치·경제·사회제도로 구현하며, 이는 해당 사회 구성원의 분배 규범과 생활 전반에 영향을 미친다. 또한 한 사회의 구성원은 자신의 분배 규범을 기준으로 제도와 정책을 평가하며, 이것은 사회의 변화 방향에 대한 영향 요인으로 작용한다.
학생의 생활에서 중요한 의미를 갖는 재화와 보상에는 물질적 부, 성적, 교사의 칭찬 등이 있을 수 있다. 빈부격차의 심화와 함께 사회적으로 물질적 부의 분배 방식에 대한 민감도가 높아지는 만큼, 학생들 역시 물질의 분배 기준에 대한 관심이 적지 않을 것이다. 치열한 입시 경쟁과 이로 인한 학업 부담은 성적 부여 기준에 대한 학생들의 관심도를 제고한다. 우리 사회의 ‘학교 성적-대학 입시-사회·경제적 지위’의 실질적·심리적 연계를 고려할 때, 물질적 부와 성적의 분배에 관한 학생의 가치관에 관한 탐색은, 미시적으로는 자신의 주변(부모, 교사, 친구 등) 그리고 거시적으로는 사회 전반과 제도에 대한 그들의 생각을 이해하는 데 도움을 준다. 마지막으로 교사의 칭찬과 같은 비물질적 보상의 분배 기준에 대한 학생들의 생각을 통해 그들의 문화에서의 교사의 칭찬의 의미와 그들이 바라는 교사의 모습을 이해할 수 있다.
최근 약 10년간 우리 사회를 들썩인 주요 이슈 중 다수가 ‘공정한 분배’에 관한 것이었다는 사실은 다음 두 가지를 시사한다. 먼저, 이는 우리 사회의 피해자 공정 민감성, 즉 자신에 대한 불공정한 대우에 대한 민감성 수준이 높음을 함의한다. 공정 민감성의 개념을 활용하여 사회가 제시하는 분배의 기준 자체 또는 적용 방식에 대한 구성원의 심리에 대해 살펴볼 필요가 있다. 또한, 우리는 각각의 이슈를 둘러싸고 다수가 서로 상반된 주장을 ‘공정한 분배’를 근거로 정당화하는 모습을 관찰한 바 있다. 이는 우리 사회의 구성원이 서로 다른 분배 규범을 가지고 갈등하고 있음을 시사한다. 미래 사회의 주역인 학생들의 분배 규범과 공정 민감성에 관한 탐색이 중요한 이유라고 볼 수 있다.
□ 문헌 분석
가. 학생의 생활과 문화에 관한 연구
지금까지 수행된 학생의 생활과 문화, 특히 학생의 가치관에 관한 교육학 및 청소년 학계의 연구들을 살펴보았다. 학생의 생활과 문화에 관한 연구 중 하나의 그룹은 학생들의 개인 특성, 가정생활, 학교생활, 여가생활, 일탈 경험 등을 포함하는 광범위의 영역에 걸친 실태조사 성격의 연구로 분류될 수 있으며, 다른 그룹은 이들 중 하나의 영역(여가문화, 언어생활, 소비문화, 학습문화, 사이버 공간의 생활 등)에 관해 탐색한 연구들로 구분해 볼 수 있다. 한편, 학생 문화의 주요 요소로 꼽히는 가치관에 관한 연구들은 인생관, 미래관, 직업관, 가족관, 국가관, 통일 의식, 다문화 의식 등에 관한 탐색을 수행한 바 있다. 가치관 간의 상호 연관성 및 가치관 변화의 원인에 관한 연구의 부족에 대한 아쉬움이 존재하는 가운데, 공동체 생활 전반에 적지 않은 영향을 미치는 재화와 보상의 분배에 관한 가치관의 탐색은 학생들의 학교에서의 태도, 주변인과의 관계, 사회에 대한 불만과 변화에 대한 소망 등을 포함한 생활과 문화에 대한 통합적 이해에 기여할 것이다.
