□ 연구목적 및 5개년 연구의 방향
최근 우리 사회는 제4차 산업혁명의 도래와 코로나19 바이러스 감염증의 확산 등 시대적 격변기를 맞이하면서 사회・경제적 양극화의 확대 및 가속화에 대한 우려가 제기되고 있다. 이에 따라 교육 분야에 있어서도 양극화 문제가 사회적 이슈로 대두되고 있으나 이러한 현상을 실증적으로 뒷받침할만한 증거는 부족한 실정이다. 이에 한국교육개발원은 교육 분야 양극화가 우리 사회에서 어떠한 양상으로 나타나고 있는지를 파악하기 위한 준거 개발과 함께 교육 분야 양극화 완화 방안을 마련하기 위한 기초 데이터의
□ 연구목적 및 5개년 연구의 방향
최근 우리 사회는 제4차 산업혁명의 도래와 코로나19 바이러스 감염증의 확산 등 시대적 격변기를 맞이하면서 사회・경제적 양극화의 확대 및 가속화에 대한 우려가 제기되고 있다. 이에 따라 교육 분야에 있어서도 양극화 문제가 사회적 이슈로 대두되고 있으나 이러한 현상을 실증적으로 뒷받침할만한 증거는 부족한 실정이다. 이에 한국교육개발원은 교육 분야 양극화가 우리 사회에서 어떠한 양상으로 나타나고 있는지를 파악하기 위한 준거 개발과 함께 교육 분야 양극화 완화 방안을 마련하기 위한 기초 데이터의 축적이 필요함을 인식하고 5개년(2020~2024년) 연구를 추진하게 되었다.
1차 연도 연구에서는 교육 분야 양극화에 대한 개념을 설정하고, 교육 분야 양극화의 핵심 이슈 및 쟁점 분석을 토대로 개인 수준에서 산출될 수 있는 교육 분야 양극화 지표 및 지수를 잠정적으로 개발하였다. 올해 2차 연도 연구는 학교 및 지역 수준에서 산출될 수 있는 교육 분야의 양극화 지표 및 지수를 잠정적으로 개발하는 데 목적이 있다. 이러한 목적에 따라 학교 및 지역 수준의 교육 분야 양극화 실태 점검과 더불어 우리나라 학교교육 및 지역 평생교육의 양극화 완화 기능을 모니터링하기 위한 지표와 이를 측정하기 위한 방법을 개발하였다. 그리고 향후 교육 분야 양극화 분석을 위한 준비 단계로서 각 지표별 자료 수집 및 측정 방안을 마련하였다.
본 연구의 결과는 앞으로 진행될 3~5차 연도(2022~2024년) 심층연구를 통해 보완될 예정이며, 최종 5차 연도 연구에서 교육 분야 양극화 지표・지수를 확정하고, 그 추이와 원인 및 방안을 종합하게 될 것이다. 본 연구를 통해 축적되는 결과들은 향후 교육 분야에서의 양극화 발생 여부 및 추이와 이를 완화하기 위한 시사점을 도출하고, 교육의 기회균등과 여건 차이 해소에 부응하는 정책을 수립하기 위한 기초자료로 활용될 수 있을 것이다.
□ 학교 및 지역 수준 교육 분야 양극화 지표・지수 개발의 방향
양극화라는 용어는 노무현 정부 이후에 사회문제를 언급할 때 간혹 사용되던 용어로서, 학문적 바탕을 둔 개념이 아니다. 이러한 이유로 교육 분야 양극화와 관련된 선행연구들도 찾아보기 어려웠다. 이에 본 연구는 교육 양극화와 유사한 개념인 교육격차나 교육 불평등 관련 선행연구까지 확장하여 지표・지수 개발 및 활용 연구 동향과 학교 및 지역 수준의 교육 양극화 실태, 교육 양극화가 교육의 결과에 미치는 영향 등을 분석하였다.
