설계홍수량 산정에 있어서 매개변수인 기존 도달시간 산정방법 Kraven(Ⅱ)는 경사구간별 3가지 유속을 제시하고 있으므로 해당 유역특성이 충분히 반영되지 못하고 있다. 이에 최근『설계홍수량 산정요령, 2012. 국토해양부』에서 제안한 보완된 연속형 Kraven 방법은 완경사부와 급경사부의 유속을 보완하여 하천 평균경사 전반에 걸쳐 평균유속이 최소유속 1.6m/s에서 최대유속 4.5m/s의 범위내의 연속성의 유속을 나타내고 있어서 현실적으로 타당한 범위를 가지며, 도달시간도 매우 합리적인 결과를 나타내고 있으므로 기존의 불연속의 문제나 매우 완만한 경우와 급한 경우의 적용성에도 매우 우수한 것으로 나타나고 있다. 본 연구에서는 동화천 유역을 대상으로 도달시간 산정방법에 있어 기존 Kraven(Ⅱ) 방법과 보완된 연속형 Kraven 방법에 따른 수문곡선의 변화양상을 살펴보았으며, 또한 동화천, 매호천, 욱수천, 금포천 4개의 하천유역에 대하여 각 해당 유역특성을 고려한 단위도법-도달시간 산정방법에 따른 홍수유출모의결과를 비교분석하여 다음과 같은 결론을 얻을 수 있었다.
1) 홍수량 산정에 있어서 매개변수인 도달시간 산정방법에 따라 홍수량이 크게 영향을 받으며, 도달시간이 길어질수록 홍수량이 감소하는 경향을 나타내고 있었다.
2) 도달시간 산정방법에 있어 기존 Kraven(Ⅱ) 방법을 동화천 유역에 적용하여 보면 경사구간별 유속을 제시하고 있으므로 유속이 3가지 구간(2.1m/s, 3.0m/s, 3.5m/s)으로만 구분되어 있어서 해당 유역특성이 충분히 반영되지 못하고 있으며, 적용 시 유속의 불연속이 발생하게 되어 유속을 동일하게 적용하는 구간의 경우 경사에 따른 영향이 전혀 반영되지 않으므로 도달시간이 동일하게 산정되는 결과를 나타내기도 했다. 또한 경사가 매우 완만한 구간이거나 경사가 매우 급한 구간에는 적용하기 곤란한 문제점을 가지고 있는 것으로 판단된다.
3) 보완된 연속형 Kraven 방법은 완경사부와 급경사부의 유속을 보완하여 하천 평균경사 전반에 걸쳐 평균유속이 동화천 유역에 적용 시 최소유속 1.60m/s에서 최대유속 4.36m/s의 범위내의 연속성의 유속을 나타내고 있어서 현실적으로 타당한 범위를 가지며, 도달시간도 매우 합리적인 결과를 나타내고 있으므로 기존의 불연속의 문제나 매우 완만한 경우와 급한 경우의 적용성에도 매우 우수한 것으로 나타나고 있다.
4) 동화천 유역을 대상으로 유도된 연속형 Kraven의 구간 하도경사-평균유속 관계 곡선의 회귀식에서 산정한 경사별 평균유속은 일반화된 평균경사-평균유속 곡선에서 나타난 바와 같이 ±0.5m/s의 범위를 가지는 점을 감안하여 실무 적용 시 지역특성을 고려하여 약간 조정할 수 있을 것으로 보인다.
5) 동화천 유역의 홍수유출량은 전반적으로 보완된 도달시간 산정방법 적용 시 더 크게 산정되었다. 동화천 유역 하류단의 첨두홍수유출량 값은 기존 Kraven(Ⅱ) 방법을 적용했을 때 보다 보완된 연속형 Kraven 방법을 적용했을 때, 단일유역에 의한 홍수추적 시 18.0㎥/s 만큼, 소유역 분할에 의한 홍수추적 시 88.1㎥/s 만큼 더 크게 산정되었다.
6) 단일유역에 의해 산정한 첨두홍수유출량 값과 소유역 분할(24개 소유역)에 의해 산정한 첨두홍수유출량 값의 차이는 0.01% 발생하고 있으며, 특히 이러한 홍수량 값은 소유역을 많이 분할할수록 크게 산정되었다. 이처럼 소유역 분할에 따른 홍수추적 시 하도추적방법을 적용할 경우 홍수량 값이 커지게 되며 이의 원인은 소유역 분할 시 홍수량 산정 대상유역의 면적이 작아지면 단위도 종거의 첨두치 증가에 따른 첨두홍수유출량은 크게 증가되는 반면 하도의 저류효과로 인한 홍수량의 감소는 매우 작기 때문인 것으로 판단된다.