나. 문화적 관점에서의 분배 규범의 의미
인간이 이루어낸 물질적·정신적 생산을 광범위하게 포괄하는 문화적 요소로서 분배 규범의 의미를 살펴보았다. 문화의 발달은 사회적 존재로서 인간의 공동체 생활을 전제한다. 이런 의미에서 자유와 재화의 분배에 관한 구성원 간 충돌 문제를 해소하기 위한 각종 제도는 문화의 핵심적 요소에 포함된다. 이에 재화의 분배 방식에 관한 구성원의 가치관 역시 주요 문화적 요소로서 정의되며, 이는 한 집단 또는 세대가 속한 현재 사회의 모습을 반영하고, 사회 제도의 변화에 영향력을 행사한다. 민주주의 사회에서 재화의 분배 방식을 결정하는 제도는 윤리적일 것, 즉 ‘공정’의 가치를 추구할 것을 요구받는다. 개인의 분배 규범 또한 공정을 추구함으로써 사회적으로 정당성을 확보한다. 그러나 일반적으로 공정의 개념과 분배 규범에는 개인차가 존재하며, 이것이 사회적 갈등을 야기하는 경우가 적지 않다. 무엇보다, 한 개인이 지지하는 분배 규범은 개인의 윤리 의식뿐만 아니라, 소속 집단의 이해와 개인적 선호 등을 반영하는 복잡한 개념이다. 이러한 이유에서 성별, 계층, 인종, 세대 등에 따라 분배 규범에 차이가 발생한다. 따라서 사회를 구성하는 하위 단위(예, 기성세대 vs. 청소년)들 간의 분배 규범의 차이를 살펴볼 필요가 존재한다.
다. 분배 규범과 공정 민감성에 관한 선행연구
분배 규범에 관한 연구들은 크게 ‘무엇이 공정한 분배인가’에 관한 윤리적 성격의 것과 ‘사람들은 어떤 분배 규범을 가지고 있는가’에 관한 기술적인 것으로 구분된다. 본 연구는 우리 중·고등학생들의 분배 규범을 탐색하는 것으로 후자에 속한다. 선행연구에 따르면, 일반인의 분배 규범은 크게 3가지로 구분된다. (1) 투입 또는 기여에 비례하는 비례 분배, (2) 기여와 무관하게 동일하게 분배하는 균등 분배, (3) 개인의 복지에 대한 고려에 근거한 필요 근거 분배를 선호하는 것이 그것이다. 그리고 분배하는 주체의 특성(예, 문화적 배경, 세대), 객체의 특성(예, 가정 형편, 주체와의 친밀도), 보상의 유형(예, 물질적 보상, 비물질적 보상)에 따라 선호되는 분배 규범에 차이가 존재한다. 한편, 불공정한 상황에서 부정적 감정의 발생 속도와 강도로 정의되는 공정 민감성은 자신이 불공정한 대우의 대상인 경우(피해자 공정 민감성), 주체인 경우(가해자 공정 민감성), 그리고 관찰자인 경우(목격자 공정 민감성)로 유형이 구분된다. 선행연구에 따르면 반복적 불공정 상태에 대한 노출로 인한 사회적 불신을 동반하는 피해자 공정 민감성은 공격성 등의 반사회적 특성과 관련이 있으며, 가해자·목격자 공정 민감성은 공감 등의 친사회적 특성과 관련이 있다. 그리고 전자는 기여에 근거하는 비례 분배를 선호하는데 비해, 후자는 균등 분배 또는 필요 근거 분배를 선호하는 것으로 나타났다.
라. 능력주의와 학생의 생활 및 문화
우리 사회를 아우르는 분배 규범은 비례 규범의 일종인 능력주의(Meritocracy)이다. 경제적 급성장기의 노동력에 대한 국가적 필요와 개인의 신분 상승의 욕구가 맞물려 우리 사회에 자리 잡은 능력주의는 ‘노력-능력-보상’의 연결고리를 강화함으로써 능력의 부족과 차등적 보상의 책임을 개인의 탓으로 돌리는 문화 정착에 기여한 바 있다. 그러나 능력의 형성에는 노력 이외에도 유전, 가정환경, 운과 같은 개인의 통제를 벗어난 요인이 작용하며, 기술 발전 등으로 인한 경제적 양극화는 노력 이외의 요인의 영향력을 점차 강화하고 있다. 능력의 발달에 있어서 우연적 요소의 기여도의 증가에도 불구하고, 우리 사회의 구성원은 자존감 유지 기제 등으로 인해 기존의 노력 중심의 능력주의를 포기하지 못하고 있다. 그러나 능력 발달에 요구되는 노력의 양이 증대되고, 실질적·심리적 부담이 가중되는 만큼 자신의 노력 정도에 대한 과대평가와 노력 부족을 근거로 한 타인 무시를 정당화하며, 노력의 가치를 조금이라도 훼손할 수 있는 역차별, 평가 등에 있어서 불공정 등에 대해 높은 수준의 민감성을 보인다. 그리고 모순적이게도 자신의 고단함을 계층 상승으로 보상받으려 하거나, 기득권의 이점을 충실히 활용하여 계층 간 차이를 유지하려는 태도가 발견된다. 학생들 다수 역시 능력주의자일 것으로 추정되는 가운데, 이들의 학교 및 사회 부적응, 평가에 대한 예민함, 교우 관계에서의 경쟁과 계층 의식, 부모 또는 교사와의 갈등 등도 역시 능력주의를 둘러싼 심리적 현상을 근거로 설명될 수 있다.