본 연구는 교육 분야 양극화 관련 지표・지수 개발을 위해 다음의 사항들을 고려할 필요가 있다. 첫째, 교육 분야 양극화는 기존의 교육격차나 교육 불평등 등과 구분되는 개념으로서, 선행연구의 결과를 참고하되 교육 분야 양극화의 개념을 잘 드러낼 수 있는 차별화된 지표・지수의 개발이 필요하다. 둘째, 지표를 구분하는 기준으로서 지표별 지수 산출 단위(수준), 자료 수집 단위, 자료의 위계적 구조를 고려하여 개인, 학교, 지역으로 구분되는 지표의 체계 및 지표・지수를 개발할 필요가 있다. 셋째, 교육 양극화 현상은 교육의 문제에만 국한된 것이 아니므로 교육 외적 요인을 고려한 지표・지수 개발이 요구된다. 넷째, 지표・지수 개발 시 학교 특성의 차이나 학교교육의 영향력을 실증적으로 분석할 수 있는 항목에 대한 고려가 필요하다. 다섯째, 중간층이 감소하고 상층과 하층이 증가하는 분포의 형태를 중심으로 양극화 현상을 파악할 수 있는 지수 산출 방식의 개발이 필요하다. 여섯째, 실질적으로 교육 분야 양극화 지수를 산출하기 위해서는 데이터 가용성을 높이는 방안에 대한 고민이 필요하다. 마지막으로 복잡하고 다면적인 교육 양극화 현상을 측정하기 위해서는 학생 배경이나 개인적 특성뿐만 아니라 학교 및 지역적 특성과의 다층적 관련성을 이해하고, 교육의 배경-투입-과정-결과 요인 간 관계를 복합적, 종합적으로 이해할 필요가 있다. 이와 함께 학교 수준에서의 교육여건과 교육 경험의 차이는 가정의 사회・경제적 배경이 학생 개인의 교육결과에 미치는 영향력을 조절하는 기제 역할을 수행할 수 있다는 점에서 공교육의 중요성과 역할에 대한 고려가 필요하다.
□ 학교 및 지역 수준 교육 분야 양극화 지표 개발
지금까지 교육 분야 양극화와 관련된 연구가 진행된 바 없기 때문에, 교육격차, 교육 불평등 등과 관련된 선행연구의 결과들을 검토하고, 연구진 브레인스토밍을 거쳐 학교 및 지역 수준 교육 분야 양극화 지표 후보(안)을 선정하였다. 그리고 선정된 지표 후보(안)에 대해서 유아교육, 초・중등교육, 고등교육, 평생교육 분야별 전문가 집단 토론, 전문가 의견 조사, 전문가 포커스 그룹 인터뷰(FGI)를 통해 지표의 타당성을 검토하고, 수정・보완하여 핵심지표(안)을 마련하였다.
본 연구는 교육 분야 양극화의 이슈가 가계소득이나 부모 학력과 같은 개인배경에 있지만, 학교나 평생교육이 이를 완화하기 위한 역할을 수행해야 한다는 관점에서 지표를 개발하였다. 즉, 교육 외적 요인에 의해 발생하는 교육 분야 양극화 현상을 잘 설명해 주는 동시에 교육의 질 관리 측면에서 학교교육 및 평생교육의 양극화 완화 기능과 역할을 모니터링할 수 있는 핵심지표를 개발하고자 하였다. 그리고 이러한 지표 개발의 기본방향에 따라 지표의 구성 체계를 ‘영역-소영역-지표’로 체계화하고, 생애단계(학교급)를 고려하여 개별 지표들을 ‘유아교육, 초등학교, 중학교, 고등학교, 대학교, 평생교육’ 시기로 구분하여 제시하였다. ‘영역’은 CIPP 체제 모형에 기초하여 ‘배경-투입-과정-결과’로 구분하였으며, ‘소영역’은 각 영역별로 포함되는 ‘내용상 영역’을 하위 영역으로 묶어서 구분하였다. ‘지표’는 교육 분야 양극화 관련 ‘학교교육 및 평생교육 모니터링 지표’라고 명명하고, 교육 분야의 양극화 양상은 물론 학교교육(유・초・중등・고등) 및 평생교육의 양극화 조절・완화 기능을 모니터링하기 위한 목적의 지표를 개발하고자 하였다. 본 지표는 교육 외적 요인에 의해 발생하는 교육 양극화의 양상과 정도를 모니터링하기 위한 목적의 지표(주로 ‘배경’ 및 ‘결과’ 지표)와 학교교육 및 평생교육에 대한 모니터링을 통해 교육 분야 양극화 완화를 위한 정책적 개입을 도모하기 위한 목적의 지표(주로 ‘투입’ 및 ‘과정’ 지표)를 포함하였다. 본 연구를 통해 잠정적으로 개발한 교육 분야 양극화 관련 ‘학교교육 및 평생교육 모니터링 핵심지표(안)’은 < 표 1 > 및 < 표 2 >와 같으며, 생애단계(학교급)별 지표의 수는 유아교육 시기 10개, 초등학교 시기 20개, 중학교 시기 20개, 고등학교 시기 21개, 대학교 시기 18개, 평생교육 시기 11개이다.
