The purpose of this study was to examine the stepwise construction strategy of highway network in North Korea according to the socioeconomic condition and future development-oriented economic scale of North Korea, in order to efficiently and systematically execute the road-related business in North Korea that recently came to agreement by South Korea and North Korea or that was planned by South Korean government, and prevent the trial and error South Korea experienced in the past. After the division of Korea into north and south, the road in North Korea has played a supplementary role for the railroad and therefore it presents a big difference from that of South Korea quantitatively and qualitatively. In order to expand vulnerable roads in North Korea, this study estimated necessary roads in North Korea in the future. For this, three northeastern provinces in China, which had similar political and economical characteristics to North Korea, were established as a reference model and then predicted innovation and opening-oriented economic conditions in North Korea in the future. In addition, using a regression analysis model of actual construction of highway network according to the economical index of South Korea, the extension of necessary roads in North Korea in the future was estimated. Study findings showed that the length of necessary highway roads was 1,037 km in the short-term (by 2020), 1,428 km in the middle-term (by 2030), and 2,606 km in the long-term (by 2040) respectively. Based on these findings, the investigator comprehensively considered the priority of highway network in North Korea, presented in preceding studies, in order to work out a stepwise construction strategy of highway network in North Korea. In the initial period of cooperation between South and North, it is necessary to renovate the existing highways, such as the renovation of the highway between Gaeseong and Pyeongyang, focusing on politically agreed businesses. In the short-term construction of infrastructure, it is necessary to renovate and construct a highway between Pyeongyang~Anju~Sinuiju in order to connect with China. In the middle-term activation of cooperation, it is necessary to construct a highway between Wonsan and Najin above all, in consideration of connecting North Korea's resource development to the road network in China and Russia. In the long-term integration of economy, it is necessary to additionally construct a highway for the west coast axis and the northern inland axis. As for other highways, it is necessary to construct by reflecting the trend of economic development in North Korea in the future. The additional construction of highway network in North Korea seems to be inevitable for the preparation of activated exchange between South and North and economic development in North Korea. This study seems to be meaningful in that it concretely examined not the general and all-inclusive plan of development, dealt in the preceding studies, but a detailed plan of implementation, such as a stepwise plan of implementation.
