Therefore, it needs education to meet the eye level of children and children's art museum appears as a representative case of it. Considering that exhibits and educational programs by children's art museum can have serious effect on them, it is urgently needed to develop effective teaching and learning methods having the validity. At this point of time when children's art museums begin to be founded one by one, under consideration of that it needs to suggest the future direction how it should progress in the concrete a bit more and that systematic and professional educations are necessary, this author suggests a method to develop educational programs for children's art museum focusing on story-telling and experience activities. For story-telling, it proves the effect gradually as many enterprises are using it now in their marketing as a strategy to captivate customers' sensitivity. For the program of experience learning, it is conducting already by many institutions not only of children but also of different age groups but it has difficulty to produce effective results just by experience activities only and also it believes that such program to do with all ages should be the education far away from the one at children's eye level. Thus, this study has the objective to develop an educational program as a compromise between these two methods and prove its validity. The developed program was conducted actually of 632 participants in an institution and as the results from the analysis, it draws the conclusion that it will be able to achieve good effects by the application of story-telling and experience activities. Also it shows that since two methods are applied together, it is able to supplement problems to be occurred by concentration on one method only. These two kinds of learning methods boost the participation of children naturally and their interests as well. As the results, their understanding is also increased so that it is regarded as an effective teaching and learning method of education. So far, there are many occasions to regard the fine arts just as a part of curriculum to learn in schools only due to lack of educational fields in local art museums and also there are many learners and school parents thinking that it is less important than other curriculums focused on college entrance exams only.