□ 학교 및 지역 수준 교육 분야 양극화 지수 개발
본 연구는 학교 및 지역 수준 교육 분야 양극화의 개념을 “학교 및 지역 수준의 교육 투입, 과정, 결과에 있어서 중간층은 감소하고 상층과 하층이 증가”하는 현상으로 정의하였다. 그리고 이러한 개념에 기초하여 지표별로 학교 및 지역 수준에서 산출되는 점수들의 상하 집단 쏠림 분포 형태, 즉, 중간층이 감소하고 상층과 하층이 증가하는 분포 형태를 중심으로 한 지수 산출 방식을 개발하였다. 즉, 학교 및 지역 수준의 교육 분야 양극화 현상, 즉, 중간층 감소와 상층 및 하층의 증가를 판단하기 위해 ‘표준정규분포’를 비교 기준으로 하여, 각 지표별 점수 분포의 하위 요소(하층, 중하층, 중간층, 중상층, 상층)에 따른 증감을 판단할 수 있는 다섯 가지 지수 산출 방안을 마련하였다. 이는 중간층, 상층, 하층의 지수 산출 값을 토대로 본 연구에서 정의한 학교 및 지역 수준 교육 분야 양극화의 양상을 검토하되, 중상층과 중하층의 지수도 추가 산출하여 양극화 양상을 보완 설명할 수 있도록 한 지수 산출 방안이다.
본 연구에서 개발한 학교 및 지역 수준 교육 분야 양극화 지수의 하위 요소 및 산출 수식(안)은 < 표 3 >과 같다. 아래 제시한 다섯 가지 지수 산출 결과, 부호가 ‘-’ 값을 가지면 표준정규분포에 비해 해당 층이 감소한 것을 의미하고, ‘+’ 값을 가지면 해당 층이 증가한 것을 의미하며, ‘산출된 수치’는 해당 층의 감소 또는 증가의 정도(강도)를 의미하게 된다.
□ 학교 수준 교육 분야 양극화 핵심지표별 기초분석 및 지수 산출(사례)
본 연구에서 개발한 학교 및 지역 수준 교육 분야 양극화 핵심지표・지수에 대한 타당성을 검토하기 위해 예시적 차원에서 가용 데이터 분석을 시행하였다. 분석 자료는 2019년과 2020년에 동일 학교에 대하여 수집한 학교(초・중・일반계고) 및 학생(초6, 중3, 일반계고2) 자료에 한국교육개발원(KEDI) 교육통계 DB를 연계한 자료이다. 학교 수준에서 수행된 핵심지표별 기초분석 및 지수 산출 결과를 요약하면 < 표 4 >와 같다.