□ 학생의 분배 규범과 공정 민감성에 관한 조사 분석
이와 같은 문헌 분석 결과를 기초로 중·고등학생의 분배 규범과 공정 민감성을 탐색하였다. 이를 위한 두 차례의 조사를 통해 약 800명의 학생의 데이터를 수집하였다. 본 연구에서 개발한 분배 규범 척도는 세 가지 유형의 보상(칭찬, 성적, 상금) 중 하나를 제공해야 하는 구체적인 상황을 제시하고, 그 상황에서 능력·노력·필요의 측면에서 차별적인 특성을 갖는 두 명의 학생을 비교하여, (1) 둘 중에서 누구에게 더 많은 보상을 제공하면 좋을까요?(기준 선택) (2) 총 10만큼의 보상 중 각각에게 얼마씩 제공하면 좋을까요?(분배 비율)에 답하도록 구성되어 있다. 한편, 공정 민감성 문항은 피해자·가해자·목격자 공정 민감성을 측정하는 자기보고식 문항(예, 누군가 이유 없이 나를 불공평하게 대우하면 화가 난다) 총 12개(5점 척도: 전혀 그렇지 않다~매우 그렇다)로 구성된다. 연구 결과를 제시하면 다음과 같다.
가. 연구 문제 1: 학생들이 중요하게 생각하는 분배 기준은 무엇인가?
두 개의 유형의 문항 중 선호 기준을 선택하도록 한 문항에 대한 분석 결과, 학생들은 학교급 및 성별에 관계없이 능력, 노력, 필요 순으로 중요시하는 것으로 나타났다. 그리고 이러한 현상은 보상의 유형(칭찬, 성적, 상금)과 무관하게 일관되었다. 동일 데이터를 활용하여 군집 분석을 수행한 결과, 전체 학생 중 약 42%는 능력만을 중시하는 강한 능력주의자, 그리고 약 42%는 능력을 중시하지만 다른 요인도 함께 고려하는 약한 능력주의로 나타났다. 이 밖에 노력을 가장 중시하는 ‘노력 최우선’ 집단은 9.6%, 필요를 가장 중시하는 ‘필요 최우선’ 집단은 6.6%로 나타났다.
나. 연구 문제 2: 보상의 유형에 따른 분배 규범에 차이가 존재하는가?
보상 유형(칭찬, 성적, 상금)에 따라 학생들이 적용하는 분배 기준에 차이가 존재하는 지를 확인하였다. 그 결과, 칭찬, 성적, 상금 모두의 경우, 분배 기준으로 능력을 가장 선호하는 것으로 나타났다. 성적의 경우, 능력에 가중치를 두는 경향이 가장 강했으며, 칭찬의 경우 필요에 비해서는 노력에 보다 높은 가중치를 두었다. 반면, 다른 보상에 비해 상금을 분배할 때, 상대적으로 필요, 즉 가정 형편의 어려움에 큰 의미를 두는 것으로 나타났다.
다. 연구 문제 3: 공정 민감성과 분배 규범 간에 관계가 존재하는가?
공정 민감성과 분배 기준의 관계에 관한 가장 눈에 띄는 결과는 피해자 공정 민감성이 높을 때 분배 대상의 능력을 우선적으로 고려하는 경향이 나타난다는 것이다. 반대로 피해자 공정 민감성이 낮을 때, 분배 대상의 필요나 노력을 보다 비중 있게 고려하는 것으로 나타났다. 또한 가해자 공정 민감성이 높은 학생들은 능력 수준이 높은 대상에 대해 상대적으로 낮은 비율의 보상을 배분한 반면, 노력을 많이 한 대상에 높은 비율의 보상을 하였다. 즉, 강한 능력주의자일수록 피해자 공정 민감성이 높고, 非 능력주의자 또는 약한 능력주의자일수록 가해자 공정 민감성이 높은 것으로 보인다.
