So we should approach on the runaway problem as a structural problem in the family and society, not a matter of personal preference. To this end, the Government, starting with Seoul YMCA youth shelters in October 1992, has operated 103 youth shelters nationwide today. Especially since 2006 through the research into development of detailed management model of youth shelter by type, youth shelter management has grown technically and institutional by typing temporary, short-term, mid-and long-term shelter. However it was not sufficient to meet the rapidly changing needs of the community and the level of youth's needs. Shelters have been just responsible for the living facilities of the simple protection and are not easily accessible space. Hence this research purposed to search for youth shelters problems of the field experts' viewpoint through Delphi survey and FGI and to offer the improvement program through the resulting of the survey. In this research, thirty on-site experts consisting of youth shelter directors and team leaders with more than three years experience drew the problems of youth shelter by Delphi survey. And I sought to find the type of problems and solutions by giving focus group interview in order to supplement Delphi survey. In this, I sought to change the policy on youth shelters and runaway youth and proposed a directional move of a youth shelter. The main results of this study are as follows: First, there are differences in recognizing a problem of youth shelter type (temporary, short-term, mid-and long-term shelter). In 108 questions from 13 sub-areas from six regions, 24 items is inadequate in temporary shelters, 29 items in short-term shelter, 41 items in mid-and long-term shelter. Depending on the type of shelters on-site experts had differencies of problem recognition. Therefore the policy alternatives on Youth shelter will also be approached by type. Second, problems of a youth shelter that appeared through the FGI are, first, dysfunction due to the typology of youth shelters, and secondly, imbalance of the typology of youth shelters, thirdly, the need for a central delivery system of the youth shelter, fourth, publicness of youth shelter, fifth, the problem of the scale of youth shelters. And solutions of the problems of youth shelter that appeared through the FGI are as follows: First, it requires the diversity of youth shelter. Secondly, the empowerment of the individual youth shelter is needed. Third, changes in social awareness of youth shelters is needed. Through this research I have the significance fo the following: First, I could study problems and improvement of youth shelters from the perspective of an on-site expert rather than the perspective of runaway youth or the national policy perspective. Second, I should discover a difference in accordance with the type of youth shelters(soft, short, medium and long term shelter) and will be to conduct research into youth shelters for each type in future.