1차 연도 연구에서 교육 분야의 양극화는 공교육의 문제로 발생한다기보다는 학생의 가정배경과 밀접한 관련이 있음을 밝힌 바 있다. 학교 수준에서 수행된 본 연구의 분석 결과를 종합해 볼 때, 학생들의 불평등한 가정배경 특성은 학생들의 거주배경에 차이를 일으키고, 이는 지역 내 학교의 재학생 구성, 즉, 학교배경에도 영향을 주어, 개인배경의 양극화가 학교배경의 양극화로 전이되어 나타나고 있는 것으로 추측된다. 그리고 교육의 과정이나 결과 영역의 지표들도 양극화 양상을 보이는 것으로 나타났는데, 이는 학교배경의 양극화가 학교교육의 과정에도 영향을 주어 양극화로 나타나고, 이러한 학교의 배경과 과정들의 영향이 누적되어 학생들의 성취도나 역량, 또는 상급학교 진학과 같은 교육적 결과의 양극화로까지 이어지는 것이 아닌지 검토가 필요하다. 이와 함께 학교교육 과정(학교 교육활동, 교사의 질, 교사 및 친구와의 사회적 관계 등)에서의 긍정적 경험들이 모든 계층에 평등하게 적용되는지, 혹은 상위계층에 집중되는 것은 아닌지, 취약계층이나 중간계층에 대한 보다 세심한 지원이 필요한 것은 아닌지에 대해 점검해 볼 필요도 있다. 교육 분야 양극화는 학생의 가정배경과 같은 교육 외적 요인에 의해서 발생하는 부분이 큰데, 코로나19 팬데믹 이후 2020년 학교의 비대면 원격수업이 증가함에 따라 가정배경에 따른 교육격차 및 불평등이 확대되고 교육 분야 양극화의 가속화 현상이 나타나는지에 대한 지속적인 모니터링 또한 필요하다. 이와 함께 공교육이 양극화 완화를 위한 기능과 역할을 제대로 수행하도록 유도하기 위한 정책적 방안에 대해서도 고민이 필요한 때이다.
한편, 가용 데이터를 활용하여 학교 수준에서 교육 분야 양극화 지수 산출 방식(안)을 적용해 본 결과, 다음과 같은 시사점을 도출할 수 있었다. 우선, 학교 및 지역 수준 교육 분야 양극화 지수 산출 방식(안)에서 비교 기준을 표준정규분포로 제안함으로써 1차 연도에 중간층과 상층 및 하층의 분포(비율)의 증감을 확인할 수 없었던 한계를 개선하는 데 기여하였다. 그리고 학교 및 지역 수준 교육 분야 양극화 지수 산출 방식(안)에서 양극화의 판단 기준을 중간층 감소, 상층과 하층의 증가로 구체화하고 중상층과 중하층 지수를 추가로 제시한 것은 양극화 경과를 파악할 수 있는 정보를 제공한다는 데 의의가 있다.
그러나 2개 연도(2019년, 2020년) 자료만을 토대로 가용 데이터 분석이 이루어진 점과 가용 데이터의 학교급별 표집 학교 수가 많지 않다는 점을 고려할 때, 본 분석 결과를 토대로 교육 분야 양극화 양상을 의미있게 해석하고 분석 결과를 일반화하는 데 한계가 있다. 무엇보다도 본 연구에서 활용한 데이터가 코로나19 대유행 전후로 수집된 자료임에도 불구하고, 이러한 이유로 코로나19로 인한 교육 분야 양극화의 심화 양상을 해석함에 있어서 본 분석 결과가 주는 함의는 제한적이다. 교육 분야 양극화 양상의 추론을 위해서는 일반화 가능한 수준의 표본규모 확보와 주기적인 데이터의 수집이 필요함을 시사한다. 또한, 본 가용 데이터 분석에서 모든 학교급과 모든 지표들이 하나의 일정한 패턴으로 설명되지는 않았으며, 양극화 현상이 두드러지게 드러나지 않는 지표들도 존재하였다. 교육 분야 양극화는 이해하기 어렵고 복잡한 현상이기 때문에 단일 지표에 대한 양극화 양상만을 분석하기보다는 지표 간의 복잡한 관계망을 입체적, 다층적으로 분석함으로써 교육 분야의 양극화를 이해하는 것이 필요하다.