7) 동화천, 매호천, 욱수천, 금포천 4개의 각 하천유역에 대하여 각 해당 유역특성을 고려한 Clark, SCS, Nakayasu 단위도법에 따라 도달시간을 변화시켜 홍수유출모의결과를 비교분석하였다. 그 결과 도달시간에 의해 Clark 방법은 저류상수에 영향을 받게 되며, SCS 방법은 지체시간에 영향을 받게 되는 반면 Nakayasu 방법은 도달시간에 영향을 받지 않는 것으로 나타났다. 또한 도달시간 산정방법에 있어 Kraven(Ⅰ) 방법은 유속이 지나치게 높게 산정되어 첨두홍수유출량 값이 크게 산정되었으며, 반면에 Kirpich 방법의 유속은 또 지나치게 낮게 산정되어 첨두홍수유출량 값이 작게 산정되었다. 이것은 각각의 도달시간 산정방법이 어떤 것은 급경사 유역에 적합하고 또 어떤 것은 완경사 유역에 적합한 방법으로 근본적인 문제점을 가지고 있음을 알 수 있었다.
8) 또한 하천별 해당 유역특성을 고려한 실제 평균유속에 대한 도달시간 산정방법 연속형 Kraven을 적용한 후 기존 Kraven(Ⅱ) 방법과 비교하여 홍수유출모의결과를 살펴보면, 매호천을 제외한 동화천 및 욱수천, 금포천 유역은 기존 Kraven(Ⅱ) 방법 적용 시 보다 연속형 Kraven 방법 적용 시 유속이 높게 산정되었으며 그에 따라 첨두홍수유출량 값이 크게 산정되었고, 매호천 유역은 기존 Kraven(Ⅱ) 방법 적용 시 보다 보완된 연속형 Kraven 방법 적용 시 유속이 낮게 산정되었으며 그에 따라 첨두홍수유출량 값이 작게 산정되었다.

In this study, that the Kraven(II) method, the existing method to estimate the time of concentration in our country, does not reflect the characteristics of relevant basin as it presents 3 stream velocities by section of slope was verified, and the time of concentration for the actual average stream velocity considering the characteristics of the basin was compared and analyzed by applying the continuous Kraven method, which was suggested recently by 'Design Flood Estimation Tips, 2012, Ministry of Land, Transport and Maritime Affairs‘ complementing the stream velocities for the easy slope and the steep slope, to the Donghwa-Cheon, the medium size river and the modality of changes in hydrograph was examined, For the Maeho-Cheon, Wuksu-Cheon and Geumpo-Cheon, the flood runoff simulation results according to the time of concentration application method considering the characteristics of relevant basin were compared and analyzed and following conclusions were able to obtain.
1) If the existing Kraven(II) method was applied to the Donghwa-Cheon basin to estimate the time of concentration, since the stream velocity is divided into 3 sections (2.1 m/s, 3.0 m/s and 3.5 m/s) only, the characteristics of relevant basin was not reflected sufficiently, and if the same stream velocity was applied to the section, since the discontinuity occurred in the stream velocity and the influences by the slope were not reflected at all, it resulted that the time of concentration for all basins were estimated as same. In addition, it is deemed to be hard to apply to the sections having very easy slope or very steep slope.
2) Since the complemented continuous Kraven method was complemented the stream velocities for the sections having easy slope and steep slope and when it was applied to the Donghwa-Cheon basin, the average stream velocity had the continuity within the range from minimum stream velocity of 1.60 m/s to maximum stream velocity of 4.36 m/s and the time of concentration also showed the very reasonable results, it does not have problem of discontinuity and is deemed to have excellent applicability for both the easy slope and steep slope.
3) The average stream velocity estimated from the regression equation for the section channel slope-average stream velocity relation curve in the continuous Kraven method induced for Donghwa-Cheon basin seems to be able to adjust a little considering the regional characteristics given that it has the range of ±0.5 m/s as represented in the generalized average slope-average stream velocity curve.