라. 연구 문제 4: 개인의 이해관계가 분배 규범에 반영되는가?
학생들은 자신의 이해관계에 따라 분배 기준(노력 vs. 능력)을 달리 적용하지 않는 것으로 나타났다. 세 집단에서 설정한 개인적 이해관계가 차별적임에도 불구하고, 노력을 많이 한 사람과 능력이 뛰어난 사람 중에 일관적으로 능력이 뛰어난 사람에게 더 많은 보상을 분배하는 것으로 나타났다.
□ 분배 규범과 학생의 생활 및 문화에 관한 FGI 분석
앞에서 살펴본 바와 같이 우리 학생의 다수는 능력주의자이며, 능력주의와 피해자 공정 민감성 간의 관련성이 존재하는 것으로 나타났다. 이것이 학생의 생활과 문화에서 드러나는 양상을 살펴보기 위하여 학생들을 대상으로 FGI를 수행하고 그에 대한 텍스트 분석을 수행하였다. 구체적으로 성적에 대한 분배 기준(능력 vs. 노력)을 중심으로 서울과 충북의 총 20명의 학생들을 능력 집단과 노력 집단으로 구분하였다. 전자는 성적을 부여함에 있어서 능력을 배타적인 기준으로 적용하는 학생들로 구성하였으며, 후자는 능력과 함께 노력이나 가정환경을 고려하거나, 일부 노력을 최우선으로 고려하는 학생들로 구성하였다.
집단 단위로 일상생활에서의 불공정 경험과 그렇게 생각하는 이유에 대한 인터뷰를 수행하였고, 인터뷰 내용을 녹음·전사한 결과에 대한 텍스트 분석을 수행하였다. 키워드 분석, 의미 연결망 분석, 그리고 풍배도 분석을 수행한 결과, 분배를 둘러싼 두 집단의 생각은 다음과 같은 특징을 갖는 것으로 나타났다.
능력 집단은 노력에 가치를 크게 두고 있으며, 이러한 믿음은 노력이 능력 형성에 있어서 가장 중요한 요인이라는 믿음에 근거한다. 그리고 노력에 따라 획득된 능력의 차이에 따른 차별은 일면 당연하게 생각한다. 따라서 이들에게 개인적 노력의 결과로 획득한 학벌 정보를 참고하지 않는 블라인드 채용, 노력과 능력의 개인차를 충실히 반영하지 않는 조별 과제, 능력에 역행하는 결과를 초래하는 지역균형전형 등은 불공정하다. 능력 집단 학생들은 학교에서 수행되는 평가와 평가의 수행 주체인 교사의 공정성에 대해 높은 민감성을 보인다. 평가에 있어서 기회, 정보 등이 공정하게 주어져야 한다고 생각하며, 주변의 친구들과는 다소 경쟁 관계에 있다.
노력 집단의 학생들은 능력 형성에 있어서 노력이 중요한 역할을 한다고 믿는 점에서 능력 집단과 유사하며, 능력과 별개로 노력에 대해서도 별도의 가치가 부여될 필요가 있다고 생각하는 점에서 능력 집단과 차별적이다. 무엇보다 노력 집단은 노력뿐만 아니라 개인이 선택할 수 없는 환경적 요인 등이 능력에 영향을 미친다는 점을 인정하는 가운데, 자신 앞에 놓인 평가의 공정성뿐만 아니라 사회 구조와 제도의 공정성에 대해 관심이 있다. 이에 지역균형전형 등을 포함한 역차별에 대해 찬성하는 경향을 보인다. 그러나 조별 과제 등에 대해서는 불공정하다는 인식이 높다는 측면에서는 능력 집단과 유사성을 보인다. 능력 집단이 능력에 따른 차별을 정당화하고, 차별받는 집단에 대해 상대적으로 냉소적인 것과 달리, 노력 집단은 차별의 대상에 대한 공감과 배려의 감정을 보인다.