□ 학교 및 지역 수준 교육 분야 양극화 핵심지표별 자료 수집 및 측정 방안
향후 안정적인 지표・지수의 산출을 위해, 학교 및 지역 수준 교육 분야 양극화 핵심 지표별로 자료 수집 단위(조사대상) 및 자료 수집 방안(주기적으로 수집되고 있는 기존 자료와의 연계조사 및 신규조사의 분류)을 검토하였다. 그 결과, 학교교육 모니터링 핵심지표의 경우, 일부 배경, 투입, 결과 관련 지표들은 기존의 KEDI 교육통계 DB나 학교정보공시 자료 등을 통해 연계조사가 가능하다. 그러나 그 외 많은 지표들은 현재 국가수준에서 주기적으로 수집되고 있는 자료가 존재하지 않거나 안정적인 데이터의 확보가 어려워 신규조사가 불가피하다. 교육 분야 양극화 관련 평생교육 모니터링 핵심지표의 경우에는 조사대상 규모 확대 등 해결해야 할 과제들이 있어 제약적인 면이 있지만 KEDI에서 주기적으로 수집하고 있는 국가수준의 평생교육통계조사(기관조사)와 평생학습 개인실태조사를 통해 상당 부분 연계조사가 가능할 것으로 본다.
다음은 학교 및 지역 수준 교육 분야 양극화 핵심지표별로 지표의 정의에 따른 측정 산식을 개발하였다. 이때 학교교육(유・초・중등・고등) 단계의 지표들은 학교 수준에서, 평생교육 단계의 지표들은 지자체 수준에서 지수가 산출되므로, 이를 지표의 정의와 측정 산식에 반영하고자 하였다. 그리고 신규 조사가 필요한 지표에 대해서는 조사대상을 ‘만5세(유치원), 초등학교 5학년, 중학교 2학년, 고등학교 2학년(일반계고), 대학교 2학년(일반대학)’ 으로 가정하여 척도문항 또는 문항 개발 방안을 마련하였다. 이를 위해 기존에 개발된 척도 문항들을 참고하였으며, 전문가 의견 조사 결과를 토대로 문항을 수정・보완하였다. 그러나 본 연구는 5개년에 걸쳐 추진되는 연구로서, 향후 연구에서 생애단계별 특성을 고려한 문항의 수정・보완과 예비조사를 통해 문항 타당화 작업이 수행되어야 한다.
한편, 향후 추진될 3개년간의 심층연구를 위해서는 과거 시점으로부터 현재까지의 추이 분석이 가능한 데이터가 요구된다. 이를 감안하면 KEDI에서 장기적으로 수집된 「학교 교육 실태 및 수준 분석 연구」(2003~2014년), 「KEDI 학생역량 조사 연구」(2016~2020년) 또는 「대학의 교수・학습 질 제고 전략 탐색 연구」(2013~2021년 현재) 등과 동일한 문항의 조사를 시행함으로써 과거 시점으로부터 현재까지의 추이를 분석하는 방법도 고려해볼 수 있다. 다만, 이는 본 연구의 수행을 위한 대안적인 방법으로 고려해 볼 수 있으며, 향후 실질적인 교육 분야 양극화 지표・지수 산출을 위해서는 현재의 교육 환경과 변화된 교육과정 등을 고려한 신규 문항이 적용될 필요가 있다.
□ 제언
향후 학교 및 지역 수준 교육 분야 양극화 지표・지수 개선 및 활용 방안, 안정적 자료 수집 및 연계 방안, 그리고 향후 추진될 교육 분야 양극화 심층분석 연구의 방향을 제언하였다. 본 연구를 통해 도출한 제언을 도식화하면 [그림 1]과 같다.

With social upheavals including the advent of the 4th Industrial Revolution and expansion of the Covid-19 pandemic, the increase and acceleration of social and economic polarization are a key concern throughout the society. This concern is also true within the field of education, but there is not enough empirical evidence to support and identify this phenomenon. Thus, the Korean Educational Development Institute recognized the need to accumulate baseline data that investigates the phenomenon of educational polarization in Korean society. As a foundation for developing criteria for identifying educational polarization and for preparing ways to mitigate it, we embarked upon a 5-year study from 2020 to 2024.