4) The flood runoff in Donghwa-Cheon basin was estimated much greatly when applying the generally complemented method to estimate the time of concentration. When the complemented continuous Kraven method was applied, the peak flood runoff of Donghwa-Cheon basin was estimated greatly by 18.0 ㎥/s for flood routing by single basin and by 88.1㎥/s for flood routing by subwater shed division than the existing Kraven(II) method.
5) The difference between the peak flood runoff estimated by single basin and that estimated by dividing subwater sheds (24 subwater sheds)was 0.01% and the more the subwater sheds were divided, the more the value of flood discharge was increased. As such, if the river channel routing method was applied during flood routing, the value of flood discharge became greater. That reason is deemed that the reduction of flood discharge is very small by the water storing effect in the river channel while if the flood discharge area is reduced when dividing by subwater sheds, the peak flood runoff is greatly increased by the increase of peak value of the ordinates in the unit hydrograph.
6) The flood discharge simulation results were compared and analyzed by changing the time of concentration in the 4 river basins of Donghwa-Cheon, Maeho-Cheon, Wuksu-Cheon and Geumpo-Cheon by the unit hydrograph methods of Clark, SCS and Nakayasu. While, in the Clark method, the storage constant was influenced by the time of concentration, and in the SCS method, the lag time got influenced by the time of concentration, in the Nakayasu method, no influence was taken by the time of concentration. In addition, in estimating the time of concentration, while , in the Kraven(I) method, since the stream velocity was estimated excessively high, the peak flood discharge was estimated greatly and in the Kirpich method, since it was estimated excessively low, the peak flood discharge was estimated small, through which it was observed that each method to estimate the time of concentration has fundamental problems as one is suitable for the basin having steep slope while the other is suitable for the basin having easy slope.
7) In addition, if we examine the flood discharge simulation results after applying the continuous Kraven method, which is the method to estimate the time of concentration considering relevant regional characteristics by river, compared to the results of applying existing Kraven(II) method, the stream velocity in the basins of Donghwa-Cheon, Wuksu-Cheon and Geumpo-Cheon except Maeho-Cheon was estimated greatly than applying existing Kraven(II) method, and the peak flood discharge was estimated greatly accordingly. In the Maeho-Cheon basin, the stream velocity was estimated small when applying the complemented continuous Kraven method than that of applying existing Kraven(II) method and accordingly, the peak flood discharge was estimated small.
8) Therefore, this study suggests that using continuous Kraven method, which reflects the characteristics of the relevant basin sufficiently and complemented the stream velocity in the sections having easy slope and steep slope, will contribute to the improvement of reliability of the design flood estimation.

That reason is deemed that the reduction of flood discharge is very small by the water storing effect in the river channel while if the flood discharge area is reduced when dividing by subwater sheds, the peak flood runoff is greatly increased by the increase of peak value of the ordinates in the unit hydrograph.
6) The flood discharge simulation results were compared and analyzed by changing the time of concentration in the 4 river basins of Donghwa-Cheon, Maeho-Cheon, Wuksu-Cheon and Geumpo-Cheon by the unit hydrograph methods of Clark, SCS and Nakayasu. While, in the Clark method, the storage constant was influenced by the time of concentration, and in the SCS method, the lag time got influenced by the time of concentration, in the Nakayasu method, no influence was taken by the time of concentration. In addition, in estimating the time of concentration, while , in the Kraven(I) method, since the stream velocity was estimated excessively high, the peak flood discharge was estimated greatly and in the Kirpich method, since it was estimated excessively low, the peak flood discharge was estimated small, through which it was observed that each method to estimate the time of concentration has fundamental problems as one is suitable for the basin having steep slope while the other is suitable for the basin having easy slope.
7) In addition, if we examine the flood discharge simulation results after applying the continuous Kraven method, which is the method to estimate the time of concentration considering relevant regional characteristics by river, compared to the results of applying existing Kraven(II) method, the stream velocity in the basins of Donghwa-Cheon, Wuksu-Cheon and Geumpo-Cheon except Maeho-Cheon was estimated greatly than applying existing Kraven(II) method, and the peak flood discharge was estimated greatly accordingly. In the Maeho-Cheon basin, the stream velocity was estimated small when applying the complemented continuous Kraven method than that of applying existing Kraven(II) method and accordingly, the peak flood discharge was estimated small.
8) Therefore, this study suggests that using continuous Kraven method, which reflects the characteristics of the relevant basin sufficiently and complemented the stream velocity in the sections having easy slope and steep slope, will contribute to the improvement of reliability of the design flood estimation.