□ 연구의 의의
본 연구는 사회적 재화와 보상의 분배 방식에 관한 학생들의 가치관과 이들의 일상에서의 태도와 사회 현상에 대한 반응의 연관성에 관한 경험적 근거를 제시하였다. 능력과 다른 요인(필요, 노력 등)에 대해 부여하는 가중치의 차이, 그리고 능력의 발달에 기여하는 주요 요인에 대한 생각의 차이(노력 vs. 가정환경)가 자신의 주변인들과 사회 현상에 대한 태도와 감정에 영향을 미치고 있을 가능성을 보인 것이 본 연구의 가장 큰 수확이라고 볼 수 있다. 그리고 본 연구는 어떤 특성의 학생들이 보상의 분배 기준으로서 능력에 배타적으로 높은 가중치를 부여하고, 노력이 능력 발달에 있어서 가장 중요한 요인이라는 가정 하에 스스로를 괴롭히고, 동시에 타인과 사회에 대해 부정적인 태도를 견지하게되는지에 대한 연구의 필요성을 제기한다. 동시에 어떠한 사회적 노력이 학생으로 하여금 재화와 보상의 분배에 있어서 능력뿐만 아니라 개인의 필요와 욕구, 노력 등에도 귀기울일 수 있는 여유를 갖도록 하는가에 대한 고민의 필요성을 제시한다는 점에서 연구의 의의를 발견할 수 있다.

The purpose of this study is to explore middle and high school students’ distribution norms, which have recently attracted considerable attention in Korea, and to examine the impact of these students’ distribution norms on their lives and cultures. Distribution norms refer to values individuals pursue in regards to the criteria (e.g., ability, effort, need) by which major social goods and rewards, such as economic wealth, power, and honor, should be distributed. A society applies distribution standards that reflect its ideologies and ideals to the political, economic, and social systems. Those systems, in return, affect the members’ distribution norms and their lives overall. In addition, members of society evaluate the institutions and policies of society based on their distribution norms, which influence in which direction the society advances in the future.
Goods and rewards that have important meanings in a student's life may include wealth, grades, and praise from important others like school teachers. The deeping gap between the rich and the poor in our society enhances its members’ sensitivity to how economic wealth is distributed. Thus, students seem to be increasingly interested in the criteria for distributing economic wealth. The fierce competition for college entrance and the resulting academic burden has elevated students' interest in the criteria for awarding grades at school. Considering the practical and psychological linkage of our society's ‘academic achievement at secondary school-college diploma-social and economic status’, exploration of students’ distribution principles regarding economic wealth and school grades helps us understand their attitudes towards the close surroundings (family, school etc.) microscopically and the society as a whole macroscopically. Finally, study on students’ distribution criteria regarding non-material rewards such as praise from teachers help understand not only the meaning of teachers' praise in their culture but also the images of teachers they hope.
The fact that many of the main issues that have shaken our society in the past decade have been about “fair distribution” suggests two things: First, the level of justice sensitivity in our society, that is, the level of sensitivity to unfair treatment of oneself, is high. Depending on the concept of justice sensitivity, it is necessary to examine the psychology of members on the distribution standard itself or the actual practices implemented in the society. In addition, the majority of conflicting arguments surrounding such issues were justified on the basis of a differing idea of fairness or justice. This suggests that members of our society are in conflict with different distribution norms. This requires a urgent research on distribution norms and justice sensitivity of students, who are the leaders of the future society.
□ Findings of previous studies
A. Studies on the Life and Culture of Students
Previous studies in pedagogy and youth academia on the life and culture of students conducted, especially students' values, were examined. One group of studies on student life and culture can be classified into fact-finding survey of a wide range of areas including students' personal characteristics, family life, school life, leisure life, and deviant experiences, while the other group can be classified into studies exploring one of them (leisure culture, language life, consumption culture, learning culture, experience on cyberspace, etc.). Meanwhile, studies on values, which are considered major elements of student culture, have conducted a search for life, future, occupational, family, national, unification, and multicultural consciousness. While there is the lack of research on the causes of interrelationships and changes in values, exploration of values on the distribution of goods and rewards that have a significant impact on overall community life will contribute to an integrated understanding of life and culture.
B. Meaning of distribution norms from cultural perspective
The meaning of the distribution norm was examined as a cultural element that broadly encompasses the material and mental production achieved by humans. The development of culture presupposes human community life as a social being. In this sense, various systems to resolve the conflict among members regarding the distribution of freedom and goods are included in the core elements of culture. Accordingly, the values of members on the distribution of goods are also defined as major cultural factors, reflecting the current society to which a group or generation belongs, and exerting influence on changes in the social system. In a democratic society, the system that determines how goods are distributed is required to pursue the value of 'justice'. Individual distribution norms also secure social justification by pursuing fairness. However, in general, there are individual differences in the concept of fairness and distribution norms, and this often causes social conflict. Above all, the individual distribution norms are complex concepts that reflect not only the individual's ethical consciousness but also the understanding and personal preferences of the affiliated group. For this reason, differences in distribution norms occur by gender, class, race, and generation. Therefore, it is necessary to examine the differences in distribution norms between the sub-units that make up society(e.g., older generations vs. adolescents).