In the first year of the study, we agreed upon the concept of educational polarization and tentatively developed indicators and indices of educational polarization that could be calculated at the individual level. The process of developing these indicators and indices was based on analyses of key issues and controversies on educational polarization. The second-year study this year sought to tentatively develop indicators and indices of educational polarization that could be calculated at the school- and regional-levels. Thus, researchers investigated the reality of educational polarization at the school- and regional-levels, developed indicators for monitoring the effects of schooling and local lifelong education in alleviating educational polarization, and also developed methods for measuring and utilizing these indicators. As a preparatory stage for analyzing educational polarization, researchers prepared ways to collect data for these indicators and measure them.
Results of this research will be complemented through further research throughout the 5-year study which takes from 2020 to 2024. In the final year of the study in 2024, the goal is to finalize the indicators・indices of educational polarization and comprehensively analyze the trends, causes, and solutions of educational polarization. Results accumulated from this research could be utilized as baseline research for deriving implications of the research regarding the extent of educational polarization, its trends, and ways to alleviate polarization through relevant policies that respond to inequalities in education and seek equal opportunities in education.
□ Directions for developing indicators・indices of educational polarization at the school- and regional-levels
The term polarization originates from a common-sense term used after the Roh Moo-Hyun government in Korea to refer to social problems, rather than having academic roots. This made it difficult for researchers to find relevant literature on educational polarization. Thus, this research expanded the concept of educational polarization to similar concepts such as educational gaps or educational inequality to analyze research trends in developing and utilizing indicators・indices, realities of educational polarization, and the effects of polarization on the results of education.
This research considers the following aspects in developing indicators・indices of educational polarization. First, educational polarization differs from concepts such as educational gaps or educational inequality. While taking into consideration previous literature, it is necessary to develop differentiated indicators・indices suited to the concept of educational polarization. Second, as criteria for differentiating between indicators, it is necessary to develop systems of indicators with individual-, school-, and regional-levels and relevant indicators・indices considering the units (levels) for measuring indicators within the indices, units for collecting data, and hierarchical structures across the data. Third, educational polarization is not just a problem within the field of education, but is related to dynamics across factors external to education. Thus, the development of indicators and indices needs to reflect such factors external to education. Fourth, when developing indicators and indices, it is necessary to consider developing items that could empirically analyze differences across school characteristics and effects of schooling. Fifth, it is necessary to develop methods for measuring indices that could capture the phenomenon of educational polarization that shows distributions where middle classes decreases and upper- and lower-classes increase. Sixth, realistic considerations for increasing the availability of data is necessary in order to measure indices for educational polarization. Finally, in order to measure the complex and multi-dimensional phenomenon of educational polarization, it is necessary to understand not only learners’ backgrounds or individual characteristics, but also their multi-layered relations with schools and communities. Also, a complex and comprehensive analysis of factors involved in the overall process of backgrounds-input-process-results is crucial. Moreover, since conditions of education and learning experiences at the school level may be a mechanism for controlling the effects of social・economic backgrounds on learners’ educational outcomes, it is of paramount importance to consider the role of public education in this process.
