This study primarily focus on developing an effective teaching method of early literacy instruction. In doing so, this study purports to design an early literacy teaching program and describe it while discussing its implications for early literacy education. Literacy is essential for individuals to acquire information and live as a member of a civilized society. In addition, literacy is a indispensable condition for the success of school achievement of students, and the basic foundation of literacy education is used to be developed in lower grades in elementary school. However, due to educational circumstances to which individual students belong and significant difference of ability to read, a sizable number of students fail to acquire literacy after formal literacy education. We first assume that other types of literacy education materials besides formal textbooks could help the students, who in difficulty in acquiring literacy through formal literacy education, gain literacy more effectively. In this sense, this study initially navigated other teaching methods and materials which can help the students overcome the barriers. Finally, we arrived at the early literacy teaching using picture books. In Chapter Ⅱ, we addressed method of the early literacy instruction, the meaning of using picture books and content elements of early literacy instruction. First, we classified early literacy teaching methods into three approaches: phonics approach, holistic approach, and balanced approach. Then we focused on the balanced approach with consideration of its appropriateness and compatibility for early literacy education and incorporated the balanced approach with the literacy education using picture books. The balanced approach is a teaching method that promotes literacy learning background and provides overt and organized language skills and we argued that the balanced approach enable children to have more language experience and expand their use of oral language. After examining the characteristics of the balanced approach and its application for early literacy instruction using picture books, we identified implications of picture books for early literacy education and organized them into six primary implications. Then we arranged content elements of general early literacy instruction based on prior studies, we rearranged content elements of early literacy instruction and organized content elements of instruction when using picture books. In Chapter Ⅲ, we further designed and detailed early literacy instruction process based on chapter Ⅱ. Before designing a concrete program, we first established whole direction of early literacy instruction process. Based on this direction, we designed 10 instruction terms and we actually taught children under the guidance of the 10 instruction terms. After teaching, we examine literacy development through post evaluation process. As a consequence, this study addresses and suggests the followings. First, using picture books fosters children's reality understanding. Second, children can learn language more naturally by using picture books. Third, teachers have to do various roles as a material provider, interlocutor, storyteller, questioner, demonstrater and teacher who encourages students to engage in the learning process. Forth, teachers should not list phonics approach and holistic approach simply. Fifth, for the success of the early literacy instruction, the instruction is planned to be an active interaction between teacher and students. Sixth, instruction of a diphthong and double final consonant have to be continued constantly. Based on the balanced approach to literacy education, this study sheds light on how to improve literacy acquirement of children in difficulty the importance and usefulness of picture books for helping children in struggle for literacy acquirement with use of picture books in the process of literacy education. Furthermore, this study addresses that introduction of picture books to literacy education can improve both spoken and written language aquisition and interactional relationships between teachers and children and interactive educational circumstances should be built and ensured for the success of literacy education using picture books. These findings will be particularly implicative for teachers who design and implement literacy education programs.