C. Previous studies on distribution norms and justice sensitivity
Studies on distribution norms are largely divided into ethical characteristics of ‘what is fair distribution’ and technical characteristics of ‘which distribution norms people have’. This study belongs to the latter, which is to explore the distribution norms of our middle and high school students. According to previous studies, the distribution norms of the general public are largely divided into three categories. (1) proportional distribution by input or contribution, (2) equal distribution that distributes equally regardless of contribution, and (3) distribution of necessary grounds based on consideration of individual welfare. And there are differences in preferred distribution norms according to the characteristics of the subject to be distributed (e.g., cultural background, generation), the characteristics of the object (e.g., family circumstances, intimacy with the subject), and the type of compensation (e.g., material compensation, non-material compensation). On the other hand, justice sensitivity, defined by the pace and intensity of negative emotions in unfair situations, is classified into cases where they are object to unfair treatment (victim sensitivity), or subject (perpetrator sensitivity), and observer (witness sensitivity). According to previous studies, the victim sensitivity, accompanied by social distrust due to repeated exposure to unfair conditions, is related to antisocial characteristics such as aggression, and the perpetrator/witness sensitivity is related to pro-social characteristics such as empathy. And it was found that the former preferred proportional distribution based on contribution, whereas the latter preferred equal distribution or necessary basis distribution.
D. Meritocracy and student life and culture
The distribution norm encompassing our society is meritocracy, a type of proportional distribution norm. Meritocracy, which has been established in our society in line with the national need for labor during the economic rapid growth period and the desire to raise individual status, has contributed to establishing a culture that blames individuals for lack of ability and responsibility for differential compensation. However, in addition to efforts, factors beyond individual control such as genetics, family environment, and luck play a role in the formation of abilities, and economic polarization due to technological development is gradually strengthening the influence of factors other than efforts. Despite the increase in the contribution of accidental factors to the development of competence, members of our society have not been able to give up the existing effort-oriented meritocracy due to the self-esteem maintenance mechanism. However, as the amount of effort required for competency development increases and the practical and psychological burden increases, they justify overestimation of their efforts and neglect of others based on lack of effort, and show high sensitivity to unfairness in reverse discrimination and evaluation that can undermine the value of their efforts. And contradictorily, an attitude is found to try to compensate for one's hardships by raising the class or to maintain differences between classes by faithfully utilizing the advantages of vested interests. While many students are also presumed to believe meritocracy, their school and social maladjustment, sensitivity to evaluation, competition and class obsessed in companionships, and conflicts with parents or teachers can also be explained based on psychological phenomena surrounding meritocracy.
□ Investigation and analysis on the students’ distribution norms and justice sensitivity
Based on the results of previous literature analysis, the distribution norms and justice sensitivity of middle and high school students were surveyed. Data of about 800 students were collected through two-times surveys. In these surveys, the distribution norm scale presents specific situations in which one of the three types of rewards (compliments, grades, and prize money) should be provided. And responders were asked to compared two students with differential characteristics in terms of ability, effort, and need in two questions: (1) Which of the two should be compensated more? (Selecting criteria) (2) How much of the total 10 rewards should we provide to each of them? (Distribution ratio) The question regarding justice sensitivity consists of a total of 12 self-report questions that measure the victim, perpetrators, and witnesses sensitivity. (e.g., I get angry if someone treats me unfairly for no reason) (5-point scale: from ‘not at all’ to ‘very much so’) The results of the study are as follows.
A. Research Question 1: What are the distribution criteria that students consider important?
As a result of the analysis of the first question that required the selection of preferred criteria, it was found that competence, then effort, and need were important in order regardless of school level and gender. And this phenomenon was consistent regardless of the type of reward (compliment, grade, prize money). As a result of cluster analysis using the same data, about 42% of all students were found to value only competency, indicating they are strong meritocracy holders, and another 42% valued competency but also took other factors into consideration meaning they are a type of weak meritocracy holders. In addition, the “effort-first” group, which valued effort the most, was 9.6%, and the “need-first” group, which valued need the most, was 6.6%.
