This study purports to draw plans for the operational development of overseas Korean schools, by reviewing the current status and problems of school administration. For this, this study analyzed the education systems of overseas schools operated by major foreign countries. Although overseas Korean schools are expanding infrastructure for operation including laws, management structures and supporting systems, there yet exists plenty room for improvement in terms of securing more budgets and carrying out restructuring procedures. The core problems identified in the operation of overseas Korean schools are the lack of elasticity in curriculum management, educational gap between institutions, insufficient budgets, poor educational conditions and environment, unstable supply of teachers, lack of teachers' ability and professionalism, and overlapping functions that show a regionally imbalanced distribution. These problems are both directly and indirectly connected to financial situations, and tend to be interconnected. Overseas educational institutions primarily aim at providing education for students to help them develop a sound sense of ethnic identity, adapt to local circumstances, and link to their mother country amidst geographically and culturally different foreign settings. While overseas Korean schools are placed in foreign educational circumstances, what should be considered is the fact that they operate the same curriculum with that of schools in Korea, and that a majority of students enter universities in Korea after completing secondary education overseas. In this sense, the educational conditions of overseas Korean schools should be improved to a level equivalent to those located in Korea. Analysis results indicate a foremost need to supply overseas Korean schools with the same educational environment as schools in Korea, in order to ensure educational consistency between domestic and overseas Korean schools. This includes the provision of educational facilities, sufficient financial resources and competent teachers. In that view, this study proposes seven detailed measures as follows: First, overseas Korean schools must re-establish their objective and role of educational provision, in the direction of balancing education for adaption to local circumstances and education for the understanding of the mother country. Second, the school curriculum should be operated more flexibly, with a better reflection of distinct local characteristics. An equally urgent need is to newly develop a customized curriculum for overseas Korean schools. Third, the teacher dispatching system should be reinstated by securing necessary finances, or either employment conditions should be sharply improved for locally recruited teachers. Financial alternatives could be considered for this, for example the Japanese system where payroll costs for dispatched teachers are covered by budgets from the local government's educational finance. Fourth, steps should be taken to provide basis for the reinstatement of the teacher dispatching system, such as modifying the overseas benefits system for teachers. Fifth, there should be major improvements in the selection system of principals, and a periodic training program in Korea should be introduced for teachers. Sixth, scholarships and tuition waiver should be granted at a same level with domestic schools, considering that some overseas Koreans are under difficult financial conditions. Finally, overseas Korean schools that have little means of further managerial improvement should be restructured or merged with other schools.
