This study aims to propose an activation plan for utilization of cultural programs in a university library focused on the S University in the hopes that the operation of various cultural programs and active participations of the cultural programs will lead to the active use of a university library. Cultural programs conducted in four university libraries were investigated to grasp the current status of cultural programs in Korea and the results were compared and analyzed with the operating cases of the S University. Moreover, the survey on library use satisfaction carried out by the S University library was examined and in-depth interviews asking the perception of cultural programs in the S University library was conducted and were analyzed. Based on the results, the properties of cultural programs which users demand were analyzed through in-depth interviews with university members and by developing satisfying cultural programs for the library users, the study ultimately looks to operate cultural programs that fit the S University library and contribute to activating the utilization of cultural programs. The findings of the study suggest that the participation of cultural programs can be activated through the development of differentiated programs which take advantage of the infrastructure the S University possess, and the management of variously linked programs as well as the reinforcement of incentives. That is to say, firstly, the S University will be able to facilitate the improved user satisfaction by prioritizing the diversity of reading and educational programs appropriate to the S University circumstances rather than seeking the diversity for each type of cultural programs. Secondly, greater participation can be drawn by attempting to link the library’s cultural programs with curriculum courses, academic departments and other programs. Especially, a bibliotherapy program in collaboration with the Department of Psychology, and a music concert arranged together with the Department of Music is viable in the S University. Also, if the programs are operated not in a one-sided method of delivery but in a two-way communication in the means of linking more than two programs such as a film review competition program that ties watching films with writing or an association of book recommendation with writing book review, it will likely attract more participation from the users. Thirdly, the results of satisfaction survey and interview analysis indicate that the majority of students are influenced by giveaways and prize money. Therefore, it is possible to consider ways to reinforce the incentives including increasing the number of prize winners so that more students can take part, and operating a library mileage system apart from prize money and giveaways. Furthermore, user promotion and marketing and the role of the librarian is critical in leading successful cultural programs. In other words, if the role of the university library goes beyond the provision of academic information and adds the function of operating various cultural programs and its librarian manages those with continous effort, the participation of cultural programs will be activated, and eventually the use of university libraries will be increased.
