본 논문은 한국 시민운동의 변화 과정에서 등장한 중간지원조직의 형성과정 및 2000년대 중반 이후 설립된 민관협력형 중간지원조직인 NGO센터의 형성과정을 중심으로 분석한 논문이다. 시민사회의 위기 극복을 위해서 NGO센터와 같은 중간지원조직이 등장하는 현재, 시민운동 중간지원조직의 형성과정에서 주체와 배경에 대해 고찰할 필요가 있다. 조직의 현재와 미래적 행태는 과거의 연속선상에서 발생한다는 점에서 향후 시민운동 중간지원조직의 현재를 설명하고 미래를 예측함에 있어 태생이나 성장 과정에서 연유된 경험적 맥락을 이해하는 것은 중요한 지점이기 때문이다. 한국의 시민운동 중간지원조직은 시민사회의 발전 및 변화 과정에서 등장하게 되는데 본 논문에서는 시민사회의 발전 및 변화 과정과 시민운동 중간지원조직의 형성과정을 중심으로 분석한 뒤 대표적 사례인 NGO센터 설립의 배경 및 과정을 시기별로 분석하고 특징과 시사점을 도출하였다. 시민운동단체는 시민사회의 주요 활동 주체로서 1987년 6월 항쟁 이후 시민사회 영역의 확장과 함께 등장하였는데, 1990년대 영향력이 높아지며 급성장하게 되지만 2000년 총선시민연대 활동 이후 보수정권을 거치며 내․외부적 위기를 겪는다. 시민운동의 위기를 극복하기 위한 방안으로 중간지원조직은 역할, 설립 및 운영형태에 따라 다양하게 정의되는데, 사회문제를 해결하는 과정에서 발생하는 전문성 및 자원의 한계 등 시민사회 실패를 극복하여 문제를 해결할 수 있도록 자원지원, 역량강화, 연결, 정보제공․연구 등 시민사회의 역량을 강화할 수 있도록 기능을 하는 조직이다. 한국의 시민운동 중간지원조직은 설립 및 운영 형태에 따라 관설관영, 관설민영, 민설민영으로 분류되고, 성격에 따라 자조형, 민간기관형, 민관협력형으로 분류된다. 자조형 조직은 한국시민단체협의회, 시민사회단체연대회의가 대표적인 사례이며 민간기관형 조직으로는 시민운동지원기금, 시민운동정보센터, 국내․외 공익재단이 대표적인 사례이다. 민관협력형 조직은 시민사회와 정부, 양 주체가 협력을 통해 설립한 분야별 지원센터가 있는데 시민운동을 종합적으로 지원하는 NGO센터가 대표적이다. 한국에서 NGO센터 설립 과정은 총 3단계로 구분할 수 있는데 1기는 NGO센터가 국내에 소개되고 필요성이 대두된 2000년부터 시민사회단체연대회의를 중심으로 NGO센터 설립 추진을 위해 정부 교섭을 진행한 2004년까지, 2기는 NGO센터 건립을 위해 본격적인 연대회의의 활동이 시작된 2005년 후반부터 중앙정부의 지원을 통해 광주, 부산, 강원, 대전 중구 등 4개 지역에 1차적으로 지역재단과 NGO센터 설립이 진행된 2007년까지, 3기는 이명박 정부가 집권한 2008년 이후부터 주로 지방정부와 협력으로 충북, 광주 광산구, 서울, 대전, 충남 등 NGO센터 설립이 진행되고 있는 2016년까지다. 각 시기별로 NGO센터 설립 과정을 추진 주체, 내부적․정치 행정적 환경, 교섭 대상, 추진 내용, 성과 및 한계를 중심으로 분석하였다. 분석 결과 NGO센터 설립 과정에서 몇 가지 특징을 발견할 수 있었다. 첫째, NGO센터 설립은 시민사회가 위기 극복을 위해 스스로 모색한 방안이고, 실제 설립 과정에서도 시민사회가 주체적으로 활동하였다는 점이다. NGO센터 설립이 본격적으로 진행된 2기(2005년~2007년)의 경우 시민사회단체연대회의와 중앙정부의 협력을 통해 NGO센터 설립이 확정되었고 3기(2008년~2016년)에는 보수정부의 등장 후 갈등으로 인해 지역 연대회의와 지방자치단체의 협력을 통해 NGO센터 설립이 확정되었다. 특히 이 시기에 NGO센터가 설립된 지역의 지방자치단체장은 모두 야당 소속이며 공약에 반영하거나 단체장의 추진 의지에 따라 진행되었다. 둘째, NGO센터 설립 및 운영 근거로 조례가 제정되었다. 이는 NGO센터 설립 및 운영 유형이 관설민영 형태인데 초기 설립을 위한 비용을 줄이고 민간의 전문성을 바탕으로 하여 수탁 기간 동안 안정적 예산 지원이 가능하다는 장점을 가지고 있다. 한편으론 상위 법률(지방재정법) 개정으로 지방자치단체의 보조를 받기 위해서 법령에 근거하여야 한다는 외부적 환경의 결과이기도 하다. 셋째, NGO센터는 민관협치의 가능성을 가진 조직이다. This study mainly analyzes the formation process of intermediary support organizations that recently emerged during the transition of South Korea’s civic movement. The emerging of an NGO center in the mid-2000s is also examined as an exemple of the formation of intermediary support organization that feature public-private partnership. To overcome a challenges of the civil society, the formation process of intermediary support organizations like NGO centers needs to be carefully studied with its social background and surrounding environments. An organization’s present and futureal behaviors are continuously influenced by its past patterns, which suggests that the historical context of intermediary support organizations is an essential element. At this point, it is important to understand the origin and the process of the growth of intermediary support organizations, which may explain the further pathway from an empirical point of view. As intermediary support organizations are emerged along with a growth and changes of the civil society, this study analyzes the growth and changes of civil society and the process of formation of intermediary support organizations in the historical context. NGO centers’ foundational background and growth in several stages are also examined in this study to suggest features and implications for health civil society in the future. The civil movement organization that has emerged and expanded realms of the civil society since the June Democracy Movement of 1987 plays a key central role in the civil society. Its influences on the society rapidly increased in the 1990s, however most civil movement organization underwent both internal and external crises in the early 2000 by going through conservative regimes despite the Citizens’ Alliance for the 2000 General Elections (CA2000). To overcome a challenges of civic movement, intermediary support organizations diversifies their roles by types of management and foundations; moreover, they specialize roles in capacity building, resource mobilization, partnerships buliding, networking, information sharing, and academic research on the civil society. This study are divided into three stages of the growth including the first period from 2000 to 2004, the second period from 2005 to 2007 when local foundations and NGO centers began to be established, and the third period from 2008 to 2016 when the NGO centers were expanded to a more local level. This historical and contextual analysis implies substantial findings. First, civil society found their own pathway to overcome challenges and played a pivactive role to found NGO centers. Second, local ordinances were enacted for the foundation of NGO centers to reduce initial establishment costs and to ensure professional input from the private sector. Third, NGO centers are operated by a function of the governance between the private and the public sectors. Fourth, the names of the NGO centers are found distinguishable by their location and their local regulations. This study provides implications to overcome the challenges of the civil society and to promote civic movement through NGO centers as intermediary support organizations. NGO centers as intermediary support organizations may effectively operate programs with the government supports and expand realms of the civil society by empowering local governments. In the future, NGO centers will diversify roles of the civil society associations and will increase levels of public goods through supporting public, private, and nonprofit organizations. On the perspective on the civil society, this study suggests future roles and need from other sectors of intermediary support organizations in South Korea by analyzing the process of formation in the historical context.
