For this purpose, the study explored the meaning and purpose of elementary multicultural education and democratic civil education, the principle of education and main approaches, and the contents and methods of education. Based on this, compared and analyzed the similarities and differences in the human image, value orientation, content, and methods pursued by each. The human figures pursued by the national curriculum were ‘a man of culture’ and ‘a person who lives together.’ According to the education theory, ‘transformative citizen’ of multicultural education were common elements of the two education. In terms of value-oriented, multicultural education places understanding and acceptance of cultural diversity, respect for human dignity and universal human rights, a responsibility to the global community, respect for the earth and respect for the earth as key values. In democratic civic education, the goal is to achieve the status of human-like life, the development of democratic countries, and the realization of the ideals of humanity's common welfare (Article 2 of Education Basic Law). In terms of content, the common learning contents are as follows: peace, solidarity, human rights and equality, and cultural diversity. However, in actual teaching and learning, the identity of the subject is classified according to the high learning frequency of a particular learning topic, specifically highlighted contents, and the main content elements. Finally, in terms of methodology, the teaching methods, teaching strategies, and guidance used by the two education are similar. Based on this study, follow-up studies related to the concept and relationship comparison of multicultural education and democratic civic education will have to move in a more advanced direction in the future.