□ Developing educational polarization indicators at school- and regional-levels
Since hardly any study has been conducted on educational polarization, we examined previous research on educational gaps and educational inequality and selected potential candidates for educational polarization indicators at schooland regional-levels through brainstorming among researchers of this study. Then, we conducted group discussions, surveys, and Focus Group Interviews (FGIs) about these potential indicators with experts from early childhood education, elementary and secondary education, higher education, and lifelong education This research seeks to explain the phenomenon of educational polarization that occurs due to factors external to education (household and regional backgrounds, etc.), as well as to develop key indicators of educational polarization to help monitor the roles of schooling and lifelong education in alleviating polarization. Such indicators could help control the quality of public education. Based on such directions for developing indicators, we systematized the constructs in layers of “fields-subfields-indicators” and categorized individual indicators into “early childhood education, elementary education, secondary education (middle schools), secondary education (high schools), higher education, and lifelong education”. The layer of “fields” comprises “background-input-process-results” based on the CIPP system model. The layer of “subfields” includes and is categorized into “content areas” in each field. The layer of “indicators” is named as the “Core indicators for monitoring schooling and lifelong education” and includes indicators that seek to monitor both the phenomenon of educational polarization and controlling・alleviating mechanisms of schooling (early childhood・elementary・secondary・higher education) and lifelong education. These indicators include those that seek to monitor the aspects and the extent of educational polarization due to external factors (mainly “background” and “results” indicators) and those that seeks room for policy interventions into educational polarization through schooling and lifelong education (mainly “input” and “process” indicators). “Core indicators for monitoring schooling and lifelong education” developed through this research includes 10 indicators for early childhood education, 20 indicators for elementary education, 20 indicators for middle schools, 21 indicators for high schools, 18 indicators for higher education, and 11 indicators for lifelong education. Details for “Core indicators for monitoring schooling and lifelong education“ related to educational polarization are specified in < Table 1 > and < Table 2 > below.
□ Developing indices of educational polarization at school- and regional-levels
This research defines the concept of educational polarization at school- and regional-levels as “a phenomenon where middle classes decrease and upper and lower classes increase regarding the input, process, and results of education at school- and regional-levels”. Based on this concept, we focused on the tilted distribution of school- and regional-level indicators based on this conceptualization and developed a way to calculate indices to reflect this phenomenon. In other words, based on the “standard normal distribution” as the control group, we prepared five different ways of calculating indices from the indicators at different sub-levels of the lower class, mid-lower class, middle class, mid-upper class, and upper class. Based on calculations from middle, upper and lower classes, this research examines educational polarization at school- and regional-levels based on our definition, while adding mid-upper class and mid-lower class indices so that explanations about educational polarization can be further complemented.
Sub-components and potential calculation formula for educational polarization indices at school- and regional-levels are specified in < Table 3 > below. Based on calculations from the five indices below, a minus sign (-) means that the respective class has a lower index than the standard normal distribution. A plus sign (+) means that the respective class has a higher index, and calculated values refer to the extent(intensity) of increase or decrease of the educational polarization of the respective group.
□ A Sample Case for Analysis of Core Indicators and Calculating Indices of Educational Polarization at the School-Level
To examine the appropriateness of Core Indicators and Indices of Educational Polarization at the School- and Regional-Levels, we conducted an analysis of available data as an example case. The data includes data collected from the same schools in 2019 and 2020 (elementary・middle school・comprehensive high school) and students (6th-grade elementary, 3rd-grade middle school, 2nd-grade high school) connected with the Educational Statistics database at Korean Educational Development Institute. Summarizing the results from the analysis of core indicators and index calculation for the school-level is as follows in < Table 4 >.
In the first year of research in 2020, we argued that educational polarization does not necessarily arise from problems within public education but is related to students’ family backgrounds. Based on analysis at the school level in this research, inequalities in family backgrounds cause differences in their living backgrounds, which in turn affects the composition of students at schools. In other words, school backgrounds. Thus, polarization at individual background levels is affecting polarization at school levels as well. Indicators on the processes and results of education also show polarization. This means that polarization at the school level affects activities and processes at schools, which may accumulate into affecting students’ achievement levels, competencies, and transition into schools of a higher grade after graduation. The relation among these processes deserves further investigation. Moreover, it is necessary to examine whether positive processes at schools (educational activities, quality of teachers, social relations with teachers and peers) are equally accessible to all levels, whether these positive experiences are concentrated towards upper class students, whether it is necessary to devise attentive support for middle-class and disadvantaged students. Educational polarization occurs largely from factors external to education, such as learners’ family backgrounds. With increases in online distance education at schools since 2020 due to the Covid-19 pandemic, it is necessary to continuously monitor whether educational gaps and inequalities are expanding depending on family backgrounds and whether there is an acceleration of educational polarization. In addition, now is the right time to have serious discussions about the roles of public education and ways to ensure that public education can alleviate educational polarization.