B. Research Question 2: Are there differences in distribution norms according to the type of compensation?
We tested whether there was a difference in the distribution criteria of students according to the type of compensation(compliment, grade, and prize money). As a result, it was found that regardless of the type of compensation, competency was most preferred as a distribution standard. In the case of grades, the tendency to put weight on competency was the strongest, and in the case of praise, the effort was weighted higher than need. On the other hand, it was found that when distributing prize money compared to other compensations, students put a great meaning on relatively need, that is, difficulties in family circumstances.
C. Research Question 3: Is there a relationship between justice sensitivity and distribution norms?
The most noticeable result of the relationship between justice sensitivity and distribution criteria is that when the victim sensitivity is high, the factor of competency tends to be considered first. Conversely, it was found that when the victim sensitivity was low, the need or effort for distribution was considered more importantly. In addition, students with a high perpetrator sensitivity distributed a relatively low percentage of compensation to those with high competence levels, while a high percentage of compensation was given to those who worked hard. In other words, the stronger preference to meritocracy, the higher the victim sensitivity, and the weaker preference to meritocracy, the higher the perpetrator sensitivity.
D. Research Question 4: Are individual interests reflected in the distribution norm?
It was found that students did not apply the distribution criteria(effort or competency) differently according to their interests. Although there was a discrepancy among the personal interests in the three groups we set, it was found that all groups tend to distribute more reward to those who have a higher competency than who worked hard.
□ FGI(Focus Group Interview) analysis on distribution norms and student life and culture
As shown above, it was found that the majority of our students prefer meritocracy, and a relationship exits between meritocracy and victim sensitivity. In order to examine how these are implemented in the student's life and culture, FGIs (Focus Group Interview) were conducted with 20 middle and high school students from Seoul and Chung-buk district on their experience of unfairness in daily life and their thoughts about justice level of our society etc. And, text analyses including keyword analysis, semantic network analysis, and wind-rose analysis were performed based on the results of recording and transcribing the interview contents. When it comes to the methods by FGIs were conducted, those 20 students were divided into competency-oriented groups and effort-oriented groups, focusing on the distribution criteria for grades. The former groups consisted of students who applied competence as an exclusive criterion in awarding grades, and the latter consisted of students who considered effort or family environment together with competence, or considered efforts as a top priority.
Competency-oriented groups place a great value on effort, and this tendency seems to be based on the belief that effort plays a major role to build competency. Consistently, they take for granted being treated in a discriminatory manner based on the disparity in ability, which is mainly caused by different amount of effort. Therefore, for them, blind recruitment that does not refer to educational background, group tasks, and regional balance screening are considered to be unfair as they disregard their hard efforts to obtain ability or status. Meanwhile, students in competency-oriented groups display a relative high sensitivity to the fairness of teachers who are the subjects of evaluation in school and they are shown in competition with their friends for grades.
Students in the effort-oriented group are similar to the competency-oriented group in that they believe that effort plays an important role in the formation of ability. However, they consider that separate values should be given to effort itself as well. Above all, the effort-oriented group acknowledges that not only efforts but also environmental factors, most of which are non-selectable, affect their abilities, and is interested in the fairness of society from a structural perspective as well as the fairness of evaluation they face. Accordingly, they tend to favor reverse discrimination, including blind recruitment, regional balance screening etc, even if they take a stand against group task, similar to their competency-oriented counterparts. While the competency-oriented group justifies discrimination according to ability and is relatively cynical about the discriminated people, however, the effort-oriented group shows empathy and consideration for the object of discrimination.
□ Research implications
This paper presents relationships between students' distribution norms and their attitudes and behaviors displayed in their life and culture. The distribution norms affect students’ feelings towards people around them in daily life and their thoughts to differing social phenomena. This study also shows that individuals’ distribution norms relates to their ideas about contributing factors in competence formation, which also leads to differences in justice sensitivity. These findings require future investigations on components which generates individual differences in distributive norms and justice sensitivity. Specially, studies on characteristics of those who hold a strong meritocracy and, accordingly, a high level of victim sensitivity is needed as they seem to maintain negative attitudes towards the society they belong to. Lastly, this research urges social interventions that enable students to consider not only ability but also individual needs, desires, and efforts in terms of distributing goods and rewards.
