This study has been conducted and drafted to study sustainability and distribution of Korean wave in China after Korea-China FTA of 2014, with terrestrial TV, which are main contents of Korean wave, as main subject. Especially it analyzes how transmission market and co-production market, which are called Korean wave 2.0 after 2013, have developed from market of copyright, the Korean wave 1.0, and from current regulations in China changed accordingly, essence of Chinese regulations based on has been studied. Especially, in this study, cultural policies of China have been organized based on a presumption that Chinese regulation has been established based on protection of own culture and globalization of its culture, which have started as a strategy for culture security of China, and such has started from ‘SanBuJoWoo(三步走)’, the 3rd stage of hinese economic development plan advocated by Deng Xiaoping in 1987. Also, it is able to propose a model for development of broadcasting industry between two nations for more active distribution of Korean broadcasting contents in Korea, based on research on current Korea-China broadcasting contents and audiovideo(audiovisual) service in Korea-China FTA agreed in 2014. By studying cultural development plan presented every 5 years by China and analyzing the characteristics of Korean and Chinese broadcasting market in , direction of promotion and regulation in cultural development plan presented by China has been analyzed. From the analysis, it has been found that China is shifting from strategy of cultural security to strategy of great cultural capital in an overall context of Chinese cultural development and in order to do so, areas of promotion and regulation are not amended as much. Also in , it has been studied how export of copyright, right of transmission, and format has been conducted from Korean wave 1.0 to Korean wave 2.0 and after, and consequent regulations has been organized into a timeline to analyze based on what factors Chinese regulations on Korean terrestrial TV contents are legislated. Based on such studies, it has been confirmed that Chinese regulation is strictly restricted except the area of promotion for Chinese cultural security and at the same time, alternative strategy to acquire entry into value chain in Chinese media market has been drawn out. Especially, it has been reached to a conclusion that while sustaining current system in leading markets of production, distribution, and platform among value chains of Chinese media market, approaching the matter by entering markets of co-production, element, and education, which are secondary media market, for mutual benefit of both nations is very strategically effective in global distribution. Finally, by studying current broadcasting market and regulation of both nations in regard to matters that must be treated carefully in Korea-China FTA negotiation of afterwards as mentioned in , asymmetric regulations between two nations can suggest downfall of Korean terrestrial TV due to invasion of Chinese capital into Korean broadcasting industry, just like Taiwan. Therefore, for follow-up Korea-China FTA negotiation, ① constructive ‘co-production agreement and ② specification on foundation of limited-partnership entertainment company is proposed for consideration.