Based on the sample analysis utilizing calculation formulae of educational polarization at school-levels, we derived the following implications. First, indices developed from this research utilized the standard normal deviation as the controlled standard for comparison, thereby making a contribution for researchers to confirm increases and decreases in the distribution and ratio of upper and lower classes. This was not possible in the first year of research. Moreover, it was meaningful that the suggested calculation specifically defined educational polarization as a decrease of middle classes and an increase of upper and lower classes, and adding indices for mid-upper and mid-lower classes to provide further information that could track educational polarization.
However, this research has limitations in that 1) sample data analysis only includes data from two years of 2019 and 2020, and 2) the sample school-level data does not include many schools. In particular, despite the fact that the data utilized in this sample analysis has been collected prior to and during the Covid-19 pandemic, this characteristic only has limited implications for analyzing the intensification of educational polarization amid the Covid-19 pandemic. For inferences on educational polarization, it is necessary to secure a large enough sample size that could be utilized for generalization, and regular updates of the data. Moreover, not all the school levels and indicators showed common patterns, and some indicators did not show as much educational polarization. Educational polarization is a difficult and complex phenomenon. Rather than analyzing polarization based on single indicators, it is necessary to conduct a multi-layered analysis of complex relations to fully understand educational polarization.
□ Ways for collecting data and measuring core indicators for educational polarization at school- and regional-levels
For a stable foundation for establishing and calculating indicators and indices, we investigated data collection units (subjects for surveys) and methods for collection (connections with previously existing data and the necessity for new data collection) for all core indicators of educational polarization at school- and regional-levels. As a result, some core indicators for monitoring schooling including school backgrounds, input, and results are available through previous data in the KEDI educational statistics database or resources publicly published by schools. However, many indicators delineated in this study are not regularly collected at the national level, or cannot guarantee a stable collection of data. Thus, for these indicators, a new collection of data are inevitable. In the case of core indicators for monitoring lifelong education related to educational polarization, there are some tasks to be resolved, such as increasing the breadth of data collection. However, the lifelong education statistics (institution-based) at the national level, collected regularly by KEDI, and Survey on Current Conditions and Practices Lifelong Learning at Individual Levels” allow data for the indicators suggested in this study to be collected through already-existing resources.
Next, we developed calculation formulae for each core indicator of educational polarization based on their definitions. Since indicators for schooling (early childhood・elementary・secondary・higher education) are calculated at the school level whereas indicators for lifelong education are calculated at local government levels, we sought to reflect this tendency in indicators’ definitions and calculation formulae. For indicators that necessitate new data collection, we developed scaled question items or methods for developing items presuming that the survey will be conducted on 5-year-olds (early childhood education), 5th grade of elementary school, 2nd grade of middle school, 2nd grade of high school (comprehensive high school), and sophomore year at universities. For this purpose, we considered previously developed scaled question items and edited or complemented the items through expert surveys. Since this study as a whole is conducted for five years, future research in this study should conduct validations of survey question items by editing and complementing the question items through preliminary surveys that consider the characteristics of life stages. In addition, for intensive research in the next three years ahead, data that allows an analysis of trends from the past to the present is necessary. Considering this need, it is possible to consider conducting surveys with the same questions utilized in 「Analysis on the Level of School Education and Its Actual Status of Korean Schools」(2003~2014), 「KEDI Survey Research on Student Competencies」 (2016~2020) or 「Strategic Planning for the Advancement of the Teaching-Learning Quality in Higher Education」(2013~2021 present) to obtain data from the past to the present. This is suggested only as an alternative way to conduct this research. For the actual implementation of indicators and indices of educational polarization, it is necessary to develop new survey questions that reflect the current and changing education curricula.

This research makes the following suggestions regarding the improvement and utilization of indicators・indices of educational polarization at school- and regional levels, regarding a more stable data collection and collaboration, and regarding directions for future research in this area. The suggestions of this research are delineated in < Figure 1 > below.
